Shame and outrage returned to Delhi once again as gory details emerged of the rape of a five-year-old, who was kidnapped, starved and brutally tortured for two days. The victim was battling for life even as police hunted for the 25-year-old accused. Anger against Delhi Police mounted after the girls father, a mason, said they failed to even register his complaint when his daughter went missing. We went to police to register a FIR (First Information Report) but they refused. They never tried to find her, and instead drove us away, said the distraught man. Would it be wrong to say that they were led by a terrorist .The General went into self proclaimed exile and then returned on his own though this did not amuse the high and mighty.They were too happy to get their catch. Interestingly in the recent days when the exiled leader returned home he made a loud noise about his exploits against their eternal enemy .He even owned up certain facts which he had never done before but all his theatrics could fetch him was a lawyers dirty shoe, which missed its target. Only if the shoe could speak . His political career began with a coup and ended with a boo. He still denies all charges and tries to project himself as the only answer for the future of the beleaguered nation. It has now come a full circle and the fact is that he is not in a jail but where he lives is a jail. They are not treating the general, that generally .

Bestial Passions in Delhi

Entire nation was rocked by the ghastly gangrape that took place in Delhi last year. Cynics thought that at last Indias soul was stirring its collective conscience to life by demanding justice for its women. But alas the collective revulsion, protests and calls for justice got raped and dumped in the garbage in the form of a five year old minor girl. Rape of women is horrific enough but now a spate of child rapes has really marked a new low for India. The sheer monstrosity of de-

graded violence and humiliation that females in India are being made to suffer is inexplicable and cannot be treated as a mere law and order problem. There is something pathologically wrong with a society that has in large numbers, perverts who can inflict unspeakable tortures on little children not to speak of women. Laws will be made, copious amounts of newsprint has been and will be devoted to violence against women and endless debates shall occupy public mind-

space. The underlying reason for this stasis is a state of utter commodification and negation of women in our society. The society is simply not geared towards freedom of women to work, travel and be safe in public. Making our society safe for women requires a paradigm shift of attitudes that will occur over time. In the meanwhile all concerned citizens should make as much noise as possible over the issue to call attention to this despicable state of affairs. Silence is criminal!

More green cards, but none for siblings, adult children

The proposed changes to the US immigration law submitted on Wednesday by the gang of eight, the bi-partisan group in the US Senate, would increase the number of employment based green cards, directly benefitting applicants from India and China. The largest beneficiaries of the work visas currently hail from these two countries. Many Indians and Chinese immigrants now have to wait indefinitely for permanent residence, because of a per country cap of seven percent of the 140,000 employer sponsored green cards every year. The new legislation would get rid of this cap, freeing up more visas for immigrants. However, it appears the increased work visas come at a cost, according to a report in Hi India, the Chicago-based South Asian newspaper. Immigrant advocates have pointed out that the increase in employment visas are at the expense of family visas, according to the newspaper. Quoting officials from immigrant advocacy organizations, the paper noted that two family groups would be immediately affected. The proposed law eliminates the F4 visa category so that US citizens will no longer be able to sponsor their brothers and sisters. It also places an age cap on the F3 visa category so that US citizens can only sponsor their adult children if they are not more than thirty years old. The proposed legislation is considered the most radical change to American immigration law in quarter of a century. Lawmakers have said that the focus on skill based visas is to ensure that the United States regains its status as a magnet for talent from around the world. While several Asian American immigrant advocacy groups have welcomed the efforts in bringing immigration reform to the forefront, they have noted that the family immigration overhaul proposes changes that will dramatically restrict families from reuniting with certain loved ones. Family reunification is an issue considered especially important to Asian Americans. According to data collected by the National Council of Asian Pacific Americans, in 2012, 86 percent of visas issued for Asian countries were family-based. Asian American citizens sponsor nearly onethird of all family-based visas annually and in 2012, 48 percent of Asian immigrants granted legal permanent status did so through family visas. We applaud the bi-partisan Senate leadership for putting forth a proposal that is a substantial step in the right direction toward fixing our broken immigration system and a solid starting point for addressing the current backlogs, said Mee Moua, president and executive director of Asian American Justice Center (AAJC). Nevertheless, we are deeply concerned about the elimination of visa categories pertaining to siblings and married adult children over the age of 30.Hi India quoted another activist as saying, Eliminating the ability of U.S. citizens to sponsor their loved ones-brothers, sisters and adult married children 31 years of age and older-runs counter to the family values that are a cornerstone of our nation. It is also counterproductive since it limits the ability of immigrant families to contribute to the entrepreneurship and innovation that have been vital drivers of economic growth throughout our nations history. The activists also noted the positive changes in the proposed legislation. It redefines immediate relatives definition to include spouses and minor children of green card holders, allowing an expedited process not subject to numerical caps on green cards. It allows parents of U.S. citizens who immigrate to the U.S. to bring their minor children with them. It eliminates the family backlog over a period of ten years and permits family members awaiting green cards to live and work in the US. It also allows other family members to visit the US for up to 60 days per year. Meanwhile a new report by an organization, Business Forward, said that decreasing immigration would hit social security. If the number of immigrants in the U.S. were to decrease, the nations labor force would begin to shrink in 2015, putting even more pressure on an already taxed Social Security system, the report said.

