An indicator is a value based on one or more observation counters and that is representative either of system performance (BSS) or subscribers point of view. The counters are either assigned to the system itself or to analysers external to the system. The service quality indicators have five major purposes: Identify occasional faults on a subsystem (BSS, BTS) and establish corrective action (operating instruction or corrective maintenance) required to restore service quality; Detect and identify recurrent system faults to define corrective action and/or palliative action; Detect and identify radio problem on a cell, to help Radio Tuning teams to analyse radio situation and define corrective action (new frequency, antenna modification, parameter adjustment, ...); Monitor system changes in terms of : - load - efficiency - traffic model - gain obtained by a software update or network modification; Predict network behavior according to traffic evolution (undersizing, overload, etc.).

Two main groups of QoS indicators have been identified to meet the above objectives: Global BSS network surveillance indicators: These are used to indicate the quality of service provided to subscribers and identify failures and their causes for the entire network and for each BSS. These counters should be managed at the NSS or BSS level, we will discuss here about BSS level only ; Detailed BSS surveillance indicators: they are used to identify the causes of individual failures for each BSS and each cell. This can be used to isolate local problems in a subsystem (for corrective maintenance purposes), generic failures due to a specific software version, or appreciate subsystem loads.

2.3.1
In B9 it was introduced more counters for inter-rat (UMTS to GSM) handover monitoring. The new counters were introduced in MC922 family: MC922e (type 110): NB_INC_EXT_TCH_3G_2G_HO_EMERGENCY_REQ that indicates the number 3G to 2G external inter-cell TCH (in HR or FR) handover requests, with emergency cause. MC922f (type 110): NB_INC_EXT_TCH_3G_2G_HO_REQ that indicates the number of 3G to 2G external intercell TCH (in HR or FR) handover requests. This counters differs from MC922d by the fact it just count TCH handovers. MC922g (type 110): NB_INC_EXT_TCH_3G_2G_HO_PREP_FAIL_3GCONG that indicates the number of 3G to 2G handover failures in preparation phase due to 3G high load in target cell. MC922h (type 110): TIME_3G_HOReject_HL that indicates the cumulative time (in seconds) during which the cell is in 3G high load state. 2.3.2 IMPROVEMENT 2: ELECTROMAGNETIC ENVIRONMENT (EME) SUPERVISION B9
The introduction of electromagnetic environment monitoring, as B9 optional feature lead to introduction of two new counters. The goal of this feature is to make easier evaluating power issues in BTSs. E01 (type 33): EME_PWR_GSM that indicates the average emitted power (x0.1 Watt) at BTS antenna output connector, for GSM frequency band (GSM850, or E-GSM or P-GSM). E02 (type 33): EME_PWR_DCS that indicates the average emitted power (x0.1 Watt) at BTS antenna output connector, for DCS frequency band (DCS1800 or DCS 1900). IMPROVEMENT 3: INTRODUCTION OF RMS COUNTERS FOR AMR MONITORING

To provide a better tool to dimensioning the AMR thresholds, B9 introduce a new set of RMS counters to verify de use of different speech codecs. RMS44a (type 31): AMR_FR_UL_BAD table of 8 results; each cell (i) of the table contains the number of AMR FR UL bad speech frames. RMS44b (type 31): MAX_AMR_FR_UL_BAD that indicates the maximum number of bad speech frames received in uplink in one FR codec. RMS45a (type 31): AMR_HR_UL_BAD table of 8 results; each cell (i) of the table contains the number of AMR HR UL bad speech frames. RMS45b (type 31): MAX_AMR_HR_UL_BAD that indicates the maximum number of bad speech frames received in uplink in one HR codec. RMS46a (type 31): AMR_FR_UL_RXLEV_UL that has a table of 10x8 results; each cell (i,k) of the table contains the number of correct UL speech frames using AMR FR codec k (8 codecs) for which UL RXLEV is reported in level band i (10 level bands). RMS46b (type 31): MAX_AMR_FR_UL_RXLEV_UL that has the 10 maximum results. Each cell Ci of the table indicates the greatest value of the Vik for an i given in RMS46a. RMS47a (type 31): AMR_FR_DL_RXLEV_DL that has a table of 10x8 results; each cell (i,k) of the table contains the number of correct DL speech frames using AMR FR codec k (8 codecs) for which DL RXLEV is reported in level band i (10 level bands). In B9 were introduced a new set of RMS counters related with timing advance analysis. RMS50a (type 31): TPR_TIMING_ADVANCE that has a table of 10 results; each cell (i) of the table contains number of reports in which Timing Advance is in Timing Advance band i. RMS50b (type 31): MAX_TIMING_ADVANCE that has the greatest number of measurements in one Timing advance band. RMS51 (type 31): TPR_UL_RXLEV_TA_BAND that has a table of 10 results; each cell (i) of the table contains the average value of UpLink Rxlev of reports in TA band i. Averaged Rxlev is given with a precision of 2 digits after the comma (step size for coding = 0.01, -110 dBm coded 0, -109.99 dBm coded 1...). RMS52 (type 31): TPR_DL_RXLEV_TA_BAND that has a table of 10 results; each cell (i) of the table contains the average value of DownLink Rxlev of reports in TA band i. Averaged Rxlev is given with a precision of 2 digits after the comma (step size for coding = 0.01, -110 dBm coded 0, -109.99 dBm coded 1...). 2.3.5 IMPROVEMENT 5 : RMS IMPROVEMENTS ON TRX POWER STATISTICS
In B9 were introduced one new counter related with TRX power statistics. RMSpw3 (type 31): MAX_PORWER_PER_TRX gives the maximum GMSK TRX power level applied at the BTS antenna output connector in dBm. The power takes into account the different BTS internal losses (cables, internal combiners) and the internal/ external leveling but it does not take into account the BS_TXPWR_MAX, attenuation required by the OMC_R. 2.3.6 IMPROVEMENT 6: INTRACELL HO CAUSE 30
In B9 were introduced one new HO cause applied for CS calls in the Non pre-emptable PS zone. Cause 30 allows to speed up the release of a TS carrying a CS call inside both the non pre-emptable PS zone and the MAX_SPDCH_LIMIT zone (the concerned CS calls in the CS zone are reallocated using an intra-cell handover, cause 30. MC480 (type 110): NB_TCH_HO_REQ_30_ReturnCSZone gives the number of TCH intracell HO cause 30 requests. MC481 (type 110): NB_TCH_HO_ATPT_30_ReturnCSZone gives the number of TCH intracell HO cause 30 attempts. 2.3.7 IMPROVEMENT 7: AUTONOMOUS PACKET RESOURCE ALLOCATION
This feature introduces a new way of sharing the radio resources between the MFS and the BSC. The purpose of this feature is to give to the MFS all the radio timeslots that are usable for PS traffic, according to the whole BSS load (CS and PS loads). The MFS needs no more to request radio timeslots to the BSC; instead the MFS is always aware of all the available radio timeslots.

