Key results for 2007 HIV section, UP Primary prevention

30% of young people in 2 districts and one (1) convergent districts will have good information on preventing HIV transmission ( denominator of number young people to established in each district based on district situation analysis) 2 teachers in all government schools will be trained (if there is a short fall in 2006), and 70% of schools will have access to 16 hours Life Skill Based HIV Education curriculum

20% increase of HIV awareness among young people from the current level of 30 - 34% Communication plan will be developed and implemented to support GoUP and partners. Prevention of parent to child transmission

Nevirapine uptake to be increased to 80% at the medical college level facility (PPTCT) To advocate and initiate mechanism to follow up of Mother Baby pairs by 6th week where ART is currently available (for DNA PCR sample collection, initiation of ART/co trimox prophylaxis, immunization and counselling for infant feeding; currently UP has 3 ART centres) Advocate and support GoUP to establish PPTCT service delivery by private sector

% of PCR positive kids at 6 week follow up at PPTCT centres put on ART Paediatric AIDS where ever ART centres are established 25% of all <15 yrs are on ART programme in the focus district

Attachment 2: <<name of project>> Annual Review for 2006 Due October 31, 2006 a) Purpose of the Project: HIV programme in UP will be completing two years by end of 2006. The main thrust area for UNICEF in 2006 UP was to set up system and influence policy to scale up Primary prevention through Adolescent Education Programme (AEP) in Govt. Secondary schools. Another key area was to strengthen initiatives of GoUP, UP SACS to increase coverage among high risk group. Developing resource pool and making HIV information available and accessible to students of class IX XII in all govt schools. Establishing management system to accelerate AEP Policy advocacy to integrate Life skill based HIV Education in to secondary school programme Conduct situational analysis to generate evidence for strengthening HIV programming in the state Developing multi-sectoral plan to reach young people in the convergent district Advocacy and support to ensure increased coverage of high risk groups in the state Develop state resource pool for PPTCT training and train 18 teams to establish PPTCT services at the district level Media advocacy and communication programme to enhance access to and utilization of services b) Resources Used: total approved budget and summary of the funds which were actually available to the Programme Component in 2006 Regular Resources : 45,000 Other Resources: 267000 Total: 312,000 c) Results Achieved: information in this key section is structured as follows: Planned activities were completed (in the process of completion) and most of the areas except for implementation of PPTCT. Scaling up of PPTCT is in the process, and is expected to be completed by December 2006. UNICEF HIV programme has created a specialized technical space for it in UP resulting in better partner ship with SACS and Education Department. There is a proactive environment and enhanced working relation ship. Main Activities undertaken and the specific Results Young people have been reaches through AEP , implemented by Secondary Education Department. 420 District resource persons are trained to support teachers training in all the schools. Policy decision was taken and communicated to all the Govt. Secondary schools to implement 16 hour curriculum of Life skill based HIV (LSB) programme To enhance implementation of LSB, a lesson on HIV has been included in to text books of class IX & X. Text books are already available in the market Monitoring and programme management systems are set up at the district level with the support of District Inspectors of Schools and Joint Directors at the commissionary level. UNICEF supported AEP cell is functional at the state level to provide technical, administrative and monitoring support, a consultant for support to the Education Department for programme coordination is also in place. Situation analysis was carried out in the convergent district to identify priority blocks based on analysis of vulnerability factors District Situation Analysis will be completed in 6 selected (vulnerable as per VCTC/PPTCT data ) districts to generate evidence to support planning for next phase of the programme in the state

Programme systems are in place to increase awareness among young people in the convergent district and by the end of 2006 30% of the vulnerable adolescents will have access to HIV information in the convergent district District resource pool created and partner ship established with local agency to implement BCC out reach to young people in the convergent district Technical and financial support provided to GoUP for reviewing Targeted interventions and developing strategy for maximizing coverage and effective implementation of the same State resource pool developed (trainers), 30 trainers received specialized TOT on PPTCT 20 PPTCT teams will be trained by end of 2006 and GoUP will establish 20 district level PPTCT centres. Consultant support provided to Go UP to provide technical and administrative support to scale up PPTCT programme. Youth participation encouraged through state level net work of NCC, Sate wide awareness campaign and training for developing internal resource in NCC was conducted. And also supported pilot project initiated by GoUP through Lucknow University Media sensitization and training of media persons, including traini9ng on HIV reporting, exposure visit to high prevalent state & vulnerable districts (in UP) were undertaken in partner ship with media agency Advocacy and support to enhance capacity and participation of PLHA in the state to enhance linkages, services and community participation

Critical factors or constraints affecting performance under this project during 2006, either external or internal, and any lessons learned by the programme partners in addressing these constraints; Programming in the Resource limited setting; depending on external resources is highly time consuming expensive and process driven There is a need to develop best practices and bench marks with in the state for quality assurance Initiation of the programme does not guaranty effective implementation. There is a need to scale up monitoring and review mechanism Multi-sectoral programming and partner ships need to be developed to increase general awareness on HIV issues to complement and sustain focused activities like AEP and PPTCT programme.
