Officials confident of peaceful EV elections


TAC L O BA N CITY-Elections, security and Church o cials of the region urged the public to exercise their rights to vote as they expect an orderly conduct in todays balloting.
Lawyer Veronico Petalcorin, acting regional director of the Commission on Elections, said that they are confident that with the security preparations they made, the conduct of elections across the region would turn out to be peaceful. We are ready for the elections, Petalcorin said adding that all the balloting machines are functional and now in place in the more than 5,000 polling precincts of the region. Father Amadeo Alvero, media coordinator of the archdiocese of Palo, said that they are urging the voters not only to exercise their right to vote but according to our right and informed choice. And we should be vigilant, securing that every vote should be properly accounted for, Alvero said. The region has more than 2.5 million registered voters who will be trooping to their respective polling precincts today using the precinct count optical scan (PCOS) machines, the second time the country to conduct an automated balloting. The regions voters are to cast 12 senators, a party-list representative, their respective governors, vice governors, board members, city and municipal mayors, city and municipal vice mayors and council members. Both the Philippine National Police (PNP) and the Philippine Army in the region mobilized additional forces to various provinces and cities as part of their security preparations. About 5,000 policemen were deployed by the PNP-8 while almost the same number of soldiers was similarly given poll duties. to page 2

TACLOBAN CITY With 5,000 policemen deployed to safeguard the conduct of elections in the region, the top management of the Philippine National Police (PNP) is hoping for a peace and orderly electoral exercise. In a statement, Police Regional Director Chief Superintendent Elmer Soria sought the support of the public in praying for a violence-free election. We have done everything necessary so that we can have violence-free elections. Security measures were already set, what we can do now is to believe in the power of prayers and it would be more powerful if we do it together, Soria said. He admitted that maintaining a manageable level of peace and order situation in the region is a challenge but he assured the public that cops are ready for election duties. Soria is hoping that candidates at the local level will be true to the peace covenants they have signed earlier. Police have initiated 183 peace covenants signed by almost 3,500 political aspirants. to page 3

TACLOBAN CITY The archdiocese of Palo has issued a pastoral letter calling on the public to pray and to actively participate for an honest, orderly and peaceful May 13 midterm elections. The three-day workshop, according to Garvez , held last May 7-9 includes: Basic Community Tour Guiding-General Orientation; Tour-Guiding as A Career; Nature of TourGuiding; Code of Ethics of Tour Guides; Pre-Tour Preparations including walking tours and the Actual Presentation. Laoang mayoralty candidate backs out at last minute


CATARMAN, Samar A mayoralty candidate of Laoang town, this province, withdrew his candidacy as he instead promised to give his support to another mayoralty bet. Napoleon Galit, who is a lawyer by profession, withdrew his candidacy on May 7 through a radio announcement and promptly declared his intention to back the mayoralty bid of Gil Adora, the ocial candidate of the ruling Liberal Party. Aside from Galit, who was then running as an independent candidate, also running for mayor of Laoang is Adora and reelectionist Mayor Madeleine Ong of the National Unity Party. Prior to his decision to withdraw from the mayoralty race, Galit was said to have been seriously campaigning and visited all the 56 barangays of Laoang to seek the voters support. He had no line up for the vice mayor and municipal councilors. But on May 7, the lawyer made a public announcement on radio that he was withdrawing his candidacy and declared his support to Adora. He also sought the publics support for his relative, Vice Governor Ram Uy who is running as LP candidate for representative at the second district against Rep. Emil Ong, and all the other local candidates of LP at the second district. In his radio announcement, Galit expressed bitterness but said he was making his withdrawal to make sure Adora will win, and the Ongs will be toppled in Laoang. Peter Paredes, media consultant at the provincial capitol, denied that the Dazas paid Galit to withdraw as what the Ongs believed. The lawyer had no previous experience in politics and it was his first time to run mation. Eastern Visayas has more than 6,000 policemen and only 1,000 will be left to man offices. The rest are assigned in the field to secure polls. TACLOBAN CITY Energy Secretary Carlos Jericho Petilla assured enough supply as well as the presence of contingency measures so that no outage could disrupt the May 13 polls. EDITORIAL

