Patents help research-based organizations recover their initial investment in R&D. Patents exist in all industries and academia. Generally, research-based organizations file patents for base compounds very early in the research process, long before launching the product and prior to development of a clinical treatment suitable for use in patients. It can take many years before the new, approved drug can be introduced on the market. First general elections of the decade are looming large on the nation. From Mulayam Singh to Mamta Banerjee all are forecasting earlier than usual elections. There are some solid grounds for the same in the form of oppressive heat in May when the next elections are normally scheduled, downturn in the economy and a general discontent over governance. Hence it is pertinent to heed the political murmurs and start contemplating over the themes and issues for the next general elections. If first decade of this millennial characterized an India high growth and rising opportunities are a way of life, the young citizens of India are not amenable to a compromise or slowdown. No one predicted a win or even a nomination for Barack Obama in the US presidential elections of 2008. He came in with pioneering innovations for fund raising, tapped into migrant vote and consolidated all minorities to win an once in a century election. Here is wishing our dear nation similar glory and a glorious festival of democracy. May the best leader ascend!

It hurts to know that you cannot protest in your own country. It hurts when the very police which is supposed to take care of us use canes and tear gas ,just to stop us a few meters away from the seat of power whom we want to meet or we want to present some of our many woes of today. It usually happens that they who are in power take a decision which has a bearing on our lives and when it is unbearable the commoner takes to the streets , exposing themselves to the danger of being beaten and eventually killed like young Sudipto from the City of Joy. Whatever the facts, the very person who is at the helm of the affairs of a state need to be more compassionate. People often forget their own days when at the drop of a coin one would take to the streets , sloganeering , breaking barricades to the extent that generations call you DIDI. North or South ,East or West , the methods of dealing with protest seem to follow the same books. We need to look into the action taken against the democratic ways of peaceful demonstration laid down by the Constitution , so that we can save innocent lives. Jai Hind

Speaking to Industry and Industry Leaders is not an act with precedence in the annals of Indian politics. Traditionally the only politician charged with dealing with Industries used to be the finance minister of the country. An interface between politicians and the corporates was considered insignificant apart from raising funds for electioneering expenses. But America has always had a strong tradition of politics-industry interface and it seems to have begun seeping into India mainstream. Nothing could have highlighted this trend better than Rahul Gandhi speaking at the Confederation

of Indian Industries summit at Delhi. Perhaps a reaction to the suave new age manager politician breed that has emerged in India, led by the likes of Narendra Modi, Sukhbir Badal and Manmohan Parrikar or a genuine change of traditions, Mr Gandhi has become the first heavyweight from Congress to openly engage capitalisms standard bearers. Coming from a political family that established itself on the slogan of socialism this is indeed a refreshing change and a call out to the future. While the speech itself was not ground breaking the symbolism of the young

leaders engagement was definitely ground breaking. A significant story came out in the form of competing and contrasting views of India held by leading challengers for the post of Prime Minister in India. While Narendra Modi holds out the promise of a strong and decisive leadership that believes in delivering on targets. Rahul Gandhi took a nuanced and amorphous view of India and held out a vision of reformed polity leading to better governance. CII may well have become the launching ground of an electoral battle that will decide the course of India in this decade.

Indias service industry must strive for excellence


By Amit Chaudhery Emerging amid liberalisation and increasing integration with the global economy, Indias service industry offers tremendous potential but also poses daunting challenges. Underdeveloped infrastructure, archaic policies, historical baggage of complex cultural mores and inadequate exposure to services standards are challenges that remain even after 65 years of independence. Yet, opportunities lie in challenges and adversities. Over a billion people, of whom 300 million constitute the growing middle class, increasing urbanisation, higher levels of disposable income and consequent demand for services are potential spots. The service industry calls for more than just a highly trained and mature workforce. Unlike traditional businesses, the degree and quality of training transcends mere technical or product knowledge to include communications, behaviour and interaction. This is because in a service transaction, even seemingly minor or inconsequential issues like tone of voice, body language or personal grooming assume great importance. These are coupled with the ability and willingness of a service provider to go the extra mile and chase stretch goals to cater to customer requirements. Other yardsticks of service are accessibility, convenience, efficiency and customised solutions. These in turn call for high quality of manpower and stronger work ethics. With a few exceptions, both are found wanting in the Indian service industry. A third building block is civic standards and consciousness. A society which does not realise the necessity of hygiene cannot appreciate the quality of healthcare service. Efficient and safe public transport systems cannot run without basic discipline and care of these services by users. For a community to demand and enjoy superior service standard, the pre-requisite is evolution of its own civic consciousness as the two are inter-connected. This partly explains why Tokyos Shinkansen (bullet train), Londons underground, and Americas Greyhound bus service have grown beyond being mere services to reach the status of global cult icons, while New Delhi still struggles with an ageing fleet of public transport buses, three wheelers and the venerable Ambassador car. Another challenge for delivering world-class services in India is the wide gap between lifestyle of the actual frontline staff delivering them and customers. In an overwhelming majority of cases, the service delivery staff is unexposed, even unaware of the psycho-graphic profile of their customers. The staff does not know and therefore cannot appreciate what customer expectations are. This lack of understanding is compounded by the sheer socioeconomic divide between the service deliverer and the customer. The result: poor service delivery. India has created good service standards in equipment and hardware related facets of service industry like in telecom and airline industries. But in people-transacted service businesses, quality declines like in banks. Within the equipment and hardware linked service-oriented businesses too, poor back-up infrastructure prevents greater efficiencies and growth. The only way to achieve world-class service standards is to hone our human capital. Education and training are the first building blocks. Training is an expensive and recurring cost but is an essential catalyst for growth. Hospitality and tourism industries are examples of how training and education can not only transform raw talent into professional service provider but also how training is linked to creating competitive advantage by enhancing service standards. Investments in training workforce can make businesses profitable. No hotel can operate without constant staff training. The airline industry too takes training very seriously. It offers precious insights and a unique perspective of how the service actually delivers on the ground. Alignment and standardisation of services in all aspects is vital. All functions, systems, and processes must perform in a calibrated fashion. There should be a correct match of people, job descriptions and goal sheets. A new concept, sector, business or enterprise is not like a military campaign. The odds are heavy, costs are high and victory is the only objective. Those who lead from the front do succeed. Unless the managers lead the enterprise personally and spend time upfront even in minor operational issues, best practices cannot be firmly established.

By Vinod Behl Affordable housing is the key to Indias realty industry being able to change lanes to the fast track but cost escalations due to delayed permissions, lack of access to cheap credit and shortage of building material are proving to be major hurdles. The solution: Policy changes covering land to lending. The demand for affordable homes alone, in the range of Rs.1-5 million, is in the range of five million. Over a third of new homes is in this category. According to industry statistics, out of 500,000 homes to be delivered this year, a large part will be the affordable housing segment. But the affordability of home-buyers has been severely hit by cost escalations and high project cost is proving to be the main deterrent. The lack of sustained funds flow to the realty industry not only restricts supplies, leading to housing shortage (mostly in the

affordable category), but also results in a spurt in property prices. Amid this liquidity crisis, a large number of realty companies today find themselves in a debt trap. So much so that promoters of a few companies have pledged a major part of their holdings to seek debt. There is a need to ease bank funding and make foreign direct investment and external commercial borrowings more accessible to developers. On the private equity front, statistics show that such investments in the residential segment registered a 50 percent decline compared to the office realty space, as these investors were more interested in income-generating assets. In this context, speeding up the launch of real estate investment trusts, or listed companies that own and manage property on behalf of shareholders, on the bourses will help meet the large-scale fund requirement for mass housing. It is, indeed, heartening that the National Housing Bank (NHB) is setting up an urban housing fund with Rs.2,000 crore ($360 million) to spur affordable housing. The Housing and Urban Development Corp, with a target to build 500,000 affordable homes, has in its first tranche raised about Rs.2,200 crore ($400 million). Both these funds will work as a pool fund to incetivise cash-strapped developers aspiring to tap the high potential segment of affordable housing. It is on the policy front that there is the lack of effective initiatives. This years budget sop of Rs.100,000 ($1,800) additional tax benefit on home loans will largely benefit tier II and tier III cities. But given that the top six-seven cities constitute less than a fourth of the overall affordable-housing supply, there is a need to launch incentivised policies for developers to provide mass housing in the suburbs and satellite towns of metros and Tier I cities. For developers, the tax exemption for low-income houses up to 60 square metre carpet area and extension of tax holidays for low-income housing under Sec 80 1B of the Income Tax Act could prove beneficial. With urbanisation expected to grow at a compounded annual growth rate of more than two percent over the next two decades, there is the need to liberalise obsolete development norms, rationalising floor area ratio and density. There should be policy initiatives in place to fast-track the public-private partnership route. For that, the city development agencies should give up policy of land auctioning and instead allow land pooling for developer entities. Considering a major part of the mortgage disbursed - expected to touch the Rs.220,000-crore ($40-billion) mark by the end of this fiscal - will be in the affordable segment, there is an urgent need to regulate home-loan rates. A parliamentary panel on the finance has sought a cap and regulation on interest charged by housing finance companies. Raising home loan limit for affordable homes in the metros and tier I cities from Rs.2.5 million to Rs.3.5 million may well go a long way in encouraging developers and home buyers, thereby pushing up supply and consumption of mass housing. With a host of new private equity players and developers targeting mass housing, the coming months will witness increased traction on this segment of the realty industry. Increasing viability of affordable housing projects will be the way forward.

