A.
AUTHORITY: A1. This Airworthiness Notice has been issued under the Authority vested in DG CAA vide Rule 4 and 51 of Civil Aviation Rules, 1994
B.
PURPOSE: B1. The purpose of this Airworthiness notice is to describe PCAA requirements for Issue / Extension of type rated AMEL / Authorization / Group ratings on aircraft falling in General Aviation category and to describe the type ratings for Pakistan Aircraft Maintenance Engineers Licenses in respect of the certification of Aircraft registered in Pakistan, including their engines and system.
C.
SCOPE: C1. This notice is applicable to all AMEs who perform maintenance work or carry out scheduled/unscheduled inspection/replacement /modification on Pakistani registered Aircraft / Helicopters upto 5,700 Kgs MTOW OR more but not exceeding 19 passengers. C1.1 Any other person not holding Valid Type rated AMEL or not having PCAA approval / Authorization is not allowed to use privileges of AME License.

DESCRIPTION: D1. DEFINITIONS: D1.1 D1.2 D1.3 Aircraft: - Any machine that can derive support in the atmosphere from the reactions of the air other than the reactions of the air against the earths surface. Helicopter: - A heavier-than-air aircraft supported in flight chiefly by the reactions of the air on one or more power-driven rotors on substantially vertical axes. Rotorcraft: - A power-driven heavier-than-air aircraft supported in flight by the reactions of the air on one or more rotors.

GENERAL: D2.1 For safety of aircraft operation, it is essential that all maintenance, repair, overhaul and modification work of an aircraft is carried out by engineers adequately qualified and having the required knowledge, experience and high degree of competence. To ensure this, PCAA conducts basic written and basic oral examinations for issuance of AME License Without Type Rating (LWTR) .Similarly, AME Type Rated License is issued to those candidates who pass the applicable Type written and Type oral examinations after meeting all other applicable requirements except in CAT R where Personal Authorizations are issued. The requirements for obtaining an LWTR are laid down in PCAA Personal Licensing Air Navigation Order ANO-015-XXLC-2.0), which include hands-on aviation experience, OJT, basic courses for aircraft above and below 5,700 Kg MTOW etc.

CERTIFICATION: D3.1 A person may exercise the certification privileges of AMEL, which are defined in Airworthiness Notice No. AWNOT-045-AWXX-4.0 on a particular type category provided that: D3.1.1 A person holds a valid Type Rated AME License in the appropriate category OR holds Personal Authorization/Company approval in CAT R Com/Nav / Radar. ISSUANACE / EXTENSION OF TYPE RATED AMEL D4.1 GENERAL AVIATION (UP TO 5700 KGS MTOW) D4.1.1 For Issuance / Extension of AMEL on General Aviation aircraft, following criteria shall be applied. D4.1.1.1 First Type rated Aircraft Maintenance Engineer License (AMEL) will be issued to a person having LWTR in relevant category after passing type written and type oral examination. The application for issuance is to be submitted at local Airworthiness field office on prescribed PCAA application form i.e. CAAF-145-AWXX-1.0. Following experience will be required for issuance of first type rating:

For 2nd Type rating or Extension of AMEL, Following criteria will be applicable: (The exemptions given in group 1AB, 7AB,8AB,12ABCD,15ABCD ,19 and 20 are given in table below)
Note: (i) The exemptions given in the table below are not valid for issuance of first type rating, for group classification please refer Appendix A. (ii) The exemptions are not applicable for cross categories. (iii) Type Course requirements are not applicable to the groups 1,2,3,4,7,8,12,15, 18 AND for groups 19 & 20(Except for air transport aircraft or defined otherwise) Requirements for extension of Aircraft Maintenance Engineer License ( NOT VALID FOR FIRST TYPE RATING)

AIR TRANSPORT CATEGORY / AIRCRAFT NOT AUTHORIZED TO CARRY MORE THAN 19 PASSENGERS (AIRCRAFT ABOVE 5700 KGS MTOW) D4.2.1 For certification of Air Transport category aircraft in CAT A,C & X, AME will only perform Certification if either Type Rating is endorsed on his AME License (Refer current issue of AWNOT-035) or has companys approvals( Ref Para D 4.6) on that specific type, or PCAA has allowed AME otherwise to certify the aircraft for limited period. For Cat R please Ref Para D 4.4. For Aircraft above 5700 Kgs MTOW but not authorized to carry more than 19 passengers the criteria will be as follows: D4.2.3.1 D4.2.3.2 For a person having LWTR in CAT A,C and X only, type course, type written and type oral examination will be mandatory for the Initial rating. For a person who is already qualified on similar aircraft or aircraft in higher groups can be exempted from type written examination only, provided the candidate has satisfactorily completed PCAA / manufacturer approved type course. Persons applying under PCAA approved Aircraft Induction criteria will be exempted from type written examination only. For experience requirements, please refer current issue of AWNOT-035.

