TACLOBAN CITY The archdiocese of Palo has issued a pastoral letter calling on the public to pray and to actively participate for an honest, orderly and peaceful May 13 midterm elections. Archbishop John Du, in his letter, said that it is the responsibility of the Filipinos and the community to be vigilant and to secure that every vote may be properly accounted. Du also asked all Christian faithful to observe their pastoral guidelines particularly to the candidates aspiring to become public servants to show respect for their fellow candidates and they

strive to make our new polling system work, said Du, also enjoining every parish and mission station to spend time for a prayer-vigil on any day before the election day on May 13. Fr. Amadeo Alvero, archdiocese media coordinator, also said that people should not waste their opportunity to vote this election. Go out and vote! And always vote according to your conscience and not according to the money or popularity of the candidates. (RONALD O.

We are now on a red alert status with our soldiers now ready for their poll duties. This is now the climax of the security preparations that we have laid and we are assuring the public that were doing everything to ensure a peaceful conduct of elections this Monday, Captain Amado Gutierrez, information ocer of the 8th

Senior Superintendent Manuel Cubillo, chief of the operations division of the PNP-8, said that they have done everything possible to ensure that the conduct of elections across the region would be free from any violence. overeignty resides in us the citizens of this republic. Such power of sovereignty is best expressed on Election Day. It is the way for people in democratic countries like the Philippines to decide who they want to be their ofcials and leaders in government. Today we elect 12 senators to perform legislative duties, one congressman per district with a similar role; a governor to be the provincial executive, vice governor, who will preside the Sangguniang Panlalawigan; municipal/city mayors and vice mayors who preside the Sangguniang Bayan for towns, Sangguniang Panlungsod for cities. Go out and vote! It is not only a privilege it is likewise a duty of citizens to go to the polling places to express his choice through the ballots who he wants to be leaders of their geographical areas, a democratic principle. We hope that our people will go to the polling
places today already equipped with a strong resolve of choice who among the candidates they want to lead them hopefully an outcome or result of their own personal study and perusals gathered from the declarations of candidates in media what their advocacies are to benet the governed ones they already sit in power. We also hope that our people who will go to the polls today have already painstakingly made researches and inquiries into the personal circumstances of each candidate. Tomorrow, the results of elections will partially be known. Let the winners be magnanimous and let the losers be gentlemen enough to accept their fate. We also wish that the results of this years elections will be credible to save Comelec from the tedious and long tiring process that usually happens in electoral protest hearings.
least we shall be voting to ofce over 20 positions from senators down to municipal councilors. Yes there names are in the ofcial ballots but to go over them and blacken our choices will certainly use up a lot of time. -oOoLets pray that the elections will be fair, honest
and free. Let us pray hard that election paraphernalia will function effectively and well; that there will be no brown-outs, most importantly. We pray fervently that real winners the authentic peoples choice will be the ones proclaimed. We beg on candidates to allow the real results of

gation that is in their hands to make the election results devoid of any influence other than what is dictated by the conscience. People need to understand that it is unfair for anyone to compromise the lives of the next generation because they have unashamedly sold their votes. With the proper reflections for the dos and donts of the exercise, people will become morally upright and not just become like zombies; they go where they can sip blood. The future of this country or city lies in the hands of the present generation. We are better off to have a President who has chosen to pave the way for a straight path for the next presidents to follow and continue. His Matuwid na Daan manifests his goal to set the country free from the curse of corruption. Consistent with his vision, it would have been better if he did not involve himself with the endorsements of political figures. As the Father of the Nation, he should have been fair and open to all, letting performance and the people decide; as President he cannot afford to create divisiveness among his people.
Today, will know who deserve to be their leader for the next three years. Everyone is urged to go out of their homes and exercise their basic right to choose their leaders. One of the primary rights a free person is given and assured of, by the constitution is the right to suffrage. Every Filipino whose right to vote has not been clipped from him has the moral obligation to choose the leaders that will steer the people towards continued progress and development. It is expected that each man of right age must think of the future of the land of his birth or his adoptive city to sustain its economic progress. The vote is sacred; it is a privilege given to free people. Its sanctity encompasses the responsibility to guard it against elements that could mar or spoil its
integrity. It is the highest obligation of every Filipino to ensure that it is free from all threats or from being compromised. It is also a source of power. It is the only power that is available to anyone regardless of status in life. Spoiling that supremacy is like destroying the right to live like everyone else. It is therefore imperative that we take good care of that special privilege, the privilege to be in the same footing with the rich, the famous, the influential and the powerful. It has been observed from previous electoral exercises in the country that vote buying has become rampant. While people are justified in accepting the money that candidates dangle before their eyes during election time, the public must accept the obli-
can claim that there are moments when the Godand-Church connection is ok, and other times when it is not. In the end, what they have is a selective, biased outlook. They just follow their own conscience and claim that they already follow God without following the Church, directly going against what St. Cyprian once said: You cannot have God for your Father if you do not have the Church for
your mother. This is, of course, if they are still believers. We have to show them that it is not God whom they follow, but simply their own selves, their own ideas, their opinions and preferences. But we also have to clarify things with respect to non-believers. This will take a longer and more complicated process, but it can and should be done. One to page 6

Many of those who are aspiring for elective office are generously available to voters in need of help. The trend had attracted voters out of every nook to seek for every kind of need that they could avail from these politicians. The corrupt practice linked to elections is a two-way transaction. Politicians some elections ago go out to buy voters to get elected as voters waited like paupers queuing for dole outs from scrupulous politicians who want to get an edge in the voters list of candidates. In recent elections though,
voters got out to reach out for those dole outs and politicians no longer need to seek for voters who can be bought. Tough to nab and tougher to prosecute is the violation against vote buying. Politicians who are out to do everything to win in the elections are just too generous to give so much to the gullible voter who could be easily cowed into voting for the giver. Despite the loose causal connection that ensure those bought voting for the buyer, politicians had developed ploys to ensure that their money will be converted to votes in their favor.

way or another, it can always be shown that everyone is in need of others, and eventually and, in fact, constantly, everyone needs God and the Church. All this should be done in the manner shown to us by Christ himself and followed by the saints. And that is by proclaiming the truth, in season and out of season, in charity. Always in charity, and never without it, otherwise, the truth would never be the truth! This is a principle that should always be applied even in the arena of politics. We have to disabuse ourselves from the idea that in political matters, we somehow can be excused from the ways of charity, because politics would necessarily involve us in contentious issues. We need to learn to resolve matters in charity. Even in our differences and conflicts, our victories and defeats, we need in live in charity. We have to be wary of our tendency to succumb to anger, hatred, resent-
erence. The priest was saddened knowing that its not only the candidates that are seeking to buy votes but voters are offering to sell their votes as well. The Parish Passults come election time. It is the shared view of many that such money which is wantonly spread to unsuspecting voters are money acquired easily that it is spread wantonly easily. This election is like what people had been used to. Candidates are out to give and voters play as passive takers although some are glaringly selling their votes to the highest bidders. The order of Comelec Chair Sixto Brillantes on the controversial money ban was an idea that is

laudable but the approach and strategy was found by many as detestable. It was deemed afoul to the view of many sectors which considered the ban unconstitutional. It would have been better if the ploy was just to ban small bills as it would discourage candidates from parting with large bills for a single uncertain vote. The best way still is just to implement existing election laws by nabbing votebuyers. Comments to alellema@yahoo. com
