The undersigned affiant, being duly sworn, deposes and says:
That I, Detective Neverill Coleman. am a member of the Connecticut State Police Department and have been since April 4. 1988, and at
all times discussed hereinafter, was acting in his official capacity. I am currently assigned to the Computer Crimes and Electronics
Evidence Laboratory (CCEEL) working exclusively in the field of computer related criminal activity. I have received training relating
to the investigation of Internet related crimes, child pornography crimes and computer data analysis. The following facts and
circumstances are stated from my personal knowledge and observations, as well as information received from other police officers acting
in their official capacity and from official police reports.

That the National Center for Missing and Exploited Children (NCMEC) is a private nonprofit organization that serves as a focal point in
providing assistance to the community involving missing or sexually exploited children.

That federal statue 42 USC 13032 mandates that Internet Service Providers (ISP) must register with NCMEC and then report any
occurrences of child pornography on their systems back to NCMEC.

That on Monday, December 18, 2006, the CCEEL was sent NCMEC CyberTipline report #440332. This report described how on Sunday,
December 17, 2006, America Online (AOL) reported to NCMEC that one of their members using the screen name 'jdhyghl' had a
sexually explcit chat with a person using the screen name 'aimee9319'. NCMEC provided the CCEEL with the chat in question in which
'jdhyghl' tells 'aimee9319' that he is a forty-six-year-old male and 'aimee9319' tells 'jdhyghl' that she is a thirteen-year-old female,
'jdhyghl' tells 'aimee9319' how he had sex with his daugther and that the first time he had sex with her she was fourteen-years-old.
NCMEC's report also indicated that an AOL (hometown, journals, and member dictory) seach for 'jdhyghl' returned an AOL profile for :

That on Thursday, March 29. 2007, an Ex Parte Order signed by the Honorable Judge Rubinow of G.A. 7 was faxed to AOL requesting
that AOL provide Internet Records and basic subscriber information for the screen name 'jdhyghl'.

That on April 12, 2007. AOL faxed the information rquested to the CCEEL. AOL indicated that the screen name 'jdhyghl' belongs to the
account holder Dion Hightower of 6 Heritage Drive, Windsor, CT 06095.

That on Thursday, April 26, 2007, a State Police backgound investigation revealed that a Dion J. Hightower Jr, a black male with a date of
birth 10-22-1958 and a SSN of 041-82-2079, had resided at 6 Heritage Drive, Windsor, CT from 11/2004 through 7/2006, and has lived at
1069 Plymouth Street, Windsor, CT from 7/2006 to present. The investigation also revealed that a Dion J. Hightower, a black male with a
date of birth of 6-9-1985 and Brandan Hightower, date of birth 04-28-1987 are relatives of Hightower.

That I requested the assistance of The Windsor Police Department to determine if Hightower had a daugther living with him or if he ever
had a daughter in the Town of Windsor school system. Detective Michele Neary informed me that she could not find that Hightower ever
had a daughter attend school in Windsor. And I was unable to determine if Hightower has a daughter.

That on Monday April 30, 2007, a postal check also revealed that Dion J. Hightower Jr. recieves mail at 1069 Plymouth Street, Windsor,
CT.

That the NCMEC report indicated the State of Michigan ICAC Task Force had been assigned to identify aimee9319. I contacted the
Michigan ICAC Task Force and learned that to date that the screen name aimee9319 had not been identified.

That aimee9319 does not appear to be an uncover officer working in a chat room. Usually the police department conducting an
undercover operation would contact the police agency directly versus going through NCMEC.

The undersigned affiant, being duly sworn, deposes and says:
That a search and seizure warrant was drafted and submitted to Assistance State's Attorney Ann Mahoney at Hartford Superior Court
(G.A. 14) and it was signed by the Honorable Judge Espinosa at Hartford Superior Court on Tuesday, July 24, 2007.

That on Thursday, August 2,2007, at approximately 0629 hours, members of the CCEEL along with one Town of Windsor, CT police
officers, executed the search and seizure warrant at 1069 Plymouth Street, Windsor, CT.

That upon knocking on the side door of this address, Ms Hightower answered the door. We identified ourselves as Connecticut State Police
Officers and explained to her that we had a search warrant for her house. Ms Hightower admitted us into her home without incident.

That a search of the resident found Brandon Hightower and his friend, Nick Russell, asleep in separate bedrooms on the second floor. Both
were awaken and escorted to the living room area of the house.

That I interviewed Ms Hightower at the kitchen table and inquired about her husband's whereabouts. Ms Hightower explained that her
husband was a Hartford firefighter and that he was working a double shift. I explained to Ms Hightower the nature of my investigation and
that her husband was the focus of the investigation. I asked Ms Hightower if her husband would be able to come home. Ms. Hightower
then tried to call her husband's cell phone, but was forwarded to his voicemail. I called Troop H and requested the number for the Hartford
Fire Department and upon calling them I was informed that Hightower worked on Engine 14 located at 25 Blue Hill Ave., Hartford, CT.
The operator took my information and indicated that she would have Hightower contact me.