HELICOPTERS/ROTORCRAFT (ALL WEIGHT CATEGORIES) D4.3.1 To obtain AMEL Type ratings on Helicopters / Rotorcraft, LWTR on Helicopters / Rotorcraft in category A & C shall be mandatory as a prerequisite. But for Category X and Category R, relevant categories of LWTR shall be mandatory as a prerequisite. For Initial Issue and extension the requirements are defined as follows:

CERTIFICATION IN CAT R (COMM/NAV/RADAR) D4.4.1 For Aircraft/Helicopter above or below 5700 Kgs MTOW, PCAA does not issue type ratings in CAT R, however one can certify the Aircraft/Helicopter after getting Certificate of Personal Authorization (Ref Para D 4.5) from PCAA or companys approval (Ref Para D 4.6). Persons having LWTR from type course and Personal Authorization 5700 Kgs MTOW will examination. in CAT R 5700 Kgs MTOW are exempted Type written examination only. Certificate of in CAT R on such aircraft / system i.e upto be issued on the basis of passing type oral

Persons already having companys approval/ Personal Authorization on aircraft above 5700 Kgs MTOW in CAT R and applying for aircraft above 5700 Kgs MTOW, but not authorized to carry more than 19 passenger, are exempted from type course and Type written examination. Certificate of Personal Authorization/Company approvals on such aircraft in CAT R will be issued on the basis of type oral examination.

CERTIFICATE OF PERSONAL AUTHORIZATION D4.5.1 Person having LWTR in CAT R, and working in organizations having no PCAA approved examination setup will directly apply to respective Airworthiness Field office on form no. CAAF-146-AWXX-1.0 along with the following for issuance of Certificate of Personal Authorization. D4.5.1.1 D4.5.1.2 D4.5.1.3 D4.5.2 Copy of LWTR Requisite experience Requisite Fees
The candidates will be assessed in type oral examination by Local Airworthiness field offices. Subsequent to the successful performance of the candidate in type oral exam, recommendations to HQCAA Airworthiness Directorate will be sent for issue of Certificate of Personal Authorization. On the basis of successful result, HQCAA Airworthiness Directorate will issue Certificate of Personal Authorization on form no. CAAF-039AWXX-1.0 for a particular Aircraft type which shall be valid for two (02) years and renewable on the basis of satisfactory performance of the AME duly authenticated by the engineering executive of that organization. The renewal of Personal Authorization Certificate shall be performed by respective Airworthiness field office under intimation to HQ Airworthiness Directorate.

COMPANYS APPROVAL D4.6.1 For a person having LWTR in any category, and working in an organization having effective PCAA approved examination system. PCAA may authorize the company to issue type approvals to their AMEs in CAT A,C,X or R as per PCAA approved system mentioned in their exposition manual.

D4.8
GROUP RATINGS D4.8.1 If an AME has 5 years of certification experience and has two ratings of Aircrafts/engines/systems of different manufacturer in CAT A, C or X in a same group, for which group rating is admissible (Ref Appendix A), the AME may apply for complete group endorsement on form CAAF-145-AWXX-1.0 to concerned Airworthiness field office provided that last rating was acquired atleast 06 months prior to the date of application for group rating. After assessment of the candidate followed by an interview, recommendations will be forwarded by Local Airworthiness field office to HQCAA Airworthiness Directorate for issuance of group rating. An AME having Group rating in a specific group can certify all the aircraft/equipment/system falling in that group and lower groups as well, provided group rating is admissible in that group. Renewal of AMEL having group endorsement will be performed by HQ Airworthiness Directorate. Application for renewal of such AMEL should be submitted in respective local Airworthiness Field office. For CATR procedure mentioned below is followed to get entire group privileges (aircraft upto 5700 Kgs MTOW). D4.8.5.1 If an AME has LWTR in CAT R, has three years of Certification experience and has been issued with two Certificates of Personal Authorizations/Company approvals on aircraft/ systems of different manufacturers, he/she may be authorized to exercise privileges of AME license on all the aircraft upto 5700 Kgs MTOW by PCAA in specific Categories of CAT R. This provision is not available for aircraft above 5700 Kgs MTOW. To obtain the Personal Authorization to certify all aircraft in CAT R upto 5700 Kgs MTOW, AME will apply on form no. CAAF-146-AWXX-1.0 to respective Airworthiness Field office after meeting requirement mentioned in Para D4.5 above. After assessment of the candidate followed by an interview, recommendations regarding issuance of Certificate of Personal Authorization will be forwarded by Airworthiness field office to HQ Airworthiness Directorate. The renewal of Personal Authorization Certificate shall be performed by concerned Airworthiness field office under intimation to HQ Airworthiness Directorate.
