Welcome to the ESTEL CONFERENCE 2012!
Our theme on Space Communications and associated Space Technology is more relevant than ever
to the present world situation and important for mankind.
As we looked back this summer, following the death of Neil Armstrong, on the extraordinary achie-
vements in space technology in the 1960s, we are reminded that we are still only scratching the
surface of the extraordinary challenge of harnessing the benefts of space. We have chosen to work
in an environment where there are no limits where we can question basic assumptions, test new
theories and sometimes even be a bit insane.
Two men stand out for me, who with their remarkable vision and maybe a touch of madness pushed back the boundaries
of wireless communications. Arthur C. Clarke and Guglielmo Marconi. The former, who I had the honour to know, is the
father of geostationary satellites. The latter is the father of wireless communications.
The Marconi connection makes it appropriate for this conference to be held for the frst time in Italy. It reinforces the
scientifc and industrial links across continents and contributes to making mankind free from many of the burdens im-
posed by present economic conditions.
These words are very relevant for today but they were in fact pronounced exactly 100 years ago by Marconi himself - in
October 1912. The ESTEL Conference organizing committee has worked hard to bring you the latest and best contribu-
tion in Space Communications Technology in our technical program.
This Conference is presenting 5 macro-areas connected by the leitmotiv of advancing one step in improving the lives of
people, exploiting communications performance, introducing new services according to the full internet paradigm, sim-
plifying bandwidth/orbit access and decreasing fnal cost for users.
The macro areas embracing Communications, Integrated Satellite Systems and Emerging Technologies, Value added
Services & Applications for Improving Quality of Life (QoL), Incoming Technologies and Space Missions, Systems
and Architectures and Launchers have been covered by more than 200 papers. There are very interesting keynotes, one
special session on Galileo, promoted by the European GNSS Agency and one special track on Security and Privacy or-
ganized by the University of Milan.
I really would like to thank all the organisations, who have made this Conference a reality:

Or is it the most beautiful City of the solar system or of the Universe?
Will Space Technology fnd an answer to this question?

Welcome message from the TPC Chair
On behalf of the Technical Program Committee of the First International IEEE-AESS conference
in Europe about Space and Satellite Communications (ESTEL), it is my great pleasure to invite
and welcome you to this event, held in Rome, Italy.
The next generation communication systems will require the support of a variety of services and
applications. The subscriber will demand services at different locations having a seamless single
subscriber entrance. This evolution demands an effective integration of communication and space
and satellite networks as well as location-dependent services and context sensing for evaluating
the situation. Therefore, there is a need for a common platform aimed to the synergistic combination of technologies
for communications, positioning and sensing systems able to effectively use information about location, context and
situation of several entities. It is also important to seek new business opportunities able to merge communications and
space and satellite systems for the benefts of the society and the individual user.
ESTEL has an outstanding Technical Program comprising key note speeches, presentations, panels, special sessions
and workshops to stimulate a strong discussion forum that will bring researchers closer together and increase inter-
change of valuable knowledge. With such a frm platform for global cooperation we expect to stimulate the goal of
global communications.
It is the frst time that ESTEL is organized by the IEEE-AESS in Europe. The ancient and beautiful city of Rome is the
perfect setting for this event, with the great honor to have as a General Chair Mr. Giuliano Berretta, a world-renowned
expert in satellite communications.
ESTEL is a complete professional experience complemented by the well-set social and cultural atmosphere provided
by the hospitality of the General Chair and the Organizing Committee amidst the rich cultural atmosphere of the city
of Rome.

Welcome message from the TPC Vice-Chair
I am very honoured to welcome you all to the Technical Program of ESTEL, the frst European
Conference on Satellite Communications sponsored by the Aerospace and Electronic Systems So-
ciety (AESS) of IEEE, i.e. the largest worldwide engineers association.
I am particularly pleased because in my term as President of AESS (2010-2011) I have strongly
supported the conceivement and the deployment of the ESTEL Conference.
In fact, AESS is one of the most broad-in scope and system-oriented Society of the whole IEEE.
AESS being sponsor of a spacecom event focused in Europe means that two key-goals have been
achieved:
Satcom is not a self standing matter, but it is an important piece of a much boarder and integrated system mosaic, that
includes and harmonizes terrestrial, aero and space segments as well as the related technologies for the achievement of
optimal performance and full user satisfaction;
Europe is a key area not only for spacecom but also for an advanced vision on complex integrated systems whose spa-
cecom component participates to the development the Quality of Life of the world citizens.
In the above framework, the Technical Program of the ESTEL Conference has been conceived by spacecom and terrestrial
communications experts, all aware that the Information and Communications Technology (ICT), properly integrated with
localization and sensing capabilities, is the glue of several interdisciplinary and fascinating applications and services.
I am presently serving AESS as Chair of the Nominations and Appointments Committee and Prof. Ramjee Prasad is
member of the Committee itself.
This means that we work for identifying possible candidates willing to serve in the AESS Board of Governors, to guide
and address the Society and the related strategies and activities.
Therefore, let me wish that ESTEL be the place for connecting people to the new vision of spacecom and to the AESS, so
that some of the attendees will start seriously thinking to candidate themselves for the next AESS elections.
Please visit the AESS website http://ieee-aess.org/, where you will fnd also the Field of Interest of the Society: the feld
of interest shall be the organization, systems engineering, design, development, integration, and operation of complex
systems for space, air, ocean, or ground environments. These systems include but are not limited to navigation, avionics,
mobile electric power and electronics, radar, sonar, telemetry, military, law-enforcement, automatic test, simulators, and
command and control.

Welcome message from the TP Responsible
and Publication Chair
It is my great pleasure to welcome you to the frst European Conference on Satellite Commu-
nications. It represents the frst fundamental appointment in Europe dedicated to the wide-ranging
topics of via satellite communication such as advanced applications and services, architectures,
technologies, and terminals.
We hope that ESTEL 2012 will be the start of a successful conference series to meet this goal. We
have received a total of 250 papers submitted to the conference and each paper received at
least three independent reviews. Among these submissions, we have selected 162 papers for inclusion in the main techni-
cal program. These papers are organised into 21 sessions, to be held on 2-5 October 2012.
In addition to these regular papers, ESTEL 2012 features three keynote lectures, to be given by world-class researchers.
The conference also has, twenty invited lectures and two special tracks on Security and Privacy and Galileo Navigation
System and its applications.
We hope that you enjoy our high quality technical program.
It is impossible to have a successful conference without the efforts from many people. We take this opportunity to express
our special gratitude to our both technical program committee and organising one.
Special thanks then to IEEE AESS BoG members and to Promospace agency that has supported me in the development
and organization of ESTEL Conference during the last two years.

Welcome message from the Special Track on Security
and Privacy Program Chair
The conference also feature a special track on Security and Privacy.
In response to the call for papers, 24 papers were submitted to the special track. These papers were
evaluated on the basis of their signifcance, novelty, and technical quality.
The program committee meeting was held electronically, yielding intensive discussion over a period
of two weeks. Of the papers submitted, 11 were selected for presentation at the conference.
The special track also includes a keynote talk by Mario Savastano on The diffcult tradeoff between security and privacy
in airports.
An event like this just does not happen; it depends on the volunteer efforts of a host of individuals. There is a long list of
people who volunteered their time and energy to put together the workshop and who deserve special recognition. Thanks
to all the members of the program committee, and the external reviewers, for all their hard work in the paper evaluation.
We are also very grateful to all those people whose work ensured a smooth organization process: Mario Savastano for
accepting the invitation to deliver the keynote; Ravi Jhawar, for taking care of publicity and of the web site.
Last but certainly not least our thanks go to all the authors who submitted papers and to all the attendees who contribute
to the conference discussions.
I hope you will fnd the program to be stimulating and a source of inspiration for your future research and practical
development work.

Selected authors will be invited to submit extended versions of their papers for special issues or
fast tracks in well-reputed journals (among them there is the River Publishers).

