Judges in the United States Supreme Court are appointed for a life tenure. That is, the judges are appointed to their post for a lifelong tenure unless they resign or stand impeached. It has been the diet of many a Rishi-Muni in their path of penance. Such has been the wonderful saga of honey and the latest seems that honey has also become dear to the political class. There is nothing wrong in using the honey theory in describing a large setup. In the center of a large bee hive there is always a Queen Bee surrounded by the worker bees. The worker bees are always busy in depositing honey within the hive and fulfilling the dreams and aspiration of their worthy queen. The bees are known for the buzz that they can create and they are feared for their sting which can turn fatal if they attack in a group. The bee hive is much sought after by mankind and also some other species. The practical way of stealing the honey from the hive is to smoke out the workers and squeeze the honey in a bucket. Such an operation needs practice and expertise, because if it is done the wrong way the sting can cause great harm. A recent study by IRIS, an Internet media research organization found that a total of 160 Lok Sabha seats in the coming general elections will be highly impacted by the presence of social media. High impact seats being those where the number of social media users exceeded the winning margin. A neat 30% of total Lok Sabha seats in the country are now firmly in the open and often entropic ambit of Social Media. When tech savvy politicians especially Narendra Modi started pioneering the techniques of organized social media, they were often dismissed as fringe and insignificant elements indulging in preaching to the choir. Come 2011 and all that changed with anti-corruption mass mobilization cued on the similar movements from the Middle East often called the Twitter revolutions. The mainstream media lost out to the social media because of the basic underpinnings of the two platforms. While former has its own set of constraints emanating from the legal and financial spheres. Social media on the hand is more rebellious and less regulated thus making it an easier platform to take on the establishment. The Congress though late to the party has nevertheless joined it with some gusto. The first round of battle between Congress and BJP machinery was fought over the addresses by Rahul Gandhi and Narendra Modi to Industry bodies. While BJP sympathizers managed to treand #pappu on twitter when Rahul Gandhi spoke at CII, Congress returned favor with #feku on the day of Modis appearance at FICCI. The battle royale for new media has begun and the stakes cant get higher than this.

12 billion mobiles in the next 10 years


By Prasanto K. Roy One kilogram. Thats what it weighed, the bulky prototype used for a wireless phone call by a Motorola engineer in 1973. For the real milestone 10 years later, a 790gram Motorola DynaTAC made the first call from a commercial mobile phone, in a Mercedes in 1983. That makes the mobile 30 years old, and not the 40 thats being reported. Since then, its been a long road to todays smart, slim, all-colour 100gram personal digital companion. The mobile helped India leapfrog past wireline telephony, to a personal phone for every other citizen. Its altered social behaviour. Its caused revolutions.Mobile subscriptions grew from zero in 1983 to 12 million in 1990, and then to 6 billion in 2011. The world bought 1.75 billion mobiles in 2012. Of the 1.8 billion expected to sell in 2013, about half could be smartphones. So hows the mobile changed in 30 years? Yes, its now small and light, and has gone from one-line mono display to colour to high-definition. The bigger deal is that its moved from voice to mostly data: email, browsing, apps. And from phone to personal companion. Yet the mobile is far from perfect. There are two big issues. The first is the battery: The only reason why James Bonds wristwatch mobiles are impractical. Ten years ago, my Nokia 6310i would last seven days on a charge. My 2013 BlackBerry Z10 struggles to last a day. The battery hasnt kept up with the increase in data and apps use. In the voice-only era, the phones radio (the part that sends and receives signals) would be in use for two hours in 24. In todays data age, those radios work continuously, draining batteries.The second is congestion. Mobiles use radio spectrum, a scarce resource. The more phones fight for that spectrum, the worse our experience is: Failed and dropped calls, breaking voices. But with over 6 billion subscriptions already there for its 7 billion people, will our planet keep up the explosive mobile-telephony growth of the past 30 years? Oh, yes! Lets look at those subscriptions. A half-billion are in multi-SIM phones or multiple phones owned by the same person. Or in other devices such as iPads, or laptop dongles. Another half-billion mobile users are machines. Electric meters, escalators, automobiles, security cameras, with built-in cellular modules. They auto-report readings, usage status, failures. Some, like digital doorlocks, allow remote control. Both parts are seeing explosive growth. Users are adding mobile data devices, including tablets, laptops, connected GPS units. And by 2020, many household and office appliances, and most vehicles, will have cellular modules, for usage, status, and maintenance reporting. All this will add at least another six billion mobile-phone subscriptions by 2020. And so well have 12 billion cellular devices fighting for scarce spectrum. So heres where the mobile phone is headed in the next ten years:Ubiquity: Theyll be all around, inside appliances, cars, bicycles. These embedded modules will make up a third of 12 billion subscriptions by 2020. Data-only devices will rival phones in numbers, by 2020: dongles, iPads, SIMs in laptops. Smartphones will be 100 percent of the mobile-phone population, up from about a quarter now. Even the cheapest $30 model will be a smartphone.The battery will struggle to keep pace with apps and displays, even with advances such as nanowire lithium-polymer. Till 2020, when we should see the next big leap in battery tech. This could be lithiumair, magnesium, fuel-cell, or something else. Wearable wrist-watch phones will start getting into vogue by 2015, from Apple, Samsung and others, but will get really practical only by 2020, with major changes in battery tech.

