PROJECT DESIGN BASIS 000A.4.1 General Description Document No.: 100-YER-PE-PDB-0003 Revision No.: FF Issue Date: 5 February 2008

1.0

INTRODUCTION This section of the Process Design Basis provides a summary of significant process specifications including: Facility capacity. Anticipated operating on stream factor. Feed definition. Product qualities.

2.0

FACILITY CAPACITY The Yanbu Export Refinery (YER) will process 400,000 BPSD of Arabian Heavy Crude. The specific crude assay used as a basis for this crude is described in Tables 1 through 4.

3.0

ON STREAM FACTOR For economic evaluation purposes, the refinery is expected to achieve a 93% on stream time.

4.0

FEEDSTOCK DEFINITION Saudi Aramco crude assay CER-10-IV-05 (see Tables 1 through 4) was used as the assay basis. Other Arabian Heavy Crude assays were inspected to determine possible variation in yields. The design of the facilities will accommodate the yield variations anticipated.

5.0

PRODUCT SPECIFICATIONS The refinery gasoline and propane product slate will vary in response to winter and summer seasonal U.S. markets. The YER will produce the following products for export: Propane (intermittent) Benzene (intermittent) Regular Conventional Gasoline Premium Conventional Gasoline Regular RBOB Gasoline

Premium RBOB Gasoline European Diesel Coke Sulfur

Butane is consumed internally in YER as fuel and blended with the gasoline product. No net butane product is normally produced. Propane is consumed internally as fuel and is generally only available as product during summer operation. Properties of the propane product are provided in Table 5. A benzene product is produced from the refinery. This product will meet the ASTM Standard Specification for Refined Benzene-545 as outlined in ASTM standard D4734. Relevant specifications from this standard are provided in Table 6. The refinery will produce multiple, seasonal grades of gasoline including conventional (U.S.) regular and premium grade gasoline, regular and premium RBOB. Although production of conventional and RBOB gasolines are possible all year, RBOB is optimally produced in winter and conventional gasoline optimally produced in summer. RBOB is an acronym for Reformulated Blendstock for Oxygen Blending. This product is typically blended with oxygenates (e.g. ethanol) before final sales. Relevant product specifications for the various grades of gasoline are provided in Tables 7 through 10. The diesel product is destined for the European market and will meet European EN 590 specifications. This specification requires a minimum Cetane number of 51 and maximum sulfur content of 10 ppmw. Other EN 590 specifications are provided in Table 11. Sulfur is produced in a solid pellet (pastille form). Expected sulfur product properties are provided in Table 12. Fuel grade coke is produced from the refinery. The expected coke properties are provided in Table 13.

For winter, based on a 26.8% reduction (after MSAT) of the baseline fuel level of 120.55. For summer, based on a 26.8% reduction (after MSAT) of the Northern Region baseline fuel level of 85.61. 7. Not applicable in winter. For summer, based on a 6.8% reduction of the baseline fuel level of 1340. 8. As per the EPAs Final Rule: Control of Hazardous Air Pollutants from Mobile Sources (signed February 9, 2007), EPA will no longer require demonstration of compliance with statutory requirements for Toxics and NOx under the RFG program, once the MSAT2 (0.62 vol% benzene) and the gasoline sulfur programs have been fully implemented (2011 for large refiners).