Novartis fails the test of patentability, SC

The Indian Supreme Court on April 1, 2013 denied a patent for the Novartis breakthrough medicine Glivec(imatinib mesylate). This deci-

sion discourages innovative drug discovery essential to advancing medical science for patients. Novartis has never been granted any other patent for Glivec in India. The Court denied an appeal challenging the rejection of a patent for Glivec, a life-saving medicine for certain forms of cancer, patented in nearly 40 countries including China, Rus-

sia, and Taiwan. Novartis filed a Special Leave Petition with the Indian Supreme Court in 2009 challenging the denial of the Glivec beta crystal form patent on two grounds, based on Sections 3(d) and 3(b) of the Indian patent law. In addition to seeking a patent for Glivec, the company filed the case to help clarify these unique aspects of the patent law.

In

a landmark judgment, the Supreme Court of India has dismissed Swiss pharma giant Novartis AGs petition seeking patent protection for its anti-cancer drug Glivec (Imatinib Mesylate). Justice Aftab Alam and Justice Ranjana Prakash Desai held that the patent product, the beta crystalline form of Imatinib Mesylate, fails in both the tests of invention and patentability and dismissed the companys plea with cost. Novartis had challenged in court the Chennai-based Intellectual Property Appellate Boards 2006 decision declining grant of patent for beta crystalline form of Imatinib Mesylate. Justice Alam said the claim was beyond the realm of patents. We firmly reject the appellants (Novartis) case that Imatinib Mesylate is a new product and the outcome of an invention... We hold and find that Imatinib Mesylate is a known substance... and its pharmacological properties are also known, the court said, in a judgment running into 36,089 words. In whatever way Section 3(d) of the Indian Patents Act is interpreted, Novartis cannot claim that it is a patent. It fails the test of patentability, he said. The court held that the amended portion of Section 3 (d) was only for genuine inventions. The legal battle for the patent of the blood cancer drug was closely watched by international pharmaceutical firms. If the Swiss firm had won the case, Indian firms would have been barred from manufacturing generic drugs. Health experts welcomed the ruling, saying it would ensure that patients get access to cheaper life-saving drugs.

This is a landmark judgment. This will have a long-term and wide impact, as the generic version makes it more affordable for the poor, Y.K. Sapru of the Mumbai-based Cancer Patients Aid Association said. Now the prices of life-saving drugs will be reduced from Rs.160,000 per month to just Rs.6,000, Sapru added. The judgment allows firms in India to continue making copycat versions of the Novartis drug Glivec. Sameer Kaul, a senior surgical oncologist at the Indraprastha Apollo Hospitals, also hailed the ruling. The government should have stepped in much earlier to negotiate the prices with the company, Kaul told IANS. The government should encourage the local pharmaceutical industry to spend more on research, so that we can develop own molecules. Also, the patent time-period of 20-30 years is absurd. It should not be more than two or three years, he said. AIIMS P.K. Julka said: The ruling is good for poor patients. It will ensure continued access to cheap drugs. Unni Karunakara, international president of medical humanitarian aid organisation Medecins Sans Frontieres, said: This is a huge relief for the millions of patients and doctors in developing countries. The Supreme Courts decision now makes patents on the medicines that we desperately need less likely, Karunakara said. Indian generic medicines are exported abroad to other developing countries also. Anand Grover, the lawyer representing Indian companies, said: We are very happy that the court has rejected attempts by Novartis to water down our patent laws.

The meeting, however, remained inconclusive over the issue of changes in the defense procurement procedures (DPP), the official said. This would now be taken up at its meeting on April 20. The Council was expected to approve changes to procurement rules that would boost indigenization of defense procurement by giving a bigger role to the indigenous industry for supplying military hardware to the armed forces. In addition, it would give domestic industry, both public and private, the right of refusal before the import option is exercised. New Delhi In search of Swami Pratimanand, a spiritual leader and suspect in the murder of BSP leader and business tycoon Deepak Bhradwaj here March 26, investigators Thursday raided several places in Jhajjar in Haryana, Delhi Police said. Following the arrest of two contract killers, Sunil Mann alias Sonu and Purushottam Rana alias Monu, police claimed getting clues about the suspected involvement of the spiritual leader with whom Bhardwaj is believed to be involved in a land dispute. The over 30 acre plot of land is situated in Haryanas Jhajjar area. Bhardwaj was gunned down by Mann and Rana at his 35-acre farmhouse in Rajokri in south Delhi. CBI issues notice to former minister Raja Bhaiya


Lucknow Former Uttar Pradesh minister Raghuraj Pratap Singh alias Raja Bhaiyya has been summoned by the Central Bureau of Investigation (CBI) to appear before it within a week, in connection with the triple murder at Balipur village March 2. Reports indicate that the preliminary investigation by the CBI has found nothing incriminating against the former minister in the murders of Balipur village head Nanhe Yadav, his brother Suresh and Deputy Superintendent of Police Zia-ul-Haq. Sources in the CBI said the summons were issued to clear some doubts. The former minister has been asked to present himself at the camp office of the CBI. The notice was sent to Raja Bhaiyyas houses in Kunda and Lucknow late Thursday. Raja Bhaiyya has been mentioned as a conspirator in the murder of the police official by Haqs widow, Parveen Azad, a medical student. Officials say the former UP minister would be interrogated on his whereabouts at the time of the triple murder. He would be grilled on any insights into the role of his close aides and a driver, who have been arrested in the case. Earlier, the agency grilled his cousin and former MP Akshay Pratap Singh alias Gopalji. The investigating team of the CBI has also questioned Kunda Nagar panchayat head Gulshan Yadav, representative of the former minister, Hari Om Srivastava, driver Rohit Singh and legislator Vinod Saroj. Haqs widow recently visited Kunda to take back her husbands belongings from his official residence, and expressed satisfaction at the probe so far. She said she expected investigations to be free, fair and without any political influence. The family of village pradhan Nanhe Yadav has alleged, meanwhile, that the CBI was trying to water down the case. The CBI, earlier this week, sought the transfer of four station house officers at Kunda and of other police officials outside the area, citing political influence. Following this, the state government transferred 108 policeman out of Pratapgarh district.

Eight school kids killed in Kashmir bus accident


Srinagar Eight school children were killed and 12 others injured when their bus rolled down into a gorge near, police said.

A senior police officer told that a school bus carrying children back home from school fell into a 300-feet-deep gorge near Kandivari village, 70 km from here, after the driver lost control of the vehicle. The bus was going from Dialgam to Kokernag town when the accident happened. Five children died on the spot while 15 others were injured and were taken to hospital. Some of the injured were in critical condition since the bus rolled over hard rock before it crashed onto the bottom of the 300-foot-deep gorge. Three kids later succumbed to their injuries, said the officer. Panic gripped Kandivari and adjacent villages after the news of the accident spread. Senior police and other district administration officials rushed to the accident spot to supervise search and rescue operations.