Shifting focus from India, LeT becoming global: US report


Deployment and Death, the 61page report by the Combating Terrorism Centre at the US Military Academy in West Point, New York is primarily focused on LeT and its integration into Pakistani society. The Mumbai attack, coupled with LeTs recruitment of Westerners and linkages to a number of other international terror plots over the past decade, have heightened concerns that the groups interests and operational priorities are no longer just regional, but that they are also becoming (or have already become) global, the study said.Based on a study of over 900 biographies of the deceased LeT militants the report provides an insight into LeTs local recruits, the nature of the time they spend with the group and how these dynamics have changed over time. According to the West Point report, the mean age when a recruit joins LeT is 16.95 years, while the militants mean age at the time of their death is 21 years. The mean number of years between an LeT militants entry and death is 5.14 years.Noting that siblings and parents play important roles in a fighters entry into and journey through LeT, the report suggests that scholars should reconsider the value of parental influences in understanding radicalization and a young persons decision to participate in jihad.While LeTs recruitment is diversified across the north, central and southern parts of the Punjab, the highest concentration of LeT fighters have come (in order of frequency) from the districts of Gujranwala, Faisalabad, Lahore, Sheikhupura, Kasur, Sialkot, Bahawalnagar, Bahawalpur, Khanewal, and Multan, it said.The West Point report identified twelve different channels of LeT recruitment, the most common forms of which include recruitment via: a current LeT member (20 percent), a family member (20 percent), mosque or madrassa (17 percent), LeT speech or literature (12 percent), and friends (5 percent). Since 2000 there has been a strong upward trend in recruitment via family members and by 2004, this channel contributed to over 40 percent of LeT recruitment.About 94 percent of fighters list Indian Kashmir as a fighting front, it said. Although less relevant, Afghanistan, Chechnya, Tajikistan and Bosnia are also identified in the biographies as other fronts. According to West Point data, the districts of Kupwara, Baramulla and Poonch in Indian Kashmir account for almost half of all LeT militant deaths since 1989.

Setback for Tytler as court orders reopening of 1984 case


New Delhi n a setback to Congress leader Jagdish Tytler, a Delhi court ordered the reopening of a case against him related to the 1984 anti-Sikh riots. Additional Sessions Judge Anuradha Shukla Bajaj also set aside the Central Bureau of Investigations (CBI) closure report which had given Tytler a clean chit, claiming there was no evidence against him. The courts order came on a plea filed by a riot victim, who sought further probe in the killing of three people near Gurdwara Pul Bangash in central Delhi. Tytler is accused of instigating a mob that led to the murder of three men who had taken shelter at the Pul Bangash Gurdwara in north Delhi Nov 1, 1984. The court, setting aside the magisterial court order that accepted the CBIs closure report, said: The order of the trial court accepting the closure report is set aside. The CBI is directed to conduct the investigation and examine the claimants/ eye witnesses in the case. Opposing the victims plea against the CBI closure report, the agency had sought its dismissal, saying the probe has made it clear that Tytler was not present on Nov 1, 1984, at Gurudwara Pul Bangash where three people were killed during the riots. However, senior advocate H.S. Phoolka, appearing for petitioner Lakhwinder Kaur had said there was material which the CBI had ignored and evidence was also there before the trial court against Tytler. Three men - Badal Singh, Thakur Singh and Gurcharan Singh - were killed near Gurudwara Pul Bangash, allegedly on Tytlers instigation. His role in the killing of the three men was re-investigated by the CBI after a court in December 2007 refused to accept its closure report. The CBI had claimed Tytler was at Teen Murti Bhavan, the residence of the then late prime minister Jawaharlal Nehru, where Indira Gandhis body was laid, at the time of the Pul Bangash incident. It added that the agency has already re-investigated the case on the order of trial court but there was no sufficient evidence against Tytler. Tytler was given clean chit by the CBI April 2, 2009, which claimed that the agency had no evidence against him. For Lakhvinder Kaur, the judgment has given hope of justice, though after more than 28 years. I died the day my husband was killed in the riots, said Lakhvinder Kaur.

In our 28 years long fight for justice, we could not get any positive decision in our favour, but the district courts order to reopen the case is like a ray of hope and happiness for us, she said. Phoolka later told reporters that the prime witness in the riots case had died but three other witnesses are alive in the US, and that the court has directed the CBI to record their statements. The conspiracy angle has not been probed at all, the counsel said, adding that the CBI should investigate the riots and the accused should be punished Amid demands for Tytlers removal from the party, Congress spokesperson Renuka Chowdury said: Once the court comes out with something conclusive, it will be examined and we will take a call on that.

US based Sikh group seeks probe


New York In the wake of a Delhi Court ordering the reopening of the case, a US based Sikh group would seek a Special Investigation Team (SIT) probe. Sikhs for Justice (SFJ), a New York based human rights advocacy group, announced that it will file a writ petition before Delhi High Court asking it to set up an SIT led by former Central Bureau of Investigation (CBI) Chief Joginder Singh. The petition will be based on the CBIs conduct of disregarding the material evidence against Tytler and refusing to record the testimony of witnesses which amounts to shielding the accused, it said. SIT should be asked to investigate and depose former police commissioner Gautam Kaul, close associate of Gandhi family R.K. Dhawan and film star Amitabh Bachchan who according to CBIs closure report were in the company of Tytler Nov 1, 1984 at Teen Murti Bhavan. SFJ also circulated a joint statement by US based witnesses Resham Singh and Jasbir Singh saying they are willing to appear as witness in any court of law once murder charges are filed against Tytler for his role in killing of Sikhs in November 1984. In December 2008, a CBI team visited the US to record witness statements regarding Tytlers role in 1984 violence. However, the team despite being intimated, refused to record the testimony of additional wtnesses, Resham Singh, Chain Singh and Alam Singh who kept waiting outside the Indian Consulates in New York and San Francisco to be called in by the CBI, SFJ said. In Delhi, Additional Sessions Judge Anuradha Shukla Bajaj Wednesday set aside CBIs closure report which had given Tytler a clean chit, claiming there was no evidence against him.

BJP attacks Congress on 1984 anti-Sikh riots


New Delhi The Bharatiya Janata Party (BJP) accused the Congress party for using every trick to cover up complicity of its leaders in the 1984 anti-Sikh riots. BJP spokesperson Nirmala Sitharaman said here that witnesses were threatened and victims were stopped from filing cases in police stations and there was misuse of CBI (Central Bureau of Investigation). The Congress party has consistently used every trick to cover up the active complicity of its leaders and workers in perpetrating this massacre. Witnesses were threatened and victims were stopped

from filing cases in police stations, she said. Colluding with some unscrupulous elements in the police, Congress men indulged in large-scale effacing of evidences, Sitharaman said. She said more than 2,700 Sikh women, children and men were killed in the riots. The BJP spokesperson alleged that the CBI was misused to file a misleading report to the court which allegedly led to the earlier dismissal of the case against Jagdish Tytler. She said some other Congress leaders have faced allegations about complicity in the 1984 riots.

