TACLOBAN CITY- The mayor of this city, Alfred Romualdez, could not hide his happiness that he won on his reelection bid despite the open support extended by President Aquino to his political opponent.
Im not only happy that the election is over but I have survived. Imagine, kalaban ko pader, Romualdez said yesterday in an interview with Leyte Samar Daily Express. Romualdez was ocially declared as the winner in the mayoralty race by the members of the City Elections Board of Canvassers at around 7:51 am Tuesday. The reelected mayor, who ran under the banner of the Nacionalista Party, garnered total votes of 45,182 against his opponent, Florencio Noels 38,460 votes. His wife, Cristina Gonzales Romualdez, was also reelected as a council member. Romualdez is a nephew of former First Lady and now Ilocos Norte Rep.Imelda Marcos whose family is the main political opponent of Mr. Aquinos family. The mayoralty race in Tacloban was seen as a proxy war between the two families as no less than the President endorsed Noel, who ran as an independent. Presidential sister, Kris Aquino, also campaigned for Noel who even uttered that it was game over in favor of Noel during a rally. Senator Ferdinand Bongbong Marcos, Jr. came to the city to endorse the mayoralty bid of his cousin Alfred. He was also joined by another cousin, busito page 2

TACLOBAN CITY- A mans inner character is tested when pushed to the wall. But for Mayor Alfred S. Romualdez ,it defines true character. Amidst the criticisms from both his friends and foes, Mayor Romualdez remains humble, quiet and focused to his job. He never thought of retaliating even from the personal attacks he received. Mayor Romualdez survived from all the dirty tactics adopted by his political opponents and from the malicious accusations against him; with just simple yet heart-warming hand shaking, people welcomed him and his party to their homes in barangays.

While serving his fellow Taclobanon, he also finds time to be with his wifeCouncilor Cristina G. Romualdez and his daughters- Sofia and Diana. Indeed, he became the model of every Taclobanon who joined the I Love Tacloban movement: Makadiyos. Makapamilya. Makabayan. A total of 131 assorted high-powered and lowpowered firearms were confiscated in Eastern Visayas since January 13, Soria added. Elections in EV generally peaceful PRO8


CAMP KANGLEON, Palo, Leyte -The Police Regional Office 8 (PRO8) assessed the synchronized conduct of the national and local midterm elections Monday as generally peaceful even in Samar province that was earlier listed as a priority area and placed under tight watch by security forces. People were able to cast their votes and exercised their rights of suffrage with a great feeling of security, Police Chief Superintendent Elmer Ragadio Soria, PRO8 regional director, adding that the high voters turn-out was a testament to the stable condition with no election-related incident reported on Election Day. Soria attributed the generally peaceful situation to the advance preparations made by PRO8 to ensure secured and fair elections and the convergence of eorts with government agencies and security forces. Since November last year, PRO8 have launched a massive crackdown against private armed group, most wanted persons, crime gangs, loose firearms and unregistered firearms which may be used to sow terror during the polling period. On the 2013 midterm elections


Yesterday, the Filipino people in great numbers undertook their civic duty to determine who would receive a mandate in the legislature and in local governments across the country. Overall, our fellow citizens undertook this exercise and the right of suffrage with tenacity and good cheer. By all accounts, this second automated election has proceeded in a satisfactory manner, with the system and the vast majority of machines working as they were intended. While there were isolated incidents of violence and equally isolated hitches in the voting process, our institutionsfrom the COMELEC to its deputized agenciesvolunteers for poll-watching, media, and the public came together and did their utmost to ensure free, fair, and credible elections. The President led the administration into what he himself has described as a referendum on this administrationone that will determine whether there will be a continuation and acceleration of reform, or a regression to the old, selsh ways that had harmed our country. As the counting is completed and the ofcial proclamations take place, it seems clear that our countrymen have spoken overwhelmingly to conrm and expand the mandate for reform and change that they rst granted in 2010 to President Aquino. The work is cut out for all of us: rst, to respect the will of the majority; second, to witness the baton of leadership being handed over from one set of leaders to the next on the basis of the peoples will; and third, to stay on the path that the Filipino people have determined by virtue of their vote for change. The victory of Team PNoy is a renewed mandate for tuwid na daan, and a vote of condence for good governance, the continuity of reforms, and a brighter future to come. We thank the Filipino people for the support they have shown President Aquinos agenda of reform and positive change, and we also thank them for doing their part and contributing to the success of these elections. Same political families still rule in EV


