PREAMBLE Government of Maharashtra has decided to conduct a Common Entrance Test for selection to all degree courses in Engineering/Technology and Pharmacy courses. The Entrance Test is scheduled on Thursday, 16thMay 2013 at all the district headquarters in Maharashtra. The Competent Authority for the MT-CET 2013 is Director of Technical Education, Mumbai. The application form for MT-CET 2013 is common for all the above said courses. However, the information brochures for Engineering/Technology courses and Pharmacy course are separate. The results of MT-CET 2013 will be made available at the website of Directorate of Technical Education (http://www.dte.org.in/mtcet2013). The Government of Maharashtra has opted to join the National Level JEE from the academic year 2014-15. The admissions to the First Year of Engineering/Technology will be carried out on the basis National Level Joint Entrance Examination (JEE) from the academic year 2014-15. CLARIFICATION
The Honble Supreme Court (Bench of Hon. 7 judges) has delivered a judgment on 12/8/2005 in Civil Appeal No. 5041/2005 in SLP (C) No.9932/2004 in respect of rights and entitlement of Government as against Private Professional Educational Institutions. This judgment expects enactment of legislation by Central Government and in its absence, by State Government in this regard. This process has been initiated. However it is not certain, as of this date, as to when such legislation will come into force, as also its provisions. In the meanwhile, in terms of the observations of the Honble Supreme Court from the aforesaid judgment, at least at this stage, it appears that State Government cannot claim any quota/seats in these colleges/institutions and consequently cannot effect admissions in these Private Engineering/Technology Colleges/institutions, except to the extent agreed by certain institutions, if any. It is therefore made clear that on the aforesaid interpretation and advice given to the State Government, this Brochure will not apply to the admissions to be effected in the academic year 2013-2014 at the Private Engineering/Technology Colleges/Institutions, in so far as undergraduate courses are concerned, with the above exception. However, it is made expressly clear that if, after issuance of this Brochure, either on account of any legislation or on account of any different interpretation/opinion/advice or due to any judgment/order passed by any court of law or even otherwise, the State Government is found entitled to any seat(s) in the Private Engineering/Technology Colleges/Institutions and consequently entitled to effect the admission(s) to such seat(s), the rules and regulations set out in this Brochure will be made applicable to such seat(s) and admission(s). In such event, a separate intimation will be issued with appropriate details. It is further clarified that separate information brochure will be issued at the time of filling of Application form for Centralized Admission form/option form giving details as to availability of number of seats, their institution wise, category wise distribution as also rules and regulations governing such distribution and consequent allotment of seats of Government as also Private Engineering/Technology Colleges / Institutions, if any. It is also made hereby clear in no uncertain terms that the same Common Entrance Test (MT-CET 2013) that is proposed to be conducted in terms of this Brochure will govern such admission(s), if any.

Engineering/Technology GOVERNMENT OF MAHARASHTRA RULES OF ELGIBILITY FOR MT-CET 2013 AND FOR ADMISSION TO FIRST YEAR OF FOUR YEAR FULL TIME DEGREE COURSES IN ENGINEERING/TECHNOLOGY FOR THE ACADEMIC YEAR 2013-14 : . -/.. / -, 1.0 Introduction The entrance examination for the selection to all Engineering/Technology and Pharmacy degree courses in State of Maharashtra shall be conducted by Director, Technical Education, Mumbai, the Competent Authority appointed by Government of Maharashtra vide Government Resolution ( . -/../-, : ) for the academic year 2013-14. The headquarters in the State of Maharashtra. The Selection Process shall however be separate for degree courses in, Engineering/Technology and Pharmacy. The Competent Authority shall devise the system of Counseling/Allotment. This procedure shall be governed by the regulations and directions as specified by the Government of Maharashtra from time to time. This brochure gives the rules for the eligibility for appearing to the Maharashtra Technical Common Entrance Test 2013 i.e. MT-CET 2013, the eligibility for admission to first year of various courses in Engineering/Technology in the State of Maharashtra and also gives definition of various types of candidatures. These rules govern only the aspect of the Common Entrance Test and the elig ibility of the candidates to appear for this examination. The rules and information regarding the distribution of seats under various heads i.e. Home University, Outside Home University, Institute Level Seats, Minority Seats, All India Seats etc.; details of the Reservation of Seats, Fees concession (if any) offered to eligible candidates, details of the Centralized Admission Process (CAP), details of the admission rounds, Institute/course wise Information etc. shall be provided in a separate Information Brochure, which will be made available to the aspiring candidates at the time of filling up of the Application Form for Admission to Engineering/Technology Courses. Director means the Director of Technical Education, Maharashtra State. "Application Form" means prescribed form to be filled online by the candidate for appearing to MT-CET 2013. Appeal Committee means the Committee setup under the chairmanship of the Competent Authority; it shall deal with the representations submitted by the candidates/parents relating to grievances of the candidates with regard to MT-CET 2013 examination and the selection process. Competent Authority means the Authority designated or appointed by Government of Maharashtra to conduct MT-CET 2013, and declare the results. The Competent Authority will supervise and control the selection process for the admission to Engineering/Technology and Pharmacy degree courses and act as a chairperson of the Appeal Committee for representations submitted by the candidates. The Competent Authority will issue necessary executive instructions for implementation and provide relevant information to be published or communicated. Center in-charge of the District means the District Collector or the officer(s) authorized by the District Collector. Divisional Authority means the Joint Directors of Regional office of Technical Education, Director, SGGSIE&T, Nanded and Principal, Government Polytechnic, Kolhapur who will be responsible to carry out the directions and instructions of the Competent Authority (Annexure A). Engineering/Technology Notified Colleges means the colleges/institutions responsible for distribution of information brochures and application forms for MT-CET 2013examination, receipt of the application forms from the School/Junior colleges, collection & distribution of admit cards and Score Cards of MTCET 2013 examination.(Refer Annexure - A) Qualifying examination means examination on the result of which a candidate becomes eligible to appear at MT-CET 2013 entrance examination. i.e., HSC (12th standard) or equivalent examination College or Institution means Engineering College or Technological Institution duly approved by the AICTE and Government of Maharashtra to impart Education in Engineering/ Technology at the degree level. Government Engineering College means the Engineering College run by the Government of Maharashtra. Government Aided Engineering College means Engineering College run by private management but which receives financial assistance from the Government of Maharashtra. University Managed Engineering College means Engineering College run by a particular University. University Department means a department of University which offers four year degree courses in Engineering/Technology. Autonomous Institute means the institute for which autonomy is granted by the Government of Maharashtra. Un-Aided Engineering College means Engineering College run by private management on self-financing basis. Sanctioned Intake means the course wise number of seats sanctioned by the Government Resolution with reference to the AICTEs approval. Inter se merit means the order of merit as defined by Maharashtra State Merit list/Home University area merit list/ All India JEE (mains) Merit list/J & K Migrant Merit list as the case may be. Candidate means an applicant who is an Indian National and desires to appear for MT-CET 2013 with an intention to seek admission to first year of four year Degree Courses in Engineering/Technology in Maharashtra State by submitting the prescribed application form for the year 2013-14. Defence means services established under the Army Act 1950/Air force Act 1950/Navy Act 1957. F.E. Admission means the Admission to first year of four year degree courses in Engineering / Technology. Persons of Indian Origin (PIO): A Person having foreign citizenship (except Pakistan and Bangladesh) without NRI status, who holds a Foreign Passport at the time of sending application, consideration for admission and during the period of his/her study, and he/she or anyone/both of his/her parents or anyone/both of his/her grandparents is (or was)/are (or were) citizen(s) of India by virtue of the provisions of the Constitution of India or Sec. 2(b) of Citizenship Act, 1955 (Act No. 57 of 1955). OMS candidate means Outside Maharashtra State candidate who is an Indian National. Foreign Nationals means Citizens of all countries other than India, who are not of Indian origin as defined under PIO. DTE Mumbai