New Delhi A police sub-inspector deposing as a witness in the Delhi gang-rape case in court Thursday said that a woman doctor, examining the victim, had told him that she had never seen such injuries on any girl in her career. The sub-inspector, who was on emergency night duty at Vasant Vihar police station on the night of the incident, the spot where the victim and her male friend were lying naked and brutally injured, was cross-examined by accused Mukeshs counsel in the fasttrack court of Additional Session Judge Yogesh Khanna. Doctor informed me that during her career of 20 years she had not seen such type of injuries on any girl, he said during cross-examination. The policeman deposed deposing as a prosecution witness and said: Doctors had informed me that the victim girl was in bad shape. The witness said that after receiving a phone call in police station about the incident he rushed to the spot and when

had already been taken to hospital by a police van. The sub-inspector said that he then went to Safdarjang Hospital where he met the complainant (victims male friend) who disclosed his name and said he was coming from Saket mall with his friend, but after that doctor asked me not to ask any further question as he was under treatment. The witness added that after meeting the complainant he went to meet the victim in the gynae department but doctors did not allow him to enter the building.

New Delhi India and Azerbaijan Thursday signed a treaty on mutual legal assistance in criminal matters which will help improve effectiveness in investigation of transnational crimes including terrorism. According to an official release, the treaty was signed by Home Minister Sushilkumar Shinde and visiting Azerbaijani Justice Minister Fikrat Mammadov. The release said that mutual legal assistance treaty was one of the significant legal instruments to improve effectiveness of the contracting states in investigation and prosecution of transnational crime including terrorism by providing the necessary framework for assistance.

Thane building collapse, Maharashtra CM visits


Thane Rescue efforts in the Shil Phata area of Thane district continued with rescuers so far recovering 34 bodies from under the debris of an unauthorised seven-storey building that collapsed. Another 57 people bearing injuries, mostly critical, were rescued after the collapse. The death toll has shot up to 34, while 57 people have been injured... and many of them are in critical condition. Of the dozens brought to hospitals last night, 17 have been discharged, a Thane disaster management official told. Rescuers extricated five minors alive but injured with hundreds of onlookers cheering the rescue effort. The survival of the children was seen as something of a miracle as they were rescued nearly 12 hours after the building collapsed. Police have lodged cases against the developers of the seven-storey building, Salil Jamadar and Khalil Jamadar, who are reported to be

New Delhi A 16-year-old girl committed suicide by shooting herself with a gun at her house here, police said. She was depressed due to a family dispute. Puja shot herself with her grandfathers licensed gun at her house in Palam area in west Delhi, said a police officer, adding that no suicide note was recovered.

Lakhs of TVs fall silent in Uttar Pradesh


Lucknow Over 7.50 lakh cable TV sets went blank in seven major cities of Uttar Pradesh Monday, a day after the deadline to get set top boxes installed expired. In state capital Lucknow, more than two lakh TVs blanked out. Another 5.46 lakh TVs fell silent in six other cities of Uttar Pradesh namely Kanpur (1.5 lakh), Agra (1.5 lakh), Varanasi (70,000), Allahabad (62,000), Ghaziabad (60,000) and Meerut (54,000). Officials said there was little they could do as it was the central governments policy to digitise television. Chief Minister Akhilesh Yadav had last week written to Minister of Information and Broadcasting Manish Tiwari, seeking deferment of the March 31 deadline by another six months. While Yadav had cited the deadline as a potential threat to law and order in the state, Tiwari did not respond to the letter, officials told IANS. During an autopsy done on March 13 - nearly two months after his death - marks of injury had reportedly been found on Singhs body. Rafiq Chaudhry, senior superintendent of Central Jail, Kot Lakhpat, said Chamel Singh, a native of Jammu & Kashmir, had suffered a stroke while working in the compound of Barrack No. 4 with other Indians and was rushed to the nearby Jinnah Hospital. However, he died on the way to hospital. Soon after Chamel Singhs death, reports surfaced that he had been beaten up by prison staff for washing clothes in the prison compound. In view of the media reports, an enquiry was conducted after which the post-mortem was done on March 13 and the body handed over to the Indian High Commission soon after. The Indian High Commission has requested the Pakistans Foreign Office for a copy of the post-mortem report, but it has not been yet handed over.

NIA to establish Liyaqats credentials, says top cop


Jammu Jammu and Kashmir Director General of Police (DGP) Ashok Prasad said the ongoing National Investigation Agency (NIA) probe would establish whether Syed Liyaqat Shah is a terrorist or innocent. Talking to media persons on the sidelines of a police function here, the DGP said: The NIA is probing the arrest of Liyaqat Shah by Delhi Police. It will establish if he is a terrorist or innocent. Shah, 47, was arrested by Delhi Police from Gorakhpur in Uttar Pradesh March 20. Police claimed to have averted a fidayeen (suicide) terror attack in Delhi with his arrest. They said Shah was a suspected Hizbul Mujahideen militant. He has been remanded to judicial custody till April 12. The family of Sayed Liyaqat Shah claimed that he was returning home to the Kashmir Valley via Nepal from Pakistan under the Jammu and Kashmir governments rehabilitation policy for surrendered militants. According to sources in Jammu and Kashmirs home department, Liyaqat figures in a list of over 200 former militants whose relatives had applied to the state government for rehabilitation under a policy initiated in 2010, and meant for militants wishing to surrender and return to the mainstream. Jammu and Kashmir Chief Minister Omar Abdullah also held discussions with union Home Minister Sushilkumar Shinde on the issue of Liyaqat Shahs return.

Kolkata Taking suo motu cognisance of the death of student Sudipto Gupta of the Students Federation of India (SFI), allegedly in police custody, the West Bengal Human Rights Commission Wednesday ordered two probes into the incident. The city police commissioner has been instructed to finish the probe and submit a report to the Commission in seven days; a team of the Commission will also conduct a probe within the same time-frame. Taking suo motu cognisance, the Commission has asked city police commissioner (Surajit Purakayastha) to initiate a probe headed by an assistant commissioner of police and

submit the report within seven days, Commission joint secretary Sujay Haldar said. The Commission has also formed its own investigating team and will examine witnesses and other evidence to find the cause of the death of Gupta and the circumstances under which it occurred. The report of its own team will also be submitted to the Commission head in seven days. Gupta died of a head injury Tuesday in police custody after participating in a protest. While police maintain that the activist died after he crashed into a lamp post while being taken to jail in a bus, the SFI allege that the activist was fatally beaten by the police during its crackdown on

protestors. Gupta was hit on his head so hard that one of his eyes came out, SFI joint secretary Shatarup Ghosh, also a witness, said. The incident occurred when hundreds of SFI supporters hit the streets to stage a protest against the state higher education departments decision to stall students union elections at all educational institutions for the next six months. Meanwhile, the driver of the bus which was used to take the demonstrators to the prison by the police has been arrested. The opposition Left Front has demanded a judicial probe into the matter.

New Delhi The government will enact the proposed right to food bill, covering 67 percent of the population, in the second half of the budget session April 22-May 10, Food Minister K.V. Thomas said. We will pass the bill in the second half of the budget session, Thomas told a Confederation of Indian Industry (CII) meet on Indias food security and the second green revolution. The National Food Security Bill will focus on nutritional needs of children, pregnant and lactating women, and will revolutionise the distribution system, he said. It will lead to massive PDS reforms, including doorstep delivery of food grain, end-to-end computerisation, leveraging unique identity Aadhaar numbers, said Thomas. The food bill provides five kg per person per month at the rate of Rs.3 per kg for rice, Rs.2 per kg for wheat, and Re.1 per kg for coarse grains. The PDS will become more transparent and subject to grievance redressal at appropriate levels with provisions for penalties and compensation, he said. The food ministry has estimated that Indias population will touch 1.3 billion by 2018 and this will put pressure on the government to provide food security. We have to take care of the present food needs of the people. We also have to plan to ensure that the challenges that the population increase pose in terms of food needs over the years is also kept in mind, said Thomas. The minister said that Indias food grain production, which was 51 million tonnes in 1950-51, touched 245 million tonnes in 2010-11, an increase of five times within six decades. The minister said he was confident that the government would be able to store the 90 million tonnes of grain it hopes to procure this year. The minister urged the private sector to procure grain at the minimum support price fixed by the government, and said the corporates should help the government with creating more storage space for the grain. Cause of Burma Mosque Fire Under Scrutiny
Bangkok A fire at a mosque in Burmas largest city, Rangoon, early Tuesday, killed at least 13 children as they were sleeping in their quarters. Officials say the fire was caused by faulty electrical wiring, but it comes just days after sectarian violence between Buddhists and Muslims in March left 43 people dead, dozens injured and thousands homeless, most of them Muslims. Trucks of armed riot police closed off the road leading to the burned mosque in eastern Rangoon. They strung yellow tape in front of the area and stood guard.Behind the tape a couple of hundred onlookers, most of them Muslims who wanted to know what caused this tragedy. Thant Zaw Oo, a township officer in Botahtaung, said everyone feels very sad for what happened. He explained that early in the morning, around 2:50, the electric transformer inside the mosque became overheated and caused an electrical short that caused a fire nearby a ladder. He said, because of the incident, 13 students who were sleeping upstairs in the mosque were blocked in the fire and killed. It is not clear why the children were trapped in the fire. Police said a few other children sleeping upstairs were able to escape along with most of the more than 70 other children living in the mosque compound. Khin Than Soe, a Red Cross worker in Botahtaung, arrived at the scene at 3:00 am. Haryana IAS officer Khemka transferred again