Cheesy, colloquial flavour in Bwood film titles


titles, he said, adding that its a wonderful thing to go back to these titles. Film historian S.M.M. Ausaja points out how these catchy titles have been in use in Bollywood since the 1930s. They have been parallel to stunt films. Remember Fearless Nadias Hunterwali? Stunt films faded around the 1960s as mainstream commercial cinema took over and hence, these titles started fading as well, Ausaja told .Even mainstream heroes kept away from playing the sword-wielding macho men. Dilip Kumar was perhaps one of the first stars to take a sword-wielding role in Aan in the 1950s. These films are niche, but have a cult following, he added. No wonder a Rowdy Rathore, starring Bollywoods khiladiyon ka khiladi Akshay Kumar, ended up minting over Rs.100 crore at the box office. Among such forthcoming films is Revolver Rani, directed by Sai Kabir and co-produced by Tigmanshu Dhulia and Rahul Mittra. It features Kangna Ranaut in an action-packed role. Dhulia is also directing Bullet Raja, another movie set to have rustic stunts in a story based out of Uttar Pradesh and dealing with the underworld. Why such titles? I like guns. I like action. I like to make macho films. I couldnt do that before because that was the time for love stories, now its my turn, Dhulia told . So while some are attempts to capture the essence of the movie in their titles, others are moving away from the quintessential titles loaded with the tried-and-tested words - pyaar, khiladi, insaaf and dil. Its the age of a Matru Ki Bijlee Ka Mandola, a Mere Dad Ki Maruti or even a Jayanta Bhai Ki Luv Story. Something as street slang-like as Nautanki Saala, Ghanchakkar, Lootera, Besharam or Fukrey and even something as mundane as the term Rabba Main Kya Karoon are catching the fancy of filmmakers. Then, there are also funny films like Hum Hai Raahi CAR Ke and Phata Poster Nikla Hero. They are intriguing. Plus theres a dearth of titles. The titles of iconic films like Devdas and several Amitabh Bachchan movies have been used over and over again. And there has also been a bombardment of words like majboor, ishq, pyaar... So one tries to look for titles that are catchy. Theres a novelty value attached to it, Ausaja explained. The year 2012 too saw a slew of films with funky titles - Gali Gali Chor Hai, Tere Naal Love Ho Gaya, Chaar Din Ki Chandni, Bumboo, Life Ki Toh Lag Gayi, Mere Dost Picture Abhi Baki Hai, Shirin Farhad Ki Toh Nikal Padi, Jeena Hai Toh Thok Daal and Luv Shuv Tey Chicken Khurana.

Sample these: Revolver Rani, Rajkumar Rambo, Fukrey and Kuku Mathur Ki Jhand Ho Gayi. Creative and colloquial Bollywood film titles are keeping movie audiences, especially the masses, as intrigued as filmmakers want them to be. It seems Sanjay Leela Bhansalis 2012 production Rowdy Rathore set the pace for filmmakers to explore such titles, which were once confined to B or C-grade films. Hence, now theres a Bullet Raja, albeit with stars like Saif Ali Khan and Sonakshi Sinha playing the lead. Bhansali recently said he is glad other directors have started using these titles.Nothing cheesy about it. People erupt with ecstasy at such

More than 22 hours after the search focused on the younger brother, police officers in full body armour, carrying automatic weapons wrapped up their door-to-door search of the area, Col. Boston A 23-hour massive search for the second suspect in the Boston Marathon bombings ended with the capture of Dzhokar Tsarnaev, 19, a Russian American, after a massive manhunt that virtually shut down one of Americas oldest cities and its suburbs like Cambridge, where Harvard University is located. After announcing on Twitter the suspect was in custody, Boston police tweeted CAPTURED!!! The hunt is over. The search is done. The terror is over. And justice has won. Suspect in custody. The arrest came four days after two bombs exploded near the finish line of the Boston Marathon killing three people and leaving over 180 injured. Tsarnaev was cornered late Friday on a boat in a yard of Watertown, a

