Check list - tackling alcohol related violence

This document is aimed at Government Office crime managers as well as

CDRPs and police, and is designed to be a checklist of actions and activities
which good practice gathered through the TVCP tells us should ideally be in
place in the context of tackling alcohol-related violence. Local activities will
need to be developed on top of these generic suggestions in order to respond
to identified local needs.

CDRP specific

• Strong leadership should be demonstrated around licensing issues and

the night time economy.

• An effective alcohol strategy should be in place which is reviewed and

monitored.

• A post holder responsible for the night time economy should be in

place linking to the day time town centre manager.

• A single joint tasking process should be in place on a regular basis,

with all enforcement and street centred departments represented for
appropriate tasking.

• Hot-spot areas should be broken down by both day and time in order
to make CDRP staff deployment is as effective as possible.

• An analyst can be utilised to support a problem solving approach.

• A multi-agency approach should be in place to target the ‘top 10’

licensed premises and administer a frequent ‘traffic light ‘scoring
system in order to enable all agencies to concentrate on the priorities.

• A multi-agency panel should be in place and meet regularly. This panel

should work with licensees of problematic premises to develop,
implement and monitor improvement plans.

• Regular scheduled joint enforcement initiatives should be planned for

licensed premises.

• Violent crime should be a standing item on the strategic leadership

groups’ meeting agenda.

• A multi-agency Violent Crime Strategic Group should meet at least

quarterly to develop and implement the localised action plan.

• A licensees forum (pubwatch) should be in place with police & partners

present, but not necessarily in the Chair.
 • An effective data exchange should be in place with A&E to create a
clear and detailed intelligence picture.

• There should be a direct link from the violent crime task group to the
licensing unit.

• CDRPs should keep up to date with emerging good practice and take
the time to speak to counterparts about their approaches where
appropriate.

• An effective system should be in place for ensuring minimum standards

in pubs / clubs / bars (Best Bar None or similar).

• Links should be made to the PPO / DIP scheme as necessary.

Police specific

• Strong leadership must be demonstrated around licensing issues and

the NTE.

• Each Borough should have an alcohol champion within the SMT. This
person will have sufficient knowledge around the Licensing Act in order
to be able to intervene, oversee and input on action to be developed.

• Custody office staff should ensure that they obtain details of where
arrested people have been drinking and particularly where they have
had their last drink. This will help Borough Intelligence Units to develop
a clear picture of where resources should be targeted (ie. top 10
problem premises).

• Compliance should be ensured around officers' actions at scenes, and

associated paper work is essential. To this end Newham have created
a post for a compliance inspector who enforces the minimum standards
of reporting and deals with misdemeanours.

• Alcohol Misuse Enforcement Campaign (AMEC) activities should be

mainstreamed and consideration given to having a dedicated AMEC
team.