Chandigarh Senior IAS officer Ashok Khemka, who had ordered a scrutiny of land deals of UPA chief Sonia Gandhis son-in-law Robert Vadra, was Thursday transferred by the Haryana government to an inconsequential post. Khemka, now managing director of the Haryana Seeds Development Corp (HSDC), will now be secretary of Haryana Archives, which is responsible for preserving public and private records in the state. The latest transfer came after Khemka highlighted irregularities in HSDC, leaving the Bhupinder Singh Hooda government embarrassed. Khemka has been transferred almost 45 times in his two-decade-long career as an Indian Administrative Service (IAS) officer. He hit national headlines in October last year when he cancelled a mutation of a multi-crore-rupee land deal between Vadras company Sky Light Hospitality and realty giant DLF. The officer even ordered a probe into all land deals done by Vadra and his companies in Haryanas Gurgaon, Faridabad, Mewat and Palwal districts since 2005. After Khemkas action Oct 8, the Hooda government went into an overdrive to undo it. Within days, the district authorities of four districts gave a clean chit to the land deals done by Vadra and his companies. The Hooda government set up a committee of bureaucrats to look into the action taken by Khemka. The committee held that Khemkas actions as director-general of land consolidation were not in accordance with laid down procedures. Khemka questioned the rationale of the committee in submitting its report without even seeking his views on the action taken in the land deals. Khemka was removed from his post Oct 11 by the Hooda government, which sought to project it as a routine transfer. Vadra and his companies had made land purchases of nearly 170 acres in Gurgaon, Palwal, Mewat and Faridabad districts since 2005.

Ranchi The CBI conducted searches at the houses of 11 Jharkhand legislators in connection with the cash-for-vote charges in the 2010 Rajaya Sabha polls. Sources in the Central Bureau of Investigation said the houses of Jharkhand Mukti Morcha (JMM) legislators Vishnu Bhaiya, Suresh Paswan, RJDs Sanjay Yadav and a few Congress legislators were raided in Ranchi, Jamtara, Koderma, Giridih and other districts of the state. According to CBI sources, some vital documents were seized during the raids. The CBI has till now conducted searches at more than 15 places in the state. At a directive of the Jharkhand High Court, the 2010 Rajya Sabha cash-forvote case was handed over to the CBI from the state vigilance department, which was earlier investigating the case. The Jharkhand High Court is monitoring the case, and the court had expressed unhappiness over slow pace of investigations into the horse-trading cases. An arrest warrant is pending against Sita Soren, JMM legislator and daughterin-law of party chief Shibu Soren. She is accused of threatening her former personal secretary in the case.

Lawyer-turned-professor-cumpolitician Chandurkar told: I am happy to be given this responsibility. I shall chart out my future programme after consulting my party colleagues soon. The former chairman of Maharashtra Housing and Area Development Authority, Chandurkar will be the Dalit face of the city Congress in next years Lok Sabha and assembly elections. Sonam Lotus, director of the weather office, said that the earthquake measuring 5.8 on the Richter scale occurred just after noon. Its epicentre was in Hindukush region of Afghanistan with latitude 36.1 degrees north and longitude 71.6 degrees east. The depth of the quake was 233.7 km at the epicentre, the official said. The valley is situated in a region which has suffered devastating earthquakes. On Oct 8, 2005, a quake measuring 7.9 on the Richter scale killed more than 40,000 people on both sides of the Line of Control that divides Jammu and Kashmir between India and Pakistan.

Drugs haul: Punjab cops arrest boxer Ram Singh


Chandigarh The Punjab Police Wednesday arrested boxer Ram Singh in connection with the recent recovery of huge quantity of heroin and other drugs worth nearly Rs.500 crore in the state. Police had, last month, busted an international drugs racket operating from the state. Ram Singh is a fellow boxer and former room-mate of Olympic bronze medal winner and star boxer Vijender Singh. Police earlier claimed, based on Ram Singhs statements, that he and Vijender had consumed heroin five and 12 times respectively in recent months (December 2012 to February 2013). The union sports ministry Monday asked the National Anti-Doping Agency (NADA) to carry out a test on Vijender following the latest drugs controversy around him. The blood and urine tests were conducted Wednesday. The Fatehgarh Sahib police today arrested boxer Ram Singh in the drugs case already registered against international smugglers Anoop Singh and others. He is the 16th accused who has been arrested in this case, a Punjab police spokesman said here Wednesday evening. Police investigators said Ram Singh, who had been questioned several times by them in the drugs case, was arrested after huge quantities of lifestyle drugs and raw material for these drugs were recovered from his brother-in-law Ravi Deol. He (Ram Singh) was summoned to join investigation in this case after the name of Ravi Deol surfaced in this case and heavy recovery of drugs (5 kg Ice and 90 kg Pseudophedrine) was made from his parental house in Sangrur. Lashkar threatens J&K village council members, girls


Srinagar In a bid to derail grassroot level democracy in Jammu and Kashmir, Pakistan-based terror outfit Lashkare-Taiba (LeT) Thursday threatened and asked village council members to resign from their elected posts. The LeT posters threatening village members and asking girls to follow strict Islamic dress code appeared in Aharipal village, 50 km from here in south Kashmirs Pulwama district. The posters were signed by Abdullah Mujahid who claimed to be the LeT commander for Jammu and Kashmir. Through the posters the outfit threatened village panches and sarpanches of dire consequences if they did not resign from their posts. The posters written in Urdu also asked the girls to adhere to a strict Islamic dress code. The LeT warning asked locals to desist from working for Indian agencies. In the past also such threats by other guerrilla groups have appeared in some villages. One such threat also asked girls not to use mobile phones. Five elected village council members have been killed by gunmen in the Kashmir Valley since the panchayat election in 2011. An overwhelming majority of villagers participated in the panchayat polls of 2011, which were held in Jammu and Kashmir after a gap of 28 years.

2005 Himachal proposal yet to get central nod

Jammu Jammu and Kashmir plans to employ more than 70,000 youths in the government sector, Chief Minister Omar Abdullah said Wednesday even as union minister Jairam Ramesh pledged more central support. Presently over four lakh youths are unemployed in the state and the government intends to appoint more than 70,000 youths in government services from this year, he said at a function here. Besides this, the government would also create employment opportunities for more than three lakh young people. As such, projects of both the state and the central governments were under implementation to expand the job market, he said. Omar Abdullah said Himayat is a unique programme being run in the state with the help of central government aimed at imparting training to one lakh youth and providing them placements in the private sector within and outside the state during a period of five years. This is a significant and historic opportunity coming to the youth to enhance their employability capacities

and get assured jobs in the private job market. It is up to them how they take advantage of this initiative and transform their socio-economic status, he said. Union Minister for Rural Development Jairam Ramesh, who was also present at the function, said: The Himayat scheme was launched in the state in 2011 and it is marching ahead confidently to realise the set goal of providing training and jobs to one lakh youth of Jammu and Kashmir, mostly school drop-outs and lesser qualified.... He added that over 5,000 youths have been provided jobs in various companies within and outside the state since the inception of the scheme and over 15,000 would be given training and placement during 2013-14. Ramesh announced one tablet (minicomputer) each to 400 youths who have completed one year of service in the companies they were engaged under Himayat. He said that all the boys and girls completing one year service successfully in the companies would be provided tablets.

The state government sent a proposal to the ministry of tribal affairs May 4, 2005, for declaring some areas, including trans-Giri areas in Sirmaur district, as scheduled areas, the chief minister said in a written reply to the assembly Monday. Amongst the areas listed in the state governments proposal are Chhota and Bara Bangal villages in Kangra district, Chohar Valley in Mandi district, Churah in Chamba district, Malana in Kullu district and Dodra Kwar and Rampur Bushahr, both in Shimla district. Similarly, the state pleaded that the Barad, Bangala, Labana, Hattee and Dudra Kawaru communities living in these areas as Scheduled Tribes. Former legislator Jagat Singh Negi told IANS that the Hattee community settled in three assembly constituencies -- Shillai, Renuka and Pachhad in Sirmaur district -- has been fighting for decades to get the status of a Scheduled Tribe. A select assembly committee comprising three local legislators recommended to Speaker T.S. Negi Dec 16, 1993, to initiate steps to declare the Hattee community a Scheduled Tribe, he said. New Delhi Giving a clear message of the bigger role Gujarat Chief Minister Narendra Modi would play in the BJPs preparations for the coming Lok Sabha polls, party chief Rajnath Singh re-inducted him into its top decision-making group, the parliamentary board. The Bharatiya Janata Party (BJP) chief also sought to reinvigorate his team of office bearers by promoting some young faces and articulate parliamentarians. The rejig by Rajnath Singh also saw Modis controversial aide Amit Shah and Pilibhit MP Varun Gandhi being made general secretaries and former Madhya Pradesh chief minister Uma Bharti a vice president. Modi, the only chief minister in the parliamentary board, has also been made member of the central election committee and will have a role in candidate selection. He comes back to the parliamentary board after about six years but in changed circumstances - amid demands from some sections that he be declared the prime ministerial candidate. There are also indications that he would head the partys campaign committee for the Lok Sabha polls. Shahs induction as general secretary is being seen in party circles as Modis influence. An accused in the Soharabuddin Sheikh and Tulsi Prajapati alleged staged shootout cases, he is a legislator from Naranpura in Gujarat. Gandhi, 33, is the youngest general secretary. The new vice-presidents -- five of them women -- include former Karnataka chief minister D.V. Sadananda Gowda, former MPs S.S. Ahluwalia, Satpal Malik and Kiran Maheshwari, MPs Smriti Irani, Balbir Punj, Mukhtar Abbas Naqvi and Prabhat Jha, former Punjab minister Laxmi Kanta Chawla and tribal leader Jual Oram. Bangalore South MP Ananth Kumar and party leader from Odisha Dharamendra Pradhan have been retained as general secretaries though there was speculation about their continuation. Others include party MPs Rajiv Pratap Rudy, Thawarchand Gehlot, former party secretary Murlidhar Rao, former Himachal Pradesh minister J.P. Nadda and former MP Tapir Gaon. Ram Lal will be general secretary (organisation). Party veterans Yashwant Sinha and Jaswant Singh have not found a place in Rajnaths team, while Najma Heptulla, Hema Malini and Shanta Kumar have also been dropped as vice presidents and Ravi Shankar Prasad, the partys deputy leader in the Rajya Sabha, as chief spokesman. The new spokespersons include former MP Bizay Sonkar Shastri, Rajnath Singhs political aide Sudhanshu Trivedi, lawyer Meenakshi Lekhi and former party secretary Capt Abhimanyu, while Prakash Javadekar, Shahnawaz Hussain and Nirmala Sitharaman will continue. Poonam Mahajan, daughter of late party leader Pramod Mahajan, has been made a secretary. The 12-member Central Parliamentary Board, headed by Rajnath Singh, includes Atal Bihari Vajpayee, L.K. Advani, Murli Manohar Joshi, M. Venkaiah Naidu, Nitin Gadkari, Sushma Swaraj, Arun Jaitley, Ananth Kumar, Gehlot and Ram Lal, apart from Modi. Commenting on the new team, Javadekar said: Narendra Modi is one of the popular leaders of the country, and that is why he is in the parliamentary board. The Bharatiya Janata Party (BJP) a direct successor of erstwhile Bharatiya Jana Sangh (BJS) founded in 1980, is a major political party of India. Political parties exist to gain power and win elections. BJP has lately behaved as if it was least interested in winning and more interested in its own family squabbles. Since the zeal for winning was missing, no serious thought was given to the problems faced by BJP is its quest to storm the Delhi fortress once again. But what about the team 2013? In a dark backroom of South Delhi, deep in the bowels of the city sit number crunchers of BJP pondering over PUB and BOB. Dont be worried these are not some code words for agents or operations instead they represent the biggest challenges to the party en route power corridors of Delhi. PUB is a play on the Uttar Pradesh and Bihar belt of Lok Sabha seats. PUB belt accounts for 120 Lok Sabha seats, a strong showing in this belt can catapult the party to the stratospheric 182 seats it once touched towards the fag end of the 1990s. In 2009 elections NDA managed to get 47 seats out of this belt chiefly on account of a landslide in Bihar that yielded 32 seats to the alliance out of a possible of 40. UP however has been the horror story for BJP for over a decade now, from a heady 50+ tally of 1990s the party is down to 10 while the NDA managed to salvage a measly 15 seats out of 80 possible. Given anti-incumbency it would be normal to expect some damage in Bihar this time while UP BJP desperately needs a huge fillip to turn its fortunes around. BJP national leadership has signaled the importance it gives to this belt by inducting young Varun Gandhi from UP as a general secretary and Rajiv Pratap Rudy from Bihar as the General Secretary from Bihar. These two have waited in the wings for years and are known to be energetic campaigners with significant base amongst youth. fective old guard. However the nonperformers have failed to find a berth notable omissions being Lalji Tandon, Vinay Katiyar and KalrajMishra. Apart from this, rumours are rife that Gujarat CM Narendra Modi is being readied to contest from UP and may also be given election charge of UP and Bihar in the coming times. Moving on, BOB represents the Bay of Bengal problem for the BJP (term was first coined by TVR Shenoy). All states touching the Bay or Bengal such as Orissa, Andhra Pradesh, West Bengal and Tamil Nadu contribute about 145 seats to the Lok Sabha and BJP failed to win even a single seat in the 2009 general elections from this belt. Aware of its shortcomings the party has intensified its efforts to win allies in this belt notable being J Jayalalitha of AIADMK. There are also efforts on to mop up outlier seats that have peculiar ethnic or political factors such as tribal seats and urban metros. The effort on inducting ST office bearers indicates an emphasis on that front, especially in light of the successful efforts of the party in wooing tribal votes of Rajasthan and Gujarat. The new team of BJP campaigners includes more than a fair share of hard boiled strategists such as Balbir Punj, Ananth Kumar, MurlidharRao and Thawar Chand Gehlot. The strategists stand complemented by grassroot campaigners such as JP Nadda, Dharmendra Pradhan,Smriti Irani, Uma Bharti and SS Ahluwalia. Between them they shall have to sort out PUB, BOB or any other fancy acronyms that elections throw up at them. As per political observers, if marshaled well under a decisive leadership input then this team is decidedly more active, sagacious and well appointed to put up a strong fight when compared to the team in place in 2009. RSS or Rashtriya Swayamsewak Sangh is the ideological mothership of BJP. Critics often question the utility of umbilical ties between a political organization such as BJP and a cultural organization like RSS. To an outsider RSS does appear to be superfluous in its role in the context of the day to day realpolitik of national politics. The role of RSS in the BJP is that of an arbitrator that resolves disputes that can otherwise spiral out of control and devour the entire organization. A case in point being the lost decade of 2000s when petty rivalries and mutual conflicts dragged the party down from its dominant role in the Union Government to a confused doddering opposition. The high watermarks of those years are still haunting the party in terms of lingering factional feuds and animosities, hampering a united front against the incumbent UPA. The latest national executive of the BJP bears a distinct imprint of the RSS that indicates a thrust on minimizing internal bickering, promoting firebrand mass leaders and creation of a millennial generation of new BJP leaders. Sinha and Jaswant Singh who have not shied away from attacking their own party at times is a clear indication to deny a podium to known breakout individuals. Similarly glamorous faces who have placed their professions or other priorities ahead of the political ones were also sidelined as was the case with Navjot Singh Sidhu or Hema Malini. Finally the RSS gave the nod to young General Secretaries like Varun Gandhi, Murlidhar Rao, Rajiv Pratap Rudy and Amit Shah as a signal of the emergence of Millennial Generation of BJP leaders. This choice is significant in the face of questions that were raised against the so called Second Generation leaders who were supposed to take over the party after VajpayeeAdvani era. RSS led by its relatively younger Sarsaghchalak Mohanrao Bhagwat is keen on infusing fresh blood, mentoring grassroots leaders and giving a good chance to the BJP in 2014. Something that has not gone down well in some sections of the old guard. With this new National Executive the RSS has shown remarkable flamboyance in face of a rather stoic tradition of conservative planning.