Engineering/Technology Foreign Student means Foreign Student in this context shall be defined as the student who possesses a foreign passport. CAP Seats These are the seats for which allotment/admission is carried out by the Competent Authority through CAP NRI Candidate means a candidate who is a child of the person who has the NRI status as defined under section 6 of the Income Tax Act 1961. Gulf Candidate means a candidate who is a child of the person who has the NRI status as defined under section 6 of the Income Tax Act 1961 and currently working in gulf countries. 2.0 Eligibility Criteria: 2.1 Eligibility of Maharashtra State Candidate and OMS candidate for appearing for MT-CET 2013 : Candidate should be an Indian National and should have passed/appeared* the HSC (Std.XII) examination of Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent examination with subjects English, Physics, Chemistry and Mathematics. Note: *Candidates who have appeared for the qualifying examination i.e. HSC (Std. XII) or its equivalent examination during the academic year 2013-14and whose results are not declared till the last date of submission of application form are eligible to appear for MT-CET 2013, however for admission to first year of degree courses in Engineering/Technology, such candidates must fulfill the eligibility criteria as mentioned in rules 2.2 to 2.11 as applicable. Maharashtra State candidates (defined as per rule no. 3.1) and OMS candidates (defined as per rule no. 3.2) are eligible to appear for the MT-CET 2013conducted by the Competent Authority of Government of Maharashtra for the academic year 2013-14. Even though Outside Maharashtra State (OMS) candidates are eligible to appear for the MT-CET 2013, it is specifically made clear that such OMS candidates will not be able to participate in the Centralized Admission Process on the basis of score in MT-CET 2013. These OMS candidates will be able to apply for the admissions against the Institute Level Seats ONLY in the Unaided Private Engineering Colleges/Institutes on the basis of score in MT-CET 2013. The facility of Constitutional Reservation is not available for the OMS candidates. Therefore all OMS candidates will be treated as OPEN/GENERAL category candidates in the entire admission process. 2.2 Eligibility criteria for Maharashtra State Candidate and Outside Maharashtra State Candidate for admission to first year of degree courses in Engineering/Technology: Candidate should be an Indian National and should have passed the HSC (Std. XII) examination of Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent examination with subjects English, Physics, Chemistry and Mathematics AND Secured minimum 45% marks (minimum 40%marks in case of candidates of backward class categories and Person with Disability belonging only to Maharashtra State) in the subjects Physics, Chemistry and Mathematics added together at HSC (Std. Engineering/Technology AND Obtained a non-zero score in subjects Physics, Chemistry and Mathematics added together at MTCET 2013.

2.3

Eligibility criteria for All India candidates (Paper -1 of JEE (Mains)-2013 qualified): [Both the Maharashtra State Candidates and the OMS candidates] Candidate should be an Indian National and should have passed the HSC (Std. XII) examination of Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent examination with subjects English, Physics, Chemistry and Mathematics AND Secured minimum 45% marks (minimum 40% marks in case of candidates of backward class categories and Person with Disability belonging only to Maharashtra State) in the subjects Physics, Chemistry and Mathematics added together AND Candidate should have a valid Paper-1 of JEE (Mains) Score (i.e. total score should be positive) for the year 2013-14. Paper-1of JEE (Mains) 2013 qualified Maharashtra Candidates who have appeared for MT-CET 2013 will be required to submit single Application and Option form for CAP. Such Candidates will be given single allotment through CAP as per their inter-se-merit.

2.4

Eligibility criteria for Foreign National/Foreign Student/ PIO/Children of Indian workers in the Gulf Countries/Children of NRI Candidate should have passed the HSC (Std. XII) examination of Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent examination with subjects English, Physics, Chemistry and Mathematics and secured minimum 45% marks in the subjects Physics, Chemistry and Mathematics added together. The eligibility of the candidates passing the HSC (Std. XII) equivalent examination from a school/college/Examination Board situate outside India shall be further decided by the University Authorities to which the candidate is admitted. Hence such candidates are advised to get their eligibility verified by the respective University Authorities before seeking admission to the Engineering/Technology degree courses in the State of Maharashtra. The candidate belonging to this type is not required to appear for the MT-CET 2013

2.5 Eligibility criteria for GOI nominees: Candidate should be an Indian National and should have passed the HSC (Std. XII) examination of Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent examination with subjects English, Physics, Chemistry and Mathematics and secured minimum 45% marks (minimum 40% marks in case of candidates of Backward class categories) in the subjects Physics, Chemistry and Mathematics added together The candidate belonging to this type is not required to appear for the MT-CET 2013.

