Some 355 Philippine National Police 8 (PNP 8) personnel avail of the Local Absentee Voting for the May 13 National and Local Elections conducted at Matapat Hall, Camp Kangleon, Palo, Leyte, April 29. (VINO R. CUAYZON)
said. PRO8 personnel who availed in the local absentee voting exercised their rights of suffrage from Monday up to 5:00 P.M. Tuesday at the designated polling center at PRO8s Matapat Hall in response to Comelec Resolution No. 9637 promulgated last February 13. Majority of absentee voters are PNP personnel assigned at the Regional Public Safety Battalion 8
(RPSB 8) with 116 voters followed by those assigned at stations in Leyte province with 12 voters. Personnel from PRO8 headquarters and Eastern Samar have 8 voters each and those coming from the cities of Tacloban, Ormoc and Catbalogan had one voter from each city. Change
realization has not stopped and discouraged people like Brillantes and some others to do what they can, a step at a time, despite challenges and criticisms. We all need to do our own share to ensure genuinely clean and honest elections and canvassing. We can join others to encourage all voters to cast their votes. We can join groups that guard the electoral process and results. We can offer and join hands in prayers for God to take full charge of our people and our country. Change may take time but starting now will bring change closer and at a much faster pace. Poverty, like electoral changes that the present Brillantes-led Comelec wants to implement, will take time to overcome. However, sincere steps taken immediately, now,
en days more, it will be election day. Will the signicant youth vote spell the end of dirty elections, traditional politicians, and political dynasties? Will the poor also vote for genuine public servants among the candidates? Will they be able to resist the temptation of vote buying? Will the present Comelec also play a truly cleansing role of ensuring free, honest elections and canvassing of votes? While critics may hurl their objections against Comelec Chairperson Sixto Brillantes, there are also those who cheer his decision to stay on and to see this years May elections push through as a clean and honest process. He has clearly shown his determination, through his rm policies, in ensuring a fairer campaign and clean honest elections this year and for years to follow even if he does not always get his way with the Supreme Court reversing a number of his attempts to rationalize campaign policies and ensure true election results. Change on our land will take time but that

soon-to-be concluded Year of Faith the wealth of the Catechism of the Church to all, especially the young and those who are still far from Church life. Its a pity indeed if all that richness of the Catechism would just go to waste, like pearls cast before swine. But how do we make that wealth reach all men? I suppose the question is like the economic or political question of how can we have equal distribution of wealth in our society? We just have to continue hoping and praying and working, wracking our brains real hard, doing some studies and consultations, not afraid to go into trial-and-error mode. The important thing is to do something, and not just to remain idle, baffled, confused and lost. Its said that many Filipinos who are pious and with a lot of devotions often are low and shallow in doctrine. There are also a few who seem to have a lot of doctrine but are rather lacking in piety and devotion. The ideal, of course, as one saint said, is to have the piety of little children while having the doctrine of the theologian. Nowadays, there are those, especially among the youth, who have neither piety nor theology, neither devotion nor doctrine. We need to reach out to them. This is where adaptability and versatility, firmness and consistency are most needed.
A COMBINATION to die for! We just have to work it out. Theres always hope, and chances to attain this goal as long as we are also willing to take what it requires. And for this, there can be nothing more needed than to be vitally united with Christ. For Christ is the epitome of how it is to be adaptive and flexible, while at the same time, firm and consistent. His adaptability and flexibility is shown in infinite ways. He, being God, emptied himself to become man. And that self-emptying went all the way as to die on the cross for all the sins of men. Before his death, he allowed himself to be buffeted, spat upon, crowned with thorns, mocked, scourged, pierced. Before his passion, he, being pure love and goodness, allowed himself to be misunderstood and hated. He put himself completely at the hands of men, God submitting to man, the Creator left at the mercy of his creature. I call this the extreme of adaptability and flexibility. When he went around preaching, he used parables and other literary devices, cultural and social norms of the time, to make himself understood. Sure, he performed miracles, and but these were made to support all the human means he used to reach out to everyone. Miracles came as subsidiary means. He was open to all, mixed with everyone, rich or poor, healthy or sick, saintly or sinful. Even those he castigated for their hard-headedness and self-righteousness, he treated with due respect. But in all these forms of adaptability, flexibil-
ity and versatility, he was never lost or confused. He did not stray from his aim and focus. To top it all, he managed to use all situations and circumstances to do what he was supposed to do. Even that casual meeting with the Samaritan woman at the well, he took advantage to make a conversion. The two distraught disciples on the way to Emmaus after Christs resurrection became objects of a very exquisite revelation. All these are indeed impressive, and can, as their downside on us, cast doubt as to whether we can also maintain such qualities, such combination. But, of course, if we have faith, we can always say we can, possumus, even if we dont know yet how it is going to happen. The crucial thing is faith, faith that is strong and expressed in deeds and not simply confined in verbal professions, sentimental feelings, intellectual exercises. It has to be a faith expressed in deeds, and taken to the streets and to the concrete, flesh-and-blood situations of all men and women in all variety of their conditions. We have to be wary of our tendency to become armchair experts. We have to go out and be willing to get dirty with the things of the world without compromising the spirit of God inside our soul. This is the challenge. Yes, while its true that each one of us will always have an area of specialization, we should neither forget that we need to learn how to work in tandem to be able to reach everyone. These thoughts came to mind as I participated recently in a discussion about how to bring in this

While millions remain in poverty, it is heartwarming to know that in the present administration, there are those honest enough not to tamper with survey results, those truthful and humble enough to acknowledge that much more need to be done to assist millions more go beyond poverty. The change in poverty rates may be statistically insignificant but the same statistics show a number of households improving their lives as well. The
recent poverty rates did not decrease. It increased but not enough to lift millions beyond their basic needs and poverty.

