THE IMPORTANCE AND ROLES NATIONAL COUNCIL CONSTRUCTION 1.0 Background information
The National Council for Construction (NCC) is a statutory corporate body set up by an Act of parliament to regulate and build capacity for the local Zambian construction industry. The NCC is governed by NCC Act No. 13 of 2003, which sets out the role, mandate and functions of the NCC. The NCC affiliates and represents all trade organisations and professional bodies within the Zambian construction industry. The NCC has two core departments; The Registration and Regulation Department and the Construction school (NCC Data).

2.0 FUNCTIONS OF NATIONAL COUNCIL FOR CONSTRUCTION


The core functions of the council includes some of the following Registration and affiliation of construction companies and firms. Promote and develop the construction industry in Zambia, and give priority to Zambian firms and Zambian companies Assess the performance of contactors in the execution of contracts and thus provide a performance record for contractors Regulate the behaviour and promote minimum standards and best practice of contractors Promote research into construction and the development and use of local materials and appropriate construction materials Review, from time to time, the process of awarding contracts and standardise quality control, contract documentation, codes of practice, procurement processes, legal and contractual processes in liaison with other relevant bodies or organisations and in accordance with other written laws Provide training, coordinate, improve and facilitate the accessibility to training in construction industry in Zambia that comprise building (residential and non-residential) and civil engineering (Roads, bridges, water and sanitation infrastructure, etc.) in order to achieve and maintain the highest possible standards in the industry. Carries out random countrywide inspections at various construction sites to ensure compliance to various Zambian gazetted construction standards and practices, including safety and health standards (Attorney General, 2003).

3.0 CONCLUSION
All in all, The NCC is mandated through Act 13 of 2003 to carry out all the afore mentioned duties in the Zambian construction industry and to ensure that all players comply. Defaulting or erring contractors and including clients are punished by the NCC, by a way of a fine, deregistration or downgrading as the case may be. In the case, of consultants, the information is passed on to their respective professional bodies for appropriate action.
