lnformation sheet (Vls) as indorsed by ASD Director J. Thaddeus p. Hernan, BAC Chairman.

The Memorandum of Acting Executive Director Sinocruz reads.

"Attached herewith is the Memorandum dated February 15, 2013 from Director J. Thaddeus P. Hernan, Chairman, Regular Bids and Awards Comrnittee (RBAC), recommending the adoption of the recommendation of the Technical Working Group of the RBAC on the proposed specifications and unit cost and delivery to the Regional Election Drrector Offices of the Voters lnformation Sheet (VlS), to wit: Paper Material Grammage

Please take note that the aforementioned unit cosi of the VIS includes delivery from the printer's premises to the REDO only. As provicled in COMELEC Minute Resolution No. 13-0186 dated February 5,2013, the Regional Election Directors shall still deter.mine the shipping costs from the REDO to the various Offices of the Provincial Election Supervisor, and submit the same to tht> Administrative Seryices Deparlment.
There shall also be a One Peso (Php 1.00) cost of distribution per
sheet, by way of personal delivery, marking the total cosf al Four Pesos and Thirty Centavos (Php 4.30). RespectfuIIy submitted for Your Honors' favorable consideration."

The Memorandum of Mr. Garcia addressed to Director Hernan states: "This peftains to yoLlr marginal note today regarding the determination of the specifications and price ceilings for the procurement of Voter's lnformation Sheef as per Minute Resolution No. 13-0186 dated
February 5, 2013.

Per review of the previous price ceiling (V/S used in 2010) and
consiclering the urgency in procuring said information sheet as mandated by Repubtic Act No. 7904, it is our humble submlssion to adopt the price ceilirtg of Php3 00 per sheet inclusive of delivery cosf esfab/lshed and authorized by the Honorable Commission En Banc in Minute Resolution No. 10-0451 , pltts ten percent (10%) thereof, or for a unit cost of Php3.30 per sheet. The 10o/o additional represents the maximum cap for inflation rate and other incidental charges for three (3) years from year 2010 to year 2013, as allawed ttnder COA Circular No. B5-55A, as amended. /t is well to underscore that the unit cost wonld cover the printing ancl delivery of printed \/lS from the printers' place of business or operation to the Offices of the Regional Election Director.

As lo the specifications, we recommend to adopt the following specifications of santple as approved by the commission En Banc per Minute Resolution Nc>. 10-0332 dated March 09,2010, with rnodification as to the size thereof :
