October 18, 2012 Dear CIC Client, We regret to inform you that the Minister of Citizenship, Immigration and

Multiculturalism has announced to return the fee for Federal Skilled Worker applicants affected by the backlog elimination measure. In the Citizenship and Immigration Canada website http://www.cic.gc.ca a notice was given to all affected applicants that the visa office will start to return fees which were paid to the Department for Federal Skilled Worker (FSW) applications affected applicants are those who were filed before February 27, 2008 and received no decision was made to their application before March 29, 2012. The purpose for this action by the Minister was to eliminate the backlog of immigration applications and to give chance to the applicants that will qualify to apply under the expedited process. The waiting period would have been extended to at least 10 years or more. The Minister felt the long waiting period was unacceptable to applicants and changes had to be made. The Minister has made the commitment to processing selected occupations within 6 to 12 months from the date filed for those that will qualify under the new process. Along with the proposal made last March 30, 2012 in the Economic Action Plan 2012 to eliminate the backlog, the Citizenship and Immigration Canada (CIC) will return the full amount of fees paid without interest to the approximately 280,000 affected applicants. Last October 12, 2012 the proposal was finalized and notice on the procedure for the return was post in the Citizenship and Immigration Canada website. For your reference regarding the notice, you can check the link http://www.cic.gc.ca/english/department/media/notices/notice-returns.asp. In order to make sure that your refund cheque will reach you, you need to confirm your latest contact details by completing the attached form Return of Processing Fee, Right of Permanent Residence Fee or Right of Landing Fee (IMM 5741E) and send this to our office so we can forward the same to the designated visa office. You can send the scan copy of the completed form with your signature to this email address jweisdorf@go2canada.com. Please be informed that instead of the instruction of the Citizenship and Immigration Canada FSW Program in Ottawa to send the returned fee by mail, our office contacted the Canadian Embassy in Manila to advise them to send the refund cheque via courier service. This procedure will be more effective to ensure that cheques will be received by the right person. It is a known fact that there are numerous cases of mail fraud throughout the postal system in the Philippines. In order to prevent that from happening we highly suggest that cheques must not be sent through regular post and should be sent to applicants by courier service.