Obama: Boston Bombings an Act of Terrorism


President Barack Obama says Mondays bombings along the route of the Boston Marathon were an act of terrorism. Officials say three people died in the explosions and more than 170 were injured. Obama told reporters at the White House the bomb attack in Boston was a heinous and cowardly act and for the first time described it as an act of terrorism. Anytime bombs are used to target innocent civilians, it is an act of terror, the president said. What we do not yet know, however, is who carried out this attack or why. Whether it was planned and executed by a terrorist organization, foreign or domestic, or was the act of a malevolent individual. That is what we do not yet know and clearly we are at the beginning of our investigation. Investigation Meanwhile in Boston, federal, state and local investigators briefed reporters at a hotel not far from the scene of the bombings that rocked the city Monday. The FBI agent in charge of the investigation, Rick Deslauriers, says officials have received voluminous tips in connection with the bombings and investigators will follow the trail of evidence wherever it leads. This will be a worldwide investigation. We will go where the evidence and the leads take us, Deslauriers announced. We will go to the ends of the Earth to identify the subject or subjects who are responsible for this despicable crime and we will do everything we can to bring them to justice. Chechen Suspects
U.S. law enforcement officials say the two suspects in Mondays Boston Marathon bombing are legal U.S. residents of Chechen background, identified as 19-year-old Dzhokhar Tsarnaev and 26-year-old Tamerlan Tsarnaev. The elder brother died from wounds sustained during a shootout with police. Dzhokhar, the suspect wearing a white hat in pictures released after the marathon bombings, is known as Suspect Two to police, who said he is armed and dangerous. The brothers were believed to be living legally in Cambridge, Massachusetts, and have at least one sister. Central Asian past A young Chechen who lives in Boston and knew the family told VOA that the Tsarnaev family lived mainly in Central Asia before coming to the U.S. more than eight years ago. Multiple sources, including Temirmagomed Davudov, a school headmaster in Makhachkala, the capital of the Russian republic of Dagestan, say the Tsarnaevs are originally from Kyrgyzstan and are of Chechen ethnicity. The headmaster said the two Tsarnaev brothers attended his school and left for the United States in 2002. Friends in disbelief Friends of the two men say they were smart and athletic, the elder brother a boxer and the younger a wrestler. Dzhokhar Tsarnaev graduated in 2011 from Cambridge Rindge and Latin School, about five kilometers from the center of Boston. Eric Mercado, a friend of the younger Tsarnaev who graduated a year before him, told CNN Friday that no one wanted to believe that their friend was a terrorist, but that the white hat turned backward which featured in video footage of the suspect was a signature for Dzhokhar. World Condemns Boston Marathon Attack


Leaders from around the world, especially countries wracked by violence targeting civilians, are condemning the twin bombings at the Boston Marathon, which killed three people and wounded more than 100 others. Pakistans Foreign Office condemned what it called the terrorist attacks, saying the government and Pakistani people are deeply shocked and saddened by the despicable act. Pakistan has been battling a Taliban insurgency since 2007, and as a result has seen many bombings in public places, attacks that have claimed thousands of civilians lives. he Pakistani Taliban, which has in the past claimed responsibility for attempted attacks in the United States, denied having any role in the Boston bombings. In neighboring Afghanistan where the Taliban is blamed for most of the Afghan war civilian casualties, President Hamid Karzai strongly denounced the Boston attack and offered condolences and sympathies to the families of the victims. In India, Prime Minister Manmohan Singh responded by expressing his solidarity with the American people in the struggle against terrorism. In 2008, Indias commercial capital Mumbai was under siege for days as heavily armed militants launched coordinated gun and bombing attacks across the city. Somali President Hassan Sheikh Mohamud also spoke out against the attack on the innocent athletes and their supporters, calling the bombing the most depraved and vicious act of cowardice. At the same time, his countrys Islamist militant group alShabab mocked online those injured and killed. United Nations Secretary General Ban Ki-moon lamented the senseless violence, saying the incident was even more appalling because it took place at an event known for bringing people together from around the world in a spirit of

4 Mentally ill man chained to bed for 12 years


Churu (Rajasthan) Unable to pay for his treatment, and receiving no help from the government, the family of a mentally-challenged 33-year-old man in Rajasthans Churu district has kept him chained to a bed for more than 12 years now. The victim, Arif Kaji, is a resident of Sunjagarh town in the district, some 350 kilometres from state capital Jaipur. Arif lost his mental balance at the age of 21, after a prolonged illness. Arif was married and had three children by then. For the past 12 years, he has been living tied to an iron chain in a dark corner of his house, and receives no treatment. Rubeena, his wife, says Arif would suddenly turn violent and start throwing things out in a fit of rage. If he is kept free, he throws stones even at neighbours and shouts at them. I am his wife and it hurts a lot to see him chained like this, but this is the only way for me to keep him under control, Rubeena told IANS, adding that her husband suffers from hallucinations. Rubeena said she had sought medical help from doctors in her town and nearby places, but the condition of her husband did not improve. People say I should get him treated at a specialised hospital in a bigger city, but my money has now dried up and I dont know whom to approach, Rubeena said, explaining that she had taken her husband to public grievances camps organised by the district administration several times, but received no financial help. I am forced to work as a labourer to look after my three children and husband. The income is not enough to send the children to school, Rubeena said.

Bangalore Sixteen people were injured in a bomb blast near the ruling BJPs office in this tech hub, which Karnataka Deputy Chief Minister R. Ashoka dubbed an act of terror, while Union Home Minister Sushil Kumar Shinde ordered a probe to identify its perpetrators. A bomb-like material on a motorbike exploded around 10.30 a.m. injuring 16 people, including 11 policemen, near the BJP office at Malleswaram in north-west Bangalore, state Director-General of Police (DGP) Lalrokhuma Pachau told reporters here. After surveying the devastated area, Ashoka said the explosion near the BJPs state unit office in a residential locality revealed that the suspected terrorists wanted to inflict maximum damage to the party leaders and cadres and cause panic ahead of the state legislative assembly poll May 5. With hundreds of our cadres and leaders visiting the party office daily in view of the upcoming election and heightened political activity, it appears the terrorists wanted to target them by triggering an explosion in the vicinity, Ashoka said. Among the five civilians injured, three were women and two teenagers. The injuries are not so serious and no one is in a critical condition. They are being treated in a nearby (staterun) hospital, Pachau said. The stolen Suzuki motorcycle with a fake Tamil Nadu registration number (TN-R-3767) was parked between two cars. The blast ripped through the motorcycle and gutted both the vehicles. The explosion rattled doors and windows of surrounding houses. NADA finds boxer Vijenders samples negative


