http://www.youtube.com/watch?v=sEPYWGJalcI#t=11m20s Comments included criticism of the recent letter from the Atherton Police Officers Association, including that the requirement of having 3 officers patrolling the Town. Another member of the public spoke later in the meeting about the APOA because he was late to the meeting. Dobbie also made a comment in response to the APOA letter. The Mayor clarified that the Council was not consulted about the letter before it was mailed. She said the APOA is an independent organization not under the Council purview. She said she was not consulted about the response postcard that was included with the letter. Regarding the City Manager being required to live in the house in Holbrook Palmer Park, the Mayor sought to clarify a misconception. The City Attorney told the audience that it is unconstitutional to require an employee to reside in Town.

The City Attorney said that the proposed Charter was 90% completed. He said he expected a draft within the next two meetings. He said it was pretty preliminary and it would require a great deal of citizen involvement, including a ballot measure.

Dobbie said he was concerned about the long term viability of ShoreTel. He said he was concerned that they were running through cash and did not think they would be in business long term. 11. ACCEPTANCE OF FISCAL YEAR 2011-2012 BASIC FINANICAL STATEMENTS, REPORT ON COMPLIANCE WITH THE AGREEMENT FOR DISTRIBUTION OF SAN MATEO COUNTY MEASURE A FUNDS FOR LOCAL TRANSPORTATION PURPOSE, AGREED UPON PROCEDURES REPORT ON COMPLIANCE WITH THE PROPOSITION 111 APPROPRIATIONS LIMIT, AND MEMORANDUM ON INTERNAL CONTROL AND REQUIRED COMMUNICATIONS

Carslon asked if the best guess number is $16 million dollars. Dobbie said it seems like the Town doesnt have a full balance sheet like private companies would have that includes the liabilities that he observes are huge. They Mayor said she believes Dobbie is referring to the unfunded liabilities. The Finance Director said the current accounting policies dont require those liabilities to be shown in the balance sheet, but they will be included in the footnotes. Mark Wong, the Third Party Auditor, spoke. Dobbie said he didnt see any documentation of the physical inventory. He said the Town should be doing routine inventory. Wong said the current standard is every 5 years. Staff clarified that the Town does have maintained inventory that is verified at year end.

The Chief indicated that the Atherton Dames requested Middlefield Rd be closed for a fun run from HP Park. Carlson questioned why Fair Oaks Av was not included. Dobbie wanted to know if there was any consideration for charging these groups for the Police costs. Wiest also wanted to make certain that groups compensate the Town for any costs. He suggested that some mechanism be put in place that allowed residents to speak. The City Attorney said streets could be added easily, since this is a resolution.

The Public Works director said that if Atherton were to expand its underground system, it would lead to concrete gutters, changing the Towns rural chacter.

He mentioned in 2010 he was involved with the Easter Egg Hunt. 871 people attended; 13% were from Atherton. He said a census would reveal that users are largely not Atherton residents. He seeks numbers and a profile. Dobbie wants the little league grandstands and storage re moved from the RFP. The City Attorney reminded him that the voters approved putting in grandstands. He said it was not up to Dobbie to remove it.
