impartial investigation. Therefore notwithstanding the merits of the case in each instance the perception of impartiality of CBI was heavily damaged after the facts came out. Sharing of status report with a body, in this case the government, that may have the perpetrators of the scam within its ranks tantamount to betrayal of the people of India. The constitutional bodies of India derive their legitimacy from the people of India mentioned in the preamble and it is they alone who have the first right over the conduct of the agency, not political masters!

The wider implication of this damage to reputation of the agency lies in the loss of a potent tool of corruption eradication in the hands of the nation. CBI deals with sensitive cases involving several high profile leaders, businessmen, terror and international conspiracies. The outcome of many such cases is predicated upon how the courts will view the investigation of the agency. A perception of bias will allow otherwise indicted criminals to take plea of unfair investigation or malpractices by citing previous precedents by the agency.

Chit Fund Schemes or Ponzi Businesses


Looking at the growth and the reach of the chit fund companies in India, Charles Ponzi would be a proud man today. An Italian migrant to America, Ponzi flourished in the early 1920s by promising doubling of money in 45 days to small investors. He relied on new investors to pay off old investors and used the flow of money to create an illusion of increasing profits with no real business model underlying his antics. Ever since, such schemes that promise the moon to small investors and end up cheating them have been named after him that is Ponzi schemes. Collapse of Saradha empire emanates from a complex weave of small investors, political patronage, electoral plans and crony capitalism. It is often speculated in informed circles that chit fund and other para banking ventures act as the laundering mechanisms for the political interests. Taking advantage of weak institutional mechanisms and widespread financial illiteracy such ventures are able to mobilize huge funds riding on the shoulders of the common man. However such fund mobilizations lack a sustainable

If I were an Indian policeman , I would have crushed my hands that slapped a harmless girl , I would have burnt my wallet that carries the ill-gotten gratifications, I would have chopped off my fingers that refuse from writing the FIR , I would have strangled myself with the cord of the telephone that I refuse to answer whenever a helpless victim tries to contact me, I would have cursed my lack of self respect that makes me bow before the powerful rich and hurt the weak poor, I would not have spoken to my family or my near and dear for fear of being called a thief or a robber in uniform, I would not have fed my family the fruits and vegetables snatched from the roadside vendor, I would not have paid the school fees of my child from the money received for not issuing the challan to a motorist and I would not have faced my mother , as I could not save the women , the child and the needy. I would have enrolled myself in a reform school to learn to be a human , sensitive to the duties that I bear on my shoulders . But all this can only happen if my superiors allow me to and do not send me on errands or ask me to wield the lathi on harmless unarmed citizens in the name of the popular section 144 . VVIP chopper deal: Singling out an individual is wrong

In the ongoing investigation of bribery and corruption in the VVIP helicopter deal, the Central Bureau of Investigation, or CBI, appears to have made up its mind that the then Indian Air Force (IAF) chief, Air Chief Marshal S.P. Tyagi, was instrumental in swinging the deal in favour of AgustaWestland. News reports attributed to CBI sources imply that technical requirements were tweaked by the then air chief to enable the Italian helicopter AW101 to emerge as the winner in the contested deal. As was to be expected, the Indian media, especially electronic - went hoarse in the throat and wild in gestures - and continues to do so - to expose the erstwhile chief without bothering to look at the whole episode in a holistic and professional manner. Whether guilty or not, in the eyes of the nation, he is already damned. There are two major aspects of the deal which need to be probed thoroughly before arriving at any conclusion. One, whether the erstwhile chief could and/or did influence the laying down of the SQRs (Service Qualifying Requirements) to enable the selection of any particular helicopter. And, two, whether there was a case of illegal transaction of money favouring some middlemen and individuals who claimed to have the wherewithal to swing the deal in a particular direction. Allegations have indeed emerged in Italy that Italian/ European businessmen raised bribe money and paid it to top officials of Finmeccanica, the company which owns the British AgustaWestland, and some Indian businessmen. A probe is on in Europe based on communication intercepts and accounting paperwork the middlemen had prepared for their own requirements. Soon after the scandal broke out, the Indian Ministry of Defence (MOD) issued a Fact Sheet on February 14, 2013 on the chronology of the important procedural milestones of the deal. The MOD deserves credit for not hiding behind the faade of secrecy and putting the facts in public domain, but where it failed was to assure the people that its defence procurement systems are robust enough not to be influenced by any one individual irrespective of the rank or status he may wield. In the midst of all the cacophonous accusations hitting the ceiling was just a lone voice of sanity, that of former defence and external affairs minister Jaswant Singh, when he remarked:, We should not make wild allegations against a former air chief. It is not in the interest of both the Air Force and the country. The probe is on. Lets wait. A distinguished soldier and an able statesman, he understood well the destruction such media hype can cause to the very fabric of the armed forces.Nonetheless, due to the media trial, MOD referred the case to CBI, the countrys prime investigating agency. At this stage, it would perhaps be prudent to chronologically look at the various events as revealed by the MOD fact sheet which finally led to the selection of the AW101 as the helicopter of choice for induction into the IAF. It reveals that an acquisition process for VVIP helicopters commenced in March 2002 and culminated in the EC-225 of M/S Eurocopter being found the sole helicopter suitable for acquisition, after flight evaluation of the three out of the four vendors who had responded to the RFP. At that time, the EH-101 (or AW101) of AgustaWestland, or any other VIP helicopter (barring the EC-225), was not certified for an altitude of 6,000 meters. In November 2003, the then National Security Advisor (NSA) and the principal secretary to the prime minister convened a meeting voicing concern that the mandatory requirements stipulated by the IAF had resulted in a single vendor situation. It was also noted that the prime minister and president have rarely made visits to places located beyond 4,500 meter altitude. The meeting decided to modify the mandatory altitude requirement to 4.5 km whilst leaving the 6 km altitude to be desirable. Security officials from the Special Protection Group (SPG) that guards the VVIPs asked for a minimum cabin height of 1.8 metre to facilitate rescue movement in case of an emergency. Notably, police and intelligence officials protecting the VVIPs are generally tall. SPG is controlled by the PMO (Prime Ministers Office). In the words of the MOD, In pursuance of the above directive, the ORs (Operational Requirements) were deliberated at length between the NSA, SPG/PMO, MOD and the IAF between March, 2005 and September, 2006 and the above-mentioned changes were incorporated. In addition, after further deliberations between the aforesaid agencies the quantity of helicopters proposed for procurement was revised from 8 to 12 by adding 4 helicopters in nonVIP configuration for security reasons. IAFs VIP Squadron has had 8 helicopters generally. It seems clear that the newly introduced cabin height parameter of 1.8 metre becoming a mandatory requirement could have played a major role forcing Eurocopter to leave the scene without responding to the new RFP issued on September 27, 2006. While chronicling the various steps till the conclusion of contract awarded to AgustaWestland on January 18, 2010, the MOD insists that the procurement case was progressed in accordance with established procurement procedure with all stages of procurement being followed meticulously, it is silent on whether the entire SQR process was revisited as per the procurement procedure. It is obvious that critics have homed on to this lack of information to base their speculations that the process was misused by someone to select a favoured vendor. The media, and the CBI, seem to have lost no time in latching on to the erstwhile chief, during whose tenure the revised RFP was issued, to be the man responsible for tweaking the SQRs/ORs for pecuniary gains. But, without overly commenting on the cumbersomeness of the defence procurement procedure, what stands out clearly is that no single individual can influence the outcome of a defence deal on his/her own. India Strategic has had some access to the documents showing how the new SQRs were debated in a final meeting, held before the issuance of the revised RFP. It is clear that all the new parameters were agreed to unanimously - one by one - by the representatives of all the agencies mentioned earlier, and that while IAF was represented by top officers at this meeting, the air chief himself was not there. Simply put, the decision was collective, unanimous, and signed by each participant in agreement. The new parameters included the minimum cabin height of 1.8 metre (propagated by the SPG for security reasons), a drift-down down altitude with one engine inoperative of not less than 1,500 metres (for reasons of VVIP safety) and, of course the earlier agreed to lower service ceiling of 4,500 meters, among others. After the Field Evaluation Trials that followed, the Staff Evaluation Report concluded that only AW101 helicopter was fully compliant with all SQRs based on which, AgustaWestland was finally awarded the contract to supply 12 (8 VVIP-configured and 4 non-VVIP) AW101 helicopters to the IAF at a negotiated price of Euro 556.262 million. It may also be kept in mind that similar trials in the US also had led to the selection of AW 101 just around then. Now that a bribery scandal connected with the deal has broken out, everyone seems to be baying for the blood of a lone individual, as also for outright cancellation of the VVIP helicopter deal. In the opinion of the writer, it is nothing but a knee-jerk reaction on both counts. As brought out in the March Edition of India Strategic, it would be foolhardy to cancel the entire contract at this advanced stage of execution. The quality of the helicopter should be kept in mind which undoubtedly crowns it to be the top-notch helicopter in the world for VVIP travel. And, while all possible penalties should be levied on the errant company as per the provisions of the contract, blacklisting of the companies, as India has been doing, will prove to be counter-productive to the much-needed, ongoing and massive modernisation programmes of the armed forces. Similarly, singling out one particular individual for the entire selection process could prove to be counterproductive. The investigating agencies need to do the right thing by getting to the bottom of the case and bring to book anyone and everyone involved, but not on the basis of knee-jerk reactions and media trials.

