Politics eyed as possible angle: one person killed, two others wounded in E.Samar town shooting incident
TA C L O B A N CITYOne person was killed while two others were wounded when two groups supporting different candidates clashed in a remote village in San Policarpo town in Eastern Samar yesterday morning, police said. Killed was Solano Tagalog, a resident of Gamay, Northern Samar. Wounded were Raffy Tejas, the companion of Tagalog, and a bystander Rafael Tabuena, both residents of Barangay Japunan in San Policarpo town. Police Senior Insp. Edgardo Pomarca, chief of San Policarpo police, said the victims were on the roadside when four motorcycle-riding unidentified armed men sprayed bullets on them. Solano sustained two gunshot wounds on his chest which caused his death. Tejas was hit on his stomach and both legs while Tabuena was hit on his left leg, Pomarca said. The wounded victims were immediately brought to the Oras District Hospital for treatment in Oras town, also in Eastern Samar. The suspects immediately fled towards the direction of Arteche town, Pomarca said. Responding policemen, however, recovered two motorcycles believed to have been used by the suspects. Here in Tacloban, no less than a barangay chairperson, Domingo Abiertas, confirmed a vote-buying incident in his village. According to Abiertas, who is the barangay chairman of Barangay 96 in Calanipawan, this city, coordinators of several candidates seeking for city council seats went to their village since Monday. In fact, they even went to our barangay hall to inform us that they have something for our voters, Abiertas said in a radio interview aired over local radio station DyVL. He said that the amount ranged from as low as P20 and as high as P60.The money given by these coordinators goes with sample ballots with the names of their candidates. The coordinators personally distribute the money right at the house of their target voters to ensure that they are the ones who will receive it. A voter from Barangay Binalayan, Maripipi town of Biliran province, said that the new candidates seeking for town council seats gives P100 while those seeking reelectionist are giving P60. Right now, I received P260 already, the voter, who requested not to be named as his uncle is also seeking for a council seat, said in an interview adding that vote-buying has been ongoing since last week. A registered voter in Basey, Samar also said that vote-buying remains rampant saying that a political family in the province appears to be buying votes as much as P3,000 per voter. The distribution is expected to be done a day before the conduct of the elections, he said. A radio reporter based in Eastern Samar, said that the amount being distributed by the candidates ranged from P20 up to P50 for those seeking council seats. But if a voter would vote straight a slate, meaning from mayor, vice mayor and councilors, one can become rich for a day of P1, 500, the source said. Sonny Angara said that the money ban imposed by the Comelec may just be a good step in preventing vote-buying. That is a good and practical idea. DZR Airport to be manage by a private group, says Sec. Abaya


TA C L O B A N C I T Y O p e r a t i o n s and maintenance of the Tacloban Airport, popularly known as Daniel Z. Romualdez (DZR) Airport, will soon be handled by the private sector, Transportation and Communications Secretary Joseph Emilio Abaya said. As soon as the redevelopment project of the Tacloban Airport is finished, the private sector shall be engaged to operate and maintain the airport. We want the private sectors expertise to do this, Abaya said during his visit last Wednesday. We feel that happening within this year or early next year, Abaya added. Last month, a notice to proceed has been issued to the contractor in connection with the implementation of the P251.6 million-worth of Tacloban Airport development project, Abaya said. The project involves the construction of new apron and taxiway, completion of the northeast shore protection with shoulder grade correction, construction of drainage system with box culvert, and the construction of temporary transition. Local contractor FIAT Construction Services and B.M. Marketing (JV) bagged the project with an approved budget of P176.11 million. Implementation is calendared for 360 days. Tacloban DZR Airport is the countrys eighth busiest airports and services flights to and from Manila, Cebu and Iloilo. In the coming months, it will also service Davao flights. In 2011, the airport reached a milestone as it hit the one-million mark for the first time. According to the Civil Aviation Authority of the Philippines (CAAP), in the first six months of 2012 alone, it registered a total of 608,769 passengers. The Department of Transportation and Communications (DoTC) is set to implement the P2.12-billion Tacloban Airport development project from 2013 to 2016 to address capacity issues arising from increasing passenger growth. It is also geared to comply with international standards for operational safety and efficiency through expansion and improvement of existing landslide and airside facilities, including the construction of a new passenger terminal building. Developing the Tacloban Airport is not difficult. Unlike putting up a new airport, it merely involves the extension of the area to be occupied and putting in the right facilities, Abaya said. He added while it is a domestic one, its conversion to accommodate foreign flights will not be difficult since there are many airline companies that are interested to invest in the country. (REYAN L. The Pope emeritus noted, The culture of social networks and the changes in the means and styles of communication pose demanding challenges to those who want to speak about truth and values. Often, as is also the case with other means of social communication, the significance and effectiveness of the various forms of expression appear to be determined more by their popularity than by their intrinsic importance and value. He explained, Popularity, for its part, is often linked to celebrity or to strategies of persuasion rather than to the logic of argumentation. At times the gentle voice of reason can be overwhelmed by the din of excessive information and it fails to attract attention which is given instead to those who express themselves in a more persuasive manner. While there are social networks which are loaded with information that are outrageous, deceitful and divisive, there are countless others that could do contrariwise. So the Pope emeritus posed this challenge to patrons of social networks to use it instead as forum for new evangelization. In the digital world there are social networks which offer our contemporaries opportunities for prayer, meditation and

sharing the word of God. But these networks can also open the door to other dimensions of faith. Many people are actually discovering, precisely thanks to a contact initially made online, the importance of direct encounters, experiences of community and even pilgrimage, elements which are always important in the journey of faith, the Pope conveyed. frANZ RAYMOND P. ASPA Of the many issues that dog our country today, one seems to outshine the rest. The matter is apt, as in fact some of our senatorial aspirants have ganged up on it like a pack of wolves devouring a helpless deer. Each has given a piece of his mind on the subject, all equally decisive and obviously against it. I am obviously referring to the issue of political dynasties. There is Teddy Casio who, lacking as it does in definition, coined the term to exclude the wife, children, parents and siblings or second degree relatives from running for the post vacated by an outgoing elective official. Short of bragging, Casio grieved how his several attempts to have the anti-dynasty law finally passed by Congress have been easily thwarted for reasons bordering on the obvious. The younger Angara (referring to Aurora representative Juan Edgardo Angara), obviously struck by Casios view as he himself may well be a part of his familys own political dynasty, was quick to retort, stating for starters how his definition doesnt apply to him as his father, outgoing senator Edgardo Angara, is bound to retire soon and continuing more substantially that everyone must be given equal opportunity to serve and that voters should not elect him because of his family name but because of his track record. The unpopular Samson Alcantara of the Social Justice Society says that there is no need to further define what the Constitution has already defined to be prohibited regardless of whether good or bad. Rizalito David of the Ang Kapatiran Party and Ricardo Penson, an independent, were both acquiescent to Alcantaras take on the term, saying further that the constitutional proscription has not been implemented because the elector-

ate had kept on voting the wrong officials into office. And then there is the persistent Villanueva who expressed that, so long as one is competent and of good moral standing, he or she should not be discriminated against in serving the country through the government only because of his or her family name. They have given theirs. Allow me to give my two cents worth on the issue. My position is simple. The matter of political dynasties, like the party-list system, is just one of the many glitches from which our 1987 Constitution suffers. It is one among many indicia that our constitution is not ironclad; that despite the keenness of its framers, it writhes from several blotches. The provision which is the root of this timely debacle is actually promising but only on its first take. Section 26 of Article II provides that [T]he State shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law. The deal-breaker is the phrase as may be defined by law which, as it is juxtaposed with the phrase prohibit political dynasties, has obvious reference to the latter. Quite simply,

The Index I, shall be an escalation factor to be used in adjusting the rates to reect the combined impact of ination and load factor. There shall be an efciency factor X to account for the operational efciency of the ECs in setting their rates. There shall be a performance incentive S which shall reward or penalize the EC for above or below standard performance, respectively. The TGP is intended as a cap and the EC may move up to the cap, if it is a positive adjustment. If the cap is lower than the current average tariff, a reduction may be implemented. 6. The TGP is a rate adjustment mechanism which provides an opportunity for the ECs to adjust their rates once every three (3) years. The rate adjustments may occur at the start of the fourth year of the rst Regulatory Period and every three years thereafter. 7. Under the TGP, the regulatory period is six (6) years for each entry Group. For the First Entrant Group, the rst regulatory period is from January 1, 2011 to December 31, 2016. DORELCO belongs to the First Entrant Group. 8. Further under the TGP Rules, the concerned EC shall use the following formula in determining the TGP for the rst to third years of the Regulatory Period, to wit: TGPA= TGPn + TGPn+1 TGPn+2 where TGPn = In Xn + Sn N= the rst year of ther Regulatory Period and succeeding Regulatory Periods Except that for the rst two years of the First Regulatory Period, X will be equal to zero and thereafter shall not be less than zero. Junia, however, refused to comment on the situation of the road project on the Albuera side. It would take a lot of funds just to provide a road opening especially if it traverses mountainous terrain. The dilemma of the constitution requiring a law that should define the term political dynasty and the failure, nay refusal, of our (esteemed?) legislators to pass it is, to be sure, a catch-22. The constitution mandates it but the legislature will not pass it lest it provides the very noose with which to hang itself. But as was said, it is the problematic constitution itself which holds the cure. By the curing balm that is initiative and referendum, conferred by its Section 1 of Article VI and enabled by RA 6735, we can, on our own, enact that law which has long been aching to be part of the annals of Philippine legislation. We, the Filipino people, can do what our legislature cannot and will not do. We can, on our own, define what Congress seems to have difficulty defining. We can, once and for all, put an end to this constitutional slipup.

With the current state of things, there is no way by which to tell whether a given scenario has the makings of a political dynasty. Sambo expresses readiness to serve as a vice mayor


TACLOBAN CITY Outgoing Councilor Jerry Sambo Yaokasin said he is now ready to serve the city as a vice mayor. Yaokasin, who is to step as a council member after nine years stint on June 30, said that he is in better position now to serve the Taclobanon as a vice mayor. I have proven my worth and sincerity on my nine years of serving Tacloban as member of the council. I have served the people of Tacloban well and help them on small little ways that I can, Yaokasin said in an interview with Leyte Samar Daily Express. Yaokasin, who is a projob and pro-business legislator, said that he would encourage more investors to come to the city to generate more employment opportunities for the people of the city. The more businessmen to open their business here, the more job opportunities would be catered to the people, he added. Likewise, Yaokasin also wanted every Taclobanon to have quality education. It is our dream to help the Taclobanon acquired qualitative education for I believe that they could only be assured of landing for a better job if they are well-educated, he said. Yaokasins family is wellknown on their generosity in donating school buildings as well as in giving school supplies to less fortunate students. The outgoing councilor also said that under his leadership on the legislative department, he would bring the Sangguniang Panlungsod closer to the people. We would bring back the sesyon sa barangay, which was a practice of the previous administration. This initiative is important for the different village officials to air out their needs and for us (council members) to extend help to them, he said. The official also assured that a good executive and legislative relationship would be established through his leadership. We would not be here to bring down and to criticize the executive department. Instead we are here to help them implement the projects properly for the benefit of the people we are serving on, he reason out. Both the executive and the legislative department must work closely together for all the needs of the constituency to be provided, Yaokasin said. And, if various poll surveys are indications, the political star of the 42-year old Yaokasin might just keep on rising with majority of those surveyed preferred him to become Taclobans vice mayor come the Monday balloting. His bid to become a vice mayor was further boosted with an endorsement coming from the influential Iglesia ni Cristo (INC) here in the city which is headed by Nicador Bernardo, district minister Leyte and East district. And with all of these positive feedbacks, Yaokasin appeared to be unperturbed as he never get tired of visiting practically all the 138 barangays of Tacloban mak-

ing a personal campaign; visiting every house and doing in-your-face introduction of his self and what he did as a council member for almost nine years now. Needless to say, whatever good responses he is getting from the people of Tacloban could be very well attributed to his sterling performance at the Sangguniang Panlungsod. In his nine-year stint at the city council, Yaokasin authored or co-authored a record-setting 78 ordinances and 465 resolutions, among which making Tacloban a child- friendly city and regulating the habal-habal, a single motorcycle converted into a common passenger vehicle which is the mode of transportation in the northern villages of Tacloban. He has also authored resolutions and ordinances geared in improving the education sector in the city and for the increase of the salaries

of the traffic enforcers and pays for teachers. Yaokasin also sponsored a resolution an anti-smoking ordinance; making the use of mothers breast milk mandatory in the hospitals within the city and preservation of Taclobans historical sites, among others. Yaokasin and his family, who give so much premium on education, donated several school buildings around the city and provided books and other reading materials to various schools and day care centers here in Tacloban. And as a proof how he personally value the importance of education, he introduced an ordinance at the

city council prohibiting the practice on truancy among students and a program on a study now, pay later scheme. Yaokasin started his political career as a barangay chairman of Barangay 40, one of the smallest villages of the city in terms of land area but populated by people of various persuasions. Without a doubt, the kind of condition and the problems he encountered as the leader of Brgy.40 along the way made him prepare for things ahead. In 2004, Yaokasin entered the city politics as he ran and won for a seat at the city council, using a slogan of good governance and an

honest public servant. While he was not a member of the majority bloc at that time, it did not stopped him from making waves as he authored or co-authored various resolutions and ordinances that remain applicable and relevant up to this time. With a good track record, Yaokasin ran again for a second term during the 2007 elections and won handily. He then again sought for another term in the 2010 elections, topping the race for the 10-council seats. And for a good measure, as he is about to exit from the august halls of the city council this June 30,2013, Yaokasin was adjudged as one of the

countrys most outstanding councilors by the Philippine Councilors League of the Philippines-Philippine Jaycees Inc. for 2012. By winning the prestigious award, Yaokasin made history as he was the first from the region to be named as so. Yaokasin may have come from one of Taclobans wellauent families, but he could very well relate to the problems and concerns of the common tao of Tacloban. This simple trait of Yaokasin, needless to say, may just spell the winning difference on his ambition to become the vice mayor of Tacloban.