No one knows where it came from, though it looks like an H1N1 that circulated in the Soviet Union in 1950 and some suspect it escaped in a laboratory accident. The virus causes a mild flu pandemic, which mainly affects people born after H1N1 flu disappeared in 1957. However, the real surprise is that it does not displace the previous, and more virulent, seasonal flu, H3N2. Instead, it continues circulating alongside it. The antibodies people produce after being infected by this new seasonal H1N1 do not protect against 2009 H1N1. However, infections also trigger another reaction called cellmediated immunity, in which certain white blood cells target and destroy infected cells. Tests of the 2009 H1N1 pandemic vaccine show that, unlike antibodies, cell-mediated immunity to seasonal H1N1 may help protect against the pandemic virus. This does not prevent disease altogether, but can reduce its severity 1998 A.D. The predecessor of the 2009 H1N1 swine flu virus emerges in the US. It is a hybrid of human, bird and swine flu viruses, and by 1999 it is the dominant flu strain in US pigs. US pig farms try to control it with vaccines, but these attempts are largely ineffective because the virus evolves too rapidly, changing the surface proteins targeted by the vaccine while keeping its internal genes unchanged. The 2009 pandemic virus is a variant on this 1998 flu, and behaves the same way. Swine flu has emerged as a massive threat to global health. It seemed to come out of nowhere, but when we study the history of epidemics we find how the origins of the H1N1 pandemic go back more than a century.

But this year, a new strain of H2 flu emerges in Russia and spreads around the world, killing about 1 million people. Afterwards, H2 replaces H1 in humans. Such replacements seem to be a regular feature of flu pandemics. People born before 1889, who have been exposed to H1 flu, have some immunity to it. This affords them some protection in the deadly H1N1 epidemic of 1918. Those born after 1889 do not have any immunity to H1. 1918 A.D. The Spanish flu epidemic of 1918 kills at least 50 million people worldwide. It is caused by an H1N1 virus which evolves directly from a bird flu into a human flu. After a mild wave of infections in the summer, the epidemic goes global: one-third of the population eventually get sick. Although most cases are mild, many sufferers develop a rapidly fatal infection deep in their lungs. People born before 1889 are less susceptible, thanks to their previous exposure to H1N1. Most deaths are caused by bacterial lung infections that move in after the virus. Modern antibiotics might mean that a re-run of the 1918 pandemic would be less dangerous. After 1919, the descendants of the H1N1 virus continue to circulate and cause seasonal flu outbreaks in humans and pigs. 1931 A.D. Swine flu is first isolated from a pig in Iowa. 1933 A.D. The first human flu virus is isolated at Mill Hill in London. When given to ferrets, it produces a disease whose symptoms are all but identical to the Iowan pig virus. But ferrets that have had the human virus are not fully immune to the pig virus, showing that the two viruses have already started to evolve apart. 1957 A.D.

Researchers Graham Laver and Robert Webster discover that waterfowl are the natural hosts of influenza viruses. The birds harbour strains unknown in humans that could reassort with human strains and give rise to new human pandemics. 1976 A.D. An H1N1 virus jumps from pigs to humans and kills a US army recruit. However the virus does not spread beyond the army base and fizzles out without triggering a pandemic. Rishi Kapoor, Lilette Dubey, Ali Zafar, Siddharth, Divyendu Sharma, Taapsee Pannu and Anupam Kher; Director: David Dhawan Dum hai, Boss! - the perky young Miss Congeniality in David Dhawans Chashme Baddoor, a far cry from the shastriya sangeet trainee tutti frutieating Deepti Naval in Sai Paranjpyes film, exclaims whenever she is impressed by her loverboys dialoguebaazi. Exclamation marks are the only punctuations in this seamless comedy of courtship played at an impossibly high octave, without getting shrill. Farce things first. Barring the core theme of two friends maliciously nipping the third friends romance in the bud, and some mischievous sequences and characters from the original, which have been entirely re-interpreted as swines of the times, Dhawans Chashme Baddoor is far(ce) removed from Paranjpyes original. Those were days of relative innocence. Whistling at girls at bus stops, chasing unwilling girls to their homes, and landing up at their doorstep under assumed identities were all considered innocuous bachelor bacchanalia. In Paranjpyes Chashme Buddoor, it was a big deal that Rakesh Bedi managed to get into Deepti Navals bathroom pretending to be a plumber. In Dhawans film, the very gifted Divyendu Sharma, who plays Bedis part, just cant pretend to know the perky girl next-door intimately by her bathroom decor. He manages to take a picture of a tattoo on her waist to convince his love-smitten pal Sid (Ali Zafar) that the girl is... well, not chaste but quite a chalu cheez.

She has done full justice to this track. Totey Ud Gaye-sung fluently by Suresh Wadkar, Rekha Bhardwaj and Sukhwinder Singh has interesting compositions of electric guitar. Suresh Wadkars controlled voice makes him apt for this track joined later by Rekha & Sukhwinder . You would love the ending part by Sukhwinder which has fun humorous lyrics. Sapna Re Sapna-sung commendably by debutant Padmanabh Gaikwad ( SaReGaMaPa Lil Champs )leaves the listeners astonished. With some simple melody , inspiring voice and lastly unbelievable poetry by Gulzar directs it straight to your heart.

While the writing gets chalu, it miraculously steers clear of being cheesy by a wide margin. Under the veneer of vicious courtship games played by two desperately single guys, Dhawans Chashme Baddoor retains a core of innocence. A tongue-in-cheek virtuosity remains the films greatest triumph. Sajid-Farhads writing is wild, naughty and witty, but never vulgar. The whimsical word-play flows from a tap-dance of prankish internet-styled banter which is border-line silly but nonetheless very engaging in an offhandedly smart way. If anything, the repartees flow much too furiously. From Anupam Khers slap-happy mother Bharati Achrekar (effortly replacing Leela Mishra from the original) to Goan cafe owner Rishi Kapoors unidentifiable assistant everyone is a certifiable quipster in the new film. Among the three protagonists, Divyendu, playing an awful self-styled shaayar, gets the most tawdry lines of bumper-sticker wisdom, which the actor delivers with such punctuated panache, we cant help guffawing out our implicit irshaad. Comic timing is of vital importance to this film. And every actor gets it right, dead-on sometime dead-pan. To me, the films most natural-born scene stealer is the southern star Siddharth. Seen lately in Deepa Mehtas Midnights Children, Siddharth nails his characters filmy flamboyance. Many would say Siddharth has gone over the top. But to sustain that high-pitched level of crazy energy throughout the film is no laughing matter.Or, on second thoughts, this talented actors performance is indeed a laughing matter. Ali Zafar is far more sober and controlled than his co-stars. It takes some doing to remain steadfast in your stipulated sobriety while all your costars pull out all stops.