Special task force to probe Saradha chit fund fraud

Chit Funds Act 1982, the central government has decided to probe the issue keeping in view the larger public interest involved. In view of the larger public interest involved in these cases, and concerns regarding misuse/laundering by such companies of the ill gotten wealth, and the possibility that the promoters of these companies may strip these companies, it has been decided by the Ministry of Corporate Affairs to set up a Special Task Force, the ministry said. The special task force will work under the Serious Fraud Investigations Office (SFIO). Accordingly, all investigations into such companies are being entrusted to SFIO with immediate effect, it said. The task force will also co-ordinate with other law enforcement agencies and regulators wherever required, it added. The market regulator, Securities and Exchange Board of India (SEBI) is also probing the fundraising activities of the Saradha Group. Arrested Saradha group chairman and managing director Sudipta Sen has named two Trinamool Congress MPs and some Congress leaders, including the advocate wife of a union minister , in an 18-page letter to the CBI. In the letter dated April 6 sent to the Central Bureau of Investigation (CBI), Sen said he would be committing suicide any moment as he felt helpless as unscrupulous persons and cheats in the society had put him in a position in which he was unable to refund the public money collected in his name. All the names mentioned in this letter must be treated as an FIR for putting me in to a situation of and/or provoking me to committing suicide. This is my last statement, he said, in the letter. Sen said he entered the media business after a Bengali daily started to attack him. However, he mentioned towards the end of the missive that his business empire collapsed due to his entry into the media domain, the extortion by various persons and the blackmail by his own staff. He named a journalist (who later became a Trinamool MP) for having complained about his company to the West Bengal government, and starting a campaign against him. To combat the media attack, I thought I must enter the media business, he said. Sen said after he purchased a TV channel, the owner-editor (who also later became a Trinamool MP) and the journalist of the paper that had earlier attacked him came to him with the offer of a Rs.60 lakh-permonth arrangement with the newspaper for running the channel. The journalist was appointed in a top position of the channel at a salary of Rs.15 lakh per month. (The paper) has also given me assurance that on execution of this agreement they will protect my business from the government, i.e. from state government and central government and I will be able to get a smooth passage and they assured me that they have very close connection

New Delhi The corporate affairs ministry Thursday said it would set up a special task force to investigate the chit fund scam related to Kolkatabased firm Saradha group. The Ministry of Corporate Affairs has taken note of the misuse by certain chit fund companies who have raised huge sums of money from the public at large, an official release said. It said although the state government was the appropriate authority to deal with these matters under the