Engineering/Technology 2.6 Eligibility criteria for J & K Migrant candidates: Candidate should be an Indian National and should have passed the HSC (Std. XII) examination of Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent examination with subjects English, Physics, Chemi6stry and Mathematics and secured minimum 45% marks in the subjects Physics, Chemistry and Mathematics added together The candidate belonging to this type is not required to appear for the MT-CET 2013.

2.7 Eligibility criteria for MKB candidates: In addition to the basic eligibility criteria mentioned in rule no. 2.2, candidates who have appeared & obtained a non-zero score in the MT-CET 2013 and belonging to the Maharashtra Karnataka Disputed Border Area are required to fulfill following additional eligibility criterias. Candidates have to be from such villages/towns, from the Maharashtra Karnataka disputed border areas, on which Maharashtra puts its claim (Refer Website). The candidate OR should The produce candidate the certificate produce that the his/her domicile father/mother/candidate certificate of his/her

himself/herself is a domicile of Karnataka in the disputed border area as specified in the Proforma-G should father/mother/candidate himself/herself stating that he/she is a resident of a Districts, Talukas and villages included under MKB. (List of Districts, Talukas and villages included under MKB are available at website of DTE . i.e., www.dte.org.in) The candidate should have passed SSC (or equivalent) and/or HSC (or equivalent) from an Institution situate in the disputed border area. The candidate must produce a certificate from the Principal/Head Master of the College/School stating that the candidate has passed SSC/HSC (or equivalent) Examination from that Institution. Mother tongue of the candidate must be Marathi. The candidate must produce a certificate from the Principal/Head Master of the School from which he/she has passed the SSC (or equivalent) Examination, stating that the candidates Mother tongue is Marathi as per the original School record. Candidate should have passed SSC or HSC (or equivalent) Examination with Marathi as one of the subject.

2.8

Eligibility criteria for Candidates who are sons/daughters of Defence service personnel: In addition to the basic eligibility criteria mentioned in rule no.2.2, candidates who have appeared & obtained a non-zero score in the MT-CET 2013and satisfying any one of the following criteria are eligible to seek admission against seats for sons/daughters of defence service personnel. Candidate is a son/daughter of ex-service personnel who is domiciled in Maharashtra State (Def-1). Candidate is a son/daughter of active service personnel who is domiciled in Maharashtra State (Def-2). Candidate is a son/daughter of active service personnel (Def -3) Who is transferred to Maharashtra State but is not domiciled in Maharashtra State

Engineering/Technology Who is not domiciled in Maharashtra State but his/her family is stationed in Maharashtra State under the provision of retention of family accommodation at the last duty station on the grounds of childrens education, provided further that, such candidate should have appeared and passed the HSC (Std. XII) examination of Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent examination from a school/college situate in the State of Maharashtra. Note: This provision is NOT available to the children of CIVILIAN STAFF who is working/ who has worked with the Indian Defence Services.

2.9 Eligibility criteria for Person with Disability Candidates: In addition to the basic qualification mentioned in rule no. 2.2, candidate who has appeared & obtained a non-zero score in the MT-CET 2013and suffering from any one of the following permanent disability is eligible to seek admission against seats for Person with Disability candidates [only Maharashtra State candidates (Type A, B and D) are eligible to apply for admission against these seats] Candidate who is visually impaired (blind) candidate (type P1) Candidate who is speech & hearing impaired (deaf & dumb) candidate (type P2) Candidate who is with orthopedic disorders, learning disabilities, Dyslexia, Dyscalculia, Dysgraphia, Spastic (type P3) Note: The certificate (Proforma F/F-1) should clearly state that the extent of disability is more than 40% and the disability is permanent in nature.

2.10 Other eligibility criteria for specialized branches of Engineering: Candidates seeking admission to some special courses or under some special provisions have to fulfill the following additional eligibility criteria. Admission to Bio- Medical Engineering course : Candidates seeking admission to Biomedical Engineering course should have passed in the subject of Biology in the qualifying examination in addition to fulfilling the Eligibility criteria as mentioned in rule no. 2.1, 2.2 and 2.3. Admission to Bio-Technology Engineering course : Candidates seeking admission to Bio-Technology Engineering course should have passed in the subject of Biology or Biotechnology in the qualifying examination in addition to fulfilling the Eligibility criteria as mentioned in rule no. 2.1, 2.2 and 2.3. Admission to Aeronautical Engineering* Candidates who are suffering from Colour blindness are not eligible for admission to Aeronautical Engineering course. Admission to Mining Engineering course: Female candidates are not eligible for admission to Mining Engineering course.

Engineering/Technology 2.11 Eligibility criteria for Candidates who have passed Diploma in Engineering/Technology and seeking admission to First Year of Engineering/Technology in Unaided Institutes: Diploma holders who have passed the Diploma course in Engineering/Technology with minimum of 50% marks in aggregate and medium of instruction as English from the Polytechnics affiliated to MSBTE or AICTE approved autonomous Polytechnics in Maharashtra State ( for Maharashtra State Candidates) or such polytechnics situate inside/outside the State of Maharashtra ( for Outside Maharashtra State Candidates). Note: 1. To resolve a tie i.e. more than one candidate securing equal aggregate marks in Final year of the Diploma exam, following order of preference shall be adopted: marks in Maths at SSC, Grand Total at SSC. 2. Eligible Diploma candidates (rule 2.11) shall be considered for Admission against the Institute level seats in Unaided Private Institutes only. The details of the admission process for filling application for admission against institute level seats shall be made available in the separate information brochure. 3. Diploma candidates (rule 2.11) are not eligible to appear for the MT-CET 2013. 4. Refer rule no 2.12 regarding Rounding off of percentage of marks for deciding the eligibility, if applicable 2.12 Rounding off of percentage of marks for deciding eligibility for admission .

In case percentage, marks (converted out of 100) in the subjects Physics, Chemistry and Mathematics added together at HSC (Std. XII), comes in fraction then percentage of marks shall be rounded off as explained in the example for the purpose of deciding the eligibility of the candidate. Example: - If the percentage of marks comes out to be 44.50% to 44.99% then it shall be rounded to 45% and if the percentage of marks comes out to be 44.01% to 44.49% shall be rounded to 44%. General Notes: 1. In case the maximum marks in individual subject is other than 100, convert the marks out of 100 for individual subject but do not round off these marks. If the sum of the converted marks of three individual subjects without rounding off works out to be a figure with fraction then fraction up to two decimal places shall only be considered and the percentage of marks shall be calculated considering maximum marks as 300 and, If the percentage comes in fraction, rounding off shall be done as given in rule No. 2.12 to decide the eligibility. Example: If a candidate obtains 85 marks out of 200 in Physics, 76marks out of 150 in Chemistry and 40 Marks out of 100 in Mathematics, then the sum of marks obtained works out to be 201 out of 450 marks. If it is converted out of 300, it works out to be 134. The % of marks comes out 44.6666 %. However if the marks in individual subjects are converted out of 100, then the marks are as 42.5 in Physics, 50.6666 in Chemistry and 40 in Mathematics. It means the sum of converted marks of individual subject is 133.1666, which is 133.16 up to two fractions. The % of marks comes out 44.38 % after rounding off it is 44%. Hence the candidate is not eligible for admission under OPEN Category. 2. If letter grades are assigned instead of marks at SSC, HSC or its equivalent examination the candidate must obtain the certificate of conversion of letter of grades into marks from the competent DTE Mumbai

Engineering/Technology authority where from the candidate has passed the examination. The candidate should produce such certificate at the time of submission of application form. The Eligibility shall be decided based on the equivalent marks submitted by such candidates. 3. If the candidate reappears for the qualifying examination (Std. XII or its equivalent) with all subjects then the marks obtained in the latest examination will only be considered for determining the eligibility criterion. 3.0 3.1 Type of Candidature: Types of Maharashtra State Candidates and Home Universities : A candidate is considered eligible for admission to the seats of Maharashtra State coming under the purview of competent authority subject to fulfillment of any one of the eligibility requirements as listed in the following table. Engineering/Technology 4.0 Reservations: All the reservations given below shall be applicable to candidates belonging to Maharashtra State only subject to the fulfillment of the eligibility criteria specified by respective authorities from time to time. 4.1 Reservation for Backward Class category Candidates: The percentage of seats reserved for candidates of backward class categories belonging to Maharashtra State is as per the details in table given below. The percentages of reservation are the percentages of the seats available for Maharashtra candidates, which are coming under the purview of the Competent Authority (Refer notes 1-5 given below for details). These are the minimum percentages of reservation exclusive of the backward class candidates securing allotment through General Merit by virtue of merit. Backward class candidates shall claim the category to which they belong to at the time of submission of application form for Centralized Admission.

Even if the candidate belonging to Backward Class Category secures admission against a seat belonging to the General category by virtue of merit, such candidate has to produce all the necessary documents in support of the category claimed both at the time of admission and while filling up of the CAP admission form. 5. Engineering/Technology 4.2 Reservation for sons/daughters of Defence service personnel: Five (5) % seats of the total sanctioned intake for an institute, subject to a maximum of five (5) seats in each institute coming under CAP shall be reserved for Children of ex- service personnel who are domiciled in Maharashtra State (DEF-1). Children of active service personnel who are domiciled in Maharashtra State (DEF-2). Children of active service personnel (DEF-3) Who are transferred to Maharashtra State but are not domiciled in Maharashtra State, Who are not domiciled in Maharashtra State but their families are stationed in Maharashtra State under the provision of retention of family accommodation at the last duty station on grounds of childrens education provided further that, such candidate should have appeared and passed the HSC (Std. XII) examination of Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent examination from a school/college situate in the State of Maharashtra. These seats are within the sanctioned intake capacity and are available as State Level seats. A combined single merit list of all eligible DEF1, DEF2 & DEF3 candidates shall be prepared. Admission against the Defence category seats will be made strictly on the basis of inter se merit of combined single merit list of all eligible DEF1, DEF2 & DEF3 candidates. Refer Pro forma C, D and E for claiming this provision. Note:This provision is NOT available to the children of CIVILIAN STAFF who is working / who has worked in the Indian Defence Service. 4.3 Reservation for Person with Disability Candidates: As per the provisions in Clause 39 of Equal Opportunities, Protection of Rights and Full Participation Act 1995, three percent (3%) seats of total sanctioned intake capacity of all the institutions coming under CAP shall be reserved for Person with Disability candidates. visually impaired (blind) candidates (P1) speech & hearing impaired (deaf & dumb) candidates, (P2) Orthopedic disorders, learning disabilities, Dyslexia, Dyscalculia, Dysgraphia, Spastic (P3)

Allotment of the seats reserved for the Person with Disability candidates shall be done on the basis of a respective inter-se merit of respective category of such candidates. These seats are available in Home University area seats only except for those colleges for which the admissions are done at state level. The state level seats will only be made available for those colleges for which the admissions are done at state level. These seats are available only for Maharashtra Domiciled candidates. Note:It should be noted that the Person with Disability candidates on admission to Engineering / Technology degree course will not be given any exemptions or additional facilities in the academic activities other than those which may be provided by the respective Universities. Further it is specifically brought to the notice of Person with Disability candidates that, they should submit the certificates strictly as per the Proforma F/F-1.

Engineering/Technology 4.4 Writer/scribe to the Person with Disability candidates: (As per the directives given by Hon. High
Court Bombay Bench at Mumbai in WP No. 616 /2011 and by Government letter No: / ..-/ -, , , , : ...)