That at approximately 0642 hours, I spoke with Hightower and informed him that the State Police was at his house serving a search and
seizure warrant and I asked him if he could come home. Hightower wanting to know the nature of the warrant and I told him that I would
explain it to him upon his arrival.

That at approximately 0644 hours, I read Ms Hightower her Constitutional Rights from form DPS-362. Between 0651 and 0707 hours, I
obtained a signed written statement from Ms Hightower concerning her family's computer and Internet usage. I asked Ms Hightower if
they had a daughter. Ms Hightower explained that her husband has daughter from a previous relationship and that his daughter's name is

The undersigned affiant, being duly sworn, deposes and says:
Dinika Hightower. Ms Hightower went onto say that Dinika's date of birth is 4-7-1977. That she and her husband have been together for
thirty years and during that time Dinika had never lived with them. That Dinika currently lives in Atlanta, GA. During my interview with
Ms Hightower, her husband, Dion J. Hightower, arrived at the house.

That at approximately 0647 hours, Sgt. James Smith #235 read Brandon Hightower his Constitutional Rights from form DPS-362. Between
0647 and 0733 hours, Sgt. Smith obtained a signed written statement from Brandon. Brandon stated that his family has two computers a
Dell and a Gateway. That when his family bought the Gateway about four months ago (from date of this statement) the Dell, which they
have had for years, was moved upstairs to his room. That the Gateway is now downstairs. Brandon stated that he now mainly use the Dell
and his parent uses the Gateway. Brandon stated that he does have some pom on his computer; but, there is no porn of kids under the age of
sixteen.

That at approximately 0707 hours, I read Dion J. Hightower, date of birth 10-22-1958, his Constitutional Rights from form DPS-362. I
explained to Mr. Hightower the nature of my investigation. At first, Mr. Hightower denied having ever communicated with anyone using
his computer to discussing having had sex with his daughter and telling an underage girl to have sex with her father. I explained to Mr.
Hightower that his screen name 'j dhygh 1' was traced back to him and showed him part of chat he had with ' aimee9319'. Mr. Hightower
then admitted to chatting online in chat room and that the chats would always lead to sex. That some of the chat rooms dealt with incest and
the people in these chat rooms would want to role play. Mr. Hightower stated that he never had sex with his daugther and only said so
because he was role playing. Mr. Hightower also stated that he believed that everyone he was chatting with were adults who were
pretending to be underage as part of the role playing. Mr. Hightower stated that he had received nude pictures of adults which he would
delete and he further stated that he does not believe that he had ever received nude photographs of children. Mr. Hightower stated that he
had never sent any nude photographs to anyone, but also stated that he may have forwarded pictures that were sent to him. Mr. Hightower
stated the computer he used to use is upstairs in Brandon's room. That he never use the new computer (Gateway) to chat or send pictures.

A complete search of 1069 Plymouth St., Windsor was conducted by members of the CCEEL and evidence was seized to include the Dell
and Gateway computer, as well as a laptop computer, which was described as belonging to Brandon's friend, Nick Russell.

The undersigned affiant, being duly sworn, deposes and says;
That the evidence seized at 1069 Plymouth Street, in the Town of Windsor. CT was submitted to the Department of Public Safety
Division of Scientific Services Forensic Science Laboratory for analysis. The United States Secret Service performed the forensic analysis
on the Dell, Gateway, and Hewlett Packard laptop computers, as well as CD's , DVD's, and a SD 256mb memory card.

That on Wednesday, April 14, 2008,1 received Agent Mahar's forensic report which was contained on a DVD. The report indicated
among other things that Agent Mahar submitted one hundred and forty-one images to the National Center For Missing And Exploited
Children's (NCMEC) Child Victim Identification Project (CVIP) for identification.

That I viewed the images that were submitted and observed images that were clearly child pornography as well as adult pornography.

That I selected twenty-three images that appeared to be children between the ages of five and fifteen that were either posed or engaged in
sexual behavior. Thirteen of the images were from the Dell computer that was seized and ten of the images were from the Gateway
computer that was seized. One of the images appeared on both computer. This image file name on the Gateway computer is
jpeg_16384f267350j.jpg and on the Dell computer the image file name is #i_hat3.png. This image is of a nude white male child who
appears to be between the ages often and twelve seated upright in bed with an nude adult female seated on top of him. It appear that the
two are having sexual intercourse. All of the images I selected were located in either temporary internet files, the recycle bin, or Drive
Free Space.

That on Wednesday, January 28, 2009, Agent Mahar e-mailed me the CVIP report, which indicated that none of the images submitted for
identification were identified. The fact that the images were not identified means only that these images have not yet been identified by
law enforcement.

That based on the aforementioned facts and circumstances, I am requesting that an arrest warrant be issued for Dion J. Hightower, date of
birth 10-22-1958, charging him with possession of child pornography in the second degree in violation of the Connecticut General
Statutes 53a-196e.
