April 14-20 was National Library Week. In celebration of this week, Gloverville Elementary School held its first annual Real Men Read school-wide reading program. This event was created by the schools media specialist, Mrs. Jennifer Pinckney, and schools guidance counselor, Ms. Katrina Brooks, to show the students that real men read too. This two-day event was held on April 17th for community readers and April 19th for fathers, grandfathers, and uncles. The turnout for each day was remarkable. Guest readers were assigned a Reading Ambassador, 4th and 5th grade students, to escort them to their assigned class and introduce them to the students. Guest readers came armed with their favorite childhood book or were given a book to read.

10, the full Senate gave second reading to legislation authorizing the Governors office to negotiate up to 10 years of identity theft protection for S.C. taxpayers through the states competitive bid process. In its negotiations, the Governors staff is to consider offering safeguards against fraud involving banks, phone and utility services, government benefits, and government documents such as tax returns. The bill needs one more reading and then it goes to the House. The bill also includes the following: Centralizes responsibility for cybersecurity within state government under a Department of Information Security that reports to the governor; Tax credits for South Carolina taxpayers to buy additional credit protection on top of or in lieu of what the state offers after the competitive bid process is complete; An identity-theft unit at the S.C. Department of Consumer Affairs; A committee to recommend statewide technology and cyber-security policies; and A fund to reimburse taxpayers for some costs associated with identify theft if affected taxpayers can prove that their losses occurred as a result of the states cyber breach last October. Appraisal Management Legislation Passed: On April 24, the Senate passed legislation relating to state oversight of appraisal management companies by the state appraisal board. This move is necessary in order to keep our state in compliance under the Dodd Frank Consumer Protection Act. Failure to do so would mean that lenders in our state will not be able to market their bundled loans to the secondary market. The result would be that banks in our state would have limited capital to loan money to our states citizens. Passage of this legislation was necessary to head off these potential problems. Concealed Weapons Permit Restaurant Carry: On April 23, the Senate passed this bill (S.308) with an amendment prohibiting concealed carry into restaurants serving alcohol after midnight and before 5 am; increasing the penalty to up to 3 years in prison for violating; and not allowing carrying a concealed handgun and lingering in the bar section of a restaurant serving alcohol -- doing so is a violation. Keeping You Informed

The Senate is in session for 2013 with June 6 as the last day of regular session. I hope that you find this update helpful and informative. If I can help you with an issue, please let me know. Latest News: As you know, Savannah River Nuclear Solutions (SRNS) has furloughed 2500 employees to 32 hour weeks with a 20% reduction in pay. Last week, the impact of that pay cut was felt by affected SRNS workers in their paychecks. The short term fix to the problem is for there to be reprogramming of funds at the federal level. This has to start with the Office of Management and Budget (OMB). If reprogramming of some money is done, those 2500 employees get to return to full time work. After OMB allows the reprogramming, the request has to go before Congress for approval for which the Congressional delegation is waiting. My understanding is that the process is currently stonewalled in OMB for some reason (see below for what you can do). If the reprogramming does not occur before May 22, then 700-900 people will be laid off until the beginning of the next Federal Fiscal year. This would be very harmful to the economic vitality of Aiken County, the CSRA, and the state of South Carolina. Community Impact: Most families cannot sustain a twenty percent reduction in pay for an extended period of time especially with little advance notice. As it stands right now with the furloughs, the affected workforce is losing collectively about $3 million per week. That loss of income ripples into the community at about 2.3 times. Eventually, if 700-900 are laid off and 1600-1800 remain in 32 hour week, this will be an even greater financial loss. Statewide Problem: The situation at SRS is a statewide problem. Many of the sub-contractors serving the site in some form are from other parts of the state. The loss of personal income in the workforce will cause state sales tax dollars to go

down. Further, the recently downsized Department of Employment and Workforce will have to set up in Aiken County to handle all the unemployment claims although they are now done electronically. What Can You Do?: Our local legislative delegation continues to work on this issue. However, you can help by doing the following: Telephone Sally Ericsson at OMB at (202) 395-3120 and Sherron White at (202) 395-9145 to request that they authorize reprogramming of funds at Savannah River Site. Telephone the following members of our Congressional delegation: Senator Lindsey Graham (202) 224-5972 Senator Tim Scott (202) 224-6121 Congressman Jim Clyburn (202) 225-3315 Congressman Joe Wilson (202) 225-2452 Congressman Jeff Duncan -- (202) 225-5301 Together, we must be vigilant in our efforts to encourage federal policy makers to allow the transfer of funds at SRS to alleviate the impact of the furloughs on our state and our community.