1. The eligible Blind, Low Vision and Orthopedically Challenged and persons affected with Cerebral Palsy and Dyslexia, who are not in a position to write, can avail a scribe / writer for the MT-CET 2013 Examination. 2. The competent authority shall not provide scribe / writer to the candidate. 3. The scribe / writer shall be arranged by the candidate at the discretion of the candidate him / her, at his/her own cost. 4. It is desirable that the candidate and the scribe are from the same stream. The scribe/writer should be one grade junior in academic qualification than the candidate. If from the same stream i.e. HSC. Student suffering from disability will be allowed to engage scribe/writer who is in 11th (Std. XI). However, this condition shall not apply if the scribe/writer is from a different stream. 5. The candidate who wants to avail scribe/writer has to indicate willingness at the time of online submission of application form. 6. At the time of submission of online application form, fill the details of scribe/writer in the declaration format; get two printouts of declaration along with Admit Card. The format for declaration is given in annexure-IV. 7. Paste photographs of candidate and the scribe/writer and put signatures and submit this declaration form to the Joint Director of Technical Education, Regional Office, designated for the jurisdiction of the address of the candidate. 8. The candidate shall submit these declarations to the Joint Director of Technical Education, Regional Office within 5 days from the last date of online submission of the applicati on form declared in the notification. 9. The candidate shall collect the Authentication for scribe/writer letter and stamped Declaration from the approving authority. 10. The candidate shall produce the declaration and approval letter at the time of examination along with Admit Card. 11. The candidate shall submit the declaration and authentication letter to the examination conducting authorities at the examination venue. 4.5 Reservation for Female candidates: As per the provisions in Govt. Resolution No. GEC-1000/ (123/2000)/ Tech. Edu.-1, dated 17th April, 2000, 30% seats available for Maharashtra State CAP shall be reserved for female candidates in all the courses of the institutions coming under CAP. This reservation shall be applicable for General, SC, ST, DT/VJ (NT-A), NT-B, NT-C, NT-D and OBC categories. Seats reserved for Female candidates are available under both the 70% Home University seatsand30%Other than Home University seats coming under the CAP. There shall be no reservation for Female candidates under Defence, Person with Disability and SBC categories. IMPORTANT: All such candidates who fail to substantiate claims made (such as reservation category, PH, Defence etc.) with supporting necessary documents shall be converted to GENERAL category and/or such applications will be rejected as the case may be. These candidates will also be eligible for the seats remaining vacant in Un-aided Institutes after the CAP round and for additional round of Government, Government Aided, University Departments and University Managed Institutes. 5.0 5.1 Assignment of Merit Number: Merit Number for Maharashtra Candidates: Each eligible Maharashtra State Candidate (Rule 2.2) who has appeared for MT-CET 2013 and obtained a non-zero score in MT-CET 2013 and submitted application form on or before the last date prescribed for the submission of Application Form for Admission to Engineering/Technology through CAP will be assigned a provisional merit number. Merit of all eligible Maharashtra State candidates will be based on the MT-CET 2013 score (out of 200 marks) only; relative merit in case of a tie (i.e. equal marks in MT-CET 2013) shall be resolved as per rule no. 5.1.1. Note: 1. Merit list of Maharashtra State Candidates so prepared shall indicate a State level General Merit No., State level Category Merit no. (as applicable), Home University General Merit No., Home University Category Merit no. (as applicable) etc. 2. Assignment of a Merit number does not indicate or ensure admission to any seat. 5.1.1 Relative Merit In Case of a Tie: In the case of candidates securing equal number of marks in MT-CET 2013, their relative merit will be fixed on the basis of the following order of preference: (a) A candidate securing higher marks out of 100 in the subject of Mathematics in MT-CET 2013. (b) A candidate securing higher marks out of 50 in the subject of Physics in MT-CET 2013. (c) A candidate securing higher Percentage of marks in the subject Mathematics at HSC (Std. XII). (d) A candidate securing higher Percentage of marks in the subjects Physics at HSC (Std. XII). (e) A candidate securing higher Percentage of marks in Aggregate at HSC (Std. XII) Examination. (f) Birth Date of the candidate. (Elder Candidate will be given preference) Note: While converting the marks, if the converted marks work out to be a figure with fraction, fraction up to two decimal places will only be considered. 5.2 Merit Number for JEE (Mains) (Paper-1) Candidates: Each eligible Candidate (Rule 2.3) who has appeared for JEE (Mains) 2013 and obtained a valid score in JEE (Mains) 2013 and submitted application form on or before the last date prescribed for the submission of Application Form for Admission to Engineering/Technology through CAP will be assigned a provisional merit number. Merit of all eligible candidates will be based on the inter-se of JEE (Mains) 2013 (Paper-1) All India Rank (AIR) only. Engineering/Technology 5.3 Merit Number for J&K Migrant Candidates: Assignment of merit number: Each eligible J&K Migrant Candidate who has filled and confirmed the online application form for Centralized Admission on or before the last date will be assigned a provisional merit number. Merit of all eligible J&K Migrant candidates will be based on the total marks obtained in Physics, Chemistry and Mathematics in HSC (Std. XII) only; relative merit in case of a tie (i.e. equal marks in Physics, Chemistry and Mathematics taken together out of 300) shall be resolved in the order of preference as given below: a. A candidate securing higher % marks in Mathematics of HSC (Std. XII) Examination. b. A candidate securing higher % marks in Physics of HSC (Std. XII) Examination. c. A candidate securing higher Percentage of marks in Aggregate at HSC (Std. XII) Examination. d. Birth Date of the candidate. (Elder Candidate will be given preference) Note: While converting the marks, if the converted marks work out to be a figure with fraction, fraction up to two decimal places will only be considered. 5.4 Assignment of a Merit number does not indicate or ensure admission to any seat. Change of Marks due to verification: If the marks in the qualifying examination are modified due to verification and the same is duly certified by the Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent, the same shall be reported to the ARC in charge immediately. However the effect of the change will be taken into consideration only for the subsequent round (s) of admission. 6.0 Conduct and Discipline Failure of the candidate in making full and correct Statements in the application form and/or suppression of any information and/or submission of false documents shall lead to disqualification of the candidate for MT-CET 2013 or even at later date during the Admission Process. Such a candidate will be debarred from the examination as well as the entire selection process. Therefore the candidate is required to make only such claims which could be substantiated by relevant original documents. Adopting any unfair means or engaging in malpractice in the examination shall render a candidate liable for punishment under, Maharashtra Prevention of Malpractices Act, Universities, Board and Other Specified Examination Act, 1982 and disqualify him/her for MT-CET 2013examination. If any person(s) or officer(s) dealing with the conduct of the MT-CET 2013 are found engaged in act(s) that would result in the leakage of question paper or attempt to use or help in the use of unfair means in this examination he/she shall be liable to prosecution under Indian Penal Code. Any issue not dealt here-in above will be dealt with, when arising, fully and finally by the Competent Authority.

