SWOT ANALYSIS on YOUTH BILLS 14th Congress REPUBLIC ACTS RA 9512 An Act to promote environmental awareness through environmental

education and for other purposes; also known as "Environmental Awareness and Education Act of 2008"

Strengths: A law that educate students on the issue and concerns about the environment, implementation of programs on environmental protection and conservation Weakness: Training on those who will be in charge of the said bill (They should be given enough training about the environment) Opportunities: Eco-friendly environment, reduce environmental diseases Threat: Factories owned by big business tycoons could be a threat to the execution of the law RA 9995 An Act Defining and Penalizing the Crime of Photo and Video Voyeurism, Prescribing Penalties Therefor, and for Other Purposes Strengths: A law that protect the privacy and dignity of every person by taking legal actions on the policy on photo and video voyeurism. Weakness: Victims of voyeurism may be timid and reserved to report such incidents Opportunities: Victims of photo and video voyeurism are now protected of such law and those who violate the law and can now be penalized Threats: Since there is no specification of the law in terms of publication of photos and videos on media technology, some pictures and videos could still be permitted in some sites and still can be accessed.

RA 9547 An Act strengthening and expanding the coverage of the special program for employment of students, amending for the purpose provisions of R.A. No. 7323, otherwise known as the Special Program for Employment of Students

Strengths: A law that protect and look after for the conditions, circumstances, environment of employed students. Weakness: Specification of law that only poor but deserving students fifteen years of age (15 yrs. old) but not more than twenty- five (25 yrs. Old). Opportunities: Student could be employed and study at the same time. Threats: Students employment could be a disturbance, and distraction of his studies

RA 9775 An Act defining and penalizing the crime of child pornography, prescribing penalties therefor and for other purposes

Strengths: It gives the necessary provisions to protect and every child form all forms of exploitation and abuse. Weakness: Internet Service Provider (ISP). Since the internet has a big range and access to the people, documents, and other files pertaining to child pornography could be easily retrieve and access. Opportunities: Sec. 19, provides programs for victims of child pornography Threat: Specific budget should be allotted for the programs of the victims of child pornography.

SENATE BILLS SBN 414 An act to provide educational opportunities for disadvantaged children, and for other purposes Strengths: The bill provides educational opportunities for disadvantaged children by giving them the same chance availed the said programs on the bill Weakness: Not everyone could avail the said programs on the bill Opportunities: Gives an equal opportunity for the disadvantaged and those who come from well to do families. Threat: Clash of ideologies in certain situations (due to different orientation between the two groups) SBN 427 An act providing free and suitable education for handicapped children and appropriating funds therefor Strengths: Provide free and suitable education for handicapped children. Weakness: Age is limited to those who are eighteen and below. Opportunities: The provision provides avenues for handicapped and disabled persons, they are given equal opportunities Threat: The passage of the bill could also be offensive for some handicapped; there is a tendency that they feel discrimination. SBN 410 to minors An act to punish transmission of indecent material by computer

Strength: Special Protection to minors form all forms abuse, neglected, cruelty and exploitation, and discrimination and other conditions Weakness: Only minors are covered by the bill

Opportunities: Since the Philippines is considered as a Catholic country, this bill would be very helpful to Catholics and the Church. Threat: Since minors are under eighteen years old (18). The definition of indecency is not clearly defined because what is not decent to fifteen years old (15) can be indecent to six years old (6) SBN 411 An act establishing a youth center in the fifteen (15) regions of the Philippines and appropriating funds therefor Strength: A law that caters and protects the youths physical, moral, spiritual, intellectual and social well-being Weakness: Only those who are in the age range of 15- 30 yrs. old are covered by the bill. Opportunities: A more sustainable youth programs and projects could be implemented in these 15 centers under the direct supervision of the National Youth Commission. Threat: The allocation of the budget for these 15 youth centers should be actual and accurate. How will the other agencies coordinate with the National Youth Commission. SBN 432 An act providing for educational benefits for the minor children of soldiers and policemen who are killed by insurgents for slain in the line of duty and for other purposes Strength: Provides educational benefits for minor orphaned children of soldiers and policemen Weakness: The bill is covered only to the minor orphaned children of soldiers and policemen Opportunities: Orphaned children of soldiers and policemen are given opportunity (benefits) Threat: Implementation of the bill requires a budget

SBN 439 An act requiring the establishment of fully equipped science laboratories in every public and secondary school and for other purposes Strength: The development of fully equipped science laboratories give and provide mechanism to enable the country to be globally competitive. Weakness: Allocation of budget for the proposed science laboratories. Opportunities: More strong economic and technological development for the country. Threat: Lack of school staff who are expert in the use of laboratories. SBN 458 An act reducing the rate of teenage pregnancy through evaluation of public and private programs Strength: Eliminate unwanted pregnancy; reduce the rate of adolescent pregnancy Weakness: lack of public information Opportunities: Lesser population, Reproductive health Threats: Eliminating teen pregnancy does not mean eliminating premarital sex. SBN 467 An act creating a public corporation to be known as the foundation for the encouragement of gifted and talented children and youth, and to define its powers and purposes, and for other purposes Strength: The formation of the foundation will be used to protect and develop the hopes and ideals of gifted and talented children and youth. Weakness: Budget that will be used in the creation of the foundation. The provisions for the bill is not clearly explained, the author of the bill should be more specific Opportunities: Since there are many gifted Filipino children and youth who excel in the field of arts, sports, leadership, academics, and science and technological inventions, many could benefit from the bill.

Threat: Lack of budget and maintenance of the programs to be implemented for the bill SBN 495 An act giving indigent but gifted and talented students the opportunity to develop their capabilities Strength: The purpose of this act is to provide grants to public schools to support programs, classes, and other services to meet the needs of indigent but gifted and talented students. Weakness: This bill has a resemblance on SBN427, which promotes the creation of the Foundation from gifted and talented children and youth. Opportunities: A strong point to pass these two bills can be passed due to the lack of laws protecting special and indigent children and youth Threat: The demand is too high; the population from the lower class will have a very high demand on the bill HOUSE BILLS HB 6794 An Act defining cybercrime, providing for prevention, suppression and imposition of penalties therefor and for other purposes Strength: Protects individuals from cybercrimes. It gives benefits and assurance to the victims of cybercrime and for safeguarding the future of young generation Weakness: Opportunities: Since the use of internet and online databases are rampant, the passage of this bill could benefit and target one of the biggest populations of the country, which is the youth. Threat: Eliminating cybercrime is irresolvable yet. EXECUTIVE ORDER EO 795 An order attaching National Youth Commission from the Office of the President to the Department of Social Welfare and Development

Strength: The Department of Social Welfare Development could help the National Youth Commission in its hopes and ideals for the youth. Since, the DSWD is the primary agency of the government in promoting the rights and welfare of individuals, both agencies could strengthen their vision. Weakness: The National Youth Commission should always get the approval from the Department of Social Welfare and Development Opportunities: The Department of Social Welfare and Development are train on how to handle juvenile delinquents and they could provide the necessary information on youth issues; this is a good opportunity for the National Youth Commission. Threat: Their visions and aspirations could not meet at one point. EO 792 Reforming the No-payment, No periodic examination policy in state universities and colleges and expanding the coverage of the students' assistance fund for education Strength: Weakness: Opportunities: Threat:
