RESOLUTION NO. 1

DESIGNATING THE DEPARTMENT OF SOCIAL WELFARE AND

DEVELOPMENT (DSWD) AND THE DEPARTMENT OF THE INTERIOR AND
LOCAL GOVERNMENT (DILG) AS THE CO-CHAIRPERSONS OF THE INTER-
AGENCY COUNCIL ON VIOLENCE AGAINST WOMEN AND THEIR
CHILDREN (IAC-VAWC) AND THE NATIONAL COMMISSION ON THE ROLE
OF FILIPINO WOMEN (NCRFW) AS ITS SECRETARIAT

WHEREAS, President Gloria Macapagal-Arroyo signed into law on March

8, 2004 Republic Act 9262, otherwise known as the “Anti-Violence Against
Women and Their Children Act of 2004”, which institutes policies to eliminate
violence committed against women and their children, establishes the necessary
institutional mechanism for the protection and support of women and children
victims of violence and provides penalties for violations;

WHEREAS, Section 39 of RA 9262 created the Inter-Agency Council on

Violence Against Women and Their Children (IAC-VAWC) composed of the
Secretary of the Department of Social Welfare and Development (DSWD), The
Chairperson of the National Commission on the Role of Filipino Women
(NCRFW), the Chairperson of the Civil Service Commission (CSC), the
Chairperson of the Commission on Human Rights (CHR), the Executive Director
of the Council for the Welfare of Children (CWC), the Secretary of the
Department of Education (DepEd), the Secretary of the Department of Health
(DOH), the Secretary of the Department of the Interior and Local Government
(DILG), the Secretary of the Department ogf Justice (DOJ), the Secretary of the
Department of Labor and Employment (DOLE), the Chief of the Philippine
National Police (PNP), and the Director of the National Bureau of Investigation
(NBI);

WHEREAS, the Law and its IRR did not designate a specific agency to
head and provide secretariat support to the IAC_VAWC;

WHEREAS, the DSWD is the lead government agency that provides

social protection and promote the rights and welfare of the disadvantaged
individual, family and community specifically women and children victims of
violence;
 WHEREAS , the DILG’s role in engaging the local government units in
strengthening their capabilities to ensure that government programs and services
addressing VAWC reach the communities is crucial I the effective implementation
of the law at the local level;

WHEREAS, the NCRFW is the national agency that has the legal
mandate to develop and ensure that government policies and programs address
women’s issues and concerns;

NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, by the

Inter-Agency Council on Violence Against Women (IAC-VAWC) , in a meeting
assembled, that the Secretaries of DSWD and DILG as Co=Chairpersons and
the NCRFW as the Secretariat of the Council