Certificate of the Indian Nationality:The certificate of Indian Nationality, which is usually issued by the Tahasildar/Executive Magistrate/Dy. Collector of the concerned Taluka/District wherein the candidate ordinarily resides. In lieu of the Certificate of Indian Nationality any one of the following certificate will also be acceptable The School leaving Certificate indicating the Nationality of the candidate as Indian. Indian Passport in the name of the candidate, issued by appropriate authorities. Birth Certificate of the Candidate indicating the place of birth in India. #If the Candidate fails to produce any one of the above mentioned certificate/documents indicating nationality then such candidates Nationality shall be considered based on the undertaking given in Proforma-I on 100 Non-Judicial Stamp Paper at the time of submission of CAP application form for the Admission.

@ Non-Creamy Layer Certificate:A candidate belonging to Creamy Layer amongst the categories VJ/DT -NT (A), NT (B), NT(C), NT (D), SBC and OBC must note that the provision of reservation is NOT applicable to him/her. A candidate claiming benefit of reservation under the categories VJ/DT-NT (A), NT (B), NT(C), NT (D), SBC and OBC above will be required to produce Non-Creamy Layer Certificate in the name of the candidate as specified in the Government Resolution No. CBC-10/2008/C.R.697/BCW-5, dated 27th February 2009 or its updated version from time to time. This certificate should be valid upto 31st March 2014. Engineering/Technology Caste Validity Certificate The candidates belonging to SC, ST, VJ/DT (NT (A)), NT (B), NT(C), NT (D), OBC and SBC categories should produce Caste/Tribe Validity Certificate issued by Scrutiny Committee of Social Welfare Department/Tribal Development Department at the time of submission of CAP application form for the Admission. Domicile certificate: Domicile certificate issued by the Maharashtra States appropriate authorities will be considered valid. The domicile certificate of Mother of the candidate shall be supported with marriage certificate and legal proof of change in name if any. Such candidates will be required to submit birth certificate clearly mentioning the name of the mother. No documents are needed at the time of filling up of form for MT-CET 2013. However no change in the information once filled is permitted at a later date. Candidates are required to keep the documents ready at the time of filling up of Application Form for Admission. (Tentatively scheduled in the month of June2013) Cutoff date for the eligibility and/or submission of claim(s): The eligibility and/or submission of claim(s) of the candidate shall be determined and/or decided for all purposes including for applicability of all these Rules and Regulations by considering the last date of submission of Application form for Admission to Engineering/Technology as the cutoff date. It is made abundantly clear that if a candidate is found ineligible and/or fails to produce documents in support of claim(s) on the last date of submission of Application Form for Admission to Engineering/Technology, in terms of these Rules and Regulations, and if such an ineligible candidate acquires the requisite eligibility and/or produces documents after the aforesaid cutoff date, such subsequent acquisition of eligibility will not make an ineligible candidate eligible for any purpose whatsoever, much less for the purpose of admission. Para 10: (Benefits secured on the basis of false Caste Certificate to be withdrawn) (1) Whoever not being a person belonging to any of the Scheduled Castes, Scheduled Tribes, Denotified Tribes, De-notified tribes, (Vimukta Jatis), Nomadic Tribes, Other Backward Classes or Special Backward Category secures admission in any educational institution against a seat reserved for such Castes, Tribes or Classes, or secures any appointment in the Government, local authority or in any other company of Corporation, owned or controlled by the Government or in any Government aided institution or Co-Operative Society against a post reserved for such Castes, Tribes or Classes by producing a false Caste Certificate shall, on cancellation of the Caste Certificate by the Scrutiny Committee, be liable to be debarred from the concerned educational institution, or as the case may be, discharged from the said employment forthwith and any other benefits enjoyed or derived by virtue of such admission or appointment by such person as aforesaid shall be withdrawn forthwith. (2) Any amount paid to such person by the Government or any other agency by way of scholarship, grant, allowance or other financial benefit shall be recovered from such person as an arrears of land revenue. (3) Notwithstanding anything contained in any Act for the time being in force, any Degree, Diploma or any other educational qualification acquired by such person after securing admission in any educational institution on the basis of a Caste Certificate which is subsequently proved to be false shall also stand cancelled, on cancellation of such Caste Certificate, by the Scrutiny Committee. (4) Notwithstanding anything contained in any law for the time being in force, a person shall be disqualified for being a member of any statutory body if he has contested the election for local authority, Co-operative Society or any statutory body on the seat reserved for any of Scheduled Castes, Scheduled Tribes, De-notified Tribes, (Vimukta Jatis), Nomadic Tribes, Other Backward Classes or Special Backward Category by procuring a false Caste Certificate as belonging to such Caste, Tribe or Class on such false Caste Certificate being cancelled by the Scrutiny Committee; and any benefits obtained by such person shall be recoverable as arrears of land revenue and the election of such person shall be deemed to have been terminated retrospectively. Para 11: (Offences & Penalties) (1) Whoever,(a) Obtains a false Caste Certificate by furnishing false information or filing false statements or documents or any other fraudulent means ; or

