Proposal For ICT
Rationalization
After observing and following the development of ICT programs/projects under the State
Government of XXXX, I have conceived the Chief Executive Information System (CEIS), which will
use the Geographical Information System (GIS) as its operating platform.
A quick and convenient description of this system is that it will be a “super” version of the
proposed Executive Information System (EIS), which was earlier called XXXX that has yet to be
rationalized as a do-able and concrete ICT platform for the State Government of XXXX .
Unlike the wide access EIS, the CEIS will provide exclusive and unprecedented access for the
XXXX . The whole range of information in all State Government data banks will be available to the
XXXX as the “mega-user”. He will also be provided with exclusive e-mail, and possibly e-
conference, capabilities to interact with all senior State officials and appointed desk officers who
update the system data bank with their latest information, following a fixed schedule or upon
request by the XXXX himself.
The CEIS will also provide a clear starting point and catalyst for the development of a XXXX ICT
Masterplan because of its intrinsic “push factor” in providing a focused and strategic ICT
development for the XXXX , and subsequently, for the whole population of the administrative
staff and officers in the State Government of XXXX .
The CEIS represents an initiative to rationalize and integrate the different proposed platforms for
ICT development within the administration namely, the GIS system currently in use at the XXXX ,
and the EIS or XXXX development initiative by XXXX . CEIS is the first step towards multi systems
rationalization and will be a motivating force for ICT strategy integration.
I have built the logic behind the CEIS concept to address several outstanding issues and
requirements, which I think will greatly influence the future excellence of any ICT strategy to be
rolled out by the State Government of XXXX . The CEIS is a rationalization solution that will
integrate all separate platforms and provide a rallying point for future hardware, software and
infrastructure development for ICT including the further development of WIFI network support for
the whole of XXXX and its outlying areas.
The CEIS Interface
Simplified interfaces called “Priority Issue Matrixes” or “Matriks Isu Keutamaan” will
provide a SPOC (Single Point of Contact) for the XXXX to access the hundreds of
layers or topic pages available in GIS.
The Priority Issue Matrixes will be tagged according to issues and a click of the
mouse will link the XXXX to a layer in GIS with the corresponding information. No
manual browsing of layer by layer is required. For instance, clicking on a Priority
Issue Matrix tagged as “Kawasan Sensitif Alam Sekitar” will link to a corresponding
layer in GIS with the corresponding data in full graphic detail.
Depending on request from the XXXX , this layer can contain any amount of
information on the specific issue, e.g. activities or proposed projects impacting on
the area, including the full project details which may be accessed by the XXXX
via a link to a central data bank.
As such, the Priority Issue Matrix for the topic above can be modified and renamed
as “Projek/Aktiviti di Kawasan Sensitif Alam Sekitar” for further focus and ease of
access for the XXXX .
In real usage, these Priority Matrixes act as “filters” to the hundreds of layers

Using the Priority Issue Matrix
The matrix has an optional “alert function” that acts as a proactive
action tool, which is an exclusive XXXX -activated feature. This alert
function enables the user to ‘escalate’ or ‘downgrade’ the
importance and relevance of any issue according to his own
evaluation.
It works on a simple ‘x’ and ‘y’ axis logic. The further an issue
(represented by a box) is moved along the respective axis, the
more the likelihood of its shifting to negative (‘x’ axis) and the
greater its potential impact on Reputation (‘y’ axis) and vice versa.
In the centre and innermost circle, the XXXX who is the CEO-designate and “mega-user” of the
system, floats on top of a swirl of 3 elements that are the main factors influencing his position. In
sum effect, the elements balance out each other. The ICT network of the CEIS is a tool for
achieving and maintaining this balance.
The red, black and yellow signifies that all these elements exist within XXXX and syXXXXolizes the
powerful connectivity of the CEIS network within the State – to the extent that it gives the XXXX a
support tool to be on top of Issues, Politics and the Administration.
Brown arrows in the outer circle and red ones in the blue ring indicate the dynamic and interactive
flow of information between the 6 major issue clusters (in boxes), and the inner circle of State
departments, agencies, local councils and action/working committees (in green ring). The
grouping of the 6 issues clusters are as proposed by XXXX.
CEIS provides a system to help moderate the state of equilibrium in the center (as represented by
the interaction of the 3 elements) and represents the creation of a truly ICT-based Change
Management tool for spearheading a Communication for Behavioural Impact (COXXXXI)
revolution in the State.

through a dedicated e-mail link, e-conference or an audio link via VOIP
(Voice Over Internet Protocol). The XXXX will have the access to request

CEIS
As mentioned previously the CEIS captures the spirit of the COXXXXI (Communications for
Behavioral Impact) movement to bring change to society’s way of thinking and doing things. The
CEIS puts in the hands of the XXXX a capability to monitor and implement Change Management in
the XXXX administrative engine. Although COXXXXI and Change Management are separate
organizational enhancement initiatives, they are mentioned here to further demonstrate the
advantages of the CEIS system as a top-to-bottom and bottom-to-top ICT administrative tool.
Through its relatively groundbreaking work management approach using ICT, the XXXX is made
into a truly centralized authority that steers the administrative direction in bringing development
and change within the State. The XXXX will be able to exercise his authority within the context of
a Web Community that is interconnected via a faster networking and communication dimension.
The creation of a central authority, a.ka ‘the moderator’, is vital to future success. The moderator
for the CEIS is the XXXX himself and his real-world authority is asserted within the system,
whereby no individual within the Web Community will question this authority and will be
mobilized into action as much as he /she would be mobilized by the XXXX in a real-world work
situation. This will help to alleviate the ongoing problem that we have been facing when it comes
to updating our website. The lack of a strong moderator with a central authority is an obstacle
towards mobilizing the migration of the administrative population to a Web Community that will
become the precursor of a truly paperless e-government.
A simple analogy, and a familiar one, is the hierarchy of the common kampung where the
penghulu exercises a top-to-bottom chain of command on his community. In an ideal situation no
anak buah of the penghulu , or for that matter, no kampung community will go against the
penghulu’s command. They will be compelled to deliver the other half of the chain of command
strategy, whereby they will respond to the directive of the penghulu via bottom-to-top reporting.