Mission Control Centre role in Thales Satcom Systems

Abstract: In a SatCom system, a Mission Control Centre (MCC) is a set of functionalities which have two
main objectives: frstly, to ease the operation of the system (space and ground segment), then to beneft
the maximum capacity of the payload and ground devices.
As a consequence, the mission centre has to be considered as an effcient mean to increase the return of
the investment made by the satellite operator. Moreover, all the operators want to have integrated Mission
Control Centre for global consistency, by proposing a merged planning, confguration and monitoring
system. The main function addressed by a Mission Control Centre are: Planning: to check feasibility of a
deployment, and optimize on board and ground resources consumption, in order to enhance the system
capacity; Confguration: to deploy easily payload and station accordingly to what have been planned;
Monitoring: to check if the operation is in line with the plan and also to detect potential threat on ongoing
transmission activities. Thales Alenia Space has a long history in development and supply of Mission Con-
trol Centers for commercial and institutional Satcom missions.
During the last decade, SatCom market is facing the introduction of new features, associated to the incre-
asing needs of capacity, reliability and fexibility. Consequently the in-orbit validation, operation, planning
and resource optimization of such systems becomes more and more complex, hence requiring to develop
new operating concepts and tools. These new features are mainly: IP services with variable data-rate,
Ka Band bringing bandwidth improvement but also important fading; complex wave-form with adaptive
coding and modulation. Flexible payload increasing deployment possibilities with multi-beams, shared
TWTA, Digital Transparent Processor (DTP). And for governmental systems, the struggle against Jamming
threats either at monitoring and planning level or through the use of specialized anti-jamming devices.
The aim of this presentation is to give an overview on the new functions that had to be added to Mission
Control Centre during last ten years in order to take up the challenge induced by these new technologies.
We will see how new ground function have escorted these major change, and maybe more, how they had
made some of these changes possible. Because, some of them wouldnt have been a reality without the
development of a dedicated ground software helping a non expert operator to plenty use them.
Philippe Noel received his engineer diploma from the Institut Universitaire des Sciences Pour lIngnieur de
Marseille in 1993 and his master in computing sciences from Ecole des Mines de Saint Etienne in 1994. He
integrated Thales group in 1995 where he made a 16 years long carrier completely dedicated to Network Mana-
gement Systems. Since 2003, Philippe Noel has participated exclusively to the realization of important Satellite
Telecommunication Systems. These projects were ARISTOTE and SYRACUSE 3 for the French MOD (Ministry of
Defence), NATO EMS (NATO EPM Modem System), NATO ASNMC (Acquisition of Advanced Satcom Network
Monitoring and Control. More recently he works on a dual military and commercial C/KA/KU Satcom sytem de-
veloped by Thales and Astrium for United Arab Emirates: YAHSAT. During this period Philippe Noel was successively: developer,
designer, technical manager, work package and project manager. He is now in charge for the Telecom Business Unit of Thales Alenia
Space of the Mission Control Center product line.

Abstract: A recently proposed novel signaling method based on signal partition is shown to be able to
achieve the capacity of the Gaussian multiple access channel with a complexity that is linear in the number
of participating users.
Christian Schlegel received the Dipl. El. Ing. ETH degree from the Federal Institute of Technology, Zrich, in
1984, and the M.S. and Ph.D. degrees in electrical engineering from the University of Notre Dame, Notre Dame, IN,
in 1986 and 1989, respectively. In 1988 he joined the Communications Group at the research center of Asea Brown
Boveri in Baden, Switzerland, where he was involved in mobile communications research. He spent the 1991/92
academic year as Visiting Assistant Professor at the University of Hawaii at Manoa, Hawaii. From 1992-1994, he
was head of the Mobile Communications Research Centre at the University of South Australia, Adelaide, then, from
1994-1996 he was with the University of Texas at San Antonio, and in 1996 he joined the University of Utah, Salt
Lake City. In 2001 he assumed the iCORE Chair for Digital Communications at the University of Alberta, Edmonton, Canada. His
interests are in the area of error control coding and applications, multiple access communications, iterative processing, digital com-
munications, wireless networks, as well as low-power implementations of communications systems. He is the author Trellis Coding
(IEEE Press 1997), Trellis and Turbo Coding, (Wiley/IEEE 2004), and co-authored Coordinated Multiple User Communications,
Springer in 2006 with Professor Alex Grant from the University of South Australia. Dr. Schlegel received an NSF 1997 Career Award
in support of his research in multiuser communications, a Canada Research Chair in 2001, and a Province of Alberta iCORE Chair in
2001 and 2006, providing a total of $5 Mio of research funding. Dr. Schlegel is an IEEE Fellow, and was named IEEE Distinguished
Lecturer of the IEEE Circuits and Systems Society in 2007 and for the IEEE Vehicular Technology Society in 2011. Dr. Schlegel was
associate editor for coding theory and techniques for the IEEE Transactions on Communications from 1999-2007, guest editor for
the Proceedings of the IEEEs Proceedings of the IEEEs special issue on turbo coding, and currently serves on the editorial board of
Editorial Board of the Journal of Electrical and Computer Engineering, Hindawi Publishing. Dr. Schlegel also served as technical
program co-chair of the IEEE Information Theory Workshop 2001 held in Cairns, Australia, as technical program chair of the IEEE
International Symposium on Information Theory (ISIT05) 2005 held in Adelaide, Australia, as technical co-chair of the 4th IEEE
Multiple Access Workshop (MACOM) 2011, and as general chair of the 2005 IEEE Communication Theory Workshop (CTW05)
held in Park City, Utah. He has also frequently serves on several technical program committees, most recently or IEEE VTC99 in

100 technical papers, and has given numerous invited talks and seminars. He received research grants for over 1 Mio US$ from the
National Science Foundation, the Army Research Offce, the State of Utah, and private industry, notably L3 Communications in Salt
Lake City, Utah, and more than 6 Mio Can$ from iCORE, the Canadian Foundation for Infrastructure (CFI), NSERC, ASRA, the Ca-
nada Research Chair (CRC) program, and the wireless industry in Canada. His work with industry has resulted in ten patents in the
area of spread spectrum communication, error control coding, and digital and analog implementations. He has pioneered multi-user
detection based on interference separation principles and iterative decoding methods. He frequently holds tutorials on Turbo Coding

Modeling of the Satellite Communications
Channel With Emphasis on the Land Mobile Satellite Channel

Abstract: As an introduction, this talk gives an overview over the essential physical phenomena of the
satellite communications channel. Then it describes measurement and modelling techniques for the
land mobile satellite channel and gives an overview over this feld. The characteristics of the land mobile
satellite channel are discussed, and historic DLR channel measurements are reviewed. From this, a
narrowband channel model is derived, and parameters of the channel model, resulting from measure-
ments, are presented. Finally, a four-state model for dual satellite channel diversity is introduced.
Erich Lutz received the Dipl.-Ing. degree from the Technical University Munich in 1977 and the Dr.-Ing. de-
gree from the University of the Armed Forces, Munich in 1983. Since then, he has been with the Institute of
Communications and Navigation of the German Aerospace Center (DLR) in Oberpfaffenhofen, Germany, and
from 1986 until 2008, he was head of the Digital Network section of this institute. He has participated in a large
number of international studies and research projects. Since 2006, he has been coordinator of the SatNEx Satellite
Communications Network of Experts funded frst by the European Commission and now by the European Space
Agency. His research interests include networking aspects in mobile and broadband satellite communication sy-
stems. Prof. Lutz has published numerous journal and conference papers, and is the principal author of a book on satellite systems
for personal and broadband communications, published by Springer in 2000. He holds a honorary professorship at the Technical
University Munich where he lectures on satellite communication networks. Prof. Lutz is a member of the Editorial Panel of the
International Journal of Satellite Communications.

Bernard H. Fleury received the diploma in electrical engineering and mathematics in 1978 and 1990, respecti-
vely, and the Ph.D. degree in electrical engineering from the Swiss Federal Institute of Technology Zurich (ETHZ),
Switzerland, in 1990. Since 1997, he has been with the Department of Electronic Systems, Aalborg University,
Denmark, as a Professor of communication theory. He is the Head of the Section Navigation and Communica-
tions, which is one of the nine laboratories of this department. From 2006 to 2009, he was a Key Researcher
with the Telecommunications Research Center Vienna (ftw), Austria. During 19781985 and 19921996, he was
a Teaching Assistant and a Senior Research Associate, respectively, with the Communication Technology Labo-
ratory, ETHZ. Between 1988 and 1992, he was a Research Assistant with the Statistical Seminar at ETHZ. Prof.
Fleurys research interests cover numerous aspects within communication theory and signal processing, mainly for wireless com-
munications. His current research interests include stochastic modeling and estimation of the radio channel especially for MIMO
applications in fast time-varying environments, iterative message-passing processing with focus on the design of effcient feasible
architectures for wireless receivers, localization techniques in wireless terrestrial systems, and radar signal processing. He has
authored and co-authored more than 110 publications in these areas. He has developed with his staff a high-resolution method for
the estimation of radio channel parameters that has found a wide application and has inspired similar estimation techniques both
in academia and in industry.