Mamata faces SFI protest


Kolkata West Bengals ruling Trinamool Congress activists took to violent protests, vandalising the prestigious Presidency University and allegedly attacking offices of the Left Front constituents. The violence took place as chief minister Mamata Banerjee was admitted to a private nursing home a day after being heckled by SFI activists in Delhi. Banerjee was taken to the Belle Vue Clinic, shortly after returning from an unsafe Delhi, after she complained of breathing problems, palpitation and body pain. She has low blood pressure and low pulse rate. She needs rest and analgesics... Needs close monitoring, said a bulletin issued by the nursing home. Earlier in the day, speaking to newspersons in Delhi, Banerjee said she was returning to Kolkata as she was unwell and on oxygen . Doctors suggested hospitalisation but I dont want to go to hospital. I am going back. I will come again... Delhi is not safe, she said. In Kolkata, belligerent Trinamool members took to the streets flexing their muscle, with activists of the partys students arm storming the Presidency University campus and beating up its students. They were carrying Trinamool Congress Chhatra Parishad flags and shouting slogans. They broke the gates and entered the campus. They beat up our students, Presidency University vice chancellor Malabika Sarkar told a media conference here. Sarkar said that police did not take any action. It is absolutely unacceptable. They vandalised the physics department. This is an unprovoked attack on peaceful students in a university campus. The heritage Bakers Building, which celebrated its centenary recently, also faced the wrath of the vandals.

Rajiv was negotiator for Swedish aircraft firm, says WikiLeaks


New Delhi The late Rajiv Gandhi may have been the main Indian negotiator for Swedish company Saab-Scania, when it was trying to sell its Viggen fighter aircraft to India in the 1970s, reveal US diplomatic cables leaked on the website WikiLeaks. An Oct 21, 1975, cable from the US embassy in New Delhi details information given to it by a diplomat in the Swedish embassy. Mrs Gandhis oler [sic] sons only association with the aircraft industry (to our knowledge) has been as a pilot for Indian Airlines and this is the first time we have heard his name as entrepreneur. Rajiv Gandhi was then an Indian Airlines pilot and his mother Indira Gandhi the prime minister. The cable goes on to say, Mrs Gandhi (according to the Swedish info) has made the personal decision not to purchase the British Jaguar because of her prejudices against the British. The decision would be between the Mirage [Dassault Mirage F1] and the Viggen. According to the cable, the negotiator for French aircraft maker Dassaults Mirage fighter was the son-in-law of the air chief Air Marshal O.P. Mehra. Swedish Emboff says that Dassault has Son-in-Law of Indian Air Marshall Mehra as its chief negotiator for mirage sale, The Hindu newspaper, which accessed the cables as part of a collaboration with WikiLeaks, said quoting the cables .In another cable, the Swedes said they understood the importance of family influences in the final decision. The cable adds: Our colleague describes Ranjiv Gandhi [sic] in flattering terms, and contends his technical expertise is of a high level. This may or may not be. Offhand, we would have thought a transport pilot [is] not the best expert to rely upon in evaluating a fighter plane, but then we are speaking of a transport pilot who has another and perhaps more relevant qualification. The Hindu says the Viggen pitch to India was of immense interest to the US. As one cable said, the aircraft contains a large number of parts and components of U.S. origin which are therefore subject to USG control in third-party sales. Another cable says that Mrs Gandhis advance toward dictatorship is now irreversible, and that French Prime Minister Chirac was unhappy with the idea of appearing to condone this development through his official visit. The British SEPECAT Jaguar eventually won the race, from which Saab was forced to withdraw by the US, The Hindu said.

After the mob left, students supporting SFI and Independent Consolidation (IC) held a meeting and called a strike to protest the violence by the TMCP. The Trinamool and its mass organisations, which observed a condemnation day, staged protest rallies across the state, with many of the participants tying their mouth with black cloth or wearing black badges. Led by the partys all India general secretary Mukul Roy, the Trinamool members also held a protest at the Jantar Mantar in Delhi. In northern West Bengals Siliguri town of Darjeeling district, there were clashes between Left Front spearhead Communist Party of India-Marxist and Trinamool cadres, following which former minister Ashok Bhattacharya and several other CPI-M leaders were arrested. Left Front chairman Biman Bose alleged in Kolkata that 1,000 offices of the LF constituents were vandalised in the state by the Trinamool and asked the state government to take effective steps to stop the violence. Around 105 offices of Left front were vandalised in the district of Cooch Behar alone and when all districts are taken together the number rises to 1000. Many dis-

trict leaders were also attacked, he claimed. Meanwhile, West Bengal Governor M.K. Narayanan used strong words as he expressed shock over the pre-meditated assault on Banerjee and state ministers in New Delhi, and asked the CPI-M politburo for a public apology. Stating that the incident was unprecedented in Indias modern history, he said those responsible for the attack and their instigators have forfeited the right to function within a democratic framework. The governor requested the Trinamool and other parties of the state to maintain peace and not give way to their emotions. In a statement, the CPI-M politburo disapproved and condemned Tuesdays incident in Delhi and promised to look into how this has happened. However, on the pretext of this incident, widespread violence has been unleashed against the CPI(M) and the Left in West Bengal, the politburo said . But Banerjee said her party cadres were totally peaceful.. There should have been a bloodbath ... but it is peaceful, she said, terming Left parties, which condemned Tuesdays incident, as hypocrites.

