Capacity Building Program on SBU Head and Functional Head

A Draft Proposal 1. Introduction

This brief proposal is prepared for submission to the TOP Management to approve financial support for a capacity building program of SBU and Functional Heads. The program includes formal education in management disciplines and in modular courses. The budget should cover annual tuition 95 percent per year, and 5 percent should be provided by an employee. This effort will help to attract and retain managerial employee for a longer period. 2. Background

It will contribute to organization development by enabling staff working at the managerial level to acquire knowledge and skills compatible with the needs of present market, enhancing their employability and personal development, nurturing in them conceptual knowledge to promote organization, and by developing the knowledge to enable managers to compete in the local market. It will create the environment to bring change in perception of SBU Heads from positive view point to promote activities of the workforce to take steps for enhancing overall capacity of the organization including empowering managers for the better management of profit centre and enhancing efficiency on management activities. 3. The Need of Training

Competency of SBU Head might be felt generally traditional in daily administration and management of their work. In this regard, need for capacity building is mostly required in management disciplines that are related to planning, resource mobilizing, implementing and monitoring of business envisioned in the long term plan. Therefore, this effort promotes change in the attitude of managers, particularly, in their working practices. In addition, the intervention could be taken positively to empower managers by imparting conceptual knowledge. It will, thus, contribute to sharing knowledge and building capability of the managers and thereby help in the delivery of quality service. As a result, it is expected that this intervention will be very contributive in overcoming the challenges developed by the profit centre concept and also taking significant step in learning more for the future requirements. 4. The Purpose of the program

Main purpose of the program is to address basic and urgent needs of knowledge and skills level of managers. It aims at equipping the managers in order for them to cope up with extended roles as proficiently as possible. To address such issues, the best effective program will be an Executive MBA program. An Executive MBA program is specially designed to meet the needs of working managers. An important aspect of an EMBA program is ability to continue working full-time while pursuing MBA degree. The program typically has a shorter completion time than a full-time MBA programs. On the basis of the proposed activities, an estimation of the budget has been made as follows.
