We acknowledge receipt of your payment of $40 (inclusive of GST) for the processing fees. No separate receipt will be issued for the payment. 2 Roof gutters are banned in all new developments. Where it is technically not feasible to avoid erection of roof gutters, the QP shall apply for waiver and obtain CBPUs approval in writing to erect roof gutters. The ban does not apply to A/A and reconstruction development projects where there are existing roof gutters installed. 3 QP shall submit DC plans to CBPU for clearance prior to the submission of BPs and DPs for clearance/registration.

DRAINAGE INTERPRETATION PLAN (DIP) The site is not affected by our current drainage scheme.

Minimum Platform Level (MPL) 6.2 The minimum platform level for normal developments shall be 300mm above the adjacent road / ground levels, whichever is highest. For special developments (e.g. MRT Stations, developments having direct or indirect underground linkage to MRT Stations, wafer plants, etc), please pre-consult Public Utilities Board (C&W Dept), Officer in-charge Mr. Chee Kok Cheng at Tel no. 67313475 / Mr. Yee Khun Shan at Tel no. 67313462, on the required MPL before making DC and BP submission. 6.3 The site is not within a flood-prone area.

6.4 The MPL is based on best available information. The QP therefore, is advised to conduct his own site analysis, including surveying the surrounding road/ground levels, check the update of flood-prone areas available at PUB website http://www.pub.gov.sg/products/drainage/Pages/Flood.aspx & http://www.pub.gov.sg/products/drainage/Pages/Floodlist.aspx, as well as the desired level of flood safeguard, to determine the appropriate platform level for the development and if necessary, over and above the MPL stated above. Please pre-consult Public Utilities Board (C&W Dept), Officer in-charge Mr. Chee Kok Cheng at Tel no. 67313475 / Mr. Yee Khun Shan at Tel no. 67313462, on the item 6.3 & 6.4 before making DC and BP submission. 6.5 The existing drainage system shall not be altered or interfered with unless specific written approval is obtained from Public Utilities Board.

6.6 If the proposed development would require the submission of drainage plans under Street Works Act or involve crossing-over/reconstruction of roadside drain / entrance culvert, QP shall consult and write to PUB(C&W Dept) to propose a size for the entrance culvert / roadside drain / crossing-over before submitting the DP to CBPU for registration. The information required by PUB(C&W Dept) includes a site plan showing the existing drain size at the development site and the proposed location and size of the entrance culvert/roadside drain/crossing-over. PUB(C&W Dept) will confirm in writing if the proposed size is acceptable. Once the drain size has been confirmed, QP may proceed to submit DP on entrance culvert/roadside drain/crossing-over for registration to CBPU with copy of PUBs clearance. 7 SEWERAGE INTERPRETATION PLAN (SIP)

7.1 A copy of SIP showing the approximate alignment and invert levels of the existing / proposed sewers is attached. The exact alignment and invert levels of the sewers must be determined and verified on site before commencement of work. 7.2 No works either permanent or temporary should be carried out within the sewer protection zone [ie. 25m from the outermost edge of any sewers or 36m from the outermost edge of the Deep Tunnel Sewerage System (DTSS)] unless a written approval has been obtained from the Director, Water Reclamation (Network) Department of PUB. QP shall refer to PUBs website at http://www.pub.gov.sg/general/Pages/PrevntionofDamage.aspx#Prevention for more comprehensive information pertaining to the prevention of damage to the sewerage system, the procedures for application & submission, etc and the PUB Advisory Note-Prevention of Damage to Sewerage System. 7.3 Where the existing public sewer is within or adjacent to the development site boundary, the QPs application to PUB(WRN Dept.) for written clearance before commencing temporary works/piling works/building works at the site shall include pre-construction CCTV survey report & video (DVD) to show the conditions of all these existing sewers. The preconsultation CCTV survey-report & video shall be prepared in accordance with PUB (WRN)s CCTV inspection requirements as posted on PUBs website at the website address indicated in para. 7.2 above. [Note: QP may send email to PUB(WRN Dept.) at pub_wrn_corenet@pub.gov.sg to request for the sewer/manhole ID if it is not shown in the copy of the SIP purchased earlier from CBPU] 7.4 In general, all developments shall be connected to public sewer, where available. For re-development, existing connection to public sewer shall be re-used, where it is technically feasible to do so. QP shall carry out CCTV inspection of the existing connection to public sewer and submit a report to PUB to confirm that the connection to public sewer is in a serviceable condition. If the connection to public sewer is defective, the QP shall either abandon/seal/repair/replace the existing defective connection or provide a new connection to public sewer. QP shall also verify on site as to whether there is any existing connection to public sewer from neighbouring premises passing through the development site. 7.5 Where the existing sewer is located within neighbouring lot and a new sewer connection is proposed to serve the redevelopment site, the existing sewer connection shall not be sealed or abandoned till the new sewer connection is completed and passed for use. Written permission from the owner of the neighbouring lot and clearance from CBPU shall be obtained before the commencement of work on the new sewer connection. Temporary Buildings at Construction Site The development site is within an unprotected water / urban rivers catchment. To prevent pollution of the water catchment, no septic tank is allowed to serve temporary construction facilities on the site. QP/Owner is advised to work with the appointed PEs to bring forward the extension of sewerage infrastructure to serve the temporary construction facilities on the site. 9 TECHNICAL REQUIREMENTS TO BE COMPLIED AT DEVELOPMENT CONTROL (DC) STAGE 8