Lt. Col. among five Indian peacekeepers killed in South Sudan


New Delhi Five Indian UN peacekeepers, including a lieutenant colonel, were killed in a gun battle after a rebel group ambushed them in South Sudan while escorting a UN convoy. Defence Minister A.K. Antony condoled the killing of the Indian peacekeepers and lauded their bravery. However, while the Ministry of External Affairs (MEA) said four soldiers had been injured, the Ministry of Defence said that three had been wounded. Peacekeepers from India in UNMISS (United Nations Mission in the Republic of South Sudan) were attacked in Jonglei. Five are dead and four wounded, MEA spokesperson Syed Akbaruddin tweeted. Peacekeepers killed in South Sudan: Lt. Col. Mahipal singh; Nb Sub Shiv Kumar Pal; Hav Hira Lal; Hav Bharat Singh; Sep Nand Kishore, he tweeted. We were informed that there were five casualties of Indian battalion that was attached to the UN peacekeeping force in South Sudan. They were escorting a UN convoy in the volatile state of Jonglei in South Sudan, he told a TV channel. The casualties, including the injured, are being brought back by the UN by helicopters from Jonglei to Juba (the capital of South Sudan), Akbarudddin said. He said that the Indian ambassador in South Sudan, along an officer of the Army Medical Corps, were at Juba airport to receive the bodies and the injured. The first priority will be emergency treatment for the injured and they will be sent to UN mission hospital in South Sudan and then as per the advise of the medical team, they then will be transferred appropriately, he said. With respect to those who have paid the highest price and laid down their lives, our embassy will work with the UN to bring back their bodies to India, he added. Akbaruddin said the Indian embassy is in touch with the UN on the issue. We have 2,200 India personnel in South Sudan. Our embassy is in touch with UN representative on this matter, he added. A defence ministry release said that the bodies of the deceased soldiers were being brought to India for their final rites with full military honours. The Indian Army has contributed to UN Peacekeeping operations around the world for over six decades and has currently over 7,000 troops on four missions.

Bihars conjoined twins happy over apex court ruling


Patna Seventeen-year-old conjoined twins Saba and Farah welcomed the Supreme Court ruling Wednesday that did away with the option of a surgery to separate them and directed the state government to grant the family Rs.5,000 per month. We are very happy and excited, and thank the Supreme Court for its decision to rule out the surgical possibility to separate us. The courts verdict will provide us time to live together, like we have since birth, Saba, lying on a bed with Farah, at their Samanpur residence in the city said. Farah said: We are grateful, from the core of our heart. We are also thankful to Allah for it, she said. The court has directed the state government to ensure that the twins get the best medical attention, and said the Patna district civil surgeon must ensure regular check-ups for the conjoined sisters. The father of the girls, Shakeel Ahmad, said: The court order has given us fresh hope. Ahmad, who runs a small roadside eatery here, said only the government could help the family. American neurosurgeon Benjamin Carson had travelled to India to study the twins. He had agreed to perform the risky operation, with assistance from Indian doctors. Carson had warned that surgery would be risky, and only one the girls might survive. Doctors have also said that the option of surgical separation might mean a series of surgeries, since one operation might not suffice. Although the twins have distinct brains and are neurologically and psychologically normal, only one of them has kidneys. The court direction came on a public interest litigation by Aarushi Dhasmana, a law student at the Pune-based Symbiosis Law School.

Great deal more needed to curb crimes against women: PM


New Delhi Days after a stronger anti-rape law was enacted, Prime Minister Manmohan Singh said while his government has moved fast to bring about significant reforms in laws on crimes against women in the aftermath of last years brutal gangrape, much more needs to be done. Speaking at a conference of chief ministers and chief justices of high courts here, the prime minister said the national outrage after the Dec 16 gang-rape forced urgent introspection on anti-rape laws and the justice delivery system, but we must not allow ourselves to be overcome by a sense of despair at some of the demonstrated inadequacies of our legal system. He said the government had moved with expedition to respond to the nationwide outpouring of anger in the aftermath of the rape and had brought about significant amendments in the criminal law to effectively deal with heinous offences against women. In the wake of nationwide protests, the government promulgated an ordinance in February to enforce harsher anti-rape laws. The Criminal Law (Amendment) Bill, 2013, which replaces the ordinance, was passed by parliament and signed into law by the president earlier this week. It provides for increased sentence for rape convicts, including life-term and death sentence in rarest of rare cases. The prime minister said: Not withstanding the steps that have already been taken, a great deal more needs to be done as far as offences against women are concerned. The Indian capital has already seen more than 350 rapes since the beginning of the year, as against 660 last year. He also said that at a time when the demand for judicial reforms and change in the legal processes has acquired a new urgency, we must ensure that the voice of sanity and logic is not suborned to the momentary impulses of the day. Terming Indias current ratio of 15.5 judges per million people as indeed grossly inadequate, Manmohan Singh urged states to take the initiative in increasing number of judges to deal with the three crore pending cases across the country. She also told reporters that though the BJP was in power both in Goa and Gujarat, and both states had excelled in development, there was no need to compare chief ministers Manohar Parrikar and Narendra Modi. In a major departure from tradition, the party gave eight tickets to Catholic candidates in the March 2012 polls, a move which paid off in a state where one-fourth of the population is Catholic. Chennai Two people died and several injured when 11 bogies of Muzafarpur-Yashwantpur Express derailed in Tamil Nadu. The accident occurred at Chitheri area near Arakonam, around 60 km from here, at about 6 a.m. Wednesday, said a southern railway official. As far as the information we have received two persons lost their lives when 11 bogies of Muzafarpur-Yashwantpur Express derailed at Chitheri around 6 a.m. The official said a rescue team was on its way to the accident spot. The injured had been rushed to the government hospital. Train traffic in the Arakonam route has been affected due to the accident.

New Delhi The Supreme Court offered partial relief to Bharti Airtel chief Sunil Mittal and six others by directing the 2G case trial court not to withhold hearing till April 16 but also said it was free to proceed against any person not named in a charge sheet if there were material evidences against them. Hearing Mittals plea, the court said it would examine April 15 whether Mittal could be named by the Central Bureau of Investigation (CBI) as an accused in the case and summoned by the trial court here to appear before it. The ruling came after the CBI told the apex court that investigation into the case has found evidence against the CMD. The probe agency was then asked to file a short affidavit along with the police report by Thursday. Mittal and the other six accused were summoned by the trial court of Special Judge O.P. Saini to appear before it April 11. Odisha increases retirement age of 873 doctors


Bhubaneswar Odisha has hiked the retirement age of 873 doctors working in three of its government-run medical college and hospitals by five years to cover the shortfall in numbers, an official said. The doctors at the medical college and hospitals in Burla in Sambalpur district, Berhampur in Ganjam district and at Cuttack, a district headquarters town, will now retire at the age of 65 instead of 60. The move would benefit 873 doctors, a senior official of the state health department told. The state currently has 3,936 doctors working in various government hospitals against the sanctioned posts of 4,362. At least 200 posts are vacant in state medical colleges. The retirement age of the doctors has been increased as another 200 doctors of the medical college and hospitals would retire in the next five years and the required number of medics are not available to fill the posts. The state government is also considering raising the retirement age of other doctors, especially those serving in rural areas, from 60 to 62, he said.