Bridgestone Opening of Expansion: Early last month, Bridgestone produced the first tire in its new 740,000 square foot expansion of its passenger tire plant near Graniteville. The expansion will increase production capacity at the plant by 12,750 tires to a total of 37,750 tires per day and 13.4 million tires annually. We are fortunate to have Bridgestone located in Aiken County. Boeing Expansion: Boeing announced on April 9 that it will create an additional 2,000 jobs and invest another $1 Billion in South Carolina between now and 2020. The company plans to move more of its production operations and part of its IT

workforce to our state. Many of the jobs will be in engineering and the creation of an information technology center of excellence. The states incentives package includes $120 Million in infrastructure improvements for the land where Boeings expansion will be located. The state will own the land where the infrastructure improvements will be made and Boeing will enter a long term lease on the property. With the expansion, Boeing will have 8,000 employees and will have invested $2 Billion in our state since announcing the plant in 2009. State Economic Outlook: The Department of Commerce released a report in mid April stating that the states economic indicators are the best since 2008. Some of the positives in the report include the following: 1.7% increase in personal income in the fourth quarter of 2012. Total personal income grew to $164.8 billion. 5.3% gain in the S.C. stock index. 1% increase in nonfarm employment. 0.1% increase in the labor force to 2.179 million. 0.1% drop in the unemployment rate for February, down to 8.6% from the previous month. 1.4% increase in manufacturing hours, which averaged 42.1 hours per week. 1.2% increase in available online job postings. Prevent High School Dropouts Volunteers Needed: The Choices program is a local program being used in Aiken County middle schools with eighth graders to encourage more children to finish high school. Several local businesses and individuals have volunteered their time. The program needs more volunteers. Road Infrastructure Update: In late April, the Senate Finance transportation subcommittee met three times and took testimony on various infrastructure bills pending in the Senate. They plan present a comprehensive proposal to the full committee by May 7. According to the SCDOT Infrastructure Task Force report released last December, the state needs $600 million more a year in state funds for the next twenty years to meet projected infrastructure needs. Moving is always a chore, but can also be a great thing. Aiken Business Services believes this is a great move, although they hate to leave the heart of the Valley and its beautiful people. But, as owner, and author, Kay Mortimer says, Were not moving far! Just up the street a ways. The Royal Building, which housed ABS/Bryants for over a decade, has been sold and will be replaced by another commercial enterprise. This made the move for ABS/Bryants necessary. A longstanding Valley icon, ABS/ Bryants Tax Service, a division of Aiken Business Services, Inc., has moved from their 12-year location in Langley. After weeks of praying and searching for just the perfect location to continue their operations, their new home has been found: 681 Silver Bluff Rd. Ste. E in Aiken, located at the intersection of Pine Log Road and Silver Bluff Road in Aiken near WifeSaver. Only eight miles from their current location, and in a convenient and easy spot on the outskirts of Aikens bustling south side, ABS staff worked frantically over the last two weeks to prepare to once again be open to their customers. This being a major move, much remains to be done. But, ABS will be open for business from the new location on Silver Bluff Rd approximately May 7. We appreciate the volunteers who helped us move and appreciate all our customers patience in the transition. I wish to thank all of our loyal customers for past patronage and look forward to continuing to serve your tax and accounting needs for many years into the future, Kay says. MVHS Earns Recognition at Science Olympiad

The team placed 10th in the state, with individual awards going to Christopher Taylor & Colton Tinkey (6th place in Thermodynamics) and Matthew Williams (6th place in Genetics). The fourth member of the team, Anthony Howard, placed among the top ten in all of his events, including a robotics competition.