TACLOBAN CITY Local government units and House of Representative in Eastern Visayas will be ruled again by same families with members of the regions political clans leading in initial counts. Based on the Comelecs transparency server data, incumbent governors, congressmen, and members of political clans are heading to victory. Leading in Biliran is incumbent Governor Gerryboy Espina with 37,255 votes as against rival Niceto Limpiados 19,413 votes. Lone Leyte gubernatorial candidate Dominico Petilla had 268,465 votes. He is the brother of former Leyte Governor Jericho Petilla, the current energy secretary. In Northern Samar, Governor Paul Daza is trailing in the count with 69,432 votes compared to Jun Ongs 98,106 votes. Ong is a brother of Northern Samar Rep. Emil Ong. Samar Governor Ann Tan got 96,423 votes, slightly ahead of Aika Uys 94,113 votes. Both are members of political dynasties in Samar province. Re-electionist Eastern Samar Governor Conrado Nicart is heading to win the race with 60,069 votes compared to challenger Javier Zacates 50,759. In Southern Leyte, Rep. Roger Mercado has initially garnered 87,209 votes in the gubernatorial race. His rival Robert Castanares got 54,748 votes. Based on Comelecs noontime transparency server tally, Eastern Visayas will surely have the same face in the House of Representatives except in Northern Samar 1st district and Southern Leyte. Former Rep. Harlin Abayon, who had 42,421 vote is slightly ahead of Northern Samar Rep. Raul Dazas 37,678 vote. Governor Damian Mercado is heading for a landslide victory for Southern Leytes lone congressional seat with 80,950 votes as against Saint Bernard Mayor Rico Rentuzas 31,916 votes. Failure of election declared in far-flung Calbayog village


TACLOBAN CITY Conduct of Elections has failed in a far flung village in Calbayog City with the 218 registered voters not showing up for fear of threats from village officials. In a notice to the Commission on Elections (Comelec) regional office, Fidel Amacna said there were force intimidations among residents in Barangay Higasaan, thus preventing them from casting their votes. There is no communication signal in the area, which aggravated the situation because they couldnt ask for assistance to secure the polling place, Amacna said in a statement. Aside from threats from village officials, adding to the problem, according to the official is the distance of the place from the city proper. It takes 12 hours hike to get to the village passing through hilly terrain. Higasaan is a remote village of Calbayog City located in seven hills. Maricris Tumandao, election assistant of Calbayog City election office said in a phone interview that the Board of Election Inspectors(BEI) kept the precincts 164-A and 165A in Higasaan Elementary School open until noontime. There were intimidations from barangay officials not to go out and vote. Local residents were told that if they would do that, there would be violence, said Tumandao, who was supervising polling in that area. Members of the BEI decided to close the precinct midday and bring the precinct count optical scanning (PCOS) machines and other election paraphernalias back to the city. Amacna asked the Comelec regional office to reset the elections today but the latter has yet to decide on the proposal. We just forwarded the proposal to our main office. We will see if it is necessary to conduct special elections in the area based on election results in Calbayog. Barangay Higasaans 218 registered voters is just a tiny fraction of the citys 104,689. The entire province has 481,275 registered voters. The city, which is considered as hotspots ended Election Day without reports of untoward incidents in all areas despite suspected election-related violence before May 13. Three mayoralty bets had been vying for the mayoralty seat- Ronald Aquino of Liberal Party (LP), Rey James Uy, and Angelie Tan who are both independent candidates. Aquino, current city mayor, took over the seat when after the late Uys assassination. Generally peaceful but not that honest