9.1 The Development Control plan for the development layout shall be submitted to CBPU for clearance and shall comply with the following requirements:

MRT above ground track The development site is adjacent to a MRT track. The required building setback between the proposed residential building and the MRT track is as follows: Orientation of Building Fronting End-wall facing track Building Setback 35m 25m

The setback could be utilised for non-noise sensitive structures such as car parks, electrical substation, bin centre, recreational facilities, etc (ii) Public sewer / sewage pumping main / DTSS a) Please refer to the Sewerage Interpretation Plan for the information on the existing sewage reticulation system in the vicinity of the subject development site. There is an existing sewer / sewage pumping main / Deep Tunnel Sewerage System (DTSS) within/adjacent to the development site. No building / structures shall be sited over or close to the public sewer/ sewage pumping main / DTSS. The building/structure setback from sewers, link sewers & Deep Tunnels (DTSS) are specified in the Information on Sewerage and Sanitary Works, which can be viewed in the PUB website at http://www.pub.gov.sg/general/usedwater/SewerageandSanitaryWorks/Pages/SewerProtectionZone.aspx b) All existing and proposed sewers & sewer connection for the proposed development shall be shown on the DC plan. QP shall take note of the below guidelines and is advised to make pre-consultation with PUB concerning proposed sewers & sewer connections before submitting the DC plan to CBPU for approval. c) For single development on land parcels to be comprised in a strata title plan such as cluster housing or condominium /apartment or commercial/industrial complex, the sanitary drainline connection for the development shall be made to the nearest public sewer. More than one sewer connection point may be allowed for large developments. d) For landed development involving single unit housing such as detached, semi-detached or terraced house/shop/factory on lots or subdivided lots, every lot in the development shall be separately connected to the existing or new sewer directly via individual sanitary drainline. New sewers to serve more than one lot eg. terrace houses, shall be located within the existing or proposed road reserve. (iii) Drainage Reserve/Common Drain / MPL / Basement / underground linkage to MRT station or ground linkage to developments having underground linkage to MRT station a) The proposed development shall be raised to the MPL for effectual drainage. The MPL and crest level for basements (if any), MRT station / underground linkage to another development having underground linkage to the MRT station shall be complied with and clearly shown on the DC plans. b) For A&A to landed housing projects, QP is advised to adopt the minimum platform level specified as a protection measure to reduce flood risks. If the minimum platform level cannot be complied with due to site constraint or other technical reasons, the owner is required to make the following endorsement on the plan:The developer / owner has given due consideration to PUBs advise and is aware that the lower existing / proposed platform level may subject the development to flood risk.

Control of Land Pollution and Remediation of Contaminated Sites When a site that is used for pollutive activities (as stipulated in Appendix 21 of the Code of Practice on Pollution Control) is to be re-developed, re-zoned or re-used for a non-pollutive activity, a site assessment study shall be carried out to assess the extent of land contamination. If the study confirms that the site is contaminated, the contaminated site shall be cleaned up to the acceptable standards as stipulated at Clause 7.3 of the code of practice. The QP shall submit the site assessment study report together with the recommended measures to clean up the contaminated site to CBPU for clearance prior to commencement of work on site or prior to URA application for provisional permission for the development, whichever is earlier. 9.3 10 QP shall consult CBPU on these technical requirements and seek waivers if required upfront.

Construction Site Noise Control Qualified Person shall examine/assess the expected noise levels during the construction stage and require the contractor to implement necessary noise abatement measures to ensure compliance with the noise limits stipulated under the Environmental Protection and Management (Control of Noise at Construction Sites) Regulations.

Centralised Air-conditioning or Mechanical Ventilation Systems and Cooling Towers The noise emission from the centralized air-conditioning or mechanical ventilation equipment shall comply with the noise limits stipulated in the "Guidelines on Boundary Noise Limits for Centralized Air-Conditioning and Ventilation Systems in Non-Industrial Buildings" (posted at CBPU website address http://app2.nea.gov.sg/env_plan_cbpu.aspx). Prior to TOP application, QP shall pre-consult CBPU on the locations where the noise measurements will be carried out and submit the noise report to confirm compliance with the noise limits stipulated in the abovementioned guidelines. The QP shall implement all necessary noise abatement measures to ensure compliance of the noise emissions with the limits. 12 Fuel Burning Equipment The emission of flue gases from fuel burning equipment such as boilers and emergency generators would have adverse impact. To minimise impact, the type of fuel used would have to be specified and a chimney of an approved height would have to be provided to ensure that the flue gases are dispersed safely into the atmosphere. The chimney required is at least 3m above the roof level of the proposed development. QPs shall, therefore, consult and seek clearance from CBPU on the installation of fuel burning equipment to serve the proposed development. In applying for the clearance, QPs shall indicate the type of the fuel equipment used, the type of fuel used and its consumption rate, the location of the chimney and its proposed height in relation to the roof level of the proposed development. 13