Pervez Musharraf may not have been in court but his determination to return to Pakistan and participate in the upcoming elections has already triggered events that could have far-reaching consequences for the countrys latest attempt to entrench democratic norms, it said. The daily said it is essential that justice be done and also be seen to be done. The chief justice recusing himself from the hearings was a welcome first step given how the ex-military strongman targeted Chief Justice (Iftikhar Muhammad) Chaudhry personally. Another good sign was that the two-member bench that began hearings demonstrated no undue haste or eagerness to see Musharraf behind bars or gratuitously humiliated. The ex-president and dictator may have shown enormous contempt for the Constitution and democratic process but the majesty of that very system requires that he be treated fairly and lawfully, it noted. Hanover (Germany) Russian President Vladimir Putin has called for calm on the Korean peninsula, saying the escalation of tension in the region could lead to a nuclear disaster far worse than the Chernobyl incident. The Chernobyl nuclear disaster, the worlds worst such accident, took place in 1986 at the Chernobyl Nuclear Power Plant in Ukraine (then part of the Soviet Union). An explosion and fire at one of the reactors released large quantities of radioactive particles into the atmosphere, which spread over much of western Russia and Europe. Speaking at a joint news conference with German Chancellor Angela Merkel, Putin said: I would like to call on everybody to calm down and to sit down at the negotiating table and calmly resolve the issues that have been accumulating there for many years. We are concerned about the escalation on the Korean peninsula because we are neighbours and because if, God forbid, anything should happen there, Chernobyl, of which we are all only too aware, would seem like mere childs play in comparison, he said.

Musharraf has appointed a team of legal experts to defend him in the apex court, which has received five petitions against him, reported Xinhua. He also informed the two-member bench that Musharraf could not attend the proceedings over security concerns. Musharraf, who ruled Pakistan from 1999 to 2008, denied all charges and said he will defend himself in courts. Assembly stresses role of international criminal courts in fostering reconciliation


The United Nations General Assembly today held its first ever debate on the role of the international criminal justice system in reconciliation, with its president stressing the vital part it must play not just in looking back on past atrocities but in bringing former foes together to build a better and more inclusive tomorrow. The paramount question is how international criminal justice can help reconcile former adversaries in post-conflict, transitioning societies, Assembly President Vuk Jeremic said in opening the session. Over the past two decades various international criminal courts have been set up, either under UN sponsorship or in cooperation with the world body, to judge war crimes and crimes against humanity committed in countries as diverse as the former Yugoslavia, Rwanda, Sierra Leone, and Cambodia. These include the International Criminal Tribunal for the Former Yugoslavia (ICTY), the International Criminal Tribunal for Rwanda (ICTR), the Special Court for Sierra Leone, the Extraordinary Chambers in the Courts of Cambodia, the Special Tribunal for Lebanon, and the International Criminal Court (ICC), which is not countryspecific. Addressing the Assembly, Secretary-General Ban Ki-moon stressed that the international criminal justice system was launched two decades ago, almost 50 years after the Nuremberg trials against Nazi war criminals, in the face of horrendous acts that at times summoned up those very ghosts from the Second World War. Impunity for war crimes, crimes against humanity, genocide and other serious international crimes is no longer acceptable, nor is it tolerated, he said, noting that the system has also given voice to victims and witnesses. Where once they might have gone unheard, left to suffer in silence, today they have a platform. He added that supporting international tribunals and courts means respecting, and not calling into question, their independence, impartiality and integrity. It means implementing their decisions. And it means safeguarding them from those who seek to undermine them for reasons that may have more to do with politics than justice, he said. Highlighting the theme of reconciliation, Mr. Jeremic, who comes from Serbia, part of former Yugoslavia, said: Reconciliation will come about when all the parties to a conflict are ready to speak the truth to each other. Honouring all the victims is at the heart of this endeavour. That is why it is so critically important to ensure atrocities are neither denied, nor bizarrely celebrated as national triumphs. Reconciliation is in its essence about the future, about making sure we do not allow yesterdays tragedies to circumscribe our ability to reach out to each other, and work together for a better, more inclusive tomorrow. He noted that the subject is immensely sensitive, often involving considerations of delicate matters like sovereignty or impartiality. But I firmly believe there should be no forbidden subjects in the General Assembly, he said. Where else can all Member States come together, as equals, to exchange views frankly, openly, and inclusively on far-reaching issues? Mr. Ban later discussed the Assembly session with President Tomislav Nikoli of Serbia and reiterated the UN s unshakeable commitment to continue to support the workings of international justice and the role of international tribunals as critical instruments to combat impunity. He voiced his hope that Belgrade and Pristina would continue to engage in dialogue under the auspices of the European Union with a view to achieving forward-looking outcomes in the political talks between Serbia and Kosovo. Kosovo declared independence from Serbia in February 2008, but Serbia does not recognize the declaration. Lucknow In a major sop to the media, the Uttar Pradesh government Monday okayed a proposal for free treatment to all state accredited journalists at the multi-specialty Sanjay Gandhi Post-graduate Institute of Medical Sciences (SGPGI). The facility of free medical treatment was so far extended to journalists at all state government hospitals and health centres. With Mondays cabinet decision, the state accredited journalists would be entitled to free treatment at the premier SGPGI, considered to be out of reach because of the high cost of treatment there. A decision to this effect was taken by the state cabinet at a meeting presided over by Chief Minister Akhilesh Yadav. The proposal was mooted by a

group of state journalists during their meeting with the chief minister last year. Yadav assured the delegation that the Samajwadi Party (SP) government was all in favour of such medical facilities being extended to accredited journalists in the state. Soon afterwards, the state information and public relations department began the spadework on the ambitious proposal, but the file got stuck in legalities and red tape. The issue was taken up by the journalists again in their interactions with the chief minister, and found its way to the cabinet Monday. There are 375 state accredited scribes in UP. A revolving fund of Rs.25 lakh has already been created for extending the services to the journalists, sources said.