As many as 60 fraudulent firms like Saradha Group, which is embroiled in the West Bengal chit fund scaml, are actively operating in the state and may have amassed around Rs.10 lakh crore from unsuspecting depositors, say people in the know. Further, there are countless small and unregistered shady money laundering firms operating in the state, especially in North and South 24 Parganas, Malda and Birbhum districts, according to experts. Widespread protests had been reported across West Bengal as irate depositors and agents of the Saradha Group, which has gone bust, hit the streets and attacked many of the firms offices. There were incidents of clashes between the agents and the depositors who demanded their money back. There were also unconfirmed reports of an agent committing suicide. Lured by the promise of high interest rates - ranging from 25 percent to 30 percent - lakhs of depositors, mostly poor people in the states villages

and small towns, had deposited their hard-earned money with the company. The group is alleged to have siphoned off investors money worth Rs.17,000 crore. Fraudulent companies raise money from investors for various ponzi schemes. The investment plans include daily or monthly instalments and lump sum investment. Pilot said that besides floating ponzi or money circulation schemes under the Prize Chits and Money Circulation Schemes (Banning) Act, 1978, unscrupulous firms cheat investors in various other ways. According to the minister, such fraudulent means include: vanishing after raising money through public offers; illegal collection of deposits in violation of the Companies act; floating sham collective investment schemes (CIS) in violation of SEBI (Securities and Exchange Board of India) act; and collecting money from public by posing as Non-Banking Financial Companies (NBFCs) in violation of the RBI (Reserve Bank of India) act.

For the last six months he has taken from us not less than three crores, all by cash, and some vouchers have been signed by his office executives... This amount is also to be returned to the company for paying up the Bengal area creditors. Sen said the advocate wife of a prominent Indian minister, whom he called on, had requested him to help her set up a channel in Guwahati and support her by extending Rs.42 crore to her company. He said during a period of one-and-a-half years, she was paid Rs.1 crore as consultancy fees. The letter also accuses some other Congress leaders of Assam as also a senior official of a leading football club of Kolkata, apart from some journalists, media owners and others of having fleeced him.

Mamata sets up fund for duped investors


The West Bengal government will set up a Rs.500 crore relief fund for compensating depositors who have lost money by investing in chit funds run by the Saradha Group, Chief Minister Mamata Banerjee announced. Banerjee also announced the imposition of 10 percent tax on cigarettes to provide money for the fund. We are setting up a Rs.500 crore relief fund for small and medium depositors who have lost their money. This will help the common people who are now in distress, Banerjee told mediapersons at the state secretariat Writers Buildings. To raise the fund, we will impose 10 percent tax on cigarettes. This will get us around Rs.150 core. We will tap other sources to get the rest of the amount, she said. Bagchi, while hearing a PIL seeking a Central Bureau of Investigation (CBI) inquiry into the chit fund muddle, directed the Mamata Banerjee government to furnish the details through an affidavit by May 2.The matter will come up for hearing May 3.

Among the recommendations of New Delhi The Delhi High Court Wednesday asked the central government to apprise it how children below 18 years of age can have an agreement with any social network site including Facebook. A division bench of Justice B.D. Ahmed and Justice Vibhu Bakhru also issued notice to US-based Facebook Inc and Google Inc to file their responses on a plea seeking directions for social networking sites to restrain children below 18 from having an account with them. The court was hearing a plea that said children below 18 years are allowed to open an account with social networking sites including Facebook which is illegal as Indian laws dont permit it. The bench said: How the children below 18 years can have an agreement with any social network sites including Facebook. Union of India is directed to file an affidavit on the issue within 10 days. Both Facebook Inc and Google Inc are US-based entities and are hereby impleaded as respondents. Notices to be issued to the newly-added parties, the court said while impleading both the foreign companies as parties in the case. The court posted the matters next hearing for May 13. The courts direction came on a public interest litigation filed by former Bharatiya Janata Party ideologue K.N. Govindacharya. Appearing for Govindacharya, lawyer Veerag Gupta told the court that penalties should be imposed on social networking sites and other internet-based companies for nonverification of age of their users. Former CJI, anti-rape law panel head Justice Verma dead


New Delhi Justice J.S. Verma, who headed the panel on anti-rape laws in the aftermath of the Dec 16 gang-rape, died due to liver failure and bleeding in the stomach .He was 80. He died at Gurgaons Medanta Hospital at 9.30 p.m.. Justice Verma was admitted to the hospital on Friday with complaint of liver failure. He died at 9.30 p.m. of liver failure and bleeding in the stomach, Yatin Mehta, head of the Institute of Critical Care Medanta, told IANS. Justice Verma was the 27th Chief Justice of India from March 25, 1997 to Jan 18, 1998. Justice Verma headed the threemember panel set up by the government following the nationwide outrage following the Dec 16 gang-rape to suggest amendments to anti-rape laws. The panel submitted its recommendations on Jan 23 in a 630-page report, suggesting amendment of criminal laws to provide for stringent punishment for rapists, including those belonging to police and public servants. Prime Minister Manmohan Singh, condoling the death, described him as a man of vast understanding and knowledge of law and said he would miss his generous advice and guidance on matters of public importance. In a tweet, the Prime Ministers Office posted: He was respected for his pathbreaking judgements, his deep sensitivity to the concerns of the common man and commitment to public good. Bharatiya Janata Party spokesperson Nirmala Sitharaman and Gujarat Chief Minister Narendra Modi condoled the death of Justice J.S. Verma. Narendra Modi posted: Justice JS Verma will be remembered for his immense contribution to the field of law. His demise is a big loss to the nation. The counsel further added that the Indian government is not taking any action against the foreign companies which have their Indian operations. It said that on the basis of unlawful agreements, data of 50 million users is transferred to the US and used for commercial gains in violation of the right to privacy. Due to non verification of users, more than eight crore Facebook users across the world were found to be fake which the Facebook admitted before the US authorities, he added. He said that five or six percent accounts on social networking sites were fake or being operated by anonymous users due to non-authentication of details by the company before the opening of accounts. The plea asked the court to direct the government to recover all past and present direct and indirect tax demands arising from business income from Indian operations of different social networking websites. The petition sought direction to ensure proper accounting compliances as per the Reserve Bank of India guidelines. Govindacharya pleaded for a court order to these companies to implement the verification norms issued by the central government. The petitioner, at present involved in social service through his organisation Rashtriya Swabhimaan Aandolan, said: Facebook gross revenue for previous year was approximately $37 billion... ...They are not paying due taxes on their Indian operations as per provisions of double taxation avoidance agreement and the government is not taking any action to safeguard the national interest and sovereignty of India.

