A new NGO starting up in Yerevan is seeking someone with auditing and accounting skills and the ability to examine and evaluate NGO budgets. The function of the NGO will be to evaluate and rate other Armenian NGOs that receive foreign funding. The goal of the NGO is to improve the efficiency and impact of Armenian NGOs and encourage more funding from international sources, including the Diaspora. Minimum requirements 1. Armenian citizen 2. Knows Armenian accounting requirements and International Financial Reporting Standards 3. Fluent English and fluent Armenian, including knowing relevant legal and accounting terminology in both languages. Knowledge of Russian is a plus 4. A strong sense of professionalism 5. Able to work well in a small team and individually 6. Able to travel within Yerevan and occasionally travel outside of Yerevan 7. Able to communicate well with a range of people: foreigners, western Armenians, NGO directors, accountants, and NGO beneficiaries who may be poor, uneducated, disabled, etc. 8. Must be respectful towards NGO beneficiaries and must generally support the idea of NGOs in Armenia. Job tasks 1. Budget Evaluator a. Collect government data on NGOs including: formation documents, financial reports, and any other reports. b. Able to travel to NGO headquarters, speak with the accountant or Chief Financial Officer, and collect financial and programmatic information from the NGO. Financial information includes the overall budget of the NGO and any financial forecasts available. Programmatic information includes what programs the NGO has run and plans to run, meeting minutes and any other possible relevant policies or reports. c. Able to analyze NGO budgets and evaluate the NGO on issues of: i. Programmatic and non-programmatic costs ii. Fiscal solvency, measuring past growth and estimating future growth iii. Financial transparency d. Able to recognize suspicious financial activity including i. Falsified numbers ii. Evidence of embezzlement or loans made to related parties e. Able to compare financial and programmatic information to support the accuracy of the official budget. 2. NGO Accountant (As the NGO grows, a separate person will be hired for these tasks) a. Fulfill all accounting requirements for the starting up NGO, including: i. Responsible for day to day finance and accounting operations ii. Prepare payment orders and make bank reconciliation iii. Ensure accuracy of all accounting documentation and filing iv. Perform other accounting related and administrative duties as needed 3. Some experience with grant writing is preferred.