Abstract: Combined advances in high speed networking, mobile devices, application sharing, web ser-
vices, virtual world technologies and large scale event processing are converging to create a new world
of pervasive, smarter networks, and ubiquitous presence of users, which offers tremendous potential
for social interaction and co-creation. The communication networking and computing requirements of
this converged human-centric environment are also increasing at an accelerated pace. In this new envi-
ronment, it is imperative that the crucial networking and computing resources align closely with the needs
and patterns dictated by the applications, social networks, and by the human users. The success of such
socio-technical smarter systems will hinge on the way networks interact with human presence and loca-
tion, in all of its physical and virtual aspects. A robust, scalable, and dynamic communication infrastruc-
ture is necessary to connect service consumers and providers within such rich, interactive environments.
It is also becoming increasingly relevant to the delivery of smarter health systems, and of the Energy
Internet or Smart Grid, in conjunction with progress in energy storage, renewable generation, and
smart metering. Applications of the future will leverage distributed service-oriented deployment patterns
where large numbers of network appliances coordinate with peers using network-wide (or cloud-wide)
application-specifc policies, in order to perform confguration changes based on prevailing network,
computing and application conditions.
Modeling and adaptation of resources based on state, location, context-awareness and workload (cur-
rent or predicted) is highly desirable in these high-performance computing and communication socio-
technical service systems. In this seminar, we provide an overview of our effort, in collaboration with
our College of Management, with the new FREEDM center on renewable energy, with IBM and with
Cisco, to develop models of emerging next generation network-based services, traffc characterization
and predictive and dynamic resource allocation. We present an overview of approaches that we are using
for service-aware utility-oriented modeling and resource allocation in aggregation network optimization,
location-aware hybrid activities in wireless networks, smart grids and vehicle charging stations, smart
health applications, and virtual collaboration environments such as virtual worlds.
Michael Devetsikiotis (IEEE S 1985, M 1994, SM 2003, F 2012) was born in Thessaloniki, Greece. He received the Dipl. Ing.
degree in Electrical Engineering from the Aristotle University of Thessaloniki, Greece, in 1988, and the M.Sc. and Ph.D. degrees in

Electrical Engineering from North Carolina State University, Raleigh, in 1990 and 1993, respectively. As a student
he received scholarships from the National Scholarship Foundation of Greece, the National Technical Chamber
of Greece, and the Phi Kappa Phi Academic Achievement Award for a Doctoral Candidate at NC State Universi-
ty. He is a senior member of the IEEE and a member of the honor societies of Eta Kappa Nu, Sigma Xi, and Phi
Kappa Phi. In 1993 he joined the Broadband Networks Laboratory at Carleton University, Ottawa, Canada, as a
Post-Doctoral Fellow. Michael later became an Adjunct Research Professor in the Dept. of Systems and Computer
Engineering at Carleton University in 1995, an Assistant Professor in 1996 and an Associate Professor in 1999. He joined the Dept.
of Electrical and Computer Engineering at NC State as an Associate Professor, in 2000, and became a Professor in 2006. Michael
served as Chairman of the IEEE Communications Society Technical Committee on Comm. Systems Integration and Modeling and is
now a member of the ComSoc Education Board. He has served as an Associate Editor of the IEEE Comm. Letters, an Area Editor of
the ACM Transactions on Modeling and Computer Simulation, and on the editorial boards of the Intl. Journal of Simulation and Pro-
cess Modeling, the IEEE Comm. Surveys and Tutorials, and the Journal of Internet Engineering. He co-chaired the Next Generation
Internet symposium under IEEE ICC 2002, the High-Speed Networks symposium under IEEE ICC 2004, the Quality, Reliability and
Performance Modeling (QRPM) symposium under IEEE ICC 2006, and the Quality, Reliability and Performance for Emerging Net-
work Services symposium under IEEE Globecom 2006. He served as Workshops Chair for IEEE Globecom 2008, and co-chair of the
workshops on Enabling the Future Service Oriented Internet (2007, 2008 and 2009). He co-chaired the QRPM Symposium under

Satellite Communications for Emergency

Abstract: This paper aims at defning the role of a satellite component in an integrated communications,
localization and monitoring system, which can be used in all emergency management phases. Particular
attention will be given to the integration of the satellite and terrestrial components and of the different
functionalities.
Enrico Del Re received the Laurea in Electronics Engineering from the University of Pisa, Italy, in 1971. After
two years employed in industry on the design of attitude sensors for space applications, since 1975 he joined the
Department of Electronics and Telecommunications Engineering of the University of Florence where currently is
Full Professor of Digital Signal Processing. He was Director of the School for Higher-grade Electronics Technicians
of the University of Florence in 1990-93. From 1994 to 2004 he has been Chairman of the Telecommunications
Engineering Degree of the Faculty of Engineering of the University of Florence. Since 2001 he is Member of the
Executive Board of CNIT (Italian University Consortium for Telecommunications). The professional and academic experience has
been focused in the felds of the telecommunications systems and the digital processing of signals, where he has published 6 books,
more than 300 papers in national and international journals and conferences and more than 40 technical research reports. He has
been responsible of over 50 research contracts with the Italian National Research Council, Italian Space Agency, European Union
and industries. He has been responsible as a Prime Contractor of a research contract with the European Space Agency in 1984 86
on the application of advanced digital signal processing techniques on board the satellites. During the academic year 1987 88 he has
been on leave from the University of Florence at the European Space Research and Technology Centre of the European Space Agency,
Noordwijk, Netherlands, carrying out research on the integration of satellite systems with the terrestrial cellular network for mobile
communications. He has been the Chairman of the EU COST Project 227 on Integrated Space-Terrestrial Mobile Networks and of
the EU COST Action 252 Evolution of satellite personal communications from second to future generation systems. He has served
as an expert for EU in the area of Advanced Communications Technologies. He has been the Chairman of the Satellite Integrated
Communications Networks Workshop (1986), the Software Radio Technologies and Services Workshop (2000), the Fifth European
Workshop on Mobile/Personal Satcoms (2002) and the Satellite Navigation and Communications Systems Workshop (2006). He is
a Senior Member of the Institute of Electrical and Electronics Engineers. He is a member of the EURASIP and AEI. He has been
recipient of the 1988/89 premium for the paper Multicarrier demodulator for digital satellite communication systems by the In-
stitution of Electrical Engineers (IEE), UK. In the years 2005-2007 he was Director of the National Interuniversity Consortium for
Telecommunications (CNIT). Presently he is Vice-President.

Hybrid networks for heterogeneous distributed maritime observation systems

Abstract: Maritime subject domain plays an important role in up to date world economy. World Ocean
covers over 70% of the Earth and forms many sources of energy and food. Needless to say those Mari-
time Observation Systems (MOS) serve as an important part of the world ocean investigation programs.
Currently many different subject domains directly or indirectly incorporate MOS as a core of investigation
and real business processes. Traditionally MOS bore somewhat military nature; however, in recent years
the business and safety aspects became more important in the trends aimed at developing MOS for
different purposes. And currently we observe many initiatives, groups and other real MOS related works
around the Globe; like EU Marine Observation and Data Expert Group (MODEG) (http://ec.europa.eu/ma-
ritimeaffairs/eu-marine-observation-data-network-mission_en.html). The mission of MODEG is to provide
the Commission with the scientifc, technical and operational expertise to ensure that the European Marine
Observation and Data Network (EMODNET) best meets the needs of its future users.
In Russia there exists a large program: National Unifed System for Information on Situation in the Oceans
that has been started a couple of years ago (NUSISO).
NUSISO is the information system which integrates technologies working in the Russian Federation for
the observation, data acquisition and data processing regarding the situation in the oceans. This system
is designed for information support of maritime activities at all levels: Federal, regional and departmental.
NUSISO encompasses over 1300 organizations from 45 departments of Russia, at that, using the da-
tabases of Data Center: All-Russian SCIENTIFIC RESEARCH INSTITUTE for Hydro meteorological infor-
mation-world data center. Detailed information about the NUSISO program is presented on the NUSISO
Web-portal (www.oceaninfo.ru).
The system of buoys ARGO can serve as an example of the international system. The ARGO project
objective is to create and maintain a global network of 3000 buoys that should correspond to more than
100000 measurements performed by different sensors. The project objectives consist in: placing the spe-
cifed number of buoys in the world ocean; establishing the Argo national centers; free access to data;
transfer data to the global network within 24 hours after their receipt.

