Program Overview The Masters in Public Management major in Health Systems and Development (MPM-HSD) is a 38-unit interdisciplinary graduate program for the Doctors to the Barrios (DTTBs) and health sector practitioners and professionals. It incorporates the Academys distinctive features of combining both theoretical and practical cum functional competencies, as well as building stewardship values. Program graduates are envisioned to be health systems reform implementers and rural health development managers who will serve as change catalysts in their respective areas. Program Framework MPM-HSD uses and includes adult and experiential-based learning, interactive sessions with experts and practitioners, field exposures, and an action oriented thesis scheme that combines scientific research with program development and implementation. Its major learning areas involve strengthening scientific and technical knowledge and skills on one hand, and developing personal and managerial efficacy on the other hand. These cover research, planning and implementation of programs on health sector reform and other related initiatives. Students are honed on scientific as well as managerial approaches and tools for pursuing reforms and proposing strategic solutions to problems and concerns in the health sector. Program Goals and Purpose MPM-HSD aims to provide a holistic development package for the DTTBs and health sector practitioners. Students of the Program will be able to observe, learn or share from best practices and have a chance to apply the optimum skills that will enable them to: 1. Critically examine health and development issues and concerns that confront health professionals in the public sector at the national and local /Municipal Level; 2. Holistically understand the causes and factors that bear on health and development issues

and concerns; 3. Select and apply appropriate Leadership and management strategies in designing, planning, implementing, monitoring, and evaluating health policies, programs, projects, and interventions at the Municipal/Local Level, and 4. Live out the principles of effective and efficient health governance, such as transparency and accountability, integrity, sound ethics, commitment to public service, among others.

Have at least a Bachelors degree in health or related discipline; Not more than 55 years old at the start of the Program; Currently engaged in or with prospective managerial roles in health related work; Proficient in written and spoken English; Physically fit; Nominated by an agency or organization; Passed the Entrance Examination and interview or screening by DOH; and Submitted Completed Program Application Form, official Transcript of Records, and two (2) copies of 22 ID picture with blue background.

MASTER OF PUBLIC HEALTH


The course is designed to equip students with adequate knowledge, attitudes and skills in the practice of public health, particularly on health promotion and disease prevention, utilizing the Primary Health Care (PHC) approach. It is aimed to develop the students capability to assess and manage public health problems at the local, national and international levels. It also provides opportunities to develop knowledge and skills related to the students area of specialization, both in hospital and public he alth setting. The course is open to physicians and other health professionals with a Bachelors degree and employ ed in government service (health centers, clinics and hospitals); private practitioners and qualified members of health teams from other Government Organizations (GOs) and Non Government Organizations (NGOs) and, staff from the Academe with special interest in the practice of Public Health. Students must earn credits of 42 units and must pass a comprehensive examination. They may opt to follow either of the following plans: as full time students, attend one academic year (2 semesters and 1 summer) or as part time students, attend class only every Saturday for four (4) semesters and two (2) summers.

EDUCATIONAL OBJECTIVES:
After completion of the course, the student should be able to: 1. Demonstrate skills in the application of statistical and epidemiological concepts and principles to the solution of health problems in the community. 2. Understand interrelatedness and interdependence of various ecological factors influencing health, illnesses and delivery of health services. 3. Develop capabilities in involving community participation in assessing health needs and planning and evaluating health programs/activities. 4. Manage promotive and preventive basic health services in the community, utilizing the Primary Health Care (PHC) approach. 5. Work harmoniously in cooperation with other health professionals and workers, specialists and agencies (both government and non-government organizations) participating in the delivery of basic health services to individuals, families and communities. 6. Participate actively in the analysis and formulation of health policies and other related ones. 7. Undertake research projects, particularly those related to the social and educational aspects of the individual, family and community health.

COST OF MPH COURSE


The cost of the MPH course is P58, 800.00 per student (applies to both full-time and parttime students). The schedule of payment is arranged with the Registrar. Foreign students are charged an additional $150.00 for the whole course payable upon enrollment.

