About AFCC 2013
The Asian Festival of Childrens Content (AFCC) brings together content creators and producers with parents, teachers, librarians, and anyone interested in quality Asian content for children.
With a mix of professional conferences, masterclasses and workshops, rights fair and media mart, and public events, AFCC is a unique and popular event right here in Asia that provides an opportunity for writers, illustrators, editors, publishers, agents, distributors, parents, children, teachers, and librarians to meet, learn, develop their craft, and discover networking opportunities. The National Book Development Council of Singapore has been organising the highly popular Asian Childrens Writers & Illustrators Conference for the past ten years. Leveraging on its success, the conference was expanded to form AFCC which has emerged as a very popular professional and trade event since 2010. AFCC impacts 1.5 billion children in Asia as well as their parents, professionals, and businesses involved in their development.

Message from Ms Sim Ann, Senior Parliamentary Secretary, Ministry of Communications and Information and Ministry Of Education, for the Asian Festival Of Childrens Content 2013.
The Asian Festival of Childrens Content (AFCC) 2013 celebrates the creation and use of entertaining and educational materials for our children. The theme of the Teachers Congress and Parents Forum, "An Early Start for an Early Lead", focuses on the relationship between bilingualism and early literacy. Parents today understand that exposure to a multi-lingual environment helps to improve children's early literacy. The AFCC Parents Forum will help them implement ideas shared by practitioners using fun and simple methods. Parents efforts at home can be further reinforced by the teachers at the preschool and early primary levels. The AFCC Teachers Congress is an opportunity for teachers to learn from experienced practitioners and educators on how to enhance their skills in raising the literacy of young children. It is important to support teachers and parents by providing books and content that will entice children to read. The Lee Kuan Yew Fund for Bilingualism is supporting the publication of bilingual picture books by National Book Development Council of Singapore (NBDCS), which will add to the growing number of titles available for teachers and parents to use. I am honoured to be presenting two awards during this Festival. The Hedwig Anuar Children's Book Award recognises outstanding creativity and quality in a locally published children's book, while the SingTel Asian Picture Book Award identifies budding talent amongst aspiring authors and illustrators of childrens books. These awards encourage the creation of story books with themes that are relevant to Asian culture and heritage, and provide stories and characters that our children can identify with. This is a great way to encourage children to read from an early age one of the aims of the Festival. I applaud the efforts of the NBDCS in helping children in Singapore blossom into multi-lingual, highly literate, and creative individuals. I wish all of you an interesting and fulfilling Festival!

Chairmans Message
The one word I would use to describe this years Asian Festival of Childrens Content (AFCC) is diversity. In our goaltoseek and promote quality Asian content, we have created a festival of numerous programmes that reaches out to arangeof participants from content creators to consumers. This is especially apparent in the programming of Media Summit and the launch of AFCC Seminars.
The AFCC Media Summit has taken on a bold new angle by introducing transmedia storytelling in its programme lineup. Many writers and illustrators have already been highlighted through AFCC, and in this modern age when people consume content through the many platforms of film, television, graphic novel, game and mobile applications, the introduction of transmedia storytelling is a natural and necessary step in the evolution of AFCC. Our hope is to see works of Asian writers and illustrators travel through more platforms to reach wider audience. Furthermore, the introduction of transmedia storytelling brings us one step closer to the ultimate aim of AFCC which is to promote Asian content not only in literature but also in film, television, graphic novel, and animation. The final product may be different, but the motivation to create remains the same to tell a good story. Many have asked me, There are great Asian books around but why arent they popular? Therein lies the province of translation. Indeed, there is no lack of Asian content. However, the language barrier is a prevalent obstacle in bringing quality Asian content to other parts of the world. A well-translated piece retains the nuance and voice of the original text, and as many of us know, that is one of the biggest challenges in translation. As we identified the issue, we recognised the need to include Translation into AFCC, and that gave birth to AFCC Seminars Crossing Boundaries Through Translation. The diversity of this years conference attendees is evident as we gather not only our core group of teachers, parents, writers, illustrators and publishers but also producers, filmmakers, animators, translators and media professionals. This diversity is what makes AFCC special and it is the essence of AFCCs vision promoting quality Asian content, regardless of form, to the worlds children.

