What were the procedures , rules and responsibilities of the ministry/dept pre devolution?it were the the same but subservient to control from islamabad. 2. What is the hierarchy of governance structures in Pakistan (Pre and Post Devolution)?it were Supremacy of fedration in pre period and is now supremacy of the fedrating units 3. What is happening post-devolution?planning,monitoring according to local needs in consonsance with supremacy to consultations at grass root level bottom up approach. 4. How is the transition taking place?it is smooth to the aspiration of local communities and their heritage with supremacy to national integration as the vision for sustenance to the federation 5. What is the source of Budget pre and post devolution?it is based on the local indigenous rsource base and realistic in post scenario in contrast to trickle down effect after concentration in the center 6. What potential policies are there for re-use of World Heritage Sites to generate development?its opening up as places of respect and honour for those who still believe in them and its joint people centered upkeep as rich treasure of the past for future generations thereby creating a chain of multiplier activities to enhance income and better conserve them 10. What is the way forward:peace,tolerence and more accomodative percepts with better avenues of enterising ventures leading to a global village of humanity in contrast to self centered aspirations giving tranquility the lead role for a sustainable economic futuristic vision at grass root level 3. Key Challenges - Developing networks, evaluating capacity and knowledge gaps, issues of resource allocation and other constraints in place:it may take sometime that the dust settles down and the reviving of heritage processess takes a firm footing that is already visibly apparent within civil society and academia 1. What are the capacity gaps personnel , training, institutional/technical support, competencies etc:these are all relative as the local populace had been outside the thinking process and working outside their original destinations would be returning back as a natural phenomenon being now the owners of their future so to say it isn't a constraint in the long term rather ultimately the strength and resource 2. What are the knowledge gaps:its the missing link of properitory and ownership that has been restorted to the people at the grass root level thereby making its own way to refill the blanks 3. What are the resources allocations:very considerable that would stregthen with each passing moment for a much better future as the benefits would directly accrue to host communities at grass root level as empowerment in all sphers of life 4. Is this the right direction:yes perhaps it would deminish the feeling of distrust and igonring appttitude thereby eleminating the might is is right effect with sharing and consensus and ultimately abetter avenue to self develeopment collective wisdom and more income at the grass roots

Positive or Negative?it has been returning of people assets to them rather than forcing people to give up their precoius belonging of tangible and intangible heritage 6. What are the major constraints you are facing now and will face later:it would be the over shadowing of the vision with too many cooks spoiling the broth intially ultimately settling down for rationality logic and fair play by all stake holders to the best of their intellectual abilities resulting into collective wisdom for prosperity more realistically 7. How can we fill these capacity and knowledge gaps?this is a natural evolutionary process more suited to take its lead from within the internalised collective wisdom and no solution imposed may work

Culture and Development -Potential entry points e.g. eco-tourism, cultural tourism, culture & industry:the understanding to friendly market the existing hospitality in a phased manner as agreed by all stake holders to begin with using existing gusts staying places as clean guest houses at grass root level with local cuisines -intangible/tangible cultural assets, World Heritage Sites, public-private partnerships etc:the domesticised branding for local market consumption with local wiadom intially and taking civil society and academia on board. - Potential for investment and promotion of development:its the indigenous knowledge that needs to be collectively applied with consensus and leaving it to grow with its learning from best practices over a time span determined by evolution 1. What was the relationship between culture & economic development leading to poverty alleviation in the previous system:it is mutual partenership building at grass root,private and public level that determines the mood of the society for achieving a level of sufficiency in basic needs prelimanary thereafter moving ahead with deligence to accomodate the diversities as stregths inculcating human values in global terms making up for enterprising ventures at all levels with a blend of all the segments of the society as esteemed partners towards achieving it 2. Has the percentage of culture heritage & tourism as an industry and economic linkages increased in the post devolution agenda?considerably for its being the return of loacal ownership to the communitiers thus empowering it to make their own way to move ahead 3. What strategies can be employed to generate economic development through cultural assets/heritage (festivals, events, tourism, etc.)?promoting harmony and tranquility is the first visible outcome that is coupled with honoured ownership of traditions having enterising oppurtunities for heritage revival creating a multiplication of each unit of money spent reaching every one at grass root level

with out depleting resource base and putting to use the existing available hospitality as an avenue to craete more revenue for the people 4. How can cultural assets/ heritage/ tourist sites be maintained sustainably?an appropriate portion of the income generated by mutual stake holder consultation has to be reinvested for upkeeping in the form of conservation and publicising on a contineous basis to generate a sustainable system management that is automated with rest of the half of the portion of income used for consumption and increasing infrastructure for access and safety 5. Can culture/heritage/tourism be marketed in a better way?it is self driven with sincere sharing of decision making through out among the stake holders rather than injecting ready made solutions or its more evolutionary that being the key to persistence sustainabilty and perpituality 6. What are current constraints/ problems with marketing/development?less sharing of informationand decision making at the grass root level and among all stake holders that certainly requirtes time to be trustworthy and effective

How can unesco fill the gaps and move forward to consolidate culture/heritage/tourism:unesco has global experiences that may be sharedf with grass root level communities,private sector and public sector liason for adoption into local system management for avoiding mistakes and improving banking on successess including promoting harmony among segements of communities for uniforming the thought processess into actions 8. Is culture something that needs to be marketed or preserved?culture is humanity driven organic evolution with caste,creed or any other preconcEived notions and needs promotion as such marketing is best suited to factory processed products and culture requirtes reinforincing of peace and tranquiliting blended into loacal percepts and has to dealt as such
