2 House Bill 521 Presents Potential Impact on KOZ/KOEZ


Program
House Bill 521, which recently passed a vote of the House of Representatives, presents several impacts
to the KOZ/KOEZ program should it pass the Senate and be enacted in its current form. The bill,
which does present some favorable opportunities, amends the definition of “contiguous” to say that
connection by means of a legal right-of-way such as a road, street or rail line is not in fact contiguous.
This change could mean that sub zones now considered contiguous and legitimate under the KOZ/
KOEZ Program would be disallowed under HB 521 if enacted as currently written.
HB 521 has not yet passed the Senate and PEDA is in discussion with Senate officials concerning
possible amendments to this bill. A PDF copy of the bill is attached in the e-mail that carried this

3 Former DCED Secretary McCullough Launches Consulting Firm


Griffin Holdings Group, LLC and Stevens & Lee recently announced that Griffin and former DCED
Secretary Samuel A. McCullough have jointly launched McCullough Consulting Group LLC, and
that McCullough will serve as a consultant to Griffin’s investment banking unit and Stevens & Lee’s
government affairs unit.
McCullough Consulting Group, headquartered in Reading, will offer a full range of management
consulting services with an emphasis on economic development, trans-national transactions and the
business and strategic aspects of capital formation and corporate growth. PEDA wishes the former
Secretary all the best in his new endeavor.