The MOS analysis indicates that the following constituents are peculiar to the systems: the frst and
foremost to the point are monitoring and detection means, such as sonar, radar, optical and infrared
detectors, magnetic, gravitational, and several others. The second data centers and decision-making
support systems at various levels of the hierarchy, depending on the MOS scale. The third networks for
data transmission and data exchange that implement (at the physical level) the MOS state of distribution

and heterogeneity. All constituents are interconnected and mutually stipulated. Currently the number of
data transmission networks is enormous, and consideration of the networks totality is hardly possible or
practical. In the above regard the presented approach proposes to consider the standard MOS and the
Hybrid Networks (HybNet) by example of MOS.
The paper proposes two basic MOS: ECDIS and AIS for further consideration. ECDIS is one of the frst
marine information systems, which has found wide commercial application. Here the requirements to
data networks are minimal: transfer of maps corrections, weather, and information about the naviga-
ting-hydrographical conditions. AIS appeared due to the advent of GPS with capabilities of continuous
monitoring of any surface ship. AI is a supplementary system in the greater global MOS. VTMS is more
complex and distributed heterogeneous system by right. VTMS meets in full the challenge of HybNet im-
plementation. ECDIS and AIS VTMS analysis allows to develop a general approach to DMOS including:
architecture, hierarchical levels, goals; networks: cell networks, wireless networks, satellite networks,
optic networks etc. Based on the frst hand experience in DMOS research and production the paper
proposes to consider two more DMOS types developed by SPIIRAS: Sonar Monitoring System (SMOS)
and Maritime Surveillance and Recognition System (MSRS).

Vasily V. Popovich is a Professor, Deputy Director for Research of St. Petersburg Institute for Informatics
and Automation of the Russian Academy of Sciences (SPIIRAS) and Head of Object Oriented Geographic
Information Systems Laboratory (OOGIS Lab.) of SPIIRAS. His research interests include Geographic In-
formation Systems (GIS), Object Oriented Analysis, Design, Programming, Modeling and Simulation for
GIS, Situation Awareness and Assessment, Monitoring Systems Development, Operation Research, Theory
of Search for Moving Objects. He is specifcally interested in Information Harmonization, Integration and
Fusion Concept for GIS (IF&GIS). Science 1986, he has published more than 90 papers in journals, books
and conference proceedings on selected above topics. He is a co-editor of the proceedings of the internatio-
nal conference CORP2008 and workshop Information Fusion and GIS (IF&GIS) 2007* published by Springer. Popovich serves
as a Director for different projects on GIS base for Russian and USA Governments Departments and Russian and International

Cryptographic Hardware & Embedded Systems for Communications

Abstract: The spreading revolution of communications, and especially the wireless and mobile appli-
cations of them, has created special needs for safe and secure communications. With the adoption of
the hardware advantages the center of interest has been moved to cryptographic hardware, regarding
implementation aspects, of security primitives. With the term cryptographic hardware, the research com-
munity refers to both theoretical and practical adoptions of cryptographic engineering, for a variety of
purposes and applications such as: encryption and decryption processors, digital signature systems,
key generation and distribution schemes, as well as random number generators. In order to implement
effciently a security system, frst the responsible team has to design, to implement, to validate and to test
the implementation for the effcient performance of it.
This work introduces the aspects of cryptographic hardware and embedded systems, regarding imple-
mentation issues, for several aspects of secure communications: block ciphers, hash functions, random
number generators, etc. It is also presented future directions, concerning promising hardware devices
such as Arduino, and gives aspects of open source programming of them.
Nicolas Sklavos received the Ph.D. Degree in Electrical & Computer Engineering, and the Diploma in Electri-
cal & Computer Engineering, in 2004 and in 2000 respectively, both from the Electrical & Computer Engineering
Dept., University of Patras, Hellas.
Since 2008, he is an Assistant Professor with the Informatics & MM Dept, Technological Educational Institute
of Patras, Hellas. He is also adjunct faculty, Assistant Professor, with the Computer Engineering & Informatics
Dept., University of Patras, Hellas from 2007. He holds an award for his PhD thesis on VLSI Designs of Wireless
Communications Security Systems, from IFIP VLSI SOC 2003.
His research interests include Cryptographic Engineering, System on Chip Design, Computers Architecture, VLSI
Design, Security of Computers and Networks.
N. Sklavos has participated to a great number of European and National projects both research & development, in the areas of his
research. He serves as evaluator of both European Commission Projects (FP7) and General Secretary of Research and Development,
Hellas. He is director of KNOSSOSnet Research Group, from 2008. Since 2007, he is the Chair of IEEE Hellas GOLD Affnity Group.
He is the Editor-in-Chief for the Information Security Journal: A Global Perspective Journal, Taylor & Francis Group. He serves
as Associate Editor for IEEE Latin America Transactions, IEEE Press, and Computers & Electrical Engineering Journal, Elsevier.
He has been Guest Editor of Special Issues for Elsevier & Springer publishers. He was the General Co-Chair of ACM MobiMedia
2007 and General Chair of ATHENA 2011 Summer School. He has participated to the organization of more than 100 conferences

An Overview of Cognitive Radio for Satellite Communications

Abstract: The present scarcity of frequency spectrum allocated to radio communications has motivated
the search for technologies able to alleviate it by adapting the transmission to changing environmental
and network-usage conditions. Cognitive Radio is one of the most promising among these technologies.
Three paradigms for its application have emerged. With interweaving, the secondary (unlicensed) users
are able to occupy the portions of the spectrum left temporarily free by the primary (licensed) users. In the
underlay paradigm, the secondary transmitter overlaps in frequency with the primary user, after making
sure that the interference level it causes is below a given threshold.
The overlay paradigm uses the secondary users knowledge of the primary users transmission scheme
and of the channel to choose a transmission scheme that causes an acceptable amount of interference. In
this paper we briefy review the basic concepts underlying Cognitive Radio, and examine their applications
to satellite communications.
Ezio Biglieri was born in Aosta (Italy). He received his formal training in Electrical Engineering at Polytechnic
of Turin (Italy), where he received his Dr. Eng. degree in 1967. He is presently an adjunct professor of Electrical
Engineering at University of California Los Angeles (UCLA) and an honorary professor at Universitat Pompeu
Fabra, Barcelona, Spain. Previously he was a Professor at the University of Naples (Italy), at, and at UCLA. He
was elected three times to the Board of Governors of the IEEE Information Theory Society, and he served as its
President in 1999. In the recent past he was the Editor-in-Chief of the IEEE Transactions on Information Theory
and of the Journal of Communications and Networks. His most recent book, coauthored with A. J. Goldsmith, L.
Greenstein, N. Mandayam, and H. Vincent Poor, is entitled Principles of Cognitive Radio (Cambridge Uni-
versity Press, 2010). Among other honors, in 2000 he received the IEEE Third-Millennium Medal and the IEEE
Donald G. Fink Prize Paper Award, in 2001 the IEEE Communications Society Edwin Howard Armstrong Achievement Award and a
Best Paper Award from WPMC01, Aalborg, Denmark, and in 2004 the Journal of Communications and Networks Best Paper Award.
He is a Fellow of the IEEE.