New Delhi Olympic medallist Vijender Singh can heave a sigh of relief after the sports ministry announced Tuesday that the boxers samples tested negative for drugs. The boxer was alleged to have consumed recreational drugs with sparring partner Ram Singh. The Beijing Olympics bronze medallist had submitted his blood and urine samples to the National Anti-Doping Agency (NADA) after being directed by the ministry. Vijender Singh along with four others was subjected to an out of competition test for banned substances. A full menu test was conducted which included testing for psychotropic substances. Tests were only carried out on blood and urine samples. The Ministry of Youth Affairs and Sports is glad to announce that on the basis of these tests none of the boxers were found to have used any banned substances in the recent past, said the ministry release. IIT coaching centre FIIT JEE to refund Rs.75,000 to student


New Delhi An IIT aspirant who quit a private coaching centre because of alleged poor facilities has got relief from Delhis top consumer court, which has ordered the institute to refund the Rs.75,000 fee to him. Delhi Consumer Disputes Redressal Commission member Salma Noor and Member (Judicial) V.K. Gupta pulled up FIIT JEEs Punjabi Bagh centre in west Delhi and ordered the refund to Prayank Madan, a resident of Vikaspuri in west Delhi. There are a catena of judgments of the national consumer commission as well as of this commission, that in case a student has attended (a course) only one or two days, then it is incumbent on the part of such institutes to refund the amount, the state commission said in a recent order. In the case in hand, there is a specific allegation that the institute is not up to the mark and the complainant had to discontinue it after two days, the commission said, dismissing FIIT JEEs appeal against a district forum order favouring Madan. The institute now has the option of challenging the state commissions order before the national consumer commission. The students mother Sunita Madan, in her complaint in the district forum, said her son attended only two classes at the institute Aug 2-3, 2008, as it was a very tough course. Also, the quality of teaching was not up to the expected level. She said when her son discontinued going to the institute she approached FIIT JEE to get refund of the fee but the officials refused to do that. The district forum June 19, 2010, held that the institute was wrong to hold Madans fee and directed FIIT JEE to refund Rs.75,000. The institute challenged the forums decision in the state commission and filed a written statement denying all the allegations and contending there was no deficiency in service on its part. Noor and Gupta dismissed the institutes defence and said: After going through the order of the district forum, we are in complete agreement with the law referred by it in the impugned order. While the complaint was pending before the forum, the institute was told to deposit with it the entire amount paid by the students mother. The institute has deposited Rs.79,415 and the district forum has deducted an amount of Rs.4,415 on the basis of the law laid down in various cases as referred therein and directed only the refund of Rs.75,000, the commission said. Madans mother said in her complaint that her son, who was preparing for IIT-JEE in a two-year classroom programme, went for inquiries July 31, 2008, and obtained admission into the course. For the course, Madan issued cheques for Rs.1.23 lakh. However, payment of one of the cheques, worth Rs. 44,944, was stopped by her after her son stopped going to the institute, the complaint said. As her son stopped attending the course, Madan wrote letters to the institute and sought a refund of the fee. The complainant said she wrote several letters but there was no favourable response from the institute, forcing her to move the district forum for the refund.

Nitish Katara murder: Court reserves judgement


New Delhi The Delhi High Court reserved its judgement on appeals of three convicts against a trial court verdict awarding them life imprisonment for abducting and killing Nitish Katara in 2002. A division bench of Justice Gita Mittal and Justice J.R. Midha reserved the judgement after all the parties concluded their arguments in the appeals whose hearing started April 16 last year. The court was hearing appeals of convicts Vikas Yadav, brother of Kataras friend Bharti, and Vishal Yadav, Bhartis cousin, and contract killer Sukhdev Pehalwan, who are serving life terms in Tihar Jail. The prosecution and the victims mother Neelam Katara have also filed appeals seeking enhancement of sentence of the convicts. They sought death penalty for the murderers. According to prosecution, Vikas and Vishal killed Katara on the night of Feb 17, 2002 after abducting him from a marriage party in Uttar Pradeshs Ghaziabad. The court decided to segregate the appeals filed by Kataras mother and the prosecution from that of the convicts and fixed their hearing for directions May 24. Vikas and Bharti are children of former MP D.P. Yadav. The prosecutor sought death penalty for the convicts and said: If the court does not give death penalty, my appeal would press for the maximum punishment. Senior counsel Ram Jethmalani, appearing for Vishal Yadav, sought a re-trial. Jethmalani said the trial was not conducted in accordance with law. We are very very much willing for the re-trial, and we wish the retrial to start from the prosecution of witness no.1, Jethmalani told the bench. Vishal was convicted in 2008 along with his cousin Vikas for kidnapping and murdering.

Kolkata The central government is probing the alleged heckling of West Bengal Chief Minister Mamata Banerjee and her Finance Minister Amit Mitra by student activists in New Delhi, Home Minister Sushilkumar Shinde said here . Banerjee and Amit Mitra were heckled April 9 by activists of the Students Federation of India, the students wing of the Communist Party of India-Marxist (CPI-M), when she went to the Planning Commission office in New Delhi for a meeting. Following the incident, Banerjee made a hasty return to Kolkata, cancelling her meeting with Prime Minister Manmohan Singh and said Delhi is not safe. She later complained of sickness and had to be hospitalised. The incident made the opposition, the BJP, accuse the Congress-led UPA government at the centre of failing to provide security to Banerjee and her minister.