INLD demands probe into Hooda governments land deals


Chandigarh The main opposition Indian National Lok Dal (INLD) in Haryana demanded a probe by a sitting Supreme Court judge into all land deals done by the Bhupinder Singh Hooda government. The CAG (Comptroller and Auditor General) in its report has mentioned that thousands of acres were allotted to private builders. The matter should be probed immediately as the land scam in Haryana is bigger than the 2G and Coal scam, INLDs state unit president Ashok Arora said. Arora alleged that 350 acres of prime government land was sold to realty company DLF in Gurgaon at throwaway prices. An army spokesperson said that top officials from the police department, army and intelligence agencies took stock of the security in the area and chalked out a strategy for the next few months at a meeting in Rajouri, some 180 km from here. There is an urgent need to take precautionary measures as militants are likely to use the Mughal Road to infiltrate with logistics, weapons and funds in the coming months, Deputy Inspector General of Police of Rajouri-Poonch range Danish Rana said at the meeting. The Mughal Road connects the border districts of Rajouri and Poonch of the Jammu region to the Kashmir Valley through Shopian district.

Shimla The rail budget for 2013-14 was disappointing and did not give sufficient funds to Himachal Pradesh to implement projects, Chief Minister Virbhadra Singh said Tuesday. Expressing his unhappiness with the budget, presented by his Congress party colleague, Railway Minister P.K. Bansal, Virbhadra Singh said in the assembly: I am not happy with the rail budget. We all have made efforts but we are not able to get sufficient funding. We got only Rs.14.01 crore for three rail line projects. He said his government was trying to get more funds for the ongoing projects. I wrote letters to the prime minister and the railway minister. Whether we are successful in get-

ting additional funding or not, time will tell, the chief minister said. For execution of the NangalTalwara broadgauge rail line, for which the railway ministry is bearing the entire expenditure, a provision of Rs.10 crore has been made in the budget. So far only 44 km track of this line has been laid and the remaining 39 km is under construction, Virbhadra Singh said. To link Chandigarh with the states industrial hub Baddi, Rs.100,000 has been earmarked, he added. The National Human Rights Commission (NHRC) has ordered an inquiry into 42 people, including minors, from Chhattisgarh being forced to work as bonded labour in Jammu brick kilns. The commission has asked its director general (investigation) to depute a team for an inquiry and submit a report expeditiously, said an NHRC official. According to a complaint to NHRC, 42 people, including minor Adivasi girls from Chhattisgarh, were working as bonded labourers at two brick kilns in Jammu district of Jammu and Kashmir. The brick kiln owners allegedly did not pay them full wages and tortured them, said the complaint. They were also threatened that they would be thrown into the brick kiln furnace, the complainant added. The complainant has expressed apprehension that these bonded labourers are victims of human trafficking and have been sold by agents to brick kiln owners, the NHRC said.

An admirer of Indira Gandhi, Thatcher was called the Iron Lady. The Conservative prime minister from 1979 to 1990 had been keeping away from public appearances due to poor health. She suffered a stroke in 2002 and minor strokes thereafter. The end came early in the morning. Her spokesman Lord Bell said: It is with great sadness that Mark and Carol Thatcher announce that their mother Baroness Thatcher died peacefully following a stroke this morning. Prime Minister David Cameron joined world leaders in paying glowing tributes. Weve lost a great leader, a great prime minister and a great Briton. Thatcher was admitted to hospital shortly before Christmas and she underwent an operation to remove a growth from her bladder. She returned home before the new year, reported the British media. Besides Ronald Reagan with whom she shared conservative values, Thatcher enjoyed a strong bond with Indira Gandhi, who too was admired for her toughness as Indias prime minister. During a 1995 visit to India, Thatcher said of Gandhi: Very early on, we struck up a close rapport, for we both felt the loneliness of high office and it was good to be able to talk to someone who understood. I found in her qualities which seem to me essential in a statesman. She was passionately proud of her own country, always courageous and very practical. Well never see the like of her again, said a friend of Britains former prime minister Margaret Thatcher who died Monday. Thatchers spokesman and friend Lord Bell told Sky News: Well never see the like of her again. She was one of the great prime ministers of all time and transformed peoples lives. He called Thatcher, a grocers daughter from Grantham, as the greatest leader of the Conservative Party with the exception of Winston Churchill. She was just a fantastic person - extraordinary charisma, very focused, loved her country, loved being in government and dedicated her life to making peoples lives better...I think history will remember her very kindly, he was quoted as saying. Thatcher died Monday after suffering a stroke. She was 87.

A leadership challenge forced her to leave No.10 Downing Street in 1990. Two years later she was made a life peer as Baroness Thatcher of Kesteven. In recent years, she led a quiet life cared for by her housekeeper Kate. She suffered a minor stroke in 2002 that left her with shortterm memory loss. Her husband Denis died in 2003. A song titled Ding Dong The Witch Is Dead from the 1939 musical The Wizard of Oz is moving up the singles chart in Britain, following the death of Margaret Thatcher. In the space of less than 12 hours after her death, the song made it to No.54, the Daily Mail cited latest sales figures for the Official Charts Company as saying. The daily said while many have mourned Thatchers death, some people have seen the passing of the former prime minister as a cause for celebration, prompting a download surge for the music track. A Facebook campaign is also being set up to encourage sales. The 1939 song was sung by Dorothy, played by Judy Garland, the Munchkins, and Glinda the Good Witch, played by Billie Burke. Garlands version is not the only one to be selling. A performance by Ella Fitzgerald is at 146 and one by the Munchkins is at 183.