Troops will also be detailed to secure polling places at least a day before election and will withdraw thereon until all PCOS machines are turned over to the COMELEC. Col. Rafael Valencia, commander of the Ormoc City- based 802nd Infantry Brigade has standing order to all soldiers who will be assigned to secure polling places and even those who are conducting checkpoints to be non-partisans. CEBU CITY -- Elderlies, pregnant women and persons with disabilities (PWDs) dont have to worry about long queues in polling places on May 13 elections as express lanes will be made available to them, a Commission on Elections (Comelec) officer said Tuesday. Lawyer Dominic Ian Marigomen, Cebu City north district election officer, said they will set up two lines for each designated polling place -- a line for able-bodied voters and an express lane for elderlies, pregnant women and PWDs. They will be provided with the so-called express lane for their benefit, Marigomen said, adding that all election officers are mandated to set the polling place at the ground floor of a building, purposely, to provide accessibility. Republic Act (RA) 10366, or an Act Authorizing the Commission on Elections to Establish Precincts Assigned to Accessible Polling Places Exclusively for Persons With Disabilities and Senior Citizens, defines accessible polling place as the venue where the Board of Election Inspectors (BEIs) conducts election-related proceedings and where the voters cast their votes. According to RA 10366, the accessible polling place shall be located at the ground floor, preferably near the entrance of the building, and is free of any physical barriers and provided with necessary services, including assistive devices. Marigomen said, however, that he will instruct the BEIs not to necessarily concentrate on the express lane alone. The BEIs should exercise discretion and determine the flow (of the lines)...that the flow will not stop, Marigomen added. He also said that there will be no express lane for illiterate voters, unless that illiterate happens to be a senior citizen or a person with disability. The defeated candidates will have the reasons to base their accusation of cheating using the commentary of Bondoc. Is Bondoc alone questioning the effectiveness of the PCOS machine? In the same newspaper, another columnist Jose C. Sisons A Law Each Day (Keeps Trouble Away) has a more chilling commentary. He wrote: Of course since everything was left to the machines, from the voting to the counting it was really quite difficult to prove whether the 35 million PCOS ballots cast in the last election really reflected the choice of the voters, or at least, whether they were accurate enough to be credible. One of these losers however, the defeated mayoralty candidate in Compostela, Cebu, Ritchie Wagas, sought court relief after his protest was ignored by the Comelec as it continued to defend the integrity of the PCOS. However it also pointed out that while errors in a recipe might be noticed and corrected by the cook, errors in source code can be disastrous because the code is executed by the computer exactly as written whether that was what the programmer entered or not. Thus in said case the SC directed the Comelec to make the source code for the Smartmatic PCOS machines available to CenPEG and all other interested parties or groups for independent review. Test ballots and test forms shall be provided by the Commission. Immediately after the examination and testing of the equipment or device, parties and candidates or their representatives, citizens arms or their representatives, may submit a written comment to the election officer who shall immediately transmit it to the Commission for appropriate action. The election officer shall keep minutes of the testing, a copy of which shall be submitted to the Commission together with the minute of voting. Once an AES technology is selected for implementation, the Commission shall promptly make the source code of that technology available and open to any interested political party or groups which may conduct their own review thereof. Brillantes may be right of his non-interest, but how about the law? Will the members of the BEI escape facing life imprisonment, in case, the result of the votes counted is proven to have increases or decreases for a candidate? The law states: Sec. 42. Section27 (b) of Republic Act No. 6646 is hereby amended to read as follows: Sec. 27. Election Offenses; Electoral Sabotage. - In additional to the prohibited acts and
election offenses enumerated in Sec. 261 and 262 of Batas Pambansa Blg. 881,as amended, the following shall be guilty of an election offense or a special election offense to be known as electoral sabotage: (a) x x x (b) Any person or member of the board of election inspectors or board of canvassers who tampers, increases or decreases the votes received by a candidates in any election or any member of the board who refuses after proper verification and hearing ,to credit the correct votes or deduct such tampered votes: Provided, however, That when the tampering, increase or decrease of votes or the refusal to credit the correct votes and /or to deduct tampered to deduct tampered votes are perpetrated on large scale or in substantial numbers, the same shall be considered not as an ordinary election offense under Sec. 261 of the omnibus election code. But a special election offense to be known as electoral sabotage and the penalty to be imposed shall be life imprisonment. Without the members of the BEI keying the password, will they be free for failing to follow the provision of the law? In case they be found guilty of election offense, will Brillantes join the election inspectors or board of canvassers in jail for life or will he volunteer to be jailed alone?