Message from National Library Board
The National Library Board (NLB) is pleased to be the venue sponsor for the Asian Festival of Childrens Content (AFCC) 2013.
NLB believes that it is important to nurture reading from a young age. Over the years, we have consistently provided a suite of services, collection and programmes that supports the growth of a reader. Our libraries offer a wide variety of materials in a variety of formats that would excite a young child. Coupled with engaging stories and information, and age-appropriate programming, we reach out to children and accompany them on their journey to be a reader for life. AFCC delegates are encouraged to visit the Asian Childrens Literature Collection (ACL) that is now housed at the Woodlands Regional Library. The aim of establishing this collection of works written for children pertaining to Asia and its people was to present the concept and raise the awareness and understanding of Asian-centric childrens literature. Since its inception in the early 1960s, the collection has with time evolved into a 15,000 volume-collection with publications dating as far back as the 1900s. The collection is also mentioned in UNESCOs website as one of the items in the List of Nationally and Internationally Significant Collections held in each institution. The NLB is also thrilled to see the legacy of Mrs Hedwig Anuar remembered through the Hedwig Anuar Children's Book Award. Mrs Anuar led the way in the early days of the National Library and is still fondly remembered by many for her contributions with innovations such as the Mobile Library Service in 1960, Young People's Service in 1966, and library news featured in a radio programme "Our Library". Mrs Anuar has also been an active contributor in other areas of civic life in Singapore. With the growing interest in local and Asian childrens stories, we are pleased to support the Asian Festival of Childrens Content 2013 and we wish the National Book Development Council and the Festival delegates a very fruitful and inspiring time at the Festival.

Message from the Organiser
The Asian Festival of Childrens Content is a dynamic festival where we believe that story, in all its guises, is central to life and living regardless of age, gender, nationality, or culture.
AFCC is a celebration of crossing boundaries, an exploration of storytelling media from traditional print to digital platforms, of stories for the very young that can appeal to the very old, of writers and illustrators whose works traverse fiction for children and adults. With this in mind, this years AFCC has included transmedia storytelling in this years programme to better understand and explore how creators can use new platforms to expand and adapt their stories. We want to encourage all writers to tell their stories across as many platforms and media as they can, in line with our goal of bringing stories to the world. The developing spotlight on Young Adult (YA) literature points to a recognition of the need for good content for the growing young people of the region. In order to highlight this recognition, we have introduced a special YA Seminar, coordinated by Ken Spillman, to indicate the growing importance of YA literature in multicultural societies in Asia and across the world. Also important in multicultural societies is the subject of translation. In Asia, where every spoken language has rich tradition in the arts, especially the literary arts, translation is significant. Thus, we have asked Avery Fischer Udagawa to curate a Translation Seminar, for it is only through translation that a deeper understanding and appreciation of our neighbours can occur.
This year, we are also delighted to focus on Malaysia and welcome all on a learning journey to explore the rich heritage and contemporary highlights from this country and her arts and culture. More than 10 industry professionals from Malaysia will be making presentations and introducing childrens literature from Malaysia to AFCC. A team of Malaysian performers will also display their talents on Malaysia Night, an evening with Malaysian luminaries. With these refinements, I am sure that the number of participants, the range of content, and the vibrancy in this years AFCC will far outstrip all previous years. I wish to take this opportunity to thank Ms Claire Chiang, the Chairman of the Board of Advisors and its members of the Programme Committee for helping to design an excellent programme. The speakers and presenters deserve our appreciation for their willing and generous participation in the Festival. I am sure their efforts will provide an enjoyable learning experience for all who attend AFCC 2013. I look very much forward to meeting all of you at the event.

Country Focus
Kota Buku & Guest Illustrator
Kota Buku
Perbadanan Kota Buku (Kota Buku Corporation) was established in July 2011 under the Malaysian Governments National Book Policy to develop a "Book Centre" for Malaysian society. It is a one-stop centre for book and publishing activities for readers, writers and publishers. Kota Buku is specially designed to accommodate meetings, networking for various commercial and business activities in relation to the book industry. Perbadanan Kota Buku is now actively engaged in promoting childrens literature. The Malaysian delegation to AFCC is led by Chef de Mission Professor Emeritus Abdullah Hassan, and Chairman Tan Sri Dr Asiah Abu Samah. Key personnel at Perbadanan Kota Buku are Razin Abdul Rahman and Norhayati Razali. Razin Abdul Rahman has more than 15 years of experience in publishing and translation. He is currently Senior Manager at Perbadanan Kota Buku, Malaysia and is responsible for the general management of the organisation. Prior to that, he was with the Malaysian National Translation Institute. He specialises in corporate planning, administration and finance. He can be contacted at razin@kotabuku.my Norhayati Razali isan experienced educator and is currently Manager, Department of Book Industry Development at Perbadanan Kota Buku, Malaysia. AFCC is pleased to introduce our guest illustrator for 2013, Emila Yusof, whose illustrations are featured in our programme booklet and on our website. A self-taught illustrator, Emilas whimsical characters are much loved and her talent has gained her loyal fans both locally and internationally, especially through her blog, www.emiliayusof.com. Emila lives in Kuala Lumpur with her husband, ten-year-old son, and her cat. She finds inspiration from everything around her.

