Independent vice mayoralty candidate Councilor Jerry Yaokasin got 44,847 votes as against Noels running mate incumbent Vice Mayor Arvin Antoni with 34,371 votes. The mayors wife former actress Cristina Gonzales-Romualdez, regained her post as a councilor. In Ormoc City, actor Richard Gomez was defeated in the mayoralty race with 37,182 votes to 39,430 votes earned by Edward Codilla. The actors wife Leyte Rep. Lucy Torres-Gomez is leading to win the congressional seat with 96,959 votes as against Ormoc City Mayor Eric Codillas 70,673 votes. Mayor Carmen Cari is heading to win the hotly contested mayoralty seat in Baybay City with 11,865 votes, far ahead of Marilou Galenzogas 6,130 votes. anging in the balance is the integrity of the elections held on May 13. Was the current election in any given place in the country peaceful? Partly yes. Was it orderly? Perhaps, quite. Was it clean and honest? May be not so. This is the general impression formed in the mind of the electorate who just exercised their right of suffrage with an end in view that only the best shall win. What then is the parameter within which to say that the political fray last Monday was actually peaceful, orderly, clean and honest? National and local broadsheets ran the banner headline, which is an alarming issue that

With cash being given by candidates who want to be included in the voters shortlist, voters find the excuse of just accepting the token of kindness not necessarily as a commercial transaction where their sacred votes are sold. Voters are given allocations by the candidates so that a voter who rejects the token is deemed waiving the cash that will likely go to the unscrupulous ward leaders acting as handlers of the politician. The money that any voter would reject will no longer be returned to the candidate but will anomalously go into the hands of the leader at the expense of the voter whose name was used to obtain the allocation. It may be the reason why people from all walks of life would plainly take the cash being given by candidates or else the cash will go elsewhere. While most voters go into vending their names to candidates who are out in the open buying votes, others simply wait for trickles of cash from candidates to drop by them. The usual

No government agency ever came out to stop or even merely mitigate the cash floods that inundated all nooks of the country as voters trooped to the election precincts to cast shades on their ballot. People wonder whatever happened to the major thrust of the countrys national police on crime prevention as vote-buyers openly violated election laws. We still have to learn of any violator who had been arrested by the authorities. It seems that the rampancy of votebuying had overwhelmed even law enforcers that the crime had been deemed normal in the ordinary course of human activities. The onslaught of cash is predicted with certainty that all sectors are expectant of the voluminous cash flow every election time. People are aware that can-
didates indulge in votebuying as people had been used to the system of commercialized elections. Candidates are well aware that voters are considerate marking their names in exchange with cash that are given as a token of gratitude to the voter who reciprocate the gift by including the name of the candidate in the shortlist. When all candidates are employing cash to get elected, voters take those who are kind in giving them a token as worthy of inclusion in their shortlist. Voters usually do not know personally the candidates and deem every aspirant as similarly situated in terms of their desire to render public service. Being unknown to the voter on a personal level, the voter considers the one who shared something for the little kindness of shad-

Automated teller machines and over-thecounter withdrawals yielded crispy peso bills that were trim to keep in the pouch and pockets, just like Christmastime. News is yet to be heard about just anyone penalized for giving and receiving vote bribe as vote-buying is most difficult to prosecute. Mounting complaints alone for this crime is onerous especially no one will has that fortitude to implicate someone on crime which to many is but just normal. The Commission on Elections, to take cognizance of complaints on vote-buying, requires witnesses to execute affidavits and stand by these sworn attestations until the verdict is promulgat-
ed. Who then has the courage to give someone a dagger to plunge it in his heart? As a political critic said, it takes one successful test case to warn and many more of these final convictions to make the electorate shiver in fright even just at the thought of looking at the election bribe money. Yes it may be true that voters in this information age are already wise, purpose-driven and conscientious, the fact that money is a persuasive animator of a passive mind could not be discounted. The vacuum left by poverty wiggles in excitement when easy money is right at the doorstep. There are those who could not help but vote for the briber. This kind of voters is particularly the grateful ones or those who acknowledge the bribe as manna from heaven, such kind of debt of
gratitude. Archbishop John Du, as relayed to newsmen by the archdiocese of Palos media coordinator and director of Commission on Social Communications Rev. Fr. Amadeo Alvero, reiterated his abhorrence to the rampant vote-buying that happens every election period, justifying that vote-buying leads to more graft and corruption. Alvero, who made his rounds in polling places in Tacloban and Palo in the afternoon of the Election Day as way of support to the teachers and the volunteers of Parish Pastoral Council for Responsible Voting (PPCRV), commented that candidates should stop vote-buying as this would impede freedom of the electorate to vote for the rightful candidate. This in a way confirms the notion that really when money talks even the
angels listen. If the spate of killing in election-related violent incidents marred the peacefulness of the current elections, and the troubles and hassles that malfunctioning precinct count optical counting (PCOS) machines disturbed the orderliness in the polling precincts, the cleanliness and honesty of the mid-term elections were tarnished by vote-buying. With all these factors present, is it safe to say that the recently wrapped up elections were successful? Truly the mid-term elections were generally peaceful and orderly but not that clean and honest.
