On this date, Robert E. SCHUELER, American Airlines AA

Corporate Security, authorized the interviewing agent to review the
AA file in regards to some AA employees having their passports and
flight uniforms stolen from their hotel room during a layover in
Rome, Italy. Scheuler authorized the review, as this was AA's
informal file and it was not a formal report.

Arrangements were made the following day to have new

passports issued at the Consulate in Rome, and have the U.S. .
passports reported-stolen. The file also indicated that all AA .
badges wsrar.anr.Bied an new badges were issued to| Hand

On 4/18/2001, SCHUELER met with the Vice-Director of the/

Hotel Nazionle. The Vice-director indicated that he had been at /
the hotel for nine years and this was the first incident of its
kind during his tenure. /

In addition, the incident was reported with the local

police. The incident was also reported to the FAA ACI. the FAA's /
internal intelligence data bank. /

SCHUELER concluded that the room thefts were "targets of

opportunity," due to forced entry being made into all three rooms,.
with one room being vacant, and the captains uniform not being /
taken. Also, the safe in its entirety was removed fromj \. No further action was being taken by Americ

Privacy
RALPH EMERY and KIM EMERY founded ACI in 1990. RALPH
EMERY is the Chairman, and KIM EMERY is the president. Both have
•. extensive backgrounds in the aviation industry. AC! performs
basically two services for the owners of aircraft, split between
RALPH EMERY and KIM EMERY. RALPH EMERY is responsible for
consulting to the owner, providing project analysis, development,
and monitoring. RALPH EMERY assures that the aircraft meets
Fedearl Aviation Administration FAA specifications, and that the
owner is getting a fair price and is getting what he is paying for.
KIM EMERY is responsible for the interior and exterior designs of
the aircraft.
In approximately 1992, MID EAST JET, INC MEJ purchased
a new Boeing 757, N number N757MA, and a new Boeing 767, N number
N767MA, from Boeing. ACI obtained the contract to design the specs
and interior design for the planes. RALPH EMERY provided oversight
on work performed by RAYTHEON in Waco, Texas.

A few years ago, MID EAST JET, INC, under the name of
ALFA SIERRA, INC, purchased two new Boeing 737s, N numbers N737CC
and N737GG, and a new Boeing 777, N number N777AS, from Boeing.
ACI also obtained the contracts to design the specs and interior
design for the planes. RALPH EMERY is again providing the
oversight on work performed by RAYTHEON in Waco, Texas. The first
737 is completed, but the second 737 and the 777 projects are still
ongoing.

According to EMERY, MEJ and ALFA SIERRA, INC are United

States corporations, and the planes are registered with the FAA.
MEJ. requires that the planes obtain an FAA 125 operating
certificate, which is the highest classification that the FAA

Issues. Because the planes cannot be owned by foreign individuals,

trusts are set up which "own" the planes. First Security Bank in
Utah, which is now Wells Fargo, is an expert in setting up aviation
trusts, and Wells Faroe) is the trustee for MEJ. DIANE DIAZ of
Wells Fargo, telephone! loversees the trusts for MEJ.

up the US corporations, coordinating the trusts with DIAZ, and Personal

Captain KHURSHID M. KHAN is the president of MEJ and is

the contact for ACI. EMERY believes that KHAN was born in
Pakistan. All of ACI's negotiations are with KHAN, and contracts
and invoices are sent to him. He can be reached through the

While EMERY has no direct knowledge, he believed that MEJ

was owned by THE NATIONAL COMMERCIAL BANK, and THE NATIONAL
COMMERCIAL BANK was owned by KHALED BIN MAHFOOZ.

A couple of years ago, there seemed to be a change of

direction in the project. ACI received a call from KHAN that the
777 may be changed. EMERY heard that MAHFOOZ had gotten into some
type of trouble with the Royal Family of Saudi Arabia.
Approximately six months ago, Royal Highness TURKI came to Dallas
and met with RALPH and KIM EMERY. They went to Waco to see the 777
and also to San Antonio, Texas to visit the sub-contractor who was
making the cabinets for the 777.

ACI was requested to change the color scheme of the

interior of the 777 to blue and beige, and ACI sent color boards
and the cost of making the changes to KHAN. The change would cost
$7.5 million to $8 million and would take a year to complete. They
have not received any notice from KHAN to make the changes.

EMERY stated that part of the 777 can convert to a full

medical ICU unit. According to EMERY, this modication is made

because the Saudis do not trust their own doctors and can fly to
the United States for special treatment. Also, the Saudis allow
the planes to be used for charity cases, such as a child who needs
special treatment. EMERY speculated that the 777 will have a total
cost of approximately $200 million when it is completed.
