Attachment-7 Technical code for designing fossil fuel power plants (DL 5000-2000) (DL 5000-2000)

Following are the extract from Chinese Code for Fossil Fuel Power Plant Unit Protection Scheme.

12.6 Thermodynamic protection 12.6.1 Thermodynamic protection shall conform to the following: 1. The design of thermodynamic protection system shall have measures to prevent mis-action and refuse action, mis-action instruction shall not be generated when the power supply of the protection system interrupts or restores. 2. Thermodynamic protection system shall obey the following independence principles: I. Boiler and turbine trip protection system shall be equipped with independent redundant logic controllers. II. Protection system shall be equipped with independent I/O channels and electrical isolation. III. Redundant I/O signals shall be inputted into different I/O modules. IV. The on-off instruments and transmitters to trigger the protection signals of tripping the unit shall be independent, and shall be first got into unit protection system where have to share the signal with other system. V. Unit trip instruction shall not be transmitted through communication bus. 3. Unit trip protection loop shall perform the trip test without stepping out protection functions or interrupting unit normal operation for 300MW or greater units. 4. Trip push buttons for Master fuel trip (MFT), turbine trip and generator stepping out shall be mounted on the control consoles, and trip push buttons shall be directly hardwired to driving loop of boiler trip and turbine trip 5. The clauses of boiler trip, turbine trip shall be recorded through sequence of event (SOE) .The event retrospective function shall be designed for unit plant. 6. Thermodynamic protection system instructions shall be prior than any other instructions, as that is the principle of protection first. 7. Any operation devices for operator which are used for switching in or Page 1 of 4

switching off protection loops shall be forbidden to arrange. 12.6.2 Unit protection functions shall be accomplished through programmable logic controller (PLC) or relays while unit protection function is not integrated in distributed control system (DCS). When PLC employed, it shall communicate with DCS, and send supervision information into DCS. 12.6.3 A unit trip protection shall be resulted from any of the following conditions: I. II. III. IV. Boiler failure trip; Turbine failure trip; Generator main protection action; Generator stepping out regardless of clauses where fast cut back (FCB) function not applied.

12.6.4 Boiler protection shall have the following: 1. Boiler feed water system protection shall have the following: I. Drum level protection of drum boiler; II. Feed water flow very low protection of once-through boiler; 2. Boiler steam system protection shall have the following: I. Main steam pressure high (over pressure) protection; II. Reheating steam pressure high (over pressure) protection; III. Reheating steam temperature high water spray protection; 3. Boiler furnace safe protection shall have the following: I. Boiler purge; II. Oil system leakage detection test; III. Furnace flame loss protection; IV. Furnace pressure protection. 4. A master fuel trip(MFT) instruction shall be resulted from any of the following conditions during the boiler operation: I. Boiler manual trip ; II. Loss of all flame; III. Finance pressure very high/very low; IV. Drum level very high/very low; V. Loss of all FD fan(s); VI. Loss of all ID fan(s); VII. When coal burners in operation, loss of all primary fan(s); VIII. All fuel shut off; IX. Total airflow very low; Page 2 of 4

X. Furnace safe supervisory system power loss; XI. Other trip conditions according to boiler features, such as excess temperature of reheater while dry combustion shall be prohibited or loss of all boiler water circulation pumps for forced circulation boiler. 12.6.5 Turbine protection shall have the following: 1. A turbine trip shall result from any of the following conditions during the turbine operation: I. Turbine over speed; II. Condenser vacuum very low; III. Lube oil pressure very low; IV. Bearing vibration high; V. Axial displacement high; VI. Generator cooling system failure; VII. Turbine manual trip; VIII. Turbine digital electro-hydraulic control system power failure; IX. other protection items provided by turbine, generator manufactory; 2. Turbine shall further have the following thermodynamic protection : I. Extraction steam opposite flow prevention protection; II. Low pressure cylinder excess temperature prevention protection; III. Turbine water penetration prevention protection; IV. Turbine vacuum low protection; 12.6.6 Thermodynamic system shall have the following protection in power plant: I. Deaerator level and pressure protection; II. High and low pressure heater level protection; III. Turbine by-pass desuperheating water pressure low and outlet temperature high protection. IV. Air cooled unit related protection. 12.7 Thermodynamic protection of important auxiliary equipments(such as feed water pumps, FD fan(s), ID fan(s) etc.) shall be designed according to the operation requirements of the power plant thermodynamic system and combustion system, and refer to the auxiliary manufactory technical requirements.

5.1.4 Unit coordinated control system shall coordinately control boiler and turbine to meet the requirements of unit plant which rapidly responds to load instructions and to keep stable boiler and turbine operation. It is predicated on the following optional operation modes: -Boiler-turbine coordinated control mode; -Turbine follow control mode; -Boiler follow control mode; -Manual control mode. 5.1.5 Unit analog control system shall meet the requirement of sliding pressure operation. Controlled variable shall satisfy the requirement of related technical rule for unit inspection and acceptance in load change from minimum no oil fuel coal-fired load to 100% MCR load. 5.1.6 Switching logic and undisturbed bidirectional switching function shall be predicated for control mode switching of boiler and turbine coordinated control system. Manual/auto operation, corresponding status display and undisturbed bidirectional switching function shall be predicated for controlled objects or control items. 5.1.7 Soft manual/auto operation shall be implemented, when distributed control system adopted. 5.1.8 Unit coordinated control system shall be coordinated with turbine electro control system. Coordinated control system gives turbine power or turbine governor valve opening commands to turbine electro control system according to the unit load instructions. Turbine electro control system shall have the features to directly respond to the changes of system frequency. Coordinated control system shall automatically switch to suitable operation mode to assure process parameters within normal operating range when some clauses restrict the turbine governor valve control. 5.1.9 Boiler control system shall be consisted of several subsystems and shall coordinate the operation of these subsystems during the boiler whole load range operation. The forward feedback control policy shall be adoped for these subsystems to accomplish boiler sensitive, safe, rapid and stable operation.