Andrea Detti (1973) is researcher and assistant professor at the University of Rome Tor Vergata. He received
his Laurea degree magna cum laude in Telecommunication Engineering in April 1998 at University of Rome
La Sapienza (Italy). In 1999-2002 he earned his PhD in Telecommunication and Microelectronics, at the
University of Rome, Tor Vergata (Italy). Since 1998 has collaborated / collaborates with Co.Ri.Tel, RadioLAbs
and C.N.I.T research consortiums. In 2004 he has joined the Electronic Engineering Department of University
of Rome Tor Vergata as researcher and assistant professor. He teach the course on Internet Technologies
and Protocols (II) within the programs in Internet Technology Engineering. The research activity of Andrea
Detti spans on different topics in the area of computer networks and copes with framework design, performance
evaluation and analytical modeling. He is co-author of several papers on journals and conference proceedings mainly regarding
overlay, wireless, optical networks and information-centric network. Andrea Detti has worked and works on the following research
projects funded by EU: FP4 ACTS ELISA 1994/1998 (integration IP-ATM), FP7 PRISM 2008/2010 (privacy e monitoring), FP7
MOMENT 2008/2010 (architectures for network monitoring), FP7 CONVERGENCE 2008/2010 (Content-centric publish-subscribe
network). He has worked and works on the following research national projects: MURST RINGO 1999/2001 (optical networking),

Ernestina Cianca received the Laurea degree in Electronic Engineering cum laude at the University of
LAquila in 1997. She got the Ph.D. degree at the University of Rome Tor Vergata in 2001. She concluded her
Ph.D. at Aalborg University where she has been employed in the Wireless Networking Groups (WING), as Rese-
arch engineer (2000-2001) and as Assistant Professor (2001-2003). Since Nov. 2003 she is Assistant Professor
in Telecommunications at the URTV (Dpt. of Electronics Engineering), teaching DSP, Information and Coding
Theory and Advanced Transmission Techniques. She has been the principal investigator of the WAVE-A2 mis-
sion, funded by the Italian Space Agency and aiming to design payloads in W-band for scientifc experimental studies of the W-Band
channel propagation phenomena and channel quality. She has been coordinator of the scientifc activities of the Electronic Enginee-
ring Department on the following projects: ESA project European Data Relay System (EDRS); feasibility study for the scientifc small
mission FLORAD (Micro-satellite FLOwer Constellation of millimeter-wave RADiometers for the Earth and space Observation at
regional scale); TRANSPONDER2, funded by ASI, about the design of a payload in Q-band for communications; educational project
funded by ASI EduSAT on pico-satellites. She has worked on several European and National projects. Her research mainly concerns
wireless access technologies (CDMA and MIMO-OFDM-based systems), in particular, Radio Resource Management at PHY/MAC
layer, integration of terrestrial and satellite systems, short-range communications in biomedical applications. She has been General
Chair of the conference ISABEL2010 (Third Symposium on Applied Sciences in Biomedical and Telecommunication Engineering),
she has been TPC Co-Chair of the conference European Wireless Technology 2009 (EuWIT2009); TPC Co-Chair in the conference
Wireless Vitae 2009. She is Guests Editors of some Special Issues in journals such as Wireless Personal Communications (Wiley) and
Journal of Communications (JCM, ISSN 1796-2021). She is author of about 70 papers, on international journals/transactions and
proceedings of international conferences.

Abstract: The present scarcity of frequency spectrum allocated to radio communications
has motivated the search for technologies Telemedicine is worldwide recognized as an
effective tool able to ensure the provision of high quality medical care even in critical situa-
tion. Since 1996 the Italian Ministry of Defence has experienced the beneft of such tool in
military operations. Satellite connection between two stations, usually located at a great
distance from each other, proved to be signifcantly effective in providing all patients the
same quality level of medical care as in the home country. Teleconsultation is used in support of the military
and civilian personnel deployed abroad and even to the local population during all kinds of crisis response
operations. The present applications are being continuously updated with the most recent technological
solutions in order to be always ready to face any present and future challenge. The experience gained
so far in the military feld is being transferred to the civilian one proving the feasibility of a dual use of the
innovative technology.

Graduated in electronic engineering at La Sapienza University in Rome, Sabino Cacucci
has over twenty-seven years of experience in management, development and marketing
of advanced software systems for complex real-time systems, both in civilian and de-
fense sectors. He gained experience on aerospace and military applications based on
proprietary and commercial off-the-shelf computer systems both in scientifc and com-
mercial areas. He managed several software projects in international scenario and mar-
ket. He acquired experience with different software development methodologies and with
all software life-cycle phases, starting from user requirements and software requirements
until fnal installation and acceptance. Currently, Mr. Cacucci is managing the Marketing & Strategies de-
partment of Sistemi Software Integrati. Over the years, he has taken various positions including technical
coordination and planning of design and software development. Then he coordinated the embedded sof-
tware business line, got deep experience in setting up and conducting internal company training as well
as training for customer and fnal users, for several disciplines including software methodologies, project
management, project control and proposal writing.
Previous experience:
ITALSIEL S.p.A: responsible for analysis, design and development of software to integrate subsystems
in the Italian Navy Command and Control System.
IPES S.p.A.: team manager for design and development of a management information system for steel
company; responsible for the company staff education in computer sciences.
FATME of Ericsson Multinational: software engineer in the Research and Development Division,
responsible for design and development of software for piloting instrumentation.
Italian Defence Ministry: as offcer of the Italian Army, he supervised testing activities within
telecommunication area.

Susanna Spinsante received her Ph.D. in Electronic Engineering and Telecommunications in 2005, from
the Polytechnic University of Marche (ITALY), and her Laurea (Graduate Diploma) Degree in Electronic En-
gineering in 2002, from the same University. Since December 2005, she has been a research fellow at the De-
partment of Information Engineering of the same University, where she still works. During her Ph.D. course, she
spent a semester at the Department of Informatics of the University of Bergen (NORWAY), where she awarded
a fellowship for a research activity on iterative coding issues for asymmetric channels, in the framework of the
FP6 European project FASTSEC: Marie Curie Training Site on coding theory and cryptography (contract n
HPMT-GH-01-00260-10).
She has been adjunct professor for the course of Telecommunication Services of the Laurea Degree in Automation Engineering and
Informatics and the Laurea Degree in Biomedical Engineering, at the Engineering Faculty of the Polytechnic University of Marche.
She also worked as a teaching assistant at Trento University (Master Course in Communication Systems).At present, Dr. Susanna
Spinsante is involved in studying the issues of integrating radio communication devices in networks dedicated to home automation,
by investigating the problems related to data traffc management and communication reliability. She works on radio communication
systems exploiting spread spectrum techniques, for indoor and outdoor communications (Wi-Fi networks, Bluetooth, CDMA systems
for multiple access), and radar applications (vehicular anti-collision systems). Previously, she worked at the analysis and study of
security issues in satellite communications, with a specifc focus on the authentication and encryption procedures for telemetry and
telecommand data. In this context she contributed to the discussion and defnition of security specifcations within the CCSDS Security
WG. During her PhD course she developed research activities on H.264/AVC video coding techniques and applications. Susanna
Spinsante has served as Invited Guest Editor of the Special Issue on Advances in Video Coding for Broadcast Applications of the
International Journal of Digital Multimedia Broadcasting (Hindawi, Fa-Long Luo Editor in Chief), published in April 2009. She is
currently a reviewer of the IEEE Communication Letters; she is in the IASTED (International Association of Science and Technology
for Development) Technical Committee on Telecommunications for the term 2009 2012. She is IEEE Senior Member, Member of
AESS and ComSoc, member of AEIT/AICT since 2009, member of AitAAL (Italian Association for Ambient Assisted Living) since
February 2010.In December 2004 she was one of the charter members of ArieLAB, a technological start up shared by the Polytechnic
University of Marche, and active in the feld of AAL, telecommunication services design and consultancy. Since 01/21/2010 she is the
CEO of ArieLAB Srl, and responsible for the R&D activities in the feld of home area networks and home automation applications,
interactive services.

Cesare Roseti graduated cum laude in 2003 in Telecommunication Engineering at University of Rome Tor Ver-
gata. In 2003 and 2004, he was a visiting student at Computer Science Department of University of California, Los
Angeles (UCLA). From August to December 2005 he worked at the TEC-SWS division of the European Space Agency
(Noordwijk, The Netherlands). He received the Ph.D. degree in Space systems and technologies in 2007. In 2009,
he achieved II-level master on Homeland Security at the University of Bologna. He won competition for a research
staff position at the University of Rome Tor Vergata in 2010. He is currently a commissioned professor for the
Telecommunication Laboratory and Broadcast technologies classes and assistant professor in the Satellite Communications
class, at the University of Rome Tor Vergata. Since 2010, he teaches Principles and methods for the risk analysis at the II-level
master on Homeland security (Campus Biomedico, Rome). He is a research fellow at the Electronic Department in University of
Rome Tor Vergata, awarded with research grant in the frame of the program Adoption of heterogeneous networks for security
applications in the public transportation. He is involved in national and international research projects in the telecommunication
feld, and he is author of about 40 scientifc publications.

