ince he was etected mayor of Goodyear in 2003, James Cavanaugh has immersed himself in the West Vatley 'transportation scene white championing the concept of commuter raiI atong the BurLington Northern-Santa Fe and Union Pacific raitroads. Mayor Cavanaugh ended his two-year term as chairman of the Maricopa Association of Governments with the association's f irst transportation summit in May.