Malaysia Richness in Diversity
Malaysia is honoured to be the Country of Focus at AFCC 2013. We have been participating in AFCC since its inception in 2009, as well as the Writers and Illustrators Conference before that.
We congratulate the National Book Council of Singapore (NBDCS) on their continuing efforts to promote Asian childrens literature to the world. We have seen AFCC grow from strength to strength over the past four years and are proud to be a part of it. Kota Buku (Book City), a government-linked organisation set up to invigorate the book publishing industry, will be spearheading the Malaysian participation in AFCC this year. Since last year, Mr Razin Abd Rahman, Senior Manager, and Mrs Norhayati Razali, Manager in charge of activities at Kota Buku, together with their team in Kuala Lumpur, have worked conscientiously to ensure that Malaysia showcases her best childrens books and illustrators works at AFCC 2013. Annually, Malaysia publishes more than 17,000 new titles. One fourth of these are childrens books, excluding textbooks. The majority of the childrens books are in Malay, followed by English and Chinese. A bestselling title, especially in Malay, can sell more than 20,000 copies. As about half a million children enter the first year of school every year, there is a growing market for childrens books which has not been fully explored. Despite the opportunity, childrens books still pose a challenge for writers, illustrators and publishers. Readers, spoilt for choice, have become more demanding. Nowadays, knowledge moves fast. Hence, a best-seller in America today may be a best-seller in Malaysia tomorrow. So how do you make your voice heard? AFCC is a good occasion to make your presence felt and to learn more about writing and publishing. It is a privilege to listen to some of the top writers and illustrators in the world, to mingle with your peers, to encourage and celebrate one anothers success, and to simply enjoy the company of like-minded people from all corners of the world.

Malaysia is bringing some of her top people in the childrens literature sector to AFCC 2013. They include IBBY President Ahmad Redza; well-known Malaysian illustrator, Yusof Gajah; best-selling author Ain Maisarah; folktale raconteur and writer, Tutu Dutta-Yean and other award-winning writers and illustrators who cover different media from print to digital to film. The talented Emila Yusof is the guest illustrator for AFCC this year. AFCC 2013 has presented us with a delightful opportunity to be among an esteemed group of people who have become household names in their respective countries. It will be a learning experience to exchange our stories with these distinguished and successful writers. Malaysia, a little Asia itself, thanks to her diversity of cultures, has many untold stories about her people. I hope the Malaysian delegates attending AFCC 2013 will be inspired and motivated to write and illustrate wonderful stories from their homeland. Undoubtedly, there are a lot more stories from Asia as well, be it old or new stories. We look forward to them eagerly. Will the next Asian childrens best-seller come from someone at AFCC 2013? The answer, or shall I say, the story, is yours to tell. All in all, Malaysia is proud to be part of the Asian Festival of Childrens Conference. We look forward to participating every year and to see it grow to greater heights.

DR NG SEOK MOI (Consultant) Possibility + Imagination Room L5 It is puzzling why children with their immature cognitive systems seem to surpass adults in acquiring one or more languages. While controversy exists, there is a view of language acquisition that accounts for childrens extraordinary ability to learn simply by listening to language around them. This presentation explores the implication of that view for teaching and learning languages.

DR JANE CHING KWAN IMAGINATION Room L5 (CEO, KLC School of Education) Children learn to write moving through stages beginning with random marks and culminating with conventional or book spelling. Inventive spelling is a stage in this emergent writing process that remains controversial. Should children be encouraged to invent their own spelling? Will invented spelling lead to irreparable bad spelling habits? These questions along with others will be discussed in this session.
Dialogic reading is an interactive, research tested teaching technique that provides ways to maximise the benefits of shared book reading. Participants will learn about dialogic reading and have opportunities to experience it as both teachers and students.

To nurture a lifelong interest in reading, the National Library Board (NLB) is embarking on a National Early Literacy Agenda. This Agenda is to inculcate pre-reading skills and the enjoyment of reading among children, up to 6 years of age. In this session, NLB will share the approach and strategies for this Agenda.
Levelling Up Struggling Readers

DR CHITRA SHEGAR Visitors Briefing Room L1 (Assistant Professor, National Institute of Education) Evidence has shown that low reading achievement in the early years, if left unaddressed, leads to prolonged reading difficulties and hampers childrens future academic development. However, these reading difficulties might be prevented if intensive instruction in phonics, word recognition, fluency, reading and comprehension is provided at the onset of Grade 1. In this session, participants will be given information on tested materials and activities for levelling up struggling readers.

