Purpose of the position:


The incumbent will successfully implement community water supply systems, all other constructions, sanitation infrastructure, and Hygiene trainings to contribute to child wellbeing aspirations. Specifically the Water Engineer will design and coordinate, implementation of WASH projects in the IPA, develop all the WASH staff and community capacity building. He will lead mobilization of WASH resources and ensure implementation is done to specifications in close collaboration with local communities, Kenyan government and other relevant agencies. In order to successfully do so, the Water Engineer must be able to effectively communicate World Visions Christian ethos and demonstrate a quality of spiritual life that serves as an example to others. Key Outputs (accountabilities and results) 1 Ensure close supervision and timely implementation of all construction works and ensure they are delivered on time. Weight (%) 12% Indicators

Implement Water, sanitation and Hygiene projects and other construction to ensure quality, effectiveness and timely implementation towards realization of Millennium development goals and Kenyas Government Vision 2030. Lead in handing over construction sites to the contractors, and oversea the setting out. Provide overall site Supervision and monitoring construction and rehabilitation of water supplies, sanitation and hygiene interventions in strict adherence to the Kenya government regulations, WHO and the SPHERE standards. Liaise with the all respective ministries to oversee progress of the work and validate all the inspection reports (this includes quantified work done) Supervision of contractors during implementation to ensure quality workmanship, safety and value for money is achieved within scheduled times.

Take lead in depossessing, handing over and commissioning of projects Prepare construction progress reports. Develop and monitor Schools, health centers, Water, Sanitation and hygiene project indicators and standards for use by IPAs. (4D matrices, DIPs, monthly monitoring reports). Prepare TORs for projects surveys, end of project evaluation and review evaluation reports. Participate fully and actively in all WASH and other relevant assessments Collaborate with the, sub branch , national construction coordinator, and NO WASH secretariat to provide IPA staff with the appropriate technical orientation needed to achieve proposed child well being aspirations. Co-ordinate and network with the Government, Ministries of Water and Irrigation, Ministry of Public Health and Sanitation, Ministry of Public Works, Ministry of Lands, Environment, Roads, and arid Lands development, Local Government, department of culture and social services, Community Based Organizations and NGOs, UN agencies and other relevant departments working in the District in providing technical support and assistance to all construction,Water, Sanitation and Hygiene projects. Engage with key stakeholders, Community, government, church and other civil society representatives in order to maximize the impact of the intervention. Conduct and facilitate community mobilization for meetings and trainings to ensure their participation in WASH and construction projects to ensure sustainability. Facilitate communities to identify viable WASH and construction projects and negotiate for way leaves and easement. In liaison with education and health officers support community mobilization for meetings and trainings to ensure their participation in construction projects to ensure sustainability. Prepare technical terms of reference (TOR) for engineering surveys(Environmental Impact Assessments, Topographical, Hydro geological and hydraulic, architectural and structural), assessments, designs and structural evaluations. Prepare/Review technical designs and drawings (Feasibility, preliminary and detailed engineering designs). Preparation/Review of Bills of Quantities (BQs) Preparation of the tender documents (Technical Specifications, Drawings, Bills of quantities and Terms of Reference). Key member of IPA tender committee and offer all the technical advice.

Budget monitoring utilization

Provide advisory role in Financial Management of WASH and Construction projects through monitoring project budget , budget revisions and alignment ensuring fund accountability as per WV standards and donor regulations; Ensure that staff under them monitors and support the timely and appropriate utilization of budgeted resources for all WASH and construction related interventions. Develop, quarterly, semi- annual, annual and end of projects reports on Water and Sanitation and hygiene and construction and ensure that the reports are prepared in a timely manner and in accordance with donors and WV Kenya requirements. Document and disseminate best practices on Water, sanitation and Hygiene projects in the IPA. Develop timely monthly reports for internal use. Develop timely and accurate funding proposals in line with donor requirements and WVK standards in collaboration with IPA Manager, other sector specialists and EDR Group. Capacity building of WASH staff (WASH officers, Sanitation and hygiene officers, Project accountant, Interns, and drivers) and communities in programming and implementation of WASH and construction projects. Promote advocacy on Water, sanitation and Hygiene issues. Support preparation and conducting training for water Users Associations to empower them to run their own water supply systems on a sustainable basis. Support preparation and conducting hygiene and sanitation promotion training sessions. Supervise and guide all the project staff under him/her who may include WASH officers, sanitation and hygiene staff, drivers etc Ensure that all WASH staff within the IPA meet or exceed basic professional requirements in relation to WASH initiatives ; Ensure that existing business processes, standards and guidelines related to WASH initiatives are effectively implemented by IPA. Any other relevant responsibility as may be assigned by the IPA manager or other relating supervisors. Ensure that environmental impact plan is implemented. Mobilize communities to conserve wetlands and water catchment areas.

Qualifications: Education/Knowledge/Technical Skills and Experience


The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training: Degree/ Diploma in Civil Engineering, Water Engineering or a related field. A minimum of Three or Seven years proven experience for degree or Diploma holder respectively in working/programming in either relief or development including managing a large scale Community based water project with evidence of successful implementation of similar projects Experience in project design, proposal writing, needs assessments, surveys, and information management. Experience in supervising, training, and coaching staff Good understanding of SPHERE and other international standards. Knowledge of MS Office, Lotus Notes and statistical program (e.g. SPSS). Ability to conduct community WASH needs assessment, program planning, implementation, monitoring and evaluation of WASH activities Proposal/concept paper writing skills for fund raising.