To the polling places we go today

overeignty resides in us the citizens of this republic. Such power of sovereignty is best expressed on Election Day. It is the way for people in democratic countries like the Philippines to decide who they want to be their ofcials and leaders in government. Today we elect 12 senators to perform legislative duties, one congressman per district with a similar role; a governor to be the provincial executive, vice governor, who will preside the Sangguniang Panlalawigan; municipal/city mayors and vice mayors who preside the Sangguniang Bayan for towns, Sangguniang Panlungsod for cities. Go out and vote! It is not only a privilege it is likewise a duty of citizens to go to the polling places to express his choice through the ballots who he wants to be leaders of their geographical areas, a democratic principle. We hope that our people will go to the polling

places today already equipped with a strong resolve of choice who among the candidates they want to lead them hopefully an outcome or result of their own personal study and perusals gathered from the declarations of candidates in media what their advocacies are to benet the governed ones they already sit in power. We also hope that our people who will go to the polls today have already painstakingly made researches and inquiries into the personal circumstances of each candidate. Tomorrow, the results of elections will partially be known. Let the winners be magnanimous and let the losers be gentlemen enough to accept their fate. We also wish that the results of this years elections will be credible to save Comelec from the tedious and long tiring process that usually happens in electoral protest hearings.

We go to the election precincts today to vote for government ofcials: the 12 senators, governors, vice governors, provincial board members or Sangguniang Panlalawigan, city and municipal mayors, vice mayors, city/ municipal councilors or Sangguniang Bayan for towns or Sangguniang Panlungsod for cities. Those elected local ofcials will serve for 3 and senators for 6 years. We suggest to our qualied voters that they be at their respective polling places early and be equipped with the list of candidates they want to vote for. Dont trust our innate memory. For at elections to happen. Let the true spirit of Democracy reign in our land. For this, we the sovereign people should condemn and effectively block the assumption to office of candidates who cheated. We already have read and experienced that at times, electoral protests do not really prosper no matter how much authentic evidences are submitted to prone their cause. The Presidents Matuwid na Daan battle cry of governance should primarily be shown in the proclamation of real peoples choice. Eternal and merciful God, this we pray. Amen.

As the Father of the Nation, he should have been fair and open to all, letting performance and the people decide; as President he cannot afford to create divisiveness among his people.

When faith and moral issues enter politics


ITS unfair, it crosses the line when people who are campaigning for anti-RH candidates, and reciprocally are campaigning against pro-RH candidates, are pigeonholed as fanatical, narrow-minded and bigoted for being just a one-issue group. This is not at all true. As far as I am concerned these constituents consider as well many other issues that go into selecting candidates they think would truly govern them properly. But its true that they give a certain priority to the RH issue, because while the other issues are important, the RH has a distinctive moment the others do not have. And thats because the RH issue is not anymore a subject of opinion and preference. It belongs to the realm of faith and morals that define the very nature of our humanity. Thats why the Church officials, the bishops especially, when faced with faith and moral issues as they play out in the political arena, make statements of clarification and judgment. And the laity act on them. We cannot deny the fact that the world today is engulfed in a twister of confusion. All sorts of beliefs, ideologies, doctrines and philosophies are peddled in the open, using all kinds of means, legitimate and even the illegitimate. There are even those who call themselves Catholics but go against Catholic teaching and authorities, practically dividing, not only distinguishing, their individuality from their social nature, their personal life from their life as members of the Chuch. They say they follow their conscience, as if to say that their connection with God can transcend the need to be in step with the teachings of the Church and the other human institutions that God himself, through Christ in the Spirit, has established and maintained. They pound on the supposedly unbridgeable gap between what God says and what the Church says. Or they

integrity. It is the highest obligation of every Filipino to ensure that it is free from all threats or from being compromised. It is also a source of power. It is the only power that is available to anyone regardless of status in life. Spoiling that supremacy is like destroying the right to live like everyone else. It is therefore imperative that we take good care of that special privilege, the privilege to be in the same footing with the rich, the famous, the influential and the powerful. It has been observed from previous electoral exercises in the country that vote buying has become rampant. While people are justified in accepting the money that candidates dangle before their eyes during election time, the public must accept the obli-

Many of those who are aspiring for elective office are generously available to voters in need of help. The trend had attracted voters out of every nook to seek for every kind of need that they could avail from these politicians. The corrupt practice linked to elections is a two-way transaction. Politicians some elections ago go out to buy voters to get elected as voters waited like paupers queuing for dole outs from scrupulous politicians who want to get an edge in the voters list of candidates. In recent elections though,

voters got out to reach out for those dole outs and politicians no longer need to seek for voters who can be bought. Tough to nab and tougher to prosecute is the violation against vote buying. Politicians who are out to do everything to win in the elections are just too generous to give so much to the gullible voter who could be easily cowed into voting for the giver. Despite the loose causal connection that ensure those bought voting for the buyer, politicians had developed ploys to ensure that their money will be converted to votes in their favor.
