District Council of New York City and Vicinity of the United Brotherhood of Carpenters and Joiners of America, et ai., 1:90-cv-05722-RMB-THK Dear Judge Berman: I am a member of the Nyc District Council of Carpenters. I serve as shop steward, trial committee member, and newly elected delegate to the membership. I write to you in reply to the request of members in regards to their concerns to the ratification of the new CBA,s. Since 2010 when full mobility was first proposed, the members have had objections to said proposal.The members feel that our union will become a totalitarian organization run by the contractors and associations with no safeguards to the members. With the exception of only two carpenters and District Council employees, members have taken an unfavorable view of full mobility and two man jobs with a company steward. Members feel it will be a giant step backward and open the door for corruption to "seep" back in. Full mobility will neither create or eliminate jobs, or change market conditions.lts only function is to silence members and eliminate opportunities for those who chose to work from the OWL list.The members voices should not be silenced, but instead, be encouraged to be a vital part in the governance of our organization. Another area of great concern to the membership is the provision for two man jobs, with both being company men, and the union appointing one as shop steward. Our stewards take on their work with a great deal of pride, professionalism, and responsibility. The union provides a 10 point training program to ensure they are certified. Many stewards go far beyond the required training and take additional courses to become the best stewards possible. The council has stated that the two man program would bring more man hrs into the benefits fund, as out of town carpenters working under an "international agreemenf', would have to be matched 50/50 from the OWL. I ask, at what cost should we implement this new policy. Is the labor Technical College indicating that the steward training program is no longer viable. I think not. The program is vital to the organization and members. With the implementation of full mobility, and two man jobs, the "eyes and ears"(certified shop stewards) we will lose a vital part of our organization. In conclusion; the members need your insight. expertise, and knowledge to make the best possible decision to ensure a productive future for our organization.