The laughs, so refreshingly liberated of lewdness flow almost non-stop. Adding a dollop of spice to the original script is an entirely unscheduled love angle between Rishi Kapoor and Lilette Dubey. Lallan Miya (Saeed Jaffrey), who played Rishis character in Paranjpyes film would have loved that. Outstanding both, Kapoor and Dubey make their onscreen romance look warm, cuddlesome and credible. Audaciously, Dhawan and his writer Sajid-Farhad have transferred the celebrated chamko detergent demonstration-sequence between Farooque Sheikh and Deepti Naval in Sai Paranjpyes film to the Rishi-Lilette characters. Maybe the writers saw this pairs chemistry to be more frothy and foamy than the central romance? Ali Zafars courtship of the vivacious Taapsee Pannu is relatively thanda. One reason for their frosty compatibility is Ali Zafars reined-in performance. He deliberately plays his part a few octaves lower than his loud co-stars who are so hyper-strung that you sometimes wonder which drugs they are on. This Chashme Baddoor moves wickedly at its own volition creating a crazy pattern of comic chaos that stops short of being anarchic due to the finely-tuned situational satire simulated in the writing out of a material that was created 30 years ago when there were no mobile phones and the height of male voyeurism was the Playboy magazine. Dhawans film doesnt take the characters contemporary courtship games into areas that would offend the moralists. He knows where to stop. New Delhi India has of late witnessed a rise in cyber crime and experts attribute this to a toothless Information Technology (IT) Act that has been ineffective in tackling the problem. The IT Act has not at all been effective in checking cyber crime. In fact, it is a toothless wonder in the fight against cyber crime, Supreme Court lawyer and leading cyber law expert Pavan Duggal said. Duggal stressed the need for overhauling the cyber security legal regime in the country. A historical mistake was made when the IT (Amendment) Act, 2008, made almost all cyber crimes, barring a couple, bailable offences. The focus is more on enhancing the quantum of civil liability and reducing the quantum of punishment, which explains the reason why the number of cyber crime convictions in the country is in single digits, he said. The government had enacted the original IT legislation in 2000. The IT (Amendment) Act came into force in 2009 and was aimed at facilitating

A total of 1,184 people were arrested under the IT Act for cyber crimes, while 446 people were arrested under IT Act covered much of the offences, but in view of the modus operandi employed in such crimes, the Act needs to be more rigid and practical. Rio de Janeiro Brazils Development Bank (BNDES) has announced the launch of a 3-billionreal ($1.5-billion) plan to develop the countrys energy sector. Under the plan, the bank, energy regulation agency Aneel and research financing company Finep will offer financing lines with low interest rates to private companies investing in energy research, reported Xinhua. According to BNDES president Luciano Coutinho, the private sector must undertake research and development. These resources are being offered so that the private sector will assume the leadership, said Coutinho, adding that in Brazil, in general, spending on science, technology and innovation is highly concentrated in universities and the public sector. The plan will focus on four areas intelligent energy networks; alternative energy sources, such as solar and thermal power; energy transmission and distribution; and electric vehicles. Science, Technology and Innovation Minister Marco Antonio Raupp said the plan is part of the governments innovation program, which provides 32.5 billion reals (more than $16 billion) for promoting innovation in strategic areas. BNDES is mulling similar programs in other areas, such as aerospace industry, defence, agribusiness, and information technology.

New Saudi work policy to impact thousands of Indians


Thiruvananthapuram Thousands of Indians, especially Malayalis employed in Saudi Arabia, may be impacted by a new work policy of the kingdom that seeks to reserve a certain percentage of jobs for locals. According to the new Nitaqat policy - or Saudisation programme - of the kingdom, 10 percent of jobs are to be reserved for locals. The policy is aimed at expanding employment opportunities for Saudi nationals. There are over two million Indians working in Saudi Arabia, including 576,000 from Kerala alone. External Affairs Minister Salman Khurshid said there was no need to panic and the Indian government would provide assistance to Indians forced to return from Saudi Arabia. If somebody has to go to another country, he has to satisfy the rules of that country. But if there is inconvenience caused to any Indian citizens, then whatever assistance we can give, we will provide, Khurshid assured. The Kerala government is setting up help desks at the three international airports at Thiruvananthapuram, Calicut and Kochi and 24-hour call centres to help people in distress, an official of the department of NonResident Keralites Affairs (NORKA) told. New Delhi Maruti Suzuki logged 4.8 percent lower sales in March as compared to the corresponding month of 2012. A company statement Tuesday said it sold 119,937 units last month from 125,952 units sold in March last year. The domestic sales of the passenger car major fell by 4.3 percent at 107,890 units from 112,724 units in the corresponding month of 2012. Exports fell by 8.9 percent at 12,047 units from 13,228 units shipped out in March, 2012. According to the company, its sales for the last fiscal grew by 3.3 percent as it sold a total of 1,171,434 units from 1,133,695 units sold in 201112. During the year (2012-13), the company sold 1,051,046 units in the domestic market, a growth of 4.4 percent over the previous year, the company said in a statement. The company had sold 1,006,316 units in 2011-12. Exports for the fiscal under consideration declined by 5.5 percent at 120,388 units from 127,379 units shipped out during 2011-12. The companys scrip at the Bombay Stock Exchange (BSE) grew by 2.06 percent or 26.40 points around 2 p.m. at Rs.1,309.55 from its previous close of Rs.1,283.15.

Beijing Chinas purchasing managers index (PMI) for the manufacturing sector rose to 50.9 percent in March from 50.1 percent in February, according to data released Monday. The China Federation of Logistics and Purchasing (CFLP) said in a statement on its website that the rise was the result of increasing trade activity, increasing orders and slowing price increases for upstream products. Enterprises are demonstrating positive signs in their performance and the economy is stabilizing with upward momentum, reported Xinhua citing the statement. The rise indicates that the economy may further stabilize in the future, said Zhang Liqun, an analyst from the Development Research Center of the State Council. The PMI stayed above 50 for the sixth consecutive month in March, the CFLP said. A PMI reading of 50 or greater indicates expansion, while a reading below 50 indicates contraction. Of all five major sub-indices, four rose and one dropped last month, the CFLP data showed. The sub-index for production rose 1.5 percentage points to 52.7 percent. It reached its highest level in 10 months, indicating active production among manufacturing enterprises, the statement said. Orders received by manufacturers climbed, as the sub-index for new orders rose 2.2 percentage points from the previous month to 52.3 percent. The sub-index for raw material inventories dropped 2 percentage points from the previous month to 47.5 percent. March marked the second month for the sub-index to stay below 50 percent. The sub-index for employment rose 2.2 percentage points to 49.8 percent and the sub-index for supplier delivery times climbed 2.8 percentage points to 51.1 percent. The sub-index for purchasing prices of raw materials shrank 4.9 percentage points to 50.6 percent. March was the seventh month for the index to stay above the demarcation level, indicating that prices for raw materials in the manufacturing sector have continued to rise. The business outlook sub-index rose 0.9 percentage points from a month earlier to 65.5 percent, indicating that manufacturing companies are optimistic about their future prospects, the statement said. The HSBCs final PMI for Chinas manufacturing sector, which was also released on Monday, rose to 51.6 in March from 50.4 in February, signaling a modest improvement in the manufacturing economy for the fifth consecutive month.

Patna In welcome news for millions of farms in power-starved Bihar, the state government has sanctioned Rs.300 crore for a dedicated feeder line for agriculture, officials said Monday. The state cabinet late Sunday approved the amount, an official in the chief ministers office said. This is a first-of-its-kind dedicated feeder line to provide electricity to farmers in Bihar, he said. According to officials, the state government plans to install 968 new feeders of 11KV each with 55,925 km of distribution line and 1.46 lakh transformers to primarily supply power to 19 lakh pumping sets in the next decade. The government has projected yearwise requirement of estimated funds for the feeder segregation. The total estimated amount for the 12th and 13th five-year plan is around Rs.8,370.44 crore. The government has already projected its year-wise power requirements for agriculture sector for the next 10 years. By 2016-17, the state would require 1,478 MW power exclusively for agriculture sector. The governments move would go a

long way in increasing agricultural productivity, said an official of the state agriculture department. Agriculture is the backbone of Bihars economy, employing 81 percent of the workforce and generating nearly 42 percent of the states domestic product, according to the state government. At present only 5.83 percent of the total power supply to the state is used in the agriculture sector in Bihar, compared to 38 percent in Haryana, the highest in India. Last year, President Pranab Mukherjee launched the much-

awaited agricuture roadmap of Bihar. Its main objective is to help to bring a rainbow revolution in the state in the next five years, boosting the production and processing of agricultural and farm goods and pushing up growth rate in the sector. The five-year agriculture roadmap covers the period 2012-17, with an investment of Rs.1.52 lakh crore. It aims at raising agri-growth to a minimum of seven percent per year. The Bihar agriculture roadmap is the first of its kind in the country and focuses on the development of food processing, food preservation, fisheries and animal husbandry.