Over 2,000 to get invite for Thatcher funeral


More than 2,000 people are being invited to attend the ceremonial funeral for former British prime minister Baroness Thatcher next Wednesday, an initial list released by Downing Street said Thursday. Thatcher, Britains first woman and longest serving prime minister of the 20th century, died Monday aged 87 after suffering a stroke. She had suffered dementia for more than a decade. Downing Street said over 2,000 invitations will be sent out to people of various circles including cultural and press figures, Xinhua reported. People on the list include all surviving former prime ministers of Britain and former US presidents, along with former US secretary Hillary Clinton. The Queen and Duke of Edinburgh have already been confirmed for the ceremony. Family, friends, colleagues and aides of Thatcher during her time in power have all been invited to the ceremony, where she will also be given full military honours. Current cabinet members and La-

bour leader Ed Miliband are also invited. Thatchers funeral will take place at St Pauls Cathedral in London April 17. It will be the first funeral of a British politician attended by the Queen since that of Sir Winston Churchill in 1965. Over 700 armed forces personnel will line the route of the funeral procession from Westminster to St Pauls, including three bands whose drums will be covered in black cloth, BBC reported. A gun salute will be fired from the Tower of London. The coffin will be carried into St Pauls by service personnel from regiments and ships closely associated with the Falklands campaign. Security for the funeral is likely to be extremely tight with fears of disruption by Irish republican dissidents and far-left groups, according to local media. Concerns about potential violence rose after trouble erupted at several street parties celebrating her death Monday night in London, Liverpool, Bristol and Glasgow.

Punjab disolves all 12,775 panchayats


Chandigarh The Punjab government Friday dissolved all the 12,775 panchayats in the state to pave the way for fresh village councils elections. Announcing the dissolution of the all panchayats, Punjab Rural Development and Panchayat Minister Surjit Singh Rakhra said that the election process would be completed before May 31. The election notification would be issued within one week, he added. Rakhra said Punjab was committed to ensure free and fair elections in the state. He said that after the dissolution of panchayats, block development and panchayat officers (BDPOs), panchayat officers and junior engineers have been given administrative powers so that day to day work of village councils does not suffer. He said that 399 new panchayats have been constituted and the election would be held for 13,110 panchayats.

Chandigarh The ruling Shiromani Akali Dal and the Shiromani Gurdwara Parbandhak Committee (SGPC) Friday termed as unfortunate the Supreme Court judgment on the petition of 1993 Delhi bomb blast convict Devender Pal Singh Bhullar. The Supreme Court Friday dismissed a plea by Bhullar challenging the rejection of his mercy plea by the president. An apex court bench of Justice G.S. Singhvi and Justice S.J. Mukhopadyay said the petitioner had failed to make a case for commuting death sentence to life imprisonment, on grounds of the delay by the president in deciding his mercy plea. Senior Akali Dal leader Prem Singh Chandumajra said: It is an unfortunate judgment. We were hoping that the court would keep in mind the situation in Punjab at that time. We will appeal to the president to review the decision. We will also appeal to the prime minister to intervene. Bhullar was given capital punishment for the 1993 blast at the Youth Congress office in Delhi in which nine people were killed and 30 injured. The attack was targeted against then Indian Youth Congress president M.S. Bitta. Bhullar had filed a mercy petition on Jan 14, 2003, which was rejected by the president May 25, 2011. The SGPC, mini-parliament of the Sikhs, said it was disappointed by the apex court ruling. SGPC president Avtar Singh Makkar said: This is an unfortunate thing for the Sikh community. The Congress party, which is in opposition in Punjab, reacted cautiously. Punjab Congress president Pratap Singh Bajwa said: The judgment has been given by the highest court of the land. We have to respect that. I have called an emergency meeting of Punjab Congress leaders to study the judgment.

The rankings were made according to five dimensions of childrens lives, material well-being, health and safety, education, behaviour and risks, and housing and environment, Neubourg said. As debates continue on austerity measures and social spending cuts, the report found that the first decade of this century witnessed steady improvement in various fields of child wellbeing in the industrialized world, despite setbacks in some countries on specific indicators.

A highly stylised sci-fi film, Oblivion is inspired by Moon, Wall-E, 2002: A Space Odyssey and many others. Sixty years after an alien assault caused a nuclear war that destroyed the planet Earth, the human race takes refuge on Titan, the largest of Saturns moons.

With orders passed down from TET, the huge space station that orbits Earth and serves as their only contact with mankind, Commander Jack and his partner Victoria form an effective team that fends off rogue alien scavengers that are out to destroy the huge hydroelectric generators that convert Earths oceans into usable fuel on Titan. While Jack is patrolling Earth and defending it from the scavengers, he is also battling his dreams, simply because his memory had been erased. During one of his routine patrolling trips on Earth, he rescues another human survivor, Julia (Olga Kurylenko), who jogs his memory and makes him realise that all is not as he has been told. There is something that the authorities are shielding from

him. This, in a nutshell, forms the storys crux. With unfussy minimal performances and a strong visual style, the story focuses on the landscape and Jacks inner conflict and curiosity. Tom Cruise as Jack Harper is effective and adds zing to his otherwise comatose character. Andrea Riseborough as Victoria, is versatile as an actress - displaying warmth and compassion as a lover, and being ruthlessly rigid and frosty as a colleague, following rules laid down by the management. Olga matches up with Cruise and Andrea in histrionics. Unfortunately, Morgan Freeman, Nikolaj Coster-Waldau and Zoe Bell are wasted in the film. The frames captured by cinematographer Claudio Miranda are worth a mention. The landscapes of Iceland never looked more beautiful. The terra firma in the film plays on the idea of desolation, but this barren scenery is also intricate and stunning. The computer graphic images inclusive of the afuturistic tech shots fit seamlessly into the film. The great production values as well as the background score by Anthony Gonzales and Joseph Trapanese, add to the films cinematic experience. Though this two hour-five minutes long story seems simple, the film plied in a non-linear narrative, is confusing at times. The script is poorly written with few of its most integral explanations either dumped into expository speeches. Writer-director Joseph Kosinskis narrative resembles a montage of diverse perceptions ineffectually patched together from the various films he has been inspired from. But unlike the inspired films, the story of Oblivion is unsubstantiated and defies logic. Watch it if you are a Tom Cruise fan or if you are a starved of a scific.