(b) not being a person belonging to any of the Scheduled Tribes, De-notified Tribes, (Vimukta Jatis), Nomadic Tribes, Other Backward Classes or Special Backward Category secures any benefits or appointment exclusively reserved for such Castes, Tribes or Classes in the Government, local authority or any other company or corporation owned or controlled by the Government or in any Government aided institution, or secures admission in any educational institution against a seat exclusively reserved for such Castes, Tribes or Classes or is elected to any of the elective offices of local authority or Co-operative Society against the office, reserved for such Castes, Tribes of Classes by producing a false Caste Certificate; shall, on conviction, be punished , with rigorous imprisonment for a term which shall not be less than six months but which may extent up to two years or with fine which shall not be less than two thousand rupees, but which may extend up to twenty thousand rupees or both. (2) No court shall take cognizance of an offence punishable under this section except upon a complaint, in writing, made by the scrutiny Committee or by any other officer duly authorized by the Scrutiny Committee for this purpose. Para 12: (Offences under Act to be cognizable & non-bailable) Notwithstanding anything contained in the Code of Criminal Procedure; 1973 (a) offence punishable under section 11 shall be cognizable and non-bailable; (b) every offence punishable under this Act, shall be tried by any Magistrate of First Class in a summery way and provisions of sections 262except sub-section(2) to 265 both inclusive of this Code shall as for as possible may be applied to such trial. Para 13: (Penalty for issuing false Caste Certificate) (1) Any person or authority performing the functions of Competent Authority under this act, who intentionally issues of false Caste Certificate shall earn conviction, be punished with rigorous imprisonment for a term which shall not be less than six months but which may extend up to two years or with fine which shall not be less than two thousand rupees, but which may extend up to twenty thousand rupees or both. (2) No court shall take cognizance of an offence punishable under this section except with the previous sanction of the Government. Para 14: (Penalty for abatement) Whoever abets any offence punishable under this Act shall be punished with the punishment provided for in this Act for such offence.

Engineering/Technology ANNEXURE-II SCHEME OF MT-CET 2013 EXAMINATION Date of Examination: The examination will be conducted at various centers in Maharashtra on Thursday, 16thMay2013 Schedule & Test Design: The MT-CET 2013 will consist of three question papers. Each paper is of 100 marks. Paper I : Paper II : Paper III: Physics & Chemistry (50 marks each) Biology (Botany & Zoology - 50 marks each) Mathematics (100 Marks)

There is no choice among the questions, i.e. all questions have to be answered. The candidate desirous of selection to Engineering/Technology degree courses should appear for Paper I and Paper III and the candidate desirous of selection to Pharmacy degree course should appear for Paper I & Paper-II and/or Paper-III. Those candidates appearing only for Paper I and Paper II will be provided with one single OMR answer sheet for both papers: those appearing only for Paper I and Paper III will be given separate OMR answer sheets with each question paper and those candidates appearing for all the three papers will be given one single OMR answer sheet for Paper I & Paper II and a separate OMR answer sheet for Paper III. At the end of paper/session student will handover the OMR Answer sheet and Question booklet to the invigilator. The candidate will be required to mark the correct answer by blackening the corresponding circle against the serial number of the question in the answer sheet with black ink ballpoint pen only. Out of four circles provided for selection of an answer against a question, the candidate should fill up one circle only. Each correct answer will be given mark/(s). There shall be no negative marking for wrong answers. CHANGING AN ANSWER IS NOT ALLOWED: The candidates must fully satisfy themselves about the accuracy of the answer before darkening the appropriate circle, as no change in the Answer once marked is allowed. The answer once marked is final; any change in the option once marked, done by any method, will amount to an invalid/incorrect response. Scratching, overwriting, tick mark and multiple answers will be considered as wrong answers and no marks will be allotted to them. Syllabus of Examination: Syllabi of Physics, Chemistry, Biology and Mathematics for the MT-CET 2013 will be the same as for the current year for HSC Examination (i.e. March 2013) of HSC Boards of Maharashtra. Time & Duration of Examination: There will be three papers of one and half hours each. Schedule of examination is given on backside of index page. Language of Question Paper: The medium for examination shall be English or Marathi or Urdu for Physics, Chemistry and Biology. However, Mathematics paper shall be in English only. The option once exercised about the medium by the candidate shall be irrevocable. Examination Centre: The MT-CET 2013will be conducted at all the district headquarters of the State of Maharashtra. The MT-CET examination center will be within the same district from where the candidate has passed / is appearing at the qualifying examination i.e. HSC/12 th Standard examination. For the eligible candidates passing qualifying examination from outside the state of Maharashtra, the Competent Authority shall allot the examination center. The centre of examination for candidates who have passed their HSC (Std XII) or equivalent examination from an institution situated outside the state of Maharashtra shall be the district headquarter of the Notified College where he/she has submitted MT-CET 2013 Application Form. The center once allotted by the Competent Authority shall not be changed under any circumstances.

Engineering/Technology ANNEXURE-III SALE OF APPLICATION FORM, INFORMATION BROCHURES, ADMIT CARDS, RESULT OF MTCET 2013, etc.: 1. Sale of Information Brochure. a. The information brochures as per the requirement shall be obtained by Head Master/Principal of the Junior College from the Principal/Director of the notified college in the district as shown in Annexure-A b. The fee for MT-CET 2013 including Information Brochure along with Application Kit is 700/(Rupees Seven Hundred Only) for General category Candidates and 500/- (Rupees Five Hundred Only) for Backward Class Category candidates belonging to Maharashtra State only. This amount is not refundable. c. Information Brochure along with Application Kit for the aspiring Candidates will be available at their Junior Colleges against the payment of the application form fee for the candidates passed/appearing HSC from Maharashtra. d. Information Brochure along with Application Kit for the aspiring Candidates will be available at Notified Colleges (Annexure A) against the payment of the application form fee for the candidates passed/appearing HSC from outside Maharashtra. e. It is mandatory for the Candidates to procure the Information Brochure along with Application Kit. f. The Application Kit contents the Application Kit Number and Password. 2. Online Submission of Application Form a. Aspiring Candidates should read the Information Brochure thoroughly. b. The detailed instructions for filling the online application form are given in the Application Kit / Annexure B. c. Aspiring Candidates are required to fill the Online Application Form through the web site www.dte.org.in/mtcet2013 through Internet at home, cybercaf or at their junior colleges. d. Application sent by post/courier will not be accepted and such applications will be rejected without any communication. e. The Candidate will be able to login to the Online Admission System by using Application Kit Number and Password provided in the Application Kit. f. The candidate should fill the data in the Online System, verify the data filled and confirm the application form. g. The candidate can edit the data till it is not confirmed by him/ her. h. After confirmation of Application form, Candidate is required to take two printouts of the Online Application Form for CET. i. Candidate/Parent shall sign both copies of the application form and submit to his/her Junior College or Notified College. j. Principal of his/her Junior College shall certify both the copies and issue one copy of printout to the candidate. k. It will be responsibility of the Head Master/Principal of High School/Junior College to verify and certify that the information provided in the application form by the candidate is correct. l. The certified Application Form shall be submitted by the Principal of High School/Junior College to the Director / Principal of the Notified College of the concerned District as shown in Annexure-A on or before the last date prescribed. m. The Candidates, who have passed HSC or Equivalent examination from outside Maharashtra, shall submit application form at any of the Notified College as mentioned in Annexure A. The candidate shall get Receipt, Admit Card and Score Card from the same Notified College. Such candidates shall produce relevant documents, in original, of a) photo identity b) SSC or equivalent examination mark sheet to the authority at the Notified College at the time of submission of duly signed Online Application Form in two copies. n. Incorrect/incomplete Application Form will be rejected. o. A Candidate shall submit only one Application Form. In case, the candidate submits more than one application form, he/she shall be disqualified.

