ABSTRAK

Program inklusif merupakan program di mana murid-murid pendidikan khas dimasukkan ke dalam pendidikan aliran perdana, samada secara separuh masa atau pun sepenuh masa. Mereka dimasukkan ke dalam aliran perdana dimana mereka akan mengikuti silibus pendidikan murid di aliran perdana, dan mereka turut serta mengikuti pengajaran dan pembelajaran aliran perdana. Pelaksanaan program inklusif di sekolah bukanlah sesuatu yang mudah, kerana ianya memerlukan penglibatan semua pihak samada yang terlibat secara langsung atau tidak langsung. Walaupun banyak isu berbangkit dalam konteks inklusif ini, namun implikasi pendidikan inklusif banyak memberi faedah kepada murid berkeperluan khas, khususnya. Objektif kajian ini adalah untuk mengenalpasti keperluan Pendidikan Inklusif dalam pendidikan arus perdana, membincangkan peranan-peranan pelbagai pihak dalam menjadikan program Pendidikan Inklusif di negara ini lebih maju dan berkesan, serta membahaskan isu-isu perkembangan pendidikan inklusif di Sekolah Kebangsaan Hashim Awang (SKHA) khususnya serta di Malaysia amnya. Program Pendidikan Inklusif untuk golongan berkeperluan khas telah bermula pada 1987 di bawah Kementerian Pendidikan dan ianya telah digubal selaras dengan Falsafah Pendidikan Negara. Program Pendidikan Inklusif ini menitikberatkan program pendidikan yang mana melibatkan murid-murid berkeperluan khas yang boleh menghadiri kelas biasa dan belajar bersama-sama dengan murid-murid biasa. Hasil kajian mendapati bahawa Pendidikan Inklusif perlu dilaksanakan secara optimum bagi memenuhi keperluan kesaksamaan, pendidikan berkualiti serta keperluan sosial. Namun, cabaran serta isu-isu berkaitan inklusif perlu ditangani segera dalam memastikan keberkesanan Pendidikan Inklusif dalam bidang pendidikan sejagat di Malaysia.

ABSTRACT

Inclusive program is a program where special education students included in mainstream education, either part-time or full-time. They are included in the mainstream where they will follow the syllabus of students in mainstream education, and they also follow the teaching and learning as well as the mainstream. Implementation of inclusive programs in school is not easy, because it requires the involvement of all parties involved either directly or indirectly. Although many of the issues arising in the context of inclusive, but the implications are many benefits of inclusive education for pupils with special needs in particular. The objective of this study is to identify the needs of Inclusive Education in mainstream education, discusses the roles of various parties in making the program on Inclusive Education in this country is more advanced and effective, and to discuss the issues of inclusive education development in the Sekolah Kebangsaan Hashim Awang (SKHA) specifically and in Malaysia in general. Inclusive Education program for those with special needs was started in 1987 under the Ministry of Education and it has been drafted in accordance with the National Education Philosophy. Inclusive Education program is concerned with education programs which involve students with special needs who can attend regular classes and learn along with regular students. The study found that Inclusive Education should be implemented optimally to meet the demands of equality, quality education and social needs. However, challenges and issues need to be addressed immediately inclusive in ensuring the effectiveness of Inclusive Education in the field of global education in Malaysia.