every well-meaning citizen should deeply ponder on - Massive vote-buying. From the imperial Metro Manila to the rustic towns and sitios, distribution of grease money in exchange of votes was rife. The proscribed act seemed to be the norm rather than the prohibition. Vote-buying turned to be the rule of thumb rather than taboo in civilized society where government is supposed to be ruled by law rather than of men. anging in the balance is the integrity of the elections held on May 13. Was the current election in any given place in the country peaceful? Partly yes. Was it orderly? Perhaps, quite. Was it clean and honest? May be not so. This is the general impression formed in the mind of the electorate who just exercised their right of suffrage with an end in view that only the best shall win. What then is the parameter within which to say that the political fray last Monday was actually peaceful, orderly, clean and honest? For the nth time, coral reef-related pronouncements and issuances from both national and local governments have been published. The latest about the topic is the meat of the Department of Environment and Natural Resources (DENR) Administrative Order No. 2012-3, socalled Guidelines for the Implementation of the Sustainable Coral Reef Management Program (SCREMP). May be issuances and pronouncements on coral reef monitoring are incidental as these come out whenever disasters happen in the Philippine marine environment occur. Thus, the oil spill in the upper coast of Luzons West Philippine Sea caused by the commercial vessel M/V Arita Bauxite, could have affected ters off the two provinces, is composed of only three (3) species, namely: P. crispata Kjellman, P. suborbiculata Kjellman and the third and newly discovered/identified P. marcosii Cordero. This red seaweed group have remained unreported elsewhere in the Philippine waters! These 3 species of Gamet is source of food (prepared as fresh salad) and provide livelihood to the coastal dwellers of the two provinces. Voters are given allocations by the candidates so that a voter who rejects the token is deemed waiving the cash that will likely go to the unscrupulous ward leaders acting as handlers of the politician. The money that any voter would reject will no longer be returned to the candidate but will anomalously go into the hands of the leader at the expense of the voter whose name was used to obtain the allocation. It may be the reason why people from all walks of life would plainly take the cash being given by candidates or else the cash will go elsewhere. While most voters go into vending their names to candidates who are out in the open buying votes, others simply wait for trickles of cash from candidates to drop by them. The usual

No government agency ever came out to stop or even merely mitigate the cash floods that inundated all nooks of the country as voters trooped to the election precincts to cast shades on their ballot. People wonder whatever happened to the major thrust of the countrys national police on crime prevention as vote-buyers openly violated election laws. We still have to learn of any violator who had been arrested by the authorities. It seems that the rampancy of votebuying had overwhelmed even law enforcers that the crime had been deemed normal in the ordinary course of human activities. The onslaught of cash is predicted with certainty that all sectors are expectant of the voluminous cash flow every election time. People are aware that can-

didates indulge in votebuying as people had been used to the system of commercialized elections. Candidates are well aware that voters are considerate marking their names in exchange with cash that are given as a token of gratitude to the voter who reciprocate the gift by including the name of the candidate in the shortlist. When all candidates are employing cash to get elected, voters take those who are kind in giving them a token as worthy of inclusion in their shortlist. Voters usually do not know personally the candidates and deem every aspirant as similarly situated in terms of their desire to render public service. Being unknown to the voter on a personal level, the voter considers the one who shared something for the little kindness of shad-

A honeybee goes to a flower to gather honey. While engaged in this delightful task, it is sometimes stung by a spider. This sting makes it numb and the bee falls an easy prey to the spider. Likewise, a Christian community can be attacked by the Evil One while engaged in doing good and useful work. Knowing that he was about to go to his Father leaving his disciples on their own, Jesus asked his Father to keep them from the evil one (Jn 17:15). St. Paul calls the Evil One and his army wolves. Before he left his flock in Ephesus, he warned them: I know that after my departure fierce wolves will come in among you, not sparing the flock (Acts 20:29). Suppose we ask: In what ways could the Evil One invade our Christian Community of today, both on the local and universal level and cause people to drop out of churches? The intrusions of the Evil one can be opt many kinds: theological errors, twisting of the Gospel truths, the deterioration of Catholic family life, the diminishing loyalty to a specific parish, impersonalism of the large parish, or suspicion and quarrelling that can destroy a communitys sense of the Lords presence in it. There is a way to guard ourselves against such attacks of the Evil One. In snowy countries, nature clothes animals and birds in white, so that they are of one colour with the surrounding environment and thus are safe from attacks. When the environment is different, the animals are clothed in a different way. Similarly, to be safe from all attacks and dangers from Evil One, Christians must live so close to the Lord that they are like him, and thus remain protected from the intrusions of the Evil One. News is yet to be heard about just anyone penalized for giving and receiving vote bribe as vote-buying is most difficult to prosecute. A Heart-steering Love Week for Barugo Indigents