Under the bill, all forms of violence, exploitation, cruel, inhuman or degrading punishment and treatment targeting women are prohibited. It also entitles a woman to have the right to express and experience complete sexual autonomy, including with respect to her relationships and choice of partners. The commission, however, did not alter the legally defined age of juvenile from 18 to 16 years - a demand by women activists after one of the accused involved in the Delhi gangrape was found to be below 18 years.

Government in deep crisis over CBI affidavit on coal mines


New Delhi The beleaguered Manmohan Singh government Friday appeared to be in deep political crisis after the opposition demanded Law Minister Ashwani Kumars resignation for vetting a CBI affidavit meant only for the Supreme Court on the coal blocks allocation. In its two-page affidavit, Central Bureau of Investigation (CBI) chief Ranjit Sinha told the Supreme Court that it had shared its March 8 status report on investigations into coal blocks allocation with Ashwani Kumar and senior officials in the Prime Ministers Office and the coal ministry. Ashwani Kumar, the man in the eye of the storm, said he has not done any wrong and truth will prevail. The supposedly independent CBIs disclosure could spell more trouble for the Congress-led United Progressive Alliance government and could have ramifications for even the prime minister, who held the coal ministers portfolio in UPA-I during the allocation of coal blocks now under scrutiny. The developments led to a political storm, with the Bharatiya Janata Party and the Left parties demanding the resignation of Ashwani Kumar and disrupting parliament over the issue. The issue has given the opposition yet another stick with which to beat the government, already battling a public perception of being corrupt and inept. The government has ruled out the law ministers resignation. Government sources said if the law minister is removed, the prime minister could be next in the line of fire. The official auditor, the CAG, has found large-scale irregularities in awarding lucrative mining contracts to private companies. The contracts covered over 100 mines across the country. Sensing trouble, Congress chief Sonia Gandhi was huddled in a meeting with the prime minister, along with senior ministers, to discuss the future strategy. Gandhi also held consultations with other UPA partners to ensure the legislative business of parliament was not affected in the rremaining two weeks of parliaments budget session. Finding no better way to wriggle out of the sticky situation, the government chose to defend the law minister and buy time till April 30 when the apex court is expected to pass an order in the case. The CBI director has clearly said that the draft report was seen by the law minister and not the final report.

There is no question of him (Ashwani Kumar) resigning, Parliamentary Affairs Minister Kamal Nath told reporters. According to informed sources, Ashwani Kumars fate hangs in the balance till April 30, when the apex court is expected to pass an observation on Sinhas disclosure. The CBI director, in his affidavit said: I submit that the draft of the same (March 8 status report) was shared with honourable union minister for law and justice as desired by him prior to its submission before the honourable court. The affidavit said that besides the political executive, it was also shared

with one joint secretary level officer each of the Prime Ministers Office and ministry of coal, as desired by them. The CBI director also told the court that the investigating agencys status report of April 26 has been personally vetted by him and not shared with anyone, including the political executive. Sinha promised the court that henceforth the probes status reports in the coal scam will not be shared with the political executive. Government sources said it is normal for the law minister to take a look at any affidavit before it is filed before the court. The law minister is expected to concur with any affidavit before it is submitted in a court. The idea is to ensure that the governments views are put in the right perspective, said a senior government official. The opposition came down heavily on the Congress-led government, accusing it of interfering in the CBIs work, with Leader of Opposition in the Rajya Sabha Arun Jaitley saying the government has been caught with its pants down. Communist Party of India leader Gurudas Dasgupta termed it as very atrocious and unprecedented.

Heckling Mamata costs dear to six SFI workers
New Delhi Six activists of the SFI have been arrested for heckling West Bengal Chief Minister Mamata Banerjee and state Finance Minister Amit Mitra here on April 9, a Delhi Police officer said. The arrested activists include a general secretary of the Students Federation of India, the students wing of the Communist Party of India-Marxist (CPI-M). The SFIs general secretary, Rita Brathogosh Banerjee, two women activists Anju Jha and Asha Sharma, besides Suman, Nathu Prasad and B.S. Aggarwal were arrested in connection with the case, said an officer. They were booked under the sections of rioting, obstructing public servant in discharge of public functions, assault to deter public servant from discharge of his duty, and voluntarily causing hurt to deter public servant from his duty, the police officer said. He said the government was implementing the Rajiv Gandhi Panchayat Sashaktikaran Abhiyan in the 12th Plan and there had been a 10-fold increase in allocations over the 11th Plan. Noting that Rs.6,437 crore had been allocated in the 12th Plan to empower panchayats, the prime minister hoped that the states would use the money to strengthen institutions of self-governance. Addressing a function on National Panchayati Raj Divas here, the prime minister said he often gets complaints that bureaucracy at the centre and states was not keen to see its powers reduced and does not want to share its powers with the local bodies. There is need to change this thinking and changing it at the earliest, the prime minister said. He said the main objective of panchayati raj was decentralisation in which people get the right to take decisions concerning governance. We have to see it (decentralisation) does not remain only a slogan but becomes a reality in our lifetime. For this, we have to give powers and responsibilities in a real sense to the elected representatives, the prime minister said. He said there was need to speedily build on the achievements achieved in ushering democracy at the grassroots so that panchayats play an important role in development process. Russia ready to negotiate with India on MiG-35 fighters