Within the 3 hours workshop, participants will: 1. Understand and be aware of the functions and importance of using wordless picture books in educating children. 2. Be able to DIY wordless picture books with any materials they have. 3. Master the process of story-telling using their own DIY books. Celebrating Our Stars is a special evening event dedicated to Singapore authors, illustrators, publishers, distributors and publishing professionals. Celebrating Our Stars will be graced by Singapores sixth President, Mr S R Nathan.
This year, AFCC is proud to introduce the Lifetime Achievement Award in Childrens Literature. This Award recognises outstanding authors, illustrators or practitioners who have significantly contributed to the Singapores Children or Young Adult Literature. Following a presentation by Serene Wee, the Lifetime Achievement Award in Childrens Literature 2013 will be awarded to Jessie Wee. Jessie Wee is one of the most prominent writers in English for children in Singapore. She was a teacher for twelve years before she started writing home-grown stories for her two sons out of a conviction that Singaporean children needed stories that reflected their culture and environment. The Adventures of Mooty, Grandpas Remedy, A Home in the Sky, A Friend in Need, Work and Play, and War and Peace are amongst the books children have enjoyed. Book reviewers have attributed the appeal of her books to an attractive storytelling style, a keen sense of humour, and a sensitive understanding of children. Three new Bilingual Picture Books - "Purple / " by Chu Qiao, "Something Special / " by Evelyn S Wong and "Meja Makan Adil / Adil's Dining Table" by Rilla Melati Bahri - will be launched at Celebrating Our Stars. The Singapore Childrens Literature Lecture and Awards Presentation is the highlight of the Asian Festival of Childrens Content, which will be graced by Senior Parliamentary Secretary, Ministry of Communications and Information & Ministry of Education, Ms Sim Ann. The Hedwig Anuar Childrens Book Award (HABA) 2013 and the SingTel Asian Picture Book Award (SAPBA) 2013 winners will be announced during this event.
Our distinguished speaker is Nancy Johnson who is a professor of English/ language arts education at Western Washington University. She teaches courses in childrens literature, young adult literature, English/language arts methods, and writing. Johnson is the co-author of The Wonder of It All: When Literature and Literacy Intersect, as well as three books about literature circles. She has servedon the Caldecott and Newbery selection committees, and was honoured by the International Reading Association as the recipient of the Arbuthnot Award in 2003 for the teaching and advocacy of childrens literature.

Do you love magical stories of water dragons, mermaids, and rainy adventures? The beauty of our lakes, rivers and oceans? The colourful world of sea creatures, from tiny seahorses to giant whales? Or the feel of cool, clean water as you quench your thirst or go for a swim? Do you love a good story?
Project Splash! Asia aims to celebrate the flow of imagination and stir the juices of creativity and the pure joy of reading among young people and the young-at-heart. It is also hoped that it would inspire children to value the importance of water in our lives as they begin thinking about the challenges faced by other kids and families around the world, subtly encouraging these young minds to make a difference and ultimately be the difference that the world needs. Watch out for the launch of Project Splash! Asia at the Asian Festival of Childrens Content in May 2013. A collection of water themed stories from and about Asia will be on display, together with a bibliography of over 100 selected books, including fiction, non-fiction, poetry, and transnational universal themes that will be distributed to AFCC delegates. The bibliography, prepared in collaboration with the National Library and other partners, will be a useful resource for parents, teachers, librarians, authors, illustrators and book lovers of all ages. A Rediscovery of Children's Literature in Asia
This inaugural AFCC publication is a weaving together of narratives and voices highlighting the richly-textured content coming from Asia. Using a multi-disciplinary lens, the book includes personal recollections of, narrations from, and conversations with children's literature expert and historian Leonard Marcus, award-winning author Suzy Lee, prolific Singaporean author Jessie Wee and respected Australian author Ken Spillman. Reflecting the country focus of AFCC 2012, the book also provides a distinct regional focus on Philippine authors and artists with contributions from Filipino National Artist Virgilio Almario, award-winning author and artists Candy Gourlay and Isabel Roxas and social scientists Myra Garces-Bacsal and Jesus Federico Hernandez. Jesus Federico Hernandez is an Assistant Professor at the Department of Linguistics, University of the Philippines in Diliman, Quezon City. As a historical linguist working on the genetic relationships of Philippine languages, he has conducted fieldwork collecting language data all over the Philippines. WFT is nationally known for its pioneering work in non-traditional (or colourful) casting and its commitment to making professional theatre experiences accessible to all segments of the population. Dr Kosoff is a tenured member of the faculty of Wheelock College, where she teaches theatre courses. Susanna trained and worked as a fashion designer until her marriage in 1971, then was a housewife until becoming an interior designer and artist in 1991. Susanna has written and illustrated an original childrens story book God Is Hu? . A version of this book was produced using textures and Braille, for the visually handicapped. Most recently she has completed illustrations for the original fairy tale A Single Tear written by KK Seet. In her spare time she teaches childrens art at the National Geographic store in Kuala Lumpur. Her latest project is training refugee teenagers to become art instructors to preschool-age children.
XX Publishing and Distribution in Asia Trends and Possibilities Besides teaching in one university in Bandung, Indonesia, Sophie Dewayani is writing and has published children's books, adults fictions, non-fictions, and journal articles.
