SUBJECT: 2009 FEE-FOR-SERVICE AGREEMENT
WITH TOURISM LANGLEY

RECOMMENDATION:
That Council receive this report entitled “2009 Fee-for-Service Agreement with Tourism
Langley,” for information; and further

That Council authorize staff to execute, effective January 1, 2009, the 2009 Fee-for-Service
Agreement with Tourism Langley for the provision of tourism services in the Township of
Langley for $51,000, as contained in the draft 2009 budget.

EXECUTIVE SUMMARY:
Last year was the first time the Township contracted with Tourism Langley for the provision of
tourism-related services. These services were previously provided by the Greater Langley
Chamber of Commerce. Staff from Tourism Langley and the Township created a Fee-for-
Service Agreement that was approved by Tourism Langley’s Board of Directors on March 17,
2009. Funding for this agreement is not a new budgetary item for 2009, but rather a
continuation of a fee-for-service arrangement that has been renewed annually for 23 years. The
$51,000 amount is unchanged from the 2008 level. In fact, the amount has been stable at
$51,000 since 2006.

PURPOSE:
The purpose of this report is two-fold:

1) to advise Council that on March 17, 2009 Tourism Langley’s Board of Directors
agreed to the terms of a $51,000 Fee-for-Service Agreement between the
Township and Tourism Langley for the provision of tourism services during the
2009 calendar year; and
2) to obtain Council’s authorization to execute the said agreement, effective
January 1, 2009.

BACKGROUND/HISTORY:
For the past 22-year period, 1986-2007, the Greater Langley Chamber of Commerce provided
tourism and business development services on behalf of the Township of Langley, guided by
the terms of an annual Fee-for-Service Agreement. The Greater Langley Chamber of
Commerce decision to withdraw from operating the tourism Visitor Centres effective January 1,
2008, required the City of Langley and the Township of Langley to find alternate arrangements
for the provision of tourism services. Hence the joint City/Township process to create Tourism
Langley, which became operational on January 1, 2008.

For 2007, the Fee-for-Service Agreement with the Greater Langley Chamber of Commerce
totalled $69,720 and covered both tourism services and business development services. In
planning the annual budget for Tourism Langley once it became operational, it was agreed that
the annual fee-for-service funding for tourism services would be $51,000 and the remainder
would continue to fund the Fee-for-Service Agreement with the Chamber of Commerce for the
continued provision of business development services. Thus, for 2008 the Township of Langley
entered into a $51,000 Fee-for-Service Agreement with Tourism Langley for tourism services.

DISCUSSION/ANALYSIS:

Staff from both the Township of Langley and Tourism Langley met to create a Fee-for-Service
Agreement for the provision of tourism services for 2009. The agreement is relatively
unchanged from the previous agreement signed between the Township and Tourism Langley
for 2008. On March 17, 2009 the Board of Directors of Tourism Langley agreed to the terms of
this Fee-for-Service Agreement for the 2009 calendar year. Thus, in return for $4,250 per
month (annual total of $51,000), Tourism Langley proposes to:

1) Staff and operate/maintain a Tourism B.C. endorsed Langley Tourist Visitor Centre
for the 2009 calendar year.
2) Distribute printed information on tourism and the community to tourists and to
Langley residents.
3) Manage and update a web- and print-based “Langley Tourism Events Calendar.”
4) Work co-operatively with Langley’s sport organizations to grow their tournament-
hosting capacity.
5) Maintain and expand an electronic photographic image bank.
6) Represent the Township’s tourism stakeholders at appropriate tourism-related
shows.
7) Create, print and distribute the “2009 Langley Visitors’ Guide.”
8) Administer the Langley Circle Farm Tour.
9) Provide the Township with a monthly visitor statistic report.

Formalizing these duties and projects into the Fee-for-Service Agreement (see Attachment A for
a copy of the agreement) assures the timely provision of these tourism-related services on
behalf of the Township’s tourism stakeholders and residents as well as tourists coming to visit
Langley.

Applicable Policies:
On October 16, 2006, Township Council endorsed the Langley Tourism Plan. Contained within
the Plan was a prospective annual “Sources of Funding” which included a $51,000 payment
from the Township of Langley to Tourism Langley in return for the provision of tourism services.

Financial Implications:
As stated above, the $51,000 funding for the Tourism Langley Fee-for-Service Agreement has
remained unchanged since 2006. Thus, the $51,000 targeted to cover this agreement, is not a
new budget amount.