New Delhi Russia is keen that India buys its MiG-35 fighter aircraft, a top Russian official said. The Russian Aircraft Corporation MiG (RAC MiG) has proposed to India to consider the possibility of concluding a contract on the supply of the MiG-35 multipurpose fighter jet, RAC MiG Director General Sergei Korotkov told Itar-Tass in an interview. Musharraf has dismissed all charges as politically motivated and insisted that he had warned Benazir Bhutto of imminent threats to her life. He also said that he had advised Benazir Bhutto not to return to the country in view of threats but she had ignored his advice. The former president is also facing high treason charges for abrogation of the constitution when he imposed emergency rule in 2007. Five individuals have filed petitions for high treason proceedings in the Supreme Court. However, the interim government has refused to pursue the case because of its limited role. The interim government has prayed to the apex court to leave the case to the next elected government. Musharraf, who ruled Pakistan from 1999 to 2008, has also been disqualified for the May 11 parliamentary elections due to criminal cases against him in court and for imposing emergency rule. Dhaka The death toll from the collapsed building in Bangladesh that housed several garment factories has risen to 147. Rescue officials say emergency personnel continue to dig through the rubble at the Rana Plaza shopping center in the Dhaka suburb of Savar, to find people who remain trapped in the debris. One firefighter told Reuters there were about 2,000 people on the upper floors of the building at the time of its collapse. Survivors say the collapse happened within minutes. Abuja, Nigeria Most Nigerian homes do not have running water, or at least not water that is clean enough to drink. As a result, people drink water from small plastic bags sold on the streets. Environmental specialists say the bags are now clogging drainpipes, degrading sanitation and causing diseases. Since the 1990s a familiar scene has regularly played out in Nigerian markets and busy intersections. The boy looks about six years old. Balanced on his head is a bucket of clear plastic bags, each containing about a half liter of water. The product is known as pure water. For a little more than 10 cents, customers rip off a corner of the bag with their teeth and suck the water in. It is a cheap way to stay hydrated and a much needed business opportunity for children and teens struggling to stay alive in a country where most people live in abject poverty. Growing issue But environmental experts say it is becoming a big problem. Cletus Bebefagha, director of operations for the Delta State Waste Management Board in the southern Niger Delta region, said most people discard the bags on the streets when they are finished, causing a host of environmental problems. Its a problem. Honestly, its a problem because they dont decompose and by the time they get into any drain, that drain is plugged and it causes flooding, he said. The prisoner, Harsha Singh, 70, was arrested April 18 under the Narcotic Drug and Psychotropic Substances (NDPS) Act. A government spokesman said that the prisoner apparently died of a cardiac arrest early today Monday) morning. He said that other inmates protested against the jails medical staff, blaming his death on lack of proper and timely medical attention. The inmates claimed that this was the fourth death of a prisoner inside the jail complex in recent weeks. The protestors also set fire to jail property in the canteen and caused disturbance for some time before the situation was brought under control by the district administration and police, the spokesman said, adding that this was the third death of a prisoner in the jail in the past fortnight.

Patiala A CBI special court awarded sevenyear rigorous imprisonment to Akali Dal leader Mangat Rai Bansal in an embezzlement case related with the Food Corporation of India (FCI). Twenty-two other convicts were also sent to jail. Central Bureau of Investigation (CBI) special judge Hemant Gopal sent the ruling party leader Bansal, 54, to jail for a fraud involving Rs.1.8 crore in the 1990s. Besides Bansal, the court sent 20 convicts to seven-year jail and two convicts to three-year imprisonment. The convicts were held guilty for cheating, criminal conspiracy and under various sections of anti-corruption law. There were a total 28 accused, including three FCI employees, in this

case. The accused were representing different firms that were awarded a contract of rice milling by the government. After milling, they had to give the rice to FCI but they supplied inferior quality of foodgrain, said Pawan Kumar Dogra, CBI special lawyer. A complaint was filed in this regard and the Punjab and Haryana High Court ordered collection of samples and tests, Dogra said. Three accused died during the trial and two accused, including a woman, were acquitted by the court. In 1997, a public interest litigation was filed by a farmer in the high court highlighting inferior quality of rice supplied by the FCI. The high court handed over the probe to the CBI which booked Bansal and 27 others.

Then, in 2007, when the pair created a Facebook group for their game, the pace accelerated. Soon, they had a few thousand followers. Photographs of plankers trickled in from all over the world: American plankers on the tops of their televisions, British plankers in trees, and Europeans on country roads and the banks of fjords. The craze began to garner its first major press coverage in September 2009, when a group of seven accident-and-emergency staff were suspended pending disciplinary hearings for playing the game while on a night shift at the Great Western Hospital in Swindon. They had been planking on resuscitation trolleys, ward beds, floors and even the helipad. They might not have been caught had they not then posted the photos to Facebook, under the slightly selfdefeating name The Secret Swindon Emergency Department Group. An employee of the hospitals governing body told the press: It reflects badly on the department and some people may lose their jobs.

New Delhi The Supreme Court said that it would take a very serious view of another incident of police violence against a woman, and the person involved would have to bear the wrath of the court. Referring to the rising frequency of incidents of brutality against women, and even children, the court said the framers of the constitution did not visualize such incidents or provide for provisions to deal with them. We make it very very serious if any such incident happens then the person (involved) will have it. The court will go beyond its norms to deal with them, a bench of Justice G.S. Singhvi, Justice Ranjana Prakash Desai and Justice Sharad Arvind Bobde warned. Pointing to the police personnel involved in the beating of women in Delhi, Punjab, Bihar and Uttar Pradesh, the court said: If Mahatma Gandhi were to be born today, he would have died many times. Referring to the merciless beating of a 65-year-old woman in Aligarh, Justice Singhvi said that the expression on the face of a deputy superintendent of police was such as if he will kill her. Recalling the shocking incident, Justice Singhvi said that with stick in one hand, the police officer was pushing the her and the lady fell like a doll. It is amazing. There is no word in dictionary to describe it, the court said directing the Uttar Pradesh chief secretary to file an affidavit on the incident. New Delhi A meeting to evolve a consensus over police reforms and public order called by Home Minister Sushilkumar Shinde proved to be a low-key affair with several chief ministers staying away. The meeting, Shinde said, had to be convened as only a few states and union territories had responded to his letter to chief ministers last year to elicit views on the 153 recommendations of the Second Administrative Reforms Commission (ARC) on police reforms, management of public order, reforms in the criminal justice system, federal crimes and special laws and the role of civil society and media in the management of public order. Shinde pitched for reforms saying that police needed a better working environment and to be insulated from pulls and pressures. The chief ministers who were present spoke on familiar lines. While the Congress chief ministers welcomed the recommendations of the ARC, those from the opposition disagreed with them. I compliment the ARC for bringing together specific recommendations, said Haryana Chief Minister Bhupinder Singh Hooda. Himachal Pradeshs Minister for Social Justice Dhani Ram Shandil, who represented Chief Minister Virbhadra Singh, sought special assistance from the central government to improve the police force and help it deal with drug trafficking in the hill state. Assam Chief Minister Tarun Gogoi said a long-term policing solution will need a more extensive police presence in hitherto unserved areas. Among the opposition-ruled states, while Bihar Chief Minister Nitish Kumar said the recommendations were against the princi-

studies. To which , students said, In this letter of appeal there is a hidden threat to them to terminate their strike which they wont do otherwise. The local police were present in the premises in full riot gear. The officers incharge said that they had just come to take care of the law and order situation and also to try and solve the problem. According to the students the police was called in to intimidate them.