Doyen of Indian industry R.P. Goenka passes away


Kolkata RPG Group founder Rama Prasad Goenka, a doyen of Indian industry and business titan of eastern India, died at his South Kolkata home after a long battle with cancer. Goenka, 83, is survived by wife Sushila and two sons Harsh and Sanjiv - both leading industrialists. While Harsh is now RPG Enterprises chairman, his younger brother Sanjiv is the chairman of RP-Sanjiv Goenka Group, after the tycoon amicably divided his entire business between them about three years ago. Goenka was chairman emeritus of both the groups, which have a combined turnover of around Rs.30,000 crore. Goenkas undivided business empire encompassed - CESC, Noida Power Co. Ltd., RPG Raychem, Spencer, CEAT Tyers, Saregama India (previously Gramophone Co of India), KEC International, Phillips Carbon Black, Fujitsu ICIM (now Zensar Technologies), Harrisons Malayalam, Firstsource Solutions Ltd. and RPG Life Sciences. New Delhi A day after it gave four weeks time to film star Sanjay Dutt to surrender to serve his remaining sentence in the 1993 Mumbai bomb blast case, the Supreme Court Thursday also granted a similar respite to seven other convicts. A bench of Justice P. Sathasivam and Justice B.S. Chauhan granted four weeks time to seven convicts on the grounds of ill health and advanced age. Those who were given the relief of four weeks to surrender were Zaibunisa Kazi, Ashrif Abdul Gafoor Parkar alias Dadabhai, Issaq Mohammad Hajwane, Altaf Ali Syed, Essa alias Anjum Abdul Razak Memon, Yusuf Mohsin Nulwala and K.C. Babu. However, the court denied similar relief to Yusuf Khan alias Kayum Kasam Khan. Zaibunisa Kazi, 70, was granted four weeks time on the grounds of her ailment as she is being treated for kidney cancer. In her earlier plea that was rejected by the apex court Tuesday, Kazi had pleaded that her sentence be kept in abeyance till her clemency petition was decided by the president. Hajwane, 88, and Dadabhai, 76, had sought more time to surrender on the grounds of their advanced age. They too, like Kazi, had urged the court that enforcement of their sentence be kept on hold till their clemency petitions were dealt by the president.

1984 riots: Verdict on Sajjan Kumar


New Delhi A Delhi court fixed April 30 for pronouncing judgment in a 1984 anti-Sikh riots case in which Congress leader Sajjan Kumar and five others are accused. District Judge J.R. Aryan would deliver the verdict. The Congress leader is facing trial along with Balwan Khokkar, Kishan Khokkar, Mahender Yadav, Girdhari Lal and Captain Bhagmal for allegedly conspiring and inciting a mob against the Sikh community in Delhi Cantonment area. Caracas Venezuelas acting president Nicolas Maduro narrowly won presidential elections with 50.66 percent of the votes according to official tally, which was rejected by opposition challenger Henrique Capriles. With 99.2 percent of the ballots counted, Maduro beat Capriles by a margin of less than 2 percentage points, said National Electoral Councils (CNE) President Tibisay Lucena. Capriles gained 49.07 percent of the votes. Other candidates got 0.26 percent of the votes and the turnout of Sundays elections was 78.71 percent, according to Lucena. In view of the tightly-raced elections, we have talked with the candidates, she said, adding that the results were irreversible. The Pakistani military has evacuated 16 people badly injured by Tuesdays powerful earthquake near the Iranian border, as relief operations in the region continue. Helicopters transported the injured Wednesday from Mashkal in Baluchistan province to the regional capital of Quetta for treatment. The military says hundreds of soldiers are helping in the overall relief effort, after the magnitude 7.8 quake collapsed homes and killed 34 people. The U.S. Geological Survey said the epicenter for Tuesday afternoons earthquake was near the Iranian cities of Khash and Saravan in Sistan and Baluchistan province. The region has experienced several quakes since then, including a magnitude 5.7 early Wednesday. Iranian state media said one person was killed by falling rocks after the initial earthquake. Provincial Governor Hatam Narouyi said Tuesday the epicenter was in a sparsely-populated area. The quake also shook the cities hundreds of kilometers from the epicenter, including the Pakistani city of Karachi. A British woman working in Karachi said the Pakistani commercial capital was not badly affected. We were in a room and I was talking to somebody and he suddenly said what is that? Earthquake waves spread around the world for just about any earthquake, but when it is a much larger earthquake it takes a lot longer time for them to calm down, even at farther distances from the epicenter. Bellini said the quake happened 82 kilometers underground, a relatively deep level that usually means damage is confined to the epicenter rather than being spread out. Abuja In some towns in northern Nigeria, it is estimated that hundreds of people die each year from snakebites. Health officials blame the deaths on the large variety of snakes and lack of modern facilities in the area. They are preparing to build a hospital that will exclusively treat snakebites. Snakebite victims in northern Nigeria are usually the people who have the least access to health care - subsistence farmers in remote villages. Many of these villages have no roads, and during the rainy season, some are completely cut off from the outside world as ravines fill with water. And its the rainy season when the snakes come out, said Rhoda Bassey, Rotary Internationals representative from the Snake Heaven Project - an organization that is working to make snakebite treatment more available in northern Nigeria. During the dry season, at that time the snakes go hiding, Bassey said. But once the first rain comes they start coming out and during the rainy season its very bad. As many as 16 victims from across northern Nigeria arrive daily at a Gombe state hospital to get free anti-venom during the rainy season, 20 beds, is not nearly big enough for all the victims, Bassey said. They can get the treatment anywhere but this is the only clinic that gives free. It was started by missionaries, but when the missionaries left 30 years back they handed it over to the government and it was a 20-bedded ward, she said. And like I told you, by the time we came into it they still had that 20-bedded. Not even one bed added to it. The Snake Heaven Project is an effort to expand the hospital and the government has purchased and cleared the land to build a 122-bed ward exclusively for snakebite patients. New Delhi The parliamentary panel probing the 2G spectrum allocation has blamed former telecom minister A. Raja, holding he had changed the cut-off date for the spectrum allocation and that Finance Minister P.Chidambaram had no role in it, informed sources said .The draft report of the joint parliamentary committee (JPC), circulated among the members, says it was a policy decision to give licences on first come, first served basis and not to go for auction of the spectrum, said the sources, adding the move was backed by Telecom Regulatory Authority of India. It further says that Raja changing the first come, first served policy and modalities of loss without notice amounted to an irregularity. The panel had seen its share of controversies with Bharatiya Janata Party (BJP) and Congress members engaging in verbal duels over summoning Prime Minister Manmohan Singh and Chidambaram. New Delhi A constable and three private detectives were named in the chargesheet filed by police in a Delhi court in a case related to the tapping of Bharatiya Janata Party (BJP) leader Arun Jaitleys phone. Chief Metropolitan Magistrate Amit Bansal took cognisance of the chargesheet filed by the special cell of Delhi Police and fixed April 30 for hearing. Constable Arvind Dabas and three private detectives Anurag, Neeraj and Nitish were named in the 32page formal set of charges. All the accused are in judicial custody for the alleged illegal tapping of Jaitleys phone. Police charged the accused under Indian Penal Code sections 420 (cheating), 464 (making a false document), 467 (forgery of a valuable security), 468 (forgery for the purpose of cheating) and 471 (using as genuine a forged document) and 120B (crim-