Giancarlo Cardarilli received the laurea (summa cum laude) in 1981 from the University of Rome La
Sapienza. Since 1984, he works for the University of Rome Tor Vergata. At present he is full professor of
Digital Electronics and Electronics for Communication Systems at University of Rome Tor Vergata. He was
an Associate Professor at University of LAquila from 1992 to 1994. During the years 1987/1988 he worked
with the Circuits and Systems team at EPFL of Lausanne (Switzerland).
Prof. Cardarilli interests are in the area of VLSI architectures for Signal Processing and fault-tolerant systems.
In these felds he published over than 190 papers in international journals and conferences. He also participated
in the work group of JESSI-SMI for the support to medium and small industries. He has also regular cooperation
with companies as Thales Alenia Space, sites of Rome, Italy, and Toulouse, France, Selex S.I., Elettronica S.p.A., Rome, Italy, STM,
Agrate Brianza, Italy, Micron, Avezzano, Italy, and with a lot of SMEs. He is also involved in different ESA and EU funded projects.
Prof. Cardarilli also acts as an expert for the evaluation of submitted research projects for the Ministry of Scientifc Research and
the Ministry of Economic Development. Scientifc interest of Prof. Cardarilli concerns the design of special architectures for signal
processing in space and terrestrial applications.
In particular, he works in the feld of computer arithmetic and its application to the design of fast and low power digital signal pro-
cessors (based on different technologies as ASIC, FPGA and reconfgurable units). He also proposed different new solutions for the
implementation of fault-tolerant digital architectures.

Dr. Fabio Dovis is assistant professor at Po-
litecnico di Torino, working at the Department
of Electronics and Telecommunications, where
he contributed to the creation of the Naviga-
tion, Signal Analysis and Simulation (NavSAS)
group. His research interests are focused on
Global Navigation Satellite Systems and on
positioning techniques. His scientifc work addresses the design
of architectures for GNSS receivers and of advanced algorithms
for interference detection and multipath mitigation, considering
for both current and modernized GNSS signals. He has a relevant
experience in international projects in GNSS as well as coope-
ration with industries and research centers. He acted in several
occasions as external technical support to the European GNSS
Agency and he is member of the Mission Evolution Advisory
Group of the European Commission, the experts group that has
the task to propose and evaluate evolutions of the mission objec-
tives for the European satellite navigation programmes Galileo
and EGNOS.
Alexander Kocian received his Ph.D.
degree from Aalborg University (AAU),
Denmark in electrical engineering, in 2003.
He is currently a research fellow with the In-
stitute of Informatics and Telematics at the
Italian Research Institute CNR in Pisa.
In 2001, AAU sponsored him a 6-month Vi-
siting Research Scholarship at the Wireless
Systems Laboratory, Georgia Institute of Technology, Atlanta,
GA, USA. After serving the Digital
Communications Laboratory at AAU as Assistant Professor, he
was an Associate Professor with the Department of Electronics
Engineering of the Muscat branch in the Sultanate of Oman of
Birla Institute of Technology (BIT), India, and an a research fel-
low with the Department of Electronics Engineering, Universi-
ty of Rome 2, Italy. He has authored and co-authored numerous
papers in renown journals and conferences, and also holds a
patent. He has consulted for Elektrobit, RTX Telecom, IMT, the
Italian ministry of university and research (MIUR), and Euro-
pean Space Agency (ESA). His research interests include ite-
rative information processing in multiple-access communication
systems, analog signal processing for satellite communication
payloads and characterization of multiple-input multiple-output
(MIMO) channels.

Marco Chiani is a Full Professor of Telecommunications and the current Director of the Industrial Re-
search Center on ICT, University of Bologna. He is a frequent visitor at the Massachusetts Institute of
Technology (MIT), Cambridge, where he presently holds a Research Affliate appointment. He is leading the
research unit of the University of Bologna on cognitive radio and UWB (European project EUWB), on Joint
Source and Channel Coding for wireless video (European projects Phoenix-FP6, Optimix-FP7, Concerto-
FP7), and is a consultant to the European Space Agency (ESA-ESOC) for the design and evaluation of error
correcting codes based on LDPCC for space CCSDS applications. His research interests include wireless
communication systems, MIMO systems, wireless multimedia, low-density parity-check codes (LDPCC) and
UWB. He is a Fellow of the IEEE, past Chair (20022004) of the Radio Communications Committee of the IEEE Communication
Society and past Editor of Wireless Communication (20002007) for the IEEE TRANSACTIONS ON COMMUNICATIONS.

Flower Constellations for Future Space Missions

Abstract: The talk provides a rational description and the evolution of the Flower Constellations theory,
from the original formulation to the 2D and 3D lattice theories and to the most recent necklace theory. The
capability of these theories and their applications to classic space missions are highlighted by equations
and fgures as animations cannot be provided in a paper. Confgurations, particularly suitable to specifc
space missions are given and some of confgurations that may be proposed for future and/or futuristic
space missions are also provided. To better understand Flower Constellations reading the papers in bi-
bliography is indeed highly recommended.
Daniele Mortari is Professor of Aerospace Engineering at Texas A&M University, working on the feld
of spacecraft dynamics and control. In addition, he has taught at the School of Aerospace Engineering of
Romes University, and at Electronic Engineering of Perugias University. He has received his dottore degree
in Nuclear Engineering from University of Rome La Sapienza, in 1981. He has published more than 200
papers, holds U.S. patent, and has been widely recognized for his work, including receiving best paper Award
from AAS/AIAA, two NASAs Group Achievement Awards, the 2003 Spacecraft Technology Center Award, and
the prestigious 2007 IEEE Judith A. Resnik Award. He is AIAA Associate Fellow, IEEE Senior Member, IEEE
Distinguish Speaker, and Honorary Member of IEEE-AESS Space System Technical Panel.
He has made contributions in two key areas of specialization: spacecraft attitude and orbit estimation and spacecraft constellations
design. His contributions are in both theory and practice. One of his Star-ID algorithms (Pyramid) has been widely adopted and
recognized as the gold standard for both effciency and reliability. He also has solved the related problem of determining the best
estimate of spacecraft orientation and orbit from vectors observation. In particular, he has developed robust and accurate space-
based orbit determination algorithms. Finally, he has developed an entirely new class of spacecraft constellations, the Flower
Constellations. This opens the new area of shape-preserving constellations and increases the dimensionality of the current solutions
for space missions such as global/regional observation, global navigation, communication, and radio occultation. Dott. Mortari is
member of AAS Space Flight Mechanics Technical Committee, and associate editor of AAS The Journal of the Astronautical Scien-
ces, of International Journal of Navigation and Observations, of IEEE Transactions on Aerospace and Electronic Systems, and of
Frontiers in Aerospace Engineering.

MIMO Systems

Abstract: The presence of fading in radio communications is the major impairment to reach the promised
capacity. Diversity is a way to limit the fading effects and MIMO is a technique to exploit it. It is shown
that in terrestrial mobile radio communications MIMO is an effective technique while for satellite systems it
requires further study to exploit possible applications.
Silvano Pupolin received the Laurea degree in Electronic Engineering from the University of Padova, Padova,
Italy, in 1970. Since then he joined the Department of Information Engineering, University of Padova, where he is
Full Professor of Electrical Communications. He was:
Chairman of the Faculty of Electronic Engineering (1990-1994),
Chairman of the PhD Course in Electronics and Telecommunications Engineering (1991-1997), (2003-04); Direc-
tor of the PhD School in Information Engineering (2004-2007); Chairman of the board of the Directors of the PhD
Schools of the University of Padova (2005-2007); Member of the programming and development committee of the
University of Padova (1997-2002); Member of Scientifc Committee of the University of Padova (1996-2001); Member of the budget
Committee of the Faculty of Engineering of the University of Padova (2003-2009); Member of the Board of Governor of the CNIT
Italian National Interuniversity Consortium for Telecommunications (1996-99), (2004- 2007); Director of CNIT (2008 2010);
Director Dept. Quantum and Radio Communications of CNVR (Consorzio Veneto di Ricerca) (2011). He has been actively engaged
in research on digital communication systems since 1970. The topics covered have been: Performance analysis of baseband digital
communication systems and fber optic systems; Digital radio communications, with emphasis to the adaptive linearization of the
High-Power-Amplifer; Spread spectrum communication systems; Packet radio networks; Design of large reliable communications
networks; Effects of phase noise and HPA nonlinearities in OFDM systems; Variable bit rate mobile radio communications systems;
3G mobile radio communications systems (UTRA-FDD e TDD) and beyond 3G (OFDM modulation and MC-CDMA); Ad-hoc net-
works with the use of Bluetooth and WLAN; Capacity of MIMO system in real operating conditions.
He was General Chair of the 9-th, 10-th and 18-th Tyrrhenian International Workshop on Digital Communications devoted to Bro-
adband Wireless Communications, Multimedia Communications, and Wireless Communications, respectively; General Chair
of the International Symposium Wireless Personal Multimedia Communications (WPMC04) Abano Terme, Padova , Italy, Sep-
tember 2004.He spent the summer 1985 at AT&T Bell Laboratories on leave from Padova, doing research on digital radio systems.
Actually, is actively engaged in researches on broadband mobile communication systems, ad-hoc radio networks and personal com-
munication systems. He was Principal investigator for research projects entitled Variable bit rate mobile radio communication
systems for multimedia applications, OFDM Systems with Applications to WLAN Networks, and MC-CDMA: an air interface
for the 4th generation of wireless systems. Also, he was engaged in the FIRB PRIMO Research Project Reconfgurable platforms
for broadband mobile communications.