In the wake of NIPER students Protest that doesnt seem to come to an end. Now ,ABVP(Akhil Bharatiya Vidyarthi Parishad) has come into the full support of the Students whose demands are still unfulfilled. Protest entered into 29th day on 25th April 2013 and 4th straight day of fast unto death by 22 students (Including 15 boys and 7 girls;6 of whom are hospitalized). ABVP has appealed the Honble Governor of Punjab, Chief Minister of Punjab, Central minister of state and Chemicals and fertilizer minister to take legitimate and quick actions. Till now, Ministry of chemical and fertilizers and Ministry of Human Resources and development have shunned students who are protesting for the last one month, in this oldest institute among the other seven NIPER institutes in India. Talking to Uconnectt, ABVP members , Srinivas (Zonal Organising secy, North Zone) and Ashish Chauhan (Convener ,All India Educational Institutes Work) said, they have written to the Minister of State ,Chemical and Fertilizers to immediate intervene in this issue. that the demands like Recognition of M.S(Pharm) programme should be done without delay from UGC & PCI and its a duping on the part of NIPER Administration who have failed to fulfill students demands. Poor teacher to student ratio with the need of having permanent faculty doesnt go well with the stature of the NIPER. ABVP also demanded for a permanent director and removal of the present officiating director. Poor hostel facilities, lack of hostel rooms and security for girls, setting up of placement office to improve declining placements records are some of the issues that ABVP feels should be fulfilled. A Day before, On 24th April 2013, a letter of appeal was issued to students signed by the officiating Director K.K Bhutani to convey them the message that Chairman ,BoG, NIPER has appointed a high power committee in which senior representative of ministry would also participate. Mumbai Shamshad Begum, renowned playback singer of yesteryears who gave voice to classics like Mere piya gaye Rangoon and Kabhi aar kabhi paar, has passed away here, family sources said Wednesday. She was 94. Shamshad Begum, who had been ailing for the past few months, died Tuesday evening. A widow since 1955, she lived with her daughter Usha Ratra. She had no regrets. She lived her life like a tigress. I am proud to be her daughter, Usha told IANS. The funeral ceremonies were conducted Tuesday night in Andheri east at a small, private affair with a few friends and admirers attending. She was not keeping well for a while now. She was in ICU six months back. The last rituals were done Tuesday evening, said Usha, 74, whos married to Yograj Ratra, an armymen. She was a very independent woman. In fact, many a time she used to gift me something from her money, she said remembering her mother. Her mother was fond of eating, said Usha and added that she didnt have to spend her money anywhere else. No make-up, no shopping, nothing. She has even left some money, which she wanted to give to charity. I would not like to reveal how much, but will follow her wish. Even when she was alive, she used to donate a lot of money to different charity organisations, added the grieving daughter. Shamshad Begum turned off her microphone somewhere in 1970s, and recalling her mothers retirement decision, Usha said: One fine day she packed her bags and came to my house and said she has left the film industry. She never looked back. Because of the politics in the industry, she didnt want to work anymore. This is one of the reasons why she didnt let me be a singer. I told her, let me sing for my self-satisfaction, but she said if you will learn to sing, you will directly enter the industry. So, she didnt let me do so. She felt earlier artists used to come on merit basis, but later there were too much of politics in the industry, added Usha.

Mohsin Hamid, the Pakistan-based author of best-selling novels like the Moths Smoke and The Reluctant Fundamentalist, shows what it means to get rich in a rising Asia in a new novel at a time when the developing economies in the region are straining to push up their GDP figures that have been slumping all too often. How to Get Filthy Rich in Rising Asia, released last week, uses the format of the self-help and motivation book as a literary device to tell the story of the third son of a cook who leaves his village to move to a city, falls in love with a pretty girl and sets up an industry. He becomes a entrepreneur and filthy rich. Hamid takes his hero through 12 steps in 12 chapters to become a moneybag in a nameless city in South Asia that sizzles with energy, opportunity and inequality. The writer says that he had initially started out with the idea that he was not going to name things and people because they mean certain things. The idea of taking the names of the narrative - reminiscent of many avant garde writers like Lawrence Sterne, James Baldwin and James Joyce - is liberating for Hamid. The ingrained view is that South Asia is an exotic place, a peculiar place and a central place - it is a colonial mindset. It could have been any place - why not Lahore or Lagos? The writer explains his narrative without specifics, comparing it to the Sufi ghazals that he grew up with. The songs invoking the nameless divine speaks to the listener or the exponent like the book that addresses the reader in a second-person narrative. This is his third book and one inspired by the writers personal fortunes. I had just become a father and I wanted to write a novel about the tri-generational life, Hamid said in the capital. Generations are a way of life in Pakistan, where young men often live with their parents and elders like Ha-

mid, who shares his home with his parents. The young and old play a cat-andmouse waiting game. This inter-generational divide is captured in a vivid clash of body language in a domestic confrontation between the saas and the bahu. Your mother cleans the courtyard under the gaze of her mother-in-law. The old woman sits in the shadow, the edge of her shawl held in her mouth to conceal not her attributes of temptation but rather the lack of her teeth and looks on in unquenchable disapproval. Your mother is regarded in the compound as vain, arrogant and headstrong, and these accusations have bite, for they are all true. Your grandmother tells your mother she has missed a spot. Besides, she is toothless and holds a cloth between her lips, her words sound like she is spitting... The older woman waits for the younger woman to age. Hamid spotlights on the society in Pakistans middle-class fringe with refreshing psychoanalysis of the characters. But he punctuates

his narrative and observations with sage advise that tends to sound like homilies at places, flagging in their intelligence like the scores of droll motivation manuals crowding the book-shelves. ...As far as getting rich is concerned, love can be an impediment. Yes, the pursuit of love and pursuit of wealth have much in common, Hamid fritters in cliches, robbing pace off the narrative. The book ends with death of the rags-to-riches hero - surrounded by his ex-wife, son and a pretty girl that the hero had been in love as a teen. Hamid touches upon new South Asian realities - broken hearts, failed marriages, culture of corruption, politics, lifestyle pressures on fast street and the perennial near-war edge that Pakistan balances on. The writer says his book tries to bring out a narrative of loss in a market of growth-based language that does not equip us for loss. Throughout history, human civilisations have been a series of narratives that talk of loss, the writer said.