CURRICULUM
HEN 200 The title of the course is Health, Environment & Nutrition. In effect, this course deals with the ecology of health and disease (3 units). BIO 200 Biostatistics. The principles and application of statistics to the health system as a guide in decision making are covered in this course (3 units). PHC 200 Primary Health Care. This subject deals with the concepts and application of primary health care and the education of the community in matters of health (3 units). BHO 200 Behavior in Health Organization. Concepts, theories, and principles of human behavior in the work situation are dealt with, including how internal and external environment influence such behavior (2 units). EH 200 Environmental Health. Promotion of an environment conducive to good health is the focus (2 units). EPI 200 The Epidemiologic Approach. This covers basic principles and applications of epidemiology to the management of health problems (3 units). EPI 201 Epidemiological Interventions in Specific Disease Problems. Priority disease problems are dealt with by different experts. The discussions center on the natural history of the disease and specific control programs (2 units). HSM 201 Health System Management 1 Principles of health administration. This subject deals with the theories and concepts of administration/management including economic principles as they are applied to the management of the health system (public health and HSM 202 Health System Management 2 - Practice of health administration. This covers the diagnosis of the health situation, and the formulation, implementation and evaluation of health policies, programs and projects (2 units). HSM 203 Health System Management 3 - Principles of hospital administration and management. This covers general principles as applied to the hospital as a whole including information system, admissions and discharges quality assurance, legal aspects, financing, and cost containment. (2 units). HSM 204 Health System Management 4 Managerial Tools. Topics included: strategic planning, management by objective, project planning ( ZOPP, PERT-CPM) supply management, health systems research techniques, costanalysis, rate setting, economic order quantity, and report writing (2 units). MCH 200 Maternal and Child Health. This covers the management of comprehensive MCH programs. Focus is on maternity care, child care, safety & protection, nutrition and reproductive health preservation/family planning (3 units). TLP 200 Teaching-Learning Process. All graduates are potential teachers. Hence, it is important for them to study the principles of learning and formulate and implement training programs (2 units). RES 200 Research Methods. The course covers the whole gamut of research methodology enabling students to evaluate research and prepare research protocol/research proposal (2 units). SEM 201 Seminar on Research Presentation. This is an extension of RES 200, whereby students present in the seminar their individual research proposals (2 units). PH 200 Health Care of the Elderly. The course focus on the health care of the 60 years and above population as one of the emerging issues of the time (2 units). SEM 200 Seminar on Health Trends and Issues. Students identify the most salient issue7s of the time and invite guest speakers to the seminar (1 unit). PH 250 Field Practicum. This consists of 6-weeks immersion in the field, attaching students to a selected health agency to give them the opportunity to validate and apply the classroom learning to actual field situations. Modifications are made to suit the time constraints of parttime students without suffering in the attainment of the course objectives (3 units).

DESCRIPTION OF THE INSTITUTION


The Institute of Community and Family Health, Inc. (ICFHI) started as a social arm of the Childrens Medical Center, Philippines, Inc. (CMCP) in 1973; and became an independent foundation on September 2, 1993; and, registered as a Graduate School with the Commission of Higher Education (CHED) in 1994. The mission of the Institute is to support national and local efforts in the promotion of Health of all Filipinos with emphasis on the poor, which constitutes the majority of the population of the country. It believes that the community is both a recipient and active participant in the health and socio-economic development in partnership with the government and non-government sectors. Thus, aware of the health problems and other local needs and resources, the ICFHI regards the community as an important partner in the identification, analysis and solutions of their health problems. As presently constituted, the Institute is a private, nonstock, non-profit corporation, governed by a Board of Trustees and manned by technically equipped dedicated men and women involved in the pursuit of the following major programs:

1) Academic Post-Graduate Course: Training of professional health workers leading to the degree of Master of Public Health.

2) Non-Academic Continuing Education: Training of professional health worker on Primary Health Care, Management of Health Services, and related subjects; and Training of indigenous health workers and lay health care givers (mothers, domestic helpers,etc.) 3) Research and development of community health and related problems, and the utilization of the Primary Health Care (PHC) approach as a means to improve health care and the delivery system, in collaboration with different national and international Institution; and, 4) Consultancies and technical assistance in public health projects, especially related to the adoption of PHC approach to health development in collaboration with the Childrens Medical Center Residency Program, the Department of Health, and other government and non-government heath agencies.
