Swaniti Policy Exercise

You have been selected to help Member of Parliament, Mr. ABC, who is currently in the middle of his term (two years have passed since election). He feels that despite his consistent efforts, the situation in education and health care have not improved significantly in his time as an MP. The adult literacy rate has moved from 45% to 47%, while infant mortality rate has risen marginally from 65 in 1000 to 69 in 1000. The incidences of dengue have risen in the past two years. He has had private organizations knock on his door ready to pump in funds. There is also the possibility of snap polls being called by the government, which means that he might not have more than a year left in his term. As his trusted new aide, how would you go about resolving the issues at hand?