New Delhi, French live show Mana, which has been staged in the US, Japan, Thailand and Turkey, will open to Indian audiences at Kingdom of Dreams in Gurgaon, starting May 14. A fantasy tale of the birth of a world, of the creation of the gods of air, water, earth and fire, and their battles, the show is put together by 14 performers. The show was born out of the surrealistic imagination of the Haffner Brothers in 2004, after six months of creation and rehearsals. It features performer in magnificent costumes, doing breathtaking physical feats, acrobats and aerial acts,

topped with live singing. The music and dialogues, a mix of French and English language, will be a different entertainment experience for Indians. With acrobatics and circus skills as the basis of the show, the technology available at the Nautanki Mahal in Kingdom of Dreams is likely to enhance the experience of the visual extravaganza. The tickets to the show will be available for anything between Rs.599 to Rs.2,499. It will be staged till Aug 18. The IID, held under the auspices of The Indus Entrepreneurs (TiE) Delhi - National Capital Region chapter, will bring together net geeks, e-commerce strategists, venture capitalists and hundreds of aspiring internet start-ups, according to a TiE statement. Rashed, 30, was one of the founders of the non-violent April 6 Youth Movement, an Egyptian Facebook group that started in 2008 to support workers in an industrial town who were planning to strike.

Hyderabad Several celestial events are lined up for sky gazers during April-May, beginning with Thursdays partial lunar eclipse - the only visible lunar eclipse of the year in India. The eclipse begins at 11.32 p.m. on April 25 and ends at 03.43 a.m. on April 26. According to the Planetary Society of India (PSI), people can noticeably witness darkening of the moons disk between 1.22-1.53 a.m. The eclipse is coinciding with rare meteor showers, and it will be followed by conjunction of Saturn with the moon April 26. The eclipse, which will be visible in Asia, Australia, Africa, Europe and Antarctica, is the first visible in India since Dec 10, 2011. Though three more lunar eclipses will occur this year, including penumbral lunar eclipse May 2, and a solar eclipse May 10, none of these will be visible in India, said N. Raghunnandan Kumar, secretary, PSI. PSI is one of the leading organisations working for promotion of space science in the country. People will get the next opportunity to see a lunar eclipse only on Oct 8, 2014. However, this total eclipse will only be partially visible in India and that too for a few minutes. Copenhagen Scientists have linked diabetes and poor growth to a protein involved in hormone regulation, says a study. A group of researchers from the University of Copenhagen studied the reasons for diabetes and growth hormone deficiency. Their new discoveries centre on the bodys ability to regulate certain hormones. Their findings have been published in the scientific journal PLOS Biology. Some people suffering from diabetes or affected by poor growth most likely have problems with the so-called PICK1 protein, that plays a decisive role in the formation of growth hormones and insulin in the human body, reports Science Daily.

We have studied the role played by PICK1 when the growth hormone is released by the brain and insulin by the pancreas. Our experiments show that PICK1 deficiency leads to growth hormone and insulin deficiency in both fruit flies and mice, said professor Ulrik Gether from the Department of Neuroscience and Pharmacology, University of Copenhagen. In mice, we can clearly see that the animals become small and fat and less tolerant to sugar when deficient in PICK1... New Delhi Finance Minister P. Chidambaram Wednesday ruled out the possibility of early elections, and said the government will take more reform initiatives in the next two-four months. We will continue to take small significant steps. We will also take forward some big ideas. Indias economy will continue to reform, Chidambaram said at The Economists India Summit organised by the UK-based economic magazine. Chidambaram said the government will push for the passage of major reform regulations, like land and insurance bills, in the ongoing budget session of parliament. The finance minister said the government would need support from the main opposition party to get the bills passed in parliament. There are many more executive actions that have to be taken, some of these executive actions we will take in the next 2-4 months, Chidambaram said. In the last one year, the government has taken several initiatives to push forward reform process. The steps include cutting subsidies on petroleum products and liberalising overseas investment norms for retail, aviation and some other sectors. The finance minister said he was hopeful to keep fiscal deficit below 4.8 percent of the gross domestic product (GDP) in the current financial year. In the union budget presented in February, Chidambaram set a target keeping the fiscal deficit at 4.8 percent of the GDP. He said the budgetary target was a red line that would never, never be breached.

Mumbai Eight months after the Indian government permitted international airlines to invest in domestic passenger carriers, Jet Airways announced a 24 percent stake sale to Abu Dhabibased Etihad Airways to raise around Rs.2,000 crore ($379 million). Under the strategic partnership, the airlines will gradually expand existing operations and introduce new routes between India and Abu Dhabi, Jet Airways said in a statement Wednesday evening. They (Jet and Etihad Airways) will combine their network of 140 destinations, with Jet Airways establishing a Gulf gateway in Abu Dhabi and expanding its reach through Etihad Airways growing global network, the statement added. However, the deal which also entails a $600 million commitment from Etihad Airways, still needs to be ratified at an extraordinary meeting of Jets shareholders. According to the company, the deal will allow passengers from 23 Indian cities to get direct international flights, while they can also avail the frequent flyer programmes of both airlines. Both the companies expect the deal to bring immediate revenue growth and cost savings in areas including fleet acquisition, maintenance, product development and training. The Indian market is fundamental to our business model of organic growth partnerships and equity investments. This deal will allow us to compete more effectively in one of the largest and fastest-growing markets in the world, James Hogan, president and chief executive of Etihad Airways said in a statement. Through the deal, Etihad is expected to get additional passenger traffic to its Middle Eastern, North American and European destinations. Currently, Etihad operates to nine Indian destinations - Delhi, Chennai, Mumbai, Kozhikode, Thiruvananthapuram, Hyderabad, Bangalore, Ahmedabad and Kochi - with 59 flights per week.