inal conspiracy) and under section 66 of the Information Technology Act. Along with the chargesheet, another 1,000 pages were filed, naming 36 prosecution witnesses. In most of the cases, the internet protocol address of Dabas was used, police told the court earlier. Counsel of Dabas had claimed that his client was falsely implicated.

Jammu Jammu and Kashmir Chief Minister Omar Abdullah Thursday declared that his government will not give any new project to the central government-run National Hydroelectric Projects Corporation (NHPC) unless it returns three major projects to the state. We are strongly and vehemently advocating return of Uri, Salal and Dulhasti power projects back to the state by NHPC to compensate the losses we are regularly bearing due to the Indus Water Treaty, he said at a public meeting in Kishtwar, about 200 km north-east of Jammu. The NHPC is putting hurdles in our efforts but let me tell them categorically that we will not give any project to NHPC in future to be executed by it individually unless it agrees to give back the projects we have asked for, he asserted. NHPC has taken full advantage of these projects and it is now their duty to return these projects for the economic betterment of the state without further delay. His statement follows the repeated criticism of the main opposition Peoples Democratic Party (PDP) that the National Conference governments had sold out the natural resources of the state to NHPC at a meager price - the state gets only 12 percent of the power generated by the NHPC from the projects it had constructed on the waters of the rivers flowing in Jammu and Kashmir. In the past, the state government had given project construction work to the NHPC because neither it had the money nor wherewithal to undertake work on the mega power projects. The only project that the state constructed - the 450 MW Baglihar on river Chenab - was also given to NHPC to be run for two years by the Omar Abdullah government in 2009. Omar Abdullah cited the recommendations of various panels to substantiate his claim for the return of the projects currently with the NHPC. The C. Rangarajan Committee, Working Group constituted by the prime minister and interlocutors have recommended the return of power projects back to the state by the NHPC, he said, adding he would continue to work tirelessly to make it happen. Punjab orders closure of 473 Three private schools arrested for assaulting woman in Ludhiana
Chandigarh The Punjab government has ordered closure of 473 private schools after they failed to implement norms of the right to education (RTE) act, a minister said. Education Minister Sikander Singh Maluka said the non-affiliated private schools have been asked to wind up their operations immediately. The Punjab government had been sympathetic towards these educational institutions for long. They had been time and again requested to adhere to the RTE act but they were in denial mode in implementing the RTE norms, Maluka said. He said that these schools were bound to get affiliations under the RTE norms for free and compulsory education. This forced the state government to take strict action against all these money-making institutions, the minister said. He added that nearly 37,813 students of these schools will be given admissions in government-run schools. The education minister said a fine of Rs 1 lakh would be imposed on the schools which do not follow the government order and continue their operations. The minister also said instructions have been issued to the director general school education to ensure closure of these private schools.