INDICATORS INTRODUCTION
OMC-R COUNTERS RETRIEVAL BSS Counter types
3.1.1.1
OMC-R indicators are established from performance counters provided by the BSS. Performance Management is a BSS facility, which provides measurements and statistics on various traffic events and resource usage in the BSS. The BSS has 30 types of counters organised into three classes: Cumulative counters (C1): All events are counted when specific events occur. They are reset when a new collection period is started. They indicate only the number of events that occurred during the period covered by the last report. Statistical counters (C2): Status inspection is executed every 20 seconds. Statistical data is collected relating to the status of a specific resource. The counters can be rounded to closest integer or truncated to lower integer, please refer to document ref. [2] for details. Event observation (C3): An observation supplies detailed information on a system event. For example, the channel seizure time for an SDCCH is an observation counter. It gives the time and date when the SDCCH is seized. For the present document, QoS monitoring indicators are derived from counter types 26, 27, 29,32, 110 and 180: therefore from classes C1 and C2. The mechanisms of Performance Management counters as well as counters' availability and definition are detailed in document [1] "BSS/OMC-R O&M Reference Guide" The list of validated counters are given in document [1].

It is the maximum number of bursts (respectively RACH, AGCH, PCH and PAGCH=PCH+CCCH) that can be sent during one hour on BCCH/CCCH multiframes, according to channel configuration, it is computed with following rules : 3600 = 3600 seconds 0.240 = 235ms / 1000ms = one multiframe duration , 1/0.240 = number of multiframes in 1 second. N1, N2, N3 : number of bursts RACH, AGCH and PCH respectively in one CCCH multiframe : - N1 = 27 if cell is configured in BCCH combined mode, N1 = 51 in uncombined mode - N2 = BS_AGBLK_RES as configured at OMC-R, typically 1 in combined BCCH mode, 4 in uncombined BCCH mode. - N3 = 3 CCCH blocks in combined BCCH mode, 9 in uncombined BCCH mode - N4 = average number of mobile identity sent within one PAGING REQUEST (Type 3) message. Its value depends on mobile identification mode in paging used over the network : by IMSI or TMSI. Typical values are : N4 = 3 if Paging is performed using TMSI N4 = 1.5 if Paging is performed using IMSI This parameter is configured at NSS level. HANDOVER STATISTICS
This set of indicators provides users with detailed indicator's definition dedicated to handover split of Handover causes per cell and per couple of cells, definition of outgoing HO success/detailed failure rate (preparation, realisation), definition of incoming HO success/detailed failure rate (preparation, realisation), HO statistics per couple of cell. In B9 release: some indicators for the evaluation of INTER PLMN handovers are created. It has to be pointed out that existing handover indicators keep a global view, that means that they consider also INTER PLMN handovers. a new set of incoming handover indicators is introduced for the interoperability UMTS & GSM follow up. It has to be pointed out that existing indicators related to incoming handovers keep a global view, that means that they consider handovers from 2G cells as well as handovers from 3G cells. So, the pure 2G/2G incoming handovers indicators are then obtained by comparing them with the new introduced indicators. There is just an exception with incoming handover indicators per couple of cells mapped on counters of type 180. Indeed, these ones are only dedicated to handovers from 2G cells. Analysis of HO indicators will help for identification of neighbouring problems (definition and parameters), and interference or coverage problems, for fine tuning activity.

N.B: All statistics related to dual band must be correlated to dual band mobiles penetration rate : SDCCH TRAFFIC DUAL BAND MS (see 3.2.1.3 part). Indeed, OMC-R counters do not allow to make a split of statistics between single and dual band mobiles. For example, a low occupation of 1800 layer does not mean that it is not efficiently used, if dual band MS penetration rate is insignificant. 3.8.4.1 General QoS

Base Station antennas emit electromagnetic field in their neighbourhood. People living close to the antennas are sometimes concerned about the real level of exposure to RF fields. A compliance boundary is defined around the antenna(s) to comply with exposure limits to electromagnetic fields. The higher is the emission power of the antenna, the wider shall be the zone. A power exceeding means that outside the zone the EM level is higher than the reference level.

EME INDICATORS
The feature performs the assessment of the average power emitted at the BTS antenna output connector over time. Power data is provided per cell and per frequency band. EME indicators provide to: Detect situations where the emitted power is exceeding the maximum value pre-defined at commissioning per cell and per frequency band Record the daily variation of the emitted power per cell and per frequency band Almost all indicators are available in dBm and in Watt.