Cognitive Radio and Networking for Cooperative
Coexistence of Heterogeneous Wireless Networks

Abstract: COST Action IC0902,Cognitive Radio and Networking for Cooperative Coexistence of He-
terogeneous Wireless Networks, was launched in December 2009 and coordinates and integrates the
research activities on cognitive radio and networks of more than 60 institutions and research projects
throughout Europe and worldwide, involving more than 200 researchers.
IC0902 aims at becoming the reference point in Europe for research on cognitive radio, leading to the cre-
ation of a European platform for cognitive radio and networks by addressing all major technical challenges
related to cognitive radio networks design and deployment. One of the major research topics addressed
in IC0902 is the operation of cognitive devices in the TV White Spaces. In this work recent results obtai-
ned in the framework of IC0902 on the design and deployment of positioning systems in the TV White
Spaces are presented. A comparison between traditional Wi-Fi-based positioning systems working in the
ISM band and TVWS positioning systems is carried out by means of computer simulations, and results
show that the favourable propagation conditions characterizing the TVWS frequencies may lead to better
positioning accuracy with the additional beneft of lower transmit power levels.
Maria-Gabriella Di Benedetto obtained her Ph.D. in Telecommunications in 1987 from the University of
Rome La Sapienza, Italy. In 1991, she joined the Faculty of Engineering of University of Rome La Sapienza, whe-
re currently she is a Full Professor of Telecommunications at the INFOCOM Department. She has held visiting
positions at the Massachusetts Institute of Technology, the University of California, Berkeley, and the University
of Paris XI, France. In 1994, she received the Mac Kay Professorship award from the University of California,
Berkeley. Her research interests include wireless communication systems and speech science. From 1995 to 2000,
she directed four European projects for the design of UMTS. Since 2000, she has been active in fostering the de-
velopment of Ultra Wide Band (UWB) radio communications in Europe, and participated in several pioneering EU projects on UWB
communications (within the 5th framework, whyless.com, frst funded research project world-wide addressing UWB communications
for civil applications, and project UCAN aimed at the design and implementation of UWB ad-hoc networks within the 6th EU Fra-
mework, IP projects PULSERS and PULSERS II which integrated UWB research and development in Europe, IP project LIAISON
on to location-based services). During this last decade Dr. Di Benedetto research main focus was on medium access control and
management in wireless networks, as well as energy-effcient routing, and location-based optimization of medium access control and
routing functions. In particular, participation in the European Network of Excellence HYCON (Hybrid Control: Taming Heterogeneity
and Complexity of Networked Embedded Systems) offered the framework for an inter-disciplinary effort with colleagues from Con-
trol Theory that led to the formulation of hybrid models for complex wireless communication systems operating under coexisting
conditions, and increased theoretical research activity in the feld of cognitive and coexisting networks. Based in particular on this last
rewarding and productive collaboration, Professor Di Benedetto recently promoted and coordinated a proposal for a COST Action
on cognitive radio and networks. The proposal, that gathered over 30 partners of 15 countries in Europe, as well as the US, Canada,
China, and Australia, ranked frst in the COST Information and Communications Technology Domain and was approved in May
2009. The resulting COST Action IC0902 Cognitive Radio and Networking for Cooperative Coexistence of Heterogeneous Wireless
Networks kicked-off in December 2009. In October 2009, Dr. Di Benedetto received the Excellence in Research award Sapienza
Ricerca, under the auspices of President of Italy, Giorgio Napolitano.

Galileo: Past, Present and Future

Abstract: The presentation will start with a brief Introduction on the development of Galileo, the European
Global Satellite Navigation, Positioning and Timing System, from its earliest conceptual phase to the de-
velopment and the start of the deployment of its space and ground infrastructure.
This will be followed by a description of the critical applications of GNSS, including safety-critical tran-
sportation, such as Civil Aviation and Rail Transport, security-critical and fnancial-critical positioning and
timing applications.
The presentation will then concentrate on the challenges faced by GNSS, such as jamming and spoofng
for malicious purposes, the development of PRS (Public Regulated Service) of Galileo to overcome these
threats, and the corresponding EU legislation by the European Parliament.
The presentation will be concluded with a glimpse into the multi-constellation future, including software-
defned-radio GNSS, and the Skyclone concept of a GNSS test system.
Vidal Ashkenazi is Chief Executive of UK-based Nottingham Scientifc Ltd. He is a Fellow of the Royal Institute
of Navigation and the Royal Academy of Engineering.
Vidal was the Founding Director of Institute of Space Geodesy at the University of Nottingham, where he has
supervised about 50 doctoral (PhD) students, most of whom now occupy senior positions in universities and
industry in a large number of countries. He has published well over 700 papers and has been invited to give
keynote lectures at many international conferences and symposia.
Vidal has acted as a Consultant to a large number of government and commercial organisations around the
world, and has had short overseas
appointments in several countries, including the USA, Canada, Australia, Brazil and India.
Professor Ashkenazi has the degrees of Dr of Philosophy and Dr of Science from the University of Oxford.
In 1996, he received a medal from the Royal Society for his signifcant contribution to the exploitation of GPS in a wide range of
scientifc and commercial applications. In 2008, he was awarded the Harold Spencer Jones Gold Medal, the highest award of
the Royal Institute of Navigation (the RIN) for an outstanding contribution to navigation.

Stephen Coulson head of the industry section in ESAs directorate of Earth Observation Programs in ESRIN
has over 25 years experience in the feld of Earth Observation and its applications, the last 20 of which have been
with the European Space Agency. Since 2000, he has been managing an ESA program to support the development
of the European EO services industry and is head of the Industry section in the Directorate of Earth Observation
Programs in ESRIN (Frascati, Italy). He has a degree in physics from University of Durham (UK) and a Ph. D in

Abstract: It is well known that the Synthetic Aperture Radar (SAR) is a key aerospace sensor for explora-
tion of the Earth, as well as of the deep space planetary environment. Microwave 2-dimensional, 3-dimen-
sional, and most recently also topographic images of the Earth have been successfully accomplished. In
deep space, a number of planets and satellites have been imaged, in particular Titan, the largest Moon
of Saturn, in the frame of the CASSINI mission. With the additional presence of satellite constellations,
the instrument has enlarged and improved its performances and applications, in particular in the area of
Security. But new frontiers are being to be crossed, for both SAR hardware confguration and software
processing of the received raw data. It is intent of this presentation to illustrate those new exciting per-
formances, to be hopefully fnalised in the near future. Some few examples of preliminary experiments
complement the presentation.

