o civilized society can function effectively without an effective government. All countries use government as a mechanism to provide services that benefit all citizens: police, judicial services, national defense, and municipal services. Government also serves as a means of making some of the most important collective decisions: nature of the health system, education system, water and sewage system, roads and highways system. Given this pervasive nature of government, its performance has a direct bearing on the welfare of citizens. Enhanced government effectiveness not only affects the welfare of citizens in the short run but also in the long-run. In the increasingly globalized world, government effectiveness is the key determinant of a country's competitive advantage. Experts agree that in the long run, race among nations will be won or lost not on the basis of comparative advantage arising from resource endowment, but by the competitive advantage created by effective governments. This workshop on Government Performance Management is inspired by our belief that returns from improving effectiveness of the government are immense. Further, we believe that the majority of these benefits accrue to the socially and economically weaker sections of our society. Hence, we do not believe that there is a trade-off between efficiency and equity. Extra effort spent on improving government efficiency is likely to do more good on the margin than spending it on a program that does not work effectively. International experience suggests that 80% of the performance of any organization is determined by the quality of its systems. Hence, the focus of the workshop is on practical tools and techniques for improving systems of performance management in government. The main focus would be on developing a results-based Performance Management System. However, to improve perception about government performance, we also need to focus on (a) management of citizen / client interface with the government, and (b) grievance redress systems.

WORKSHOP CONTENT
This is a very comprehensive training workshop and is tailored to be useful to participants with varying degrees of previous background in designing and implementing performance management systems in government. Both experienced professionals and newcomers will find it useful and enjoyable. WORKSHOP OBJECTIVES
purpose of the International Workshop on Government Performance Management is to summarize and convey to the Workshop participants both theory and international experience with regards to cutting-edge tools and techniques for improving performance of government departments as well as public sector enterprises. Participants will be provided with an overview of the necessary knowledge and skills required to design and implement systems for improving Government Performance. In addition, they will be provided with the necessary training resources to share their experience with a much larger audience in their home countries. The International Workshop on Government Performance Management exists for the purpose of furthering the development of a community of practice and network of professionals who can continue to enrich each other with their experience in improving performance of their government.

Who Should Attend?


The Workshop is intended for senior Government Officials, Public Enterprise Managers, Professional Economists, Management Consultants, Journalists, Academicians, and Politicians concerned with improving performance of their governments in their countries. It is expected that all participants will be university graduates, but candidates with other qualifications and/or relevant work experience will also be considered. Since also all work is done in English, prospective participants must be fluent in speaking, reading and understanding English.

Location
This Workshop will be held at one of the finest hotels in New Delhi, the capital of India. Delhi has been the seat of power for several rulers and many empires for about a millennium. The city's importance lies not just in its past glory as the seat of empires and magnificent monuments, but also in its rich and diverse cultures

About IPE
The Institute of Public Enterprise (IPE) is India's premier Business School located at Hyderabad and is recognized as a "Centre of Excellence" by the Indian Council of Social Science Research (ICSSR), Ministry of Human Resource Development, Government of India, New Delhi. It has also been recognized by eight universities in India for guidance of Ph.D. scholars. It has developed strong linkages with industry, government and academic institutions and is the founder member of the Association of Indian Management Schools (AIMS).

Training Methodology
IPE professionals are sensitive to the needs of policy makers and have developed a very practical and highly successful approach to training. Participants will be provided with latest information on developments in the field of Government Performance Management by means of lectures, panel discussions, group discussions and management films. Participant discussion of case studies and self study assignments as well as preparation and presentation of hypothetical Performance Agreements provide the participants with intensive first hand experience.

Lead Faculty
Dr. Prajapati Trivedi is currently Secretary to Government of India and heads the Performance Management Division, Cabinet Secretariat, Government of India. Prior to joining Government of India, he was a Senior Economist for the World Bank, Economics faculty at the Kennedy School of Government, Harvard University, and a Chaired Professor at the Indian Institute of Management Calcutta (IIMC). He has led the implementation of Performance Monitoring and Evaluation System (PMES) in 80 departments of Government of India, 760 Responsibility Centres under these departments and 13 States. An internationally recognized expert, Dr. Trivedi has worked in more than 25 countries and authored number of books on public sector management issues.

In addition to the above lead faculty, there will be a large number of very experienced workshop faculty members from international organizations, universities and government departments.

Costs
The tuition for the two week Workshop is $5000 (INR-2,75,000). Unlike many similar programs, the accommodations are single occupancy and in one of the finest hotels of Delhi. Tuition Fee must be paid to IPE by June 10, 2013. Until the Tuition Fee is received, an otherwise qualified candidate will be admitted only provisionally. Participants will be responsible for the cost of travel between their homes and New Delhi. They will also require an allowance sufficient to cover the cost of local transportation, laundry, telephone, dinner and other incidental expenses. $40 per day will be adequate to cover such expenses. Please note that health insurance for participants is not provided by the Workshop. We strongly recommend that all participants obtain health insurance prior to departure from their country.

Visas
Each participant is responsible for the necessary visas and other travel documents required to attend the Workshop. Applications should be made as early as possible to allow sufficient time for visas to be issued.

Funding
IPE is not in a position to offer financial assistance to applicants. Participants have been traditionally funded by their own organizations or through technical assistance portions of loans from bilateral and multilateral agencies such as the World Bank, African Development Bank, Asian Development Bank, the United Nations Development Program or the United States Agency for International Development (USAID). Participants are advised to contact the local representative offices of these organizations for the possibility of financial assistance.

What to Expect
This training workshop is organized as an adult learning program. We depend heavily on active participation in various types of "hands on" exercises such as small group discussions, simulation exercises that require preparation and study by each participant. Our training includes approximately six hours of classroom activities (or site visits) per day and will require approximately two to three hours of individual or group preparation per night by each participant. This program is not a conference: active individual participation, full attendance, and completion of assigned exercises are required to successfully complete the workshop requirements and to receive a certificate.