Filipino professionals sadly experiencing lack of substantial livelihood opportunities in our land, who bravely gamble their desire for economic uplift go abroad. Most often than not, they succeed. And the most heartwarming attitude that they show and there are so many of them do not simply lie on their laurels of economic stability in foreign soils and when they can, they think of coming home to the land of their births to share their fortunes earned for the people of the place of their origin. From May 20-24, 2013 hundreds of indigents of the municipality of Barugo will be lucky beneficiaries to a free medical-dental mission of Baruguenos who made substantial good earnings from abroad. The team comes from Hope and Health Aid to the Philippines a Rotary Australian World Community Service (RAWCs) whose project manager is Dr. Grace Maano, a Barugueno. This project is sponsored by Care and Share from page 1 Army (CASA) of Sydney Australia whose members are Leyteos and Samareos and their friends in that country. These services and medicines will be freely given to solely indigents of Barugo. They are surgical, ENT, cleft, optha and Gynecology. Minor surgery operations include lumps and bumps, cysts, circumcision and extractions or dental services. On the side, this medical-dental mission will share their knowledge and expertise by conducting trainings through lectures and on the spot demonstrations to barangay health workers and midwives on first aid/CPR, basic life support, proper handling of dead bodies victims of disasters. This mission was conceptualized and initiated by Evalyn Aileen Asoy who works as one of the top ocials in an Australian Railway station together with Gilda Asoy Ponferada, her sister whose husband is from Tunga, but whose roots are in Barugo. Aileen is the youngest daughter of the late Diosdado Asoy, former chief of Police in Barugo, a relative (Ehemm) of this writer. Atty. Alden Enggoy Avestruz, the newly reelected mayor of Barugo who prepared the list of beneficiaries, in cooperation with the Municipal Social Welfare Office, revealed that some 300 400 patients will benefit the 5-day medical dental mission. He is touched by the gesture of these balikbayans and profusely thank them for their rare expression of continuing anity to Baruguenos in spite of their long absence seeking greener pastures beyond our shores, especially those less-fortunate town mates. This mission is backedup by local counterparts like Dr. Lourdes Tettot Avila of the Barugo Rural Health Unit and sta and Dr. Maribeth Aguilar of the Carigara District Hospital and sta. Major operations will be done in this hospital in Carigara, some 7 kilometers from Barugo. This information is provided by AFP Major Conrado Makabenta Delvo (Ret.) a Barugueno who now resides in Cebu and operating a security agency. He has somehow assisted in the fund raising activities to raise Au$25,000 or P1M to cover expenses on surgical-dental-anaesthetic-ophal medicines, supplies and for laboratory tests. Killings, cheating mar 2013 midterm elections


TACLOBAN CITY The Philippine midterm elections on Monday remained the same for most of the 58 million Filipino voters as killings, bomb explosions, intimidation, allegation of fraud due to PCOS machine glitches and vote buying dominated the event. Latest report from the Philippine National Police said more than 60 people have been murdered in an election-related violence when ocial campaign period started on February, this include the killings of politicians, their supporters, teachers and election watchers. Threats and physical harm also happened from the countrys capital down to the remote villages of the archipelago. Celebrated politicians were not spared, like boxing legend and re-electionist congressman Manny Pacquiao who is now facing charges as he and his bodyguards reportedly beaten to a pulp one village chieftain in his home province in Saranggani after the latter confronted him for allegedly distributing cash and goods to the neighborhood in his last ditch for campaign on Saturday evening. In one town in Southern Leyte, policemen on duty reportedly got a surprise when supporters of one politician allegedly handed them envelopes containing money and names of candidates in a supposed attempt to buy their votes. On election day, seven persons on camouflaged uniforms onboard their motorcycles were apprehended in dierent towns in Leyte province for threatening voters with .45 caliber gun, M16 armalite rifles and even knives. As of May 9 report, the PNP confiscated 3,011 loose firearms, 936 bladed weapons, 195 grenades, 497 other explosive devices, and 25, 729 ammunition. Also arrested were 3,079 individuals to include 2,835 civilians, 40 government employees, 43 police personnel, 20 army personnel, three jail personnel, 1 fire personnel, four para-military personnel, and 132 security guards for possessing the said deadly and illegal items. One notable arrest was that of a 20-year old male possessing illegal firearms and ammunition, police said. About 5,000 policemen were reportedly deployed in Eastern Visayas region alone to safeguard precincts and conduct security particularly in Samar, one of the so-called perpetual election hot spot areas in the country. Comelec challenger vote-buying complainants to formally file cases


TACLOBAN CITY The Commission on Elections (Comelec) dared vote- buying complainants to formally file cases against perpetrators to stop this widespread practice. Lawyer Veronico Petalcorin, Comelec acting regional director, said they have been receiving reports from concerned citizens on massive vote- buying in Eastern Visayas but no single case have been filed so far. Petalcorin confirmed that vote- buying has always been rampant every election period but this could only be solved if people would not sell their votes. Reports received by the Philippine Information Agency, vote buying in Region 8 ranges from P20 to as high as P10,000 per voter specially in areas where voting population is low. We have been receiving reports of vote buying in dierent areas but no formal complaint has been filed so far. We just dont need concerned citizens but responsible citizens as well, Petalcorin added.