Mauro De Sanctis received the Laurea degree in Telecommunications Engineering in 2002 and the Ph.D. degree
in Telecommunications and Microelectronics Engineering in 2005 from the University of Roma Tor Vergata (Italy).
From the end of 2008 he is Assistant Professor at the Department of Electronics Engineering, University of Roma Tor
Vergata (Italy), teaching Information and Coding Theory.
He was with the Italian Space Agency (ASI) as holder of a two-years research fellowship on the study of Q/V band
satellite communication links for a technology demonstration payload, concluded in 2008. During this period he parti-
cipated to the opening and to the frst trials of the ASI Concurrent Engineering Facility (ASI-CEF).
He was involved with the University of Rome Tor Vergata in several satellite missions of the Italian Space Agency
(ASI): DAVID satellite mission (DAta and Video Interactive Distribution) during the year 2003; WAVE satellite mission
(W-band Analysis and VErifcation) during the year 2004; FLORAD (Micro-satellite FLOwer Constellation of millimeter-wave RADiometers
for the Earth and space Observation at regional scale) during the year 2008.
In 2006 he was a post-doctoral research fellow for the European Space Agency (ESA) ARIADNA extended study named The Flower Con-
stellation Set and its Possible Applications.
From January 2004 to December 2005 he was involved in the MAGNET (My personal Adaptive Global NET) European FP6 integrated
project and in the SatNEx European network of excellence.
From January 2006 to June 2008 he was involved in the MAGNET Beyond European FP6 integrated project as scientifc responsible of WP3/
Task3.
He was involved in several Italian Research Programs of Relevant National Interest (PRIN): SALICE (Satellite-Assisted LocalIzation and
Communication systems for Emergency services), from October 2008 to September 2010; ICONA (Integration of Communication and Navi-
gation services) from January 2006 to December 2007, SHINES (Satellite and HAP Integrated NEtworks and Services) from January 2003
to December 2004, CABIS (CDMA for Broadband mobile terrestrial-satellite Integrated Systems) from January 2001 to December 2002.
In 2007 he was involved in the Internationalization Program funded by the Italian Ministry of University and Research (MIUR), concerning
the academic research collaboration of the Texas A&M University (USA) and the University of Rome Tor Vergata (Italy).
In autumn of 2004, he joined the CTIF (Center for TeleInFrastruktur), a research center focusing on modern telecommunications technolo-
gies located at the University of Aalborg (Denmark).
He was co-recipient of the best paper award from the 2009 International Conference on Advances in Satellite and Space Communications
(SPACOMM 2009).
He is serving as Associate Editor for the Space Systems area of the IEEE Aerospace and Electronic Systems Magazine.
His main areas of interest are: wireless terrestrial and satellite communication networks, satellite constellations (in particular Flower Con-
stellations), resource management of short range wireless systems.
He co-authored a book entitled Information and Coding: Theory Overview, Design, Applications and Exercises and more than 60 papers
published on journals and conference proceedings.

Mr. Sivac is the Deputy Programme Mana-
ger of the European Space Agencys Alphasat
telecommunications satellite, built in partner-
ship with Inmarsat. Mr. Sivac has 20 years
of experience in space projects and frst hand
knowledge in setting up and developing com-
plex missions with international partners. Pri-
or to working in telecommunications, he was involved in several
ESA science missions, as systems and assembly/integration/veri-
fcation engineer. He holds a master of space systems enginee-
ring from the Delft University of Technology (The Netherlands)
and a master of mechanical engineering from the University of
Maryland (USA).
Giuseppe Codispoti holds a Degree in
Electrical Engineering from the Universit
della Calabria, Italy and a Masters of Scien-
ce Degree in Electrical Engineering from the
California Institute of Technology, Pasadena
Cal., USA.
He worked for almost eight years at Alenia
Spazio SpA (now Thales Alenia Space Italia) in Rome where he
was On Board Active Antennas designer, Project Manager and
Program Manager. In 2000 he joined ASI, Italian Space Agency.
Since then he worked in the feld of Micro Gravity as Program
Manager in the ISS Technical Unit and communications as Pro-
gram Manager in the Telecommunications and Integrated Appli-
cation Division. He is author of dozens of papers in regarding
Space Active Antenna Systems, Microgravity research Activity.
At the moment he is the Q/V Band Activities Responsible for the
Italian Space Agency.

author of chapter 1 on the theory of SHM. Aspects of SHM are known by a number of names, including:
fault management; fault protection; fault, detection isolation and response; integrated diagnostics; progno-
stics and health management; reliability; safety; vehicle health management; vehicle health monitoring, etc.

Stephen Johnsonis an Associate Research Professor for the Center for Space Studies at the University of Co-
lorado at Colorado Springs. He is the general editor for System Health Management: with Aerospace Applications
(John Wiley UK, 2011), and Space Exploration and Humanity: A Historical Encyclopedia (ABC-CLIO, 2010). He is
also the author of The United States Air Force and the Culture of Innovation, 1945-1965 and The Secret of Apollo:
Systems Management in American and European Space Programs, both published in 2002, and was the editor of
Quest: The History of Spacefight Quarterly from 1998-2005.From 2005-2011 Dr. Johnson worked under intera-
gency agreement for NASA Marshall Spacefight Center, and he has a contract with MSFC currently to support the
Integrated System Health Management and Automation Branch in the development of fault management and vehicle management
for the Space Launch System program. From 2005 through 2011 he headed the development of diagnostic models and tools for the
Ares I Crew Launch Vehicle project of the Constellation program, while also helping to develop the concepts and principles section
for the NASA Science Mission Directorate Fault Management Handbook. His current research involves dependable space system de-
sign and operations, space industry management and economics, space history, and the history of cognitive psychology and artifcial
intelligence. He received his bachelors degree in physics from Whitman College in 1981, and his doctorate in 1997 in the History of
Science and Technology from the University of Minnesota, where he was also the Associate Director of the Babbage Institute for the
History of Computing. Prior to 1997, he worked for Northrop and Martin Marietta, and was co-owner of his own small business,
managing computer simulation laboratories, designing space probes, and developing engineering processes.

Abstract: After a brief description of the current and shortly planned systems, as well as an introduction
on the evolution key user requirements, this tutorial describes and analyses the key system design issues
of current and future HTS broadband satellites. In particular, the main design factors impacting the sy-
stem throughput and availability are reviewed, both at system, payload and ground segment levels. The
key air interface requirements and evolutions are also addressed together with the relevant regulatory

Alberto Ginesi spent one year at Carleton University, Ottawa, Canada, doing research on digital transmissions
for wireless applications in 1996-1997. In 1997, he joined Nortel Networks and in 2000 Catena Networks, both in
Ottawa, Canada, where he worked on Digital Subscriber Loop (DSL) technologies and contributed to the defnition
of the second-generation ADSL standard. Since 2002 he joined ESA Research ad Technology Centre (ESTEC),
Noordwijk, The Netherlands, where he is currently covering the position of the Head of the Communication-TT&C
Systems & Techniques Section. His main current research interests lie in the area of advanced digital communica-
tion systems and techniques from theory to HW implementation. He has been one of the key technical contributor of
the DVB-S2 and DVB-RCS2 standards as well the advanced high rate data downlink standard based on SCCC codes and is currently
contributing to the feasibility and assessment studies of the Terabit/s broadband satellite concept.

Abstract: Silicon RFICs have long been the mainstay of radios for the consumer market, well into the mi-
crowave domain, while satellite or radar systems are traditionally dominated by ICs fabricated in group III-V
(mostly GaAs) semiconductor technologies. The article will introduce the large number of design options
available in Si/SiGe BiCMOS technologies, which may also contain embedded RFMEMS components,
and provide examples of complex and/or reconfgurable chips for millimeter-wave applications.
Hermann Schumacher received his Diplom-Ingenieur and Doktor-Ingenieur degrees from RWTH Aachen,
Aachen, Germany, in 1982 and 1986, respectively. After working for Bell Communication Research, Red Bank,
New Jersey, as a Member of Technical Staff, from 1986-1990, he joined Ulm University, Ulm, Germany, as a pro-
fessor in the Institute of Electron Devices and Circuits. Since 2010, he is the director of the institute. His research
interests include compound semiconductor devices and their circuit applications. For more than 15 years, his
research group has focused on the application of Si/SiGe bipolar devices to micro- and millimeter-wave circuits
and high-frequency microsystems, lately especially high data rate mm-wave systems and impulse-radio ultra-
wideband sensors. Dr. Schumacher is the director of the Communications Technology international Master of Science program at Ulm
University (since 1997), the universitys past vice-president for research (2000-2003), founder of the Competence Center on Integrated
Circuits in Communications (in 2001), and, since 2011, director of the School of Advanced Professional Studies at Ulm University,
the universitys continuing education arm.

Guidelines Submission
All submitted papers will be peer reviewed and assessed on key accomplishments, technical
contribution, and advancement of the state-of-the-art, originality and interest to the attendees.
Accepted papers will be published in the ESTEL 2013 Proceedings which will be available through
IEEE Xplore after the conference.
Papers should frst be submitted as a 1 to 2 page abstract to http://www.estelconference.org.
Please refer to the detailed author instructions provided on the conference website.
Selected authors will be invited to submit extended versions of their papers for special issues or
fast tracks in well-reputed journals (among them there is the River Publishers).
Authors of accepted papers will be required to submit a fnal complete manuscript (4 to 7 pages)
online in PDF format no later than 15 September 2013.
The offcial language of the Conference is English.

The technical program will be complemented with a Technical Exhibition, which will be held on
October 22-25, offering companies and agencies a unique opportunity to visit Italy and present
related products and services in display and printed advertisement.