Engineering/Technology p. The Admit Cards and Score Cards will be distributed by the Principal of the junior college or Notified College where the Application form was submitted by the candidate. q. In case the candidate does not receive Admit Card on or before the prescribed date (or if he/she has lost his/her admit card), he/she should approach the Notified College / Center In Charge of the District of the respective district with the original Receipt of Application Form for getting a Duplicate Admit Card not later than one hour before the commencement of the examination. r. Please note that the issue of Admit Card is just an enabling provision for appearing at MT-CET and does not imply that the candidate is eligible for admission. s. The candidate shall fill the information correctly however there will be provision for correction (if any) in data as per schedule at respective Notified College only. In such cases candidate has to submit the application with receipt issued by his/her Junior College. 3. Sale of information brochure and online submission of application form with late fee Information Brochure along with Application Kit shall be made available to all aspiring candidates at Notified Colleges only with late fee of 250/- in addition to the fee for MT-CET 2013. In such cases the candidates shall produce relevant documents, in original, of a) photo identity b) SSC or equivalent examination mark sheet to the authority at the Notified College at the time of submission of duly signed Online Application Form printout in two copies. 4. Declaration of Result a. The Competent Authority will conduct the examination, evaluate the answer sheets and declare the result. The result will be declared on websites of DTE i.e. www.dte.org.in on or before 05/06/2013. b. All the candidates who have appeared for MT-CET 2013 will receive their Score Card from the office of the Principal of their Junior College/High School, who in turn shall collect the same from the Director/Principal of Notified College of the district. The candidates, who have submitted their application form directly to Notified Colleges, will collect the Score Card from the same office. c. In case of loss of original MT-CET 2013 Score Card, a duplicate Score Card can be obtained with an application addressed to the Competent Authority along with a demand draft/pay order drawn on any Nationalized, scheduled, commercial bank of 100/- (Rupees One Hundred Only), in favour of Director, Technical Education, Mumbai payable at Mumbai. d. The scanned image of the OMR Answer Sheet of the candidate and its Answer Key shall be made available through the candidate login for 8 days from the date of declaration of the result. e. Verification of Marks Obtained at MT-CET 2013: If the candidate desires to get his/her Answer sheet evaluation verified, the candidate should Apply Online for Verification and submit the duly signed online application form for verification to any Divisional Authority, within 4 days of declaration of the result of MT-CET 2013, along with Demand Draft/Pay Order of 500/- (Rupees Five Hundred only) drawn on any Nationalized, scheduled, commercial bank in favour of Director, Technical Education, Mumbai, payable at Mumbai. The candidate will be sent photocopy of the Answer sheet and model answer key, after due verification by the Competent Authority through registered/speed post. Representations received after the specified period will not be entertained. The change if any shall be communicated to the candidate. The decision of the Competent Authority in this matter shall be final and binding. f. The Rules and Regulation/procedure stated herein is applicable for MT-CET 2013 examination and selection for the academic year 2013-14. No promise is implied herein for the subsequent years and no expectation should be based on this for future. Legal jurisdiction: All disputes pertaining to the conduct of examination and selection shall fall within the jurisdiction of Courts, at Mumbai only. The Competent Authority shall be the legal person in whose name the Government of Maharashtra may sue or may be sued.

Instructions for filling Online Application form for MT-CET 2013 Aspiring Candidates are required to fill the Online Application Form through the web site www.dte.org.in/mtcet2013 through Internet at home, cybercaf. Notes : This Specimen Application Form is just for information. The Online Application Form shall only be considered for confirmation and further processing Take the help of the Jr. College, Notified College, Divisional Authority, in case of any support required. Login with the Application Kit Number and Password to fill the data. Check the correctness of the Data. Change the password for security purpose and keep record of the same. Do not share the password with anybody. Confirm the Application Form and take two printout of the Online Application Form. 1. Personal details section a. Engineering/Technology Important Instructions - How to Mark In The OMR Answersheet 1. Use only BLACK ink ball point pen to darken/mark the appropriate circle. 2. Mark should be dark and should completely fill the circle. 3. Mark/darken only one circle for each entry. The answer once marked is final, any change in the option once marked, done by any method, will amount to an invalid/incorrect response. 4. A lightly/faintly marked/darkened circle may also be treated as an incorrect/wrong method of marking and may not be read by the Optical Scanner. 5. Marking should only be done in the space provided. 6. Please do not fold the answer sheet and do not make any stray marks on it.

Marking of Responses:There will be four answer options for each question. The candidate will indicate his/her response to the question by darkening the appropriate circle completely with BLACK ink ball point pen.

For example Question No.152 in the Question Paper reads as follows:-