LeT operational chief arrested, guerrilla killed in Kashmir


Srinagar ALashkar-e-Taiba (LeT) guerrilla, involved in the killing of a sarpanch last year, was shot dead in a gunfight in Sopore after his location was disclosed by the outfits north Kashmir operational chief arrested earlier, police said. He was the mastermind in the killing of Sarpanch Ghulam Mohammad Yatoo of Palhalan Sep 10, 2012. Another terrorist Hilal Molvi alias Khalid of Palhalan escaped from the area shielding himself behind men and women working in the orchards. An AK rifle, five AK magazines, two pistols and five grenades were recovered by the security forces from the site of the gunfight. Ludhiana Punjab Police have arrested three men who allegedly assaulted a woman with iron rods and sticks earlier this month here, police said . Reacting to criticism over inaction in the matter, the Ludhiana police commissioner also suspended three police officers, including the station house officer (SHO) of Daba police station, for not carrying out their duties. The action came after the National Commission for Scheduled Castes and the National Commission for Women intervened. The victim in this case was allegedly beaten by four men with iron rods and sticks. The assault, which took place April 3, was captured on camera. Police officials said the woman had gone to meet the accused and demanded that they return the Rs.20,000 that they owed to her. After she insisted that her money be refunded, the men assaulted her with iron rods and sticks. Though there were other people present on the spot, none came to the rescue of the helpless woman. An elderly man and another woman were seen in the video trying to stop the men but they were also attacked. The victim was not only assaulted with the iron rods and sticks but was pushed to the ground and thrashed even as she cried for help. The victim had filed a complaint, leading police in Ludhiana, about 100 km from the state capital Chandigarh, to register the case. The case comes close on the heels of last months incident of Punjab police officers brutally thrashing a young woman in Tarn Taran district.

The victim was battling for life even as police hunted for the 25-year-old accused. As news of the beastly attack on the girl came out, a deeply disturbed Prime Minister Manmohan Singh said the shameful incident has once again reiterated the need for society to look deep within and work to root out the evil of rape and other such crimes from our midst. The news once again bought angry protesters out of their homes. Many massed at the hospital where the girl was warded since Wednesday morning after her family rescued her from the house of her abductor in Gandhi Nagar in east Delhi. Bansal, medical superintendent, Swami Dayanand Hospital. There were injuries on her lips, cheeks, arms and anus area, and bruise marks on her neck, suggesting that attempts were made to strangle her. The blood pressure was way below normal, the doctor said. The girl also had fever when she was admitted - and was in severe trauma. Doctors at AIIMS said the girl is in a stable condition and is being examined by a team of specialists. Anger against Delhi Police mounted after the girls father, a mason, said they failed to even register his complaint when his daughter went missing. We went to police to register a FIR (First Information Report) but they refused. They never tried to find her, and instead drove us away, said the distraught man. He said when the family finally found the girl Wednesday morning after hearing her screams, a police-

He also added that there are good hospitals in the vicinity and all students are insured.

The director and the unit members were dead against it, but Ranveers argument was that it is a really poignant scene and every stab of pain was enhancing his performance. Mumbai Short films served standalone in theatres are unlikely to find takers in the country, says filmmaker Zoya Akhtar, who has helmed a 25-minute movie, Bombay Talkies, a compilation of four short films celebrating 100 years of Indian cinema. Zoya, who has directed true-blue Bollywood movies like Luck By Chance and Zindagi Na Milegi Dobara in the past, joined forces with talents like Karan Johar, Anurag Kashyap and Dibaker Banerjee to put together Bombay Talkies. It has four stories - all different in content and flavour. The movie is hitting theatres May 3, but will its release open the doors for a theatrical culture for short films? I dont think this will ever happen, Zoya maintained. There might have been three or four different filmmakers coming together, but as a theatrical concept, (individual) short films dont work (here). Now you dont need it (a theatrical release). With internet, digital platforms and film festivals, you have so much that you can do. But (honestly), I dont think short film will be a huge theatrical culture, Zoya told. Zoya is, however, more than anything else, proud that she got to collaborate with such experienced directors. Hunger for life-work balance marks Indian youth


Gone are the days when earning money, buying a car or a flat were the sole aims of life -- young people in India these days want more out of life, and strive to balance personal life and work, often in that order of priority, a new study has found. The mantra for todays youth, the millennials, born after 1985, is You Only Live Once (YOLO). The Indian YOLO study, by the Tata Institute of Social Science (TISS), sponsored by Blue, a new soft drink, reveals that the youth in India do not look to employment as their final destination. They are also hungrier for experience than earlier generations. The millennials believe in exploring all new opportunities with fascination. They dont see a job as the beginning of a career, but as a new experience. If they dont like it, there is another one to experience, the study said. According to the report, around 54 percent of youth will consider a job with less work time and 89 percent of youth look for flexible timing while opting for a job. The Experience Generation counts the number of experiences as more important as compared to previous generations, for whom experience was counted in number of years of work put in. That is why perhaps they are not able to stick to any job for longer than a few months and rarely does the stint at a job stretch beyond a year at the beginning of the work life, the report said. The study said that while employers read this as poor loyalty, the truth is that millennials are signalling, through these thumbnail careers, the return of the management trainee

The study was conducted in Delhi and Mumbai, and 500 youth were surveyed.

