Governing policy and legislation

These Instructions for the Safety Supervisor are subject to Statnetts Funksjonspolicy for elsikkerhet (Functional Policy for Electrical Safety). The FSE 2006 (Regulations on the Operation of Electrical Installations), pursuant to the "Lov om tilsyn med elektriske anlegg og utstyr" (Act relating to the Inspection of Electrical Installations and Electrical Equipment), have primary authority and are supplemented by these Instructions.

Purpose and validity

The purpose of these Instructions is to ensure a high level of safety during work on or in the vicinity of Statnett electrical installations and during their operation, by requiring adequate planning of all activities and the implementation of necessary safety practices to avoid any risk to life, health or property. This set of instructions applies to all high-voltage installations where Statnett has operational responsibility.

Intended audience

All Statnett or external employees who are authorised Safety Supervisors on electrical installations where Statnett has operational responsibility.

Definitions

Switching Supervisor: Person appointed to have responsibility for ensuring that all necessary switching operations in high-voltage installations are conducted safely. Safety Supervisor (high voltage): Person appointed to have responsibility for safety at the worksite. Operations Manager (high voltage): Person appointed by the owner/manager to carry out and be responsible for the ongoing management and maintenance of electrical installations.

5.1

Safety Supervisor
Before being appointed, the Safety Supervisor must plan the work according to routines and instructions determined by the Operations Manager or person to whom the Operations Manager has delegated authority. The Switching Supervisor must appoint a Safety Supervisor specifically to each work task on, or in the vicinity of, earthed and short-circuited installations. The Safety Supervisor must be assigned to each specific work task in the vicinity of energised installations by the Substation Manager or Transmission Line Manager, or person to whom he has delegated authority. Before work commences, the Safety Supervisor must send notification of this in accordance with the Procedures for the Prosedyre for bruk av SMS-varsling for personell i hyspenningsanlegg (Use of SMS Notifications by Personnel in High-Voltage Installations) (Doc.id. 1435845 in IFS Doc.adm.). The Safety Supervisor is responsible for safety associated with all work on or in the vicinity of highvoltage installations, and must ensure that work is conducted in a safe manner in accordance with the applicable regulations and instructions. The Safety Supervisor must explain his function to the rest of the team and give them necessary instructions about pending work. Concerning work on, or in the vicinity of, earthed and short-circuited installations, before being assigned to a job, the Safety Supervisor must gain confirmation from the Switching Supervisor, that necessary de-energising, tagging, re-energising prevention, inspection (MSI), and terminal earthing has been carried out. The Safety Supervisor must check that the installation at the work site is not energised, and carry out necessary earthing and short circuiting. While setting up temporary earthing, at least two persons must be present. At least one of these must hold Safety Supervisor authorisation. Voltage testing must be carried out on site using voltage testing equipment. The Safety Supervisor must determine the correct safety distance and set up necessary protection and barriers at the site of the work. The Safety Supervisor must instruct the rest of the work team in person and give them permission in person to start the job.

5.10 The Safety Supervisor must oversee the work or appoint and instruct someone else to this task. Please refer to the applicable enclosure to these instructions. 5.11 The Safety Supervisor must inform the Switching Supervisor if, for any reason, he cannot continue in the role of Safety Supervisor, and a new Safety Supervisor must be appointed. The old Safety Supervisor must inform the new Safety Supervisor of all safety measures that have been set up. 5.12 The Safety Supervisor is responsible for stopping all work if there is any risk of lightning. The Safety Supervisor must inform the rest of the team that the installation must be treated as energised when work has ceased. The Safety Supervisor must reverse/dismantle all safety measures and check that it is safe to re-energise the installation. 5.13 Concerning work on or in the vicinity of earthed and short-circuited installations, the Safety Supervisor must notify the Switching Supervisor in person that the installation is ready to be re-energised. 5.14 Concerning work in the vicinity of an energised installation, the Safety Supervisor must notify the person who appointed the Safety Supervisor that the work has ceased, as well as send notification that he is leaving the installation, in accordance with the Prosedyre for bruk av SMS-varsling (Procedures for the Use of SMS Notifications by Personnel in High-Voltage Installations) (Doc.id. 1435845 in IFS Doc.adm.).

Abstinence from intoxicants

Persons appointed to be Safety Supervisor must agree to refrain from consuming alcohol or other intoxicants during the 8 hours prior to starting work.

Confirmation of compliance

Responsibility for checking compliance with instructions lies with the document holder and approving body. The position of Operations Manager includes authority to draw up and approve work procedures, guidelines and instructions in areas covered by Funksjonspolicy for elsikkerhet (Functional Policy for Electrical Safety), doc. no. 1490565.