Beijing Nestle plans to build a coffee centre in southwest Chinas Yunnan province, according to an agreement. According to a memorandum of understanding inked Tuesday by the municipal government of Puer and Nestle, the Switzerland-based company will spend 100 million yuan ($15.97 million) to build a coffee farming institute, warehouses and a laboratory, reported Xinhua. The farming institute, which will be the largest of its kind in China, will provide training to 5,000 coffee farmers, agronomists and business professionals each year, according to an online statement from Nestle. Peng Yuanguo, vice mayor of Puer, said Nestles investment will help turn Puer into Chinas coffee capital, buoy the confidence of local coffee producers and offset the negative effects of the sluggish global market. Nestle has confidence in the longterm development of Yunnan, said Heiko Schipper, managing director of Nestles greater China food and beverage division. Schipper said the company has been increasing its annual purchases of coffee beans in Yunnan. The province has sold 22,000 tonnes of coffee to Nestle over the past two years, Schipper said. Puer is the largest coffee plantation centre in Yunnan, where coffee bean output accounts for over 98 percent of the national total output. The city produced 36,500 tonnes of coffee in 2012.

New Delhi The Central Electricity Regulatory Commission (CERC) has in a landmark order proposed a compensation package for Adani Power to offset higher fuel costs at its Mundra (Gujarat) power project. Adani Power had appealed to CERC after its customers in Gujarat and Haryana refused to pay higher rates for the electricity generated from the imported coal-based plant at Mundra. The company had said it was forced to hike tariffs owing to rise in prices of imported coal and shortage of domestic supplies. The petition needs to be compensated with a compensation package over and above the tariff discovered through competitive bidding. The compensation package, to be called compensatory tariff, could be variable in nature commensurate with the hardship the petitioner is suffering on account of unforeseen events leading to increased coal price which has affected its performance under the Power Purchase Agreement (PPA), CERC said in its order. CERC has ordered setting up a committee which will work out the exact quantum of the compensation over the current tariff for the 4,620 MW Mundra plant. The order comes as a boost to

During a meeting between Myanmar Minister of Commerce U Win Myint and visiting Indonesian Coordinating Minister for Economic Affairs Hatta Rajasa in Nay Pyi Taw Tuesday, the two sides focused on signing a memorandum of understanding on rice trade, said the New Light of Myanmar. According to an earlier official report quoting the ministry, Indonesia has offered to buy 300,000 tonnes of rice from Myanmar and more will follow as demand for Myanmar rice in the Southeast Asian member country is on the rise, reported Xinhua. Myanmars rice export to Indonesia reached the peak between 2001-02 and 2005-06 but was almost none after 2005-06 for various reasons. Myanmar could only export 2,125 tonnes of rice to Indonesia in the first three quarters of 2011-12 but it sharply increased to 1.01 million tonnes in the same period of 2012-13. If that rate continues, Myanmars rice export would hit 1.2 million tonnes, a record high in 40 years, a commerce official said. Myanmar, which was once a major rice exporter, exported more than 1 million tonnes before 1956. With bilateral trade standing $472.96 million in the fiscal year of 201112, Indonesia was Myanmars fourth largest trading partner among ASEAN members after Thailand, Singapore and Malaysia, statistics show.

Bangalore Larsen & Toubro (L&T) construction firm has won an order valued at $257 million (Rs.1,398 crore) from Abu Dhabi Airports Company to build a midfield terminal complex in the UAE, the company said here .Work on the midfield terminal complex is part of the major expansion programme of Abu Dhabi International Airport to serve as the new gateway to the city, the company said in a statement. The order envisages building concrete hardstands for aircraft parking around the new terminal, including contact and remote stands. The airside works include taxi lanes along the apron parking stands and link taxiway connections to the existing infrastructure with a tunnel on the airside. The project has also an aircraft fuel hydrant system, storm and portable water distribution line, chilled water distribution system, medium voltage distribution sub-stations, communication network and fire main distribution system on the major utility segments, the statement said. The project will commence this month with a construction timeline of 28 months. The new airport terminal complex is expected to be commissioned by 2017. The $13.5-billion L&T is a technology, engineering, construction, manufacturing and financial services conglomerate, with global operations.

New Delhi Production in Indias eight core industries that include power, coal, steel, cement, crude oil and natural gas fell 2.5 percent in February, dampening the hope of a revival in overall factory output, government data showed Monday. The core industries, which have a combined weight of 37.90 percent in the Index of Industrial Production (IIP), registered a growth of 7.7 percent in February last year. The cumulative growth of core industries in the April-February period of 2012-13 declined to 2.6 percent as compared to 5.2 percent recorded during the same period of previous year, according to data released by the commerce and industry ministry. The decline in growth in February 2013 was on account of negative growth witnessed in electricity generation and in the production of crude oil, coal, natural gas and fertilizers, the ministry said in a statement. The biggest disappointment was from the petroleum and coal sectors. Natural gas output slumped by 20.1 percent in February year-on-year. Crude output fell by 4 percent. Coal production dropped 8 percent, while fertilizers output fell 4 percent and electricity output slumped 4.1 percent during the month under review. However, cement production rose 3.9 percent and steel output increased by a sluggish 0.5 percent. The petroleum refinery products increased 4.3 percent in February.

New Delhi There was a three-way tie for the lead at the end of the opening round at the Panasonic Open India golff event as two Australians, Kieran Pratt and Wade Ormsby, and Singaporean Lam Chih Bing shared the honours with rounds of five-under 67 each at the demanding and windy Delhi Golf Club here Thursday. Two shots behind them was the best Indian in sole fourth, S.S.P. While Ormsby and Pratt came back with bogey-free rounds, Lam had one bogey on the 12th. Pratt also had an eagle, one of the six - including two by debutant Indian S. Chikkarangappa - that landed on the day besides a stunning hole-in-one by rank outside Nabin Mandal, who did little else of note in his round of 77. Three other Indians, young Angad Cheema, playing his first Asian Tour event, Chiragh Kumar, who lives a stones throw from the DGC and finished second in the Indian Open two years ago at this very course and seasoned Sanjay Kumar shot two-under 70 each to be tied fifth on what was fairly difficult scoring day in windy conditions. Defending champion Digvijay Singh played a very steady one-under 71 with two birdies and just one bogey to be tied 12th in a bunch of 17 players that included seven Indians. Shiv Kapur playing on his home course battled with two birdies in last five holes to come into red figures at one-under 71. Also tied at 71 was Anirban Lahiri with

Jeev Milkha Singh, the most successful Indian golfer, had back-to-back-bogeys on 15th and 16th, but still managed an even par start to be tied 29th, alongwith Chikkarangappa, who like Cheema was playing his first Asian Tour event. Gaganjeet Bhullar struggled to a 76 with just one birdie against five bogeys, four of which came on the back nine of the course, which was his first nine. He will need a good solid second round to ensure action over the weekend. I am happy with the way things are, though I could have had a better score today. I played quite well and had some long putts, like the 25-footer on the fourth, said Chowrasia. The conditions were not all that easy. There was wind on almost all holes and one had to be careful off the tee. The greens were excellent, though I threeputted once. Starting on the back-nine 10th, Pratt got his campaign underway with three birdies on holes 11, 14 and 18. An eaglethree on the par-five first then propelled him to the top of the leaderboard where he held on to the lead before closing with a flawless 67. While Pratt is chasing his second win, Ormsby is eyeing his breakthrough on the Asian Tour, which is celebrating its 10th season this year. Ormsby birdied the par-three 12th before marking his card with more red numbers on the 14th and 18th holes. After making the turn in 34, he continued his birdie run on the first and sixth holes. Former Ryder Cup star, Oliver Wilson, was in danger of missing the cut after a round 78.

CA chief medical officer Justin Paoloni said: James Pattinson will be having surgery tomorrow for a noncricket related medical condition in his lower abdominal region that has been troubling him during the latter part of the recently concluded VB Tour of India. James has undergone tests and consulted specialists since returning from India, and it was felt that surgery is absolutely necessary at this time. The recovery times will be determined once the surgery is completed but James is expected to return to training in approximately four weeks. ICC introduces new No ball playing condition


Dubai The International Cricket Council (ICC) introduced a new playing condition for Tests, One-Day Internationals (ODIs) and Twenty20 Internationals that instructs the umpires to call No ball whenever a bowler breaks the non-strikers wicket during the act of delivery. This playing condition will come into effect April 30 and the first international match to be played under the new regulation will be the first ODI between Zimbabwe and Bangladesh in Bulawayo May 3. ICCs general manager Geoff Allardice said: The recent interpretation used in international matches to call Dead ball when a bowler breaks the wicket during a delivery has not adequately dealt with this situation. The Marylebone Cricket Club (MCC) recently decided to address this issue by introducing a new No ball Law from October 1, 2013. The ICC Cricket Committee noted the MCCs decision and recommended that an ICC playing condition,