Washington The World Bank governors have endorsed a proposal to eliminate extreme poverty around the world over the next 17 years, the World Bank Group said in statement. The proposal, put forward by World Bank Group President Jim Yong Kim, sets an ambitious goal to reduce the number of people living on $1.25 a day to 3 percent or less of the worlds population by 2030. The World Banks 25-member Development Committee, which meets twice a year during the World Bank/IMF spring and annual meetings, also confirmed the Groups vision to promote shared prosperity - fostering income growth of the bottom 40 percent of the population in every country. Jim Yong Kim, who was elected as head of the World Bank last year, welcomed the support by the banks governors by saying that the World Bank Group has a historic opportunity to help end ex-

treme poverty within a generation. This endorsement is an important step. If we succeed, together, we would have accomplished an historic milestone, Kim said in closing remarks at the meeting of the Development Committee. A report released by the World Bank earlier this week showed that there were still 1.2 billion people living in extreme poverty, with Sub-Saharan Africa accounting for more than one-third of the worlds extreme poor.

Jet Airways chairman Naresh Goyal described the deal as a win-win situation for all stakeholders, adding the transaction will allow the company to return back to sustainable profits. This transaction further strengthens the balance sheet of Jet Airways and, more importantly, underpins future revenue streams, which will accelerate our return to sustainable profitability and liquidity, Goyal said. The two airlines were negotiating a Jet Airways stake sale since last September. However, the deal was delayed due to investment protection and management control issues. Interestingly, the announcement comes just a day after India and the UAE began negotiations to enhance bilateral air traffic rights on the India-Abu Dhabi sector. Indian passenger carriers, especially Jet Airways have sought an exponential increase in seat capacity on the sector. The existing bilateral air service agreement (BASA), entitles India based airlines to offer 13,300 seats per week on the route. According to sectoral experts, the deal will bring in fresh funding opportunities for Jet Airways, which has an estimated debt of around Rs.12,000 crore, whereas passengers will get better connectivity options through the Jet-Etihad network.

Earlier, Jet-Etihad Airways concluded a deal Feb 27 to acquire three Jet Airways slots at London airport for $70 million. There are also talks of Etihad investing $150 million in Jets frequent flyer program Jet Privilege, which is subject to regulatory approvals and commercial agreements which are expected to be completed within the next six months. The government last year allowed foreign airlines to invest up to 49 percent in private domestic carriers. This was not permitted earlier for security reasons, although 49 percent FDI by non-airline players was allowed.

IKEA wont be allowed to sell food items in India: Government


New Delhi Swedish firm IKEA can be allowed to run restaurant and cafe along with single brand furniture stores, but it wont engage in retailing of food items, Commerce and Industry Minister Anand Sharma said Monday. Sharma said IKEA recently sought permission for single brand retail trading of its products and establishment of IKEA restaurants and cafes. The proposal has been recommended by the FIPB (Foreign Investment Promotion Board) to the extent that IKEA can have a restaurant/cafe in accordance with their global model but cannot engage in retailing of food items, Sharma said in written reply in the Lok Sabha. He said the Indian government has proposed the condition on IKEA that food and beverages to be sold within IKEA restaurant/ cafe loacated in the IKEA retail store. No food items shall be retailed off the shelf in any other part of the retail store. The FIPB has approved the worlds largest furniture maker IKEAs proposal to invest Rs.10,500 crore in single brand retail business in India. The proposal is yet to be approved by the cabinet. Overseas investment proposals worth above Rs.1,200 crore have to be approved by the cabinet.

The Memorandum of Understanding (MoU) was signed between the Export Promotion Council for Handicrafts (EPCH) and China Council for the Promotion of International Trade (CCPIT), the largest institution for the promotion of foreign trade in China, the statement said. The agreement seeks to explore possibilities of enhancing handicrafts from India to important markets of China, which have never before been explored for such exports from India. The agreement was signed by Rakesh Kumar, EPCH executive director, and Zeng Kaizhang, CCPIT president. It will focus on promotion of exports of products such as ethnic and contemporary furniture, wooden handicrafts, including furniture from Jodhpur and Saharanpur, imitation

Total income of the Kolkata-based company increased from Rs.411.97 crore for the first quarter ending March 31, 2012 to Rs.460.81 crore for the same period this fiscal, according to a release. Madrid Spains unemployment rate hit 27.16 percent in the first quarter of this year, with the number of jobless people topping 6 million for the first time amid an economic downturn that started in 2008, the National Statistics Institute, or INE, said. More than 6.2 million people were jobless during the period, with 237,400 workers joining the ranks of the unemployed during the first three months of 2013, the INE said Thursday in its Labor Force Survey. People younger than 25 were hit the hardest, with the unemployment rate for this segment of the labor force coming in at 57.22 percent in the first quarter, representing 960,400 people. Foreigners were the second worst-hit group, with the jobless rate for this segment at 39.21 percent and 1.3 million people out of work, the INE said. Flying Sikh Milkha Singh to get lifetime achievement award


Kolkata Legendary Indian athlete Milkha Singh, also known as The Flying Sikh, will be awarded the Bluechip CSJC lifetime achievement award here Saturday. The 77-year-old former sprinter had missed a 400 meter bronze by a whisker at the 1960 Rome Olympics. He won golds at the 1958 Cardiff Commonwealth Games, 1958 Tokyo Asian Games and the 1962 Jakarta Asian Games. Watson close to regaining full fitness to bowl


Chennai Rajasthan Royals all-rounder Shane Watson has said he was close to regaining full fitness in order to bowl in the Indian Premier League (IPL). Watson, who struck 101 against Super Kings here Monday night, said it will take two more games for him to return to full fitness for bowling. For the first time this year, Watson bowled against Royal Challengers Bangalore, Saturday, and then against Chennai Super Kings here after a series of injuries, the latest being calf muscle injury. In T20 you need a little luck as well to get your innings going. Unfortunately we werent able to finish well. It was an important game for us and we knew how crucial it was for us to be playing well against CSK. I think 185 are a lot of runs on any ground. At the beginning of the match our mindset was probably 160-170 and we ended up with an above-par score. I thought Stuart Binny (36 off 22) was brilliant in the latter part of the innings to give us a further kick. We batted really well as a unit, he said.

Place watermelon cubes in a single layer in an extra-large ziptop plastic freezer bag, and freeze 8 hours. Let stand at room temperature 15 minutes. 2. Use a melon baller to get perfectly round honeydew and cantaloupe balls (which, when combined with fresh blackberries and sprigs of fresh mint, make a simple yet beautiful presentation.)