The Lost Fragrance -Tale of magical realism, dark but uplifting too

And then theres the happy ending of course. Dasgupta says in his afterword that the idea for the book formed in his mind soon after his fathers death in 1993. other songs. The love ballad number is sung by the talented Mustafa zahid who has lend his soulful voice to this track. The lyrics are written beautifully and the song will surely force you to listen it on repeat mode. Laila- item song performed by Sunny Leone and sung by Mika Singh is definitely a foot tapping number. Lyrics penned by Sanjay Gupta and Anand Raaj Anand are quite bolder but on the whole this peppy number is quite enjoyable. Goli - The rock number by Meet Bros Anjjan is a highly situational track. Even the Vocals by Sudesh Bhosle, John Abraham, Anil Kapoor fails to leave an impression. Aye Manya- sung by Adnan Sami has an interesting beat.Though being a theme based song Adnan Sami takes the track to a next level.

Jaipur To tap its tourism potential, the desert state of Rajasthan is trying to prop up Sambhar, the largest inland salt lake in the country, as a unique attraction, Tourism Minister Bina Kak said. The state government is taking steps to restore basic tourism infrastructure at Sambhar (about 100 km from the state capital) to promote it as a unique destination, Rakesh Srivastava, principal secretary, tourism, said on the sidelines of the sixth edition of the Great Indian Travel Bazaar (GITB) here. New Delhi British oil major BP plc and Reliance Industries Ltd (RIL) sought a clear roadmap from the government on natural gas pricing. BP Group chief executive Bob Dudley and RIL chairman Mukesh Ambani met Montek Singh Alhuwalia, deputy chairman of the Planning Commission, and discussed the issue of new price for gas from the RIL consortium-operated KGD6 fields which will be applicable from April 2014. The current price of gas from KGD6 is $4.2 per million metric British thermal unit (mmBtu). They are very concerned, they are very keen that the government comes out with a view (on gas pricing). That process is under way. Washington Lowering Indias growth projections by just a notch, the the International Monetary Fund (IMF) predicted that this will rise to 5.75 percent in 2013 and 6.2 percent in 2014. IMFs latest World Economic Outlook (WEO) released here Tuesday attributes the projected rise in Indias growth to improved external demand and recently implemented pro-growth measures. The new projections however, are 0.2 percentage points lower than those for for 2013 and 0.1 percentage points lower than those for 2014 in IMFs January update of the WEO Significant structural challenges will also likely lower potential output in India over the medium term and also keep inflation elevated by regional standards, it said. Projecting global growth at 3.3 percent in 2013, up to 4 percent in 2014, the IMF said the global economy is expected to continue mending gradually with developing, emerging economies persisting in leading global growth. But with old dangers remaining and new risks emerging, policymakers cannot afford to relax their efforts, it warned, noting recovery was uneven in advanced economies with private demand in the United States improving faster than in the Euro area. In emerging markets and developing economies, fiscal policy is expected to remain close to neutral, the IMF said as elevated growth will push debt ratios farther down to 30 percent of GDP by 2018. However, some countries continue to face significant fiscal challenges, it said, citing the example of Middle Eastern oil importers with high energy subsidy spending, several emerging European economies and India. Activity in emerging markets has been strong but less so than projected during the past couple of years, the IMF said. While cyclical factors have played a role, so have permanent shocks - markdowns to medium-term output have now reached almost 4 percent since the September 2011 WEO. Policymakers must carefully consider the risks of policies falling behind the curve and becoming pro-cyclical, which would amplify rather than modulate the cycle, the IMF said voicing a concern that too much of the recent downturn is attributed to cyclical rather than structural factors. In countries like India, Brazil and Russia, for instance, supply factors, such as infrastructure or labour market bottlenecks, and domestic policy factors, such as policy uncertainty and regulatory obstacles, have contributed to the recent stalling of investment, it said. In Asia, growth has already returned to a healthy pace in China. External demand, solid consumption, a better monsoon season, and policy improvements are expected to lift activity in India too, IMF said.

H7N9 wipes 10 billion yuan in business

During the year, the liquor maker sold nearly half a billion 750 ml bottles of its whisky, rum and brandy franchise under its flagship brand. Bangalore Bangalore Ltd. has met its revenue forecast for its global IT services in the fourth quarter (January-March) of the 2012-13 fiscal, but projected flat growth for the first quarter (April-June) of this fiscal (2013-14) in dollar terms, as the global environment continues to be challenging. Though IT services revenue grew 13 percent year-on-year (YoY) in rupee terms to Rs.8,554 crore (Rs.85.54 billion) in the quarter under review (Q4), growth in dollar terms was 3.2 percent YoY and 0.5 percent sequentially to $1.59 billion as projected in mid-January. With the environment remaining the same, the global software major said revenue from IT services in the first quarter (Q1) of FY 2014 would be in the range of $1,575-1,610 million ($1.6 billion average) in dollar terms. For the entire fiscal (FY 2013), net profit grew 19 percent YoY to Rs.6,636 crore (Rs.66.4 billion) and total revenue 16 percent YoY to Rs.43,361 crore (Rs.433.6 billion) as per the Indian accounting standard. AIFF invites bids for new I-League clubs


New Delhi The All India Football Federation (AIFF) Thursday invited bids for new clubs to be a part of the I-League. The winning bidders will be granted the right to own and operate a new club which will compete in I-League from 2013 onwards and have the opportunity to compete in the AFC Club Competitions.