Moscow Landing missions to celestial bodies in the solar system will form the backbone of Russias space research programme in the coming decades, according to a Russian expert. India successfully test fires nuclear-capable Russian space programme Agni-II missile to focus on landing missions
Bhubaneswar India successfully test-fired its nuclear-capable Agni-II strategic ballistic missile from a military base in Odisha, a defence official said. The test was conducted from Wheelers Island in Bhadrak district, around 200 km from here, at about 10.20 a.m. by army personnel as part of routine user-trials, M.V.K.V. Prasad, director of the Integrated Test Range, told IANS. The missile successfully hit the target. It was a perfect launch he said. The medium-range missile with a range of over 2,000 km has already been inducted into the army, and is part of the Strategic Forces arsenal for nuclear deterrence. The Agni-II is part of Indias Integrated Guided Missile Development Programme. The two-stage surface-to-surface missile, equipped with an advanced high-accuracy navigation system and guided by a novel state-of-theart command and control system, is powered by a solid rocket propellant system. The missile weighs 17 tonnes and its range can be increased to 3,000 km by reducing the payload. It can

be fired from both rail and road mobile launchers. It takes only 15 minutes for the missile to be readied for firing. The Defence Research and Development Organisation first tested Agni-II in 1999. However, the Indian Armys Strategic Forces Command, which operates the missile, could test it only May 17, 2010 after two successive

failures in 2009. The failed tests did not meet the missions desired objectives as, on both occasions, the missile lost speed and deviated from its flight path. Since then, it has been successfully tested several times. The latest successful test once again proved the reliability of the missile, the official said.

Beijing China has started research for the development of a vaccine for the H7N9 bird flu virus, a health official said However, complications in the development and manufacturing process mean it may take about six to eight months before the vaccine can be brought to market, said Liang Wannian, director of the H7N9 influenza prevention and control office under the National Health and Family Planning Commission (NHFPC). Liang said the decision to put the vaccine into production will depend on whether the virus can mutate to become human-to-human transmissible, reported Xinhua. If it becomes evident that the virus is spreading among humans, the vaccine will be required, but it would be uneconomical to distribute the vaccine if such signs do not appear, Liang said. However, an outstanding issue is that public finances appear unbalanced, she warned. Adjustment is too aggressive in the short term, and too timid in the medium term. This adds to uncertainty and casts a shadow on the recovery. She suggested that a credible, medium-term roadmap which combines spending cuts with additional revenues should be put in place to bring down the debt. Countries that still had work to do included the euro area and Japan, said Lagarde. In the euro area, the priority is to clean up the troubled banking system. For Japan, the main challenge is to break free of the deflation trap and restore economic vitality.

India wont cut oil imports from Iran


Berlin The Indian government does not intend to cut oil imports from Iran due to US-backed sanctions and the recent decline in purchases were due to payments, insurance and logistics problems, Foreign Secretary Ranjan Mathai said . We will continue to buy oil from Iran, Mathai, who is part of a high-level delegation led by Prime Minister Manmohan Singh to Germany, told.The foreign secretary said import decisions were taken by the oil marketing companies on commercial basis and the government has no role in recent decline in the purchases from Iran. There are banking problems. There are insurance problem. It is related to logistics and management of oil, Mathai said. According to the International Energy Agency, Irans oil exports have declined sharply in the past two months due to lower imports by its key buyers, including India. Some analysts feel that the Indian government has cut oil imports from Iran due to increasing pressure from the United States. The US and the European Union, at the beginning of 2012, imposed new sanctions on Iran, asking to stop its nuclear enrichment programme. Western countries suspect that Iran is developing nuclear weapons with military intent, while Iran denies this, saying its programme was meant for civilian use. Mumbai Sahara Group head Subrata Roy and three top company executives were quizzed about their assets and investments by Indian markets regulator SEBI here in connection with refunds of Rs.24,000 crore to over three crore investors. Appearing before SEBIs full-time member Prashant Saran following his summons March 26, Roy was accompanied by Sahara Group executives Ashok Roy Choudhary, Ravi Shankar Dubey and Vandana Bhargava. Roy said later that he was questioned about his personal assets. My personal assets appear to have troubled SEBI. I was asked about them and I informed them that I have declared all my assets, Roy said. He added that most of the investors had been given refunds and the remaining refunds had been deposited with the SEBI. Roy said that Sahara Group was concerned about the refund delays by SEBI. He added that Sahara Group had deposited Rs.5,120 crore of investors money with SEBI and that while the group had already refunded a bulk of the money, the only outstanding liability was the amount lying with SEBI.

The meeting followed a Supreme Court order August 31, 2012, in which SEBI was directed to facilitate the refund of over Rs.24,000 crore to over three crore investors of Sahara Group within three months after verying their credentials. In December, the apex court granted more time to Sahara Group and directed it to make an immediate payment of Rs.5,120 crore, followed by Rs.10,000 crore by the first week of January. The balance was to be paid in the first week of February. The Supreme Court also said that SEBI could freeze accounts and attach properties if Sahara Group did not deposit the investors money, following which market regulator froze the accounts and attached its assets Feb 13. According to SEBI, Sahara India Real Estate Corp Ltd. had raised Rs.6,380 crore and Sahara Housing Investment Corp Ltd. had garnered Rs.19,400 crore from bond holders. SEBI also contended that there were illegalities committed while raising these funds. At Wednesdays meeting, Roy and his colleagues were asked to produce the original title deeds of all assets and investments of these two companies.

Airtel cant enrol new 3G phone users in seven circles


New Delhi In a setback to Bharti Airtel, the Supreme Court Thursday restrained the company from enrolling new subscribers and extending to them 3G services in seven circles where it does not have licences. An apex court bench of Chief Justice Altamas Kabir and Justice Vikramajit Sen restrained Bharti Airtel in response to a plea of Reliance Communications to this effect. But, in a breather, the court said that the Department of Telecommunications will not take any coercive steps against Bharti Airtel for not paying the penalty of Rs.350 crore, imposed on it for providing 3G in seven circles. The apex court order came in the wake of the hearing of a petition by Bharti Airtel that challenged the Delhi High Court order, in which it had restored the DoT order asking the company to immediately stop providing 3G services to custom-

Brasilia Brazils sports minister Aldo Rebelo has rejected claims that stadiums built for next years FIFA World Cup are in danger of becoming white elephants. Speaking during a federal sports and tourism commission hearing in Brasilia Wednesday, Rebelo defended Brazils decision to build or rebuild 12 stadiums for the monthlong tournament, Xinhua reports.
