This British Stdndard is the UK implementation of EN 50110-2:2010.
It supersedes BS EN 50110-2:1997 which is withdrawn.
The UK participation in its preparation was entrusted to Technical
Committee PELl99, Erection and operation of power installations.
A list of organizations represented on this committee can be
obtained on request to its secretary.
The UK committee would like to draw the attention of users to
two additional entries for the UK (see subclauses 30.1 and 30.2),
which have been submitted to CENELEC for incorporation into the
EN text. These are reproduced here for the users information in
the interim.

The Electricity Safety, Quality and Continuity (Amendment)
Regulations 2006
These Regulations amend and extend the scope of the Electricity
Safety, Quality and Continuity Regulations 2002. The amendments
include:
A. The requirement to update BS 7671 and to recognize the
harmonization of cable core colours across the EU.
B. Clarification that tramways, trolley vehicle systems and other
forms of guided transport are afforded the same exemptions
from the application of the ESQCR as is the case for railways.
C. The need to improve the current duty of generators and
distributors to maintain sufficient clearance between overhead
electricity lines and trees in order to avoid danger to the public.
D. The extention of the scope of the ESQCR to the UK Renewable
Energy Zone ('REZ') and to territorial waters adjacent to Great
Britain.

The European Standard EN 50110 consists of two parts:
- the first part EN 50110-1 contains minimum requirements valid for all CENELEC countries and some
additional informative annexes dealing with safe working;
- the second part EN 50110-2 is a set of normative annexes (one per country) which specify either the
present safety requirements or give the national supplements to these minimum requirements at the
time when this European Standard was prepared.
The national annexes (if any) are summarized by the respective member country.
National Committees shall notify CENELEC of any changes needed to their national annex.

This regulation provides instruction to personnel who have to prepare and organize specific
live working procedures for voltages exceeding 1 kV (BGBI. 10/1982).

The Employees-Health-and-Safety-Act is the implementation of the EU-directive 8913911EWG
and contains the minimum requirements and principles for the identification of occupational
hazards, and for the minimizing and eliminating of risk. The act also requires employees to be
provided with the necessary instructions and for the safety and protection of their health.

Regulations for the operation of electrical installations (FOR-2006-04-28-458) laid
down by the Directorate for Civil Protection and Emergency Planning (DSB)
28 April 2006 pursuant to 2 of Act NO.4 of 24 May 1929 relating to Supervision of
Electrical installations and Electrical Equipment and Delegation Assignment No 1161
of 1 September 2003. The Regulations entered into force on 1 July 2006.
Tile Directorate for Civil Protection and Emergency Planning has issued guidelines to
the regulations which details the general provision and describes national practice.
The regulations refer to NEK EN 50110-1:2005 (EN 50110-1:2004) as a recognized
method to fulfill the safety requirements in the regulations.
The Regulations for the operation of electrical installations specifying the following
requirements not covered by the standard or not in compliance with the standard:
additional procedures apply for access to areas in high voltage installations where
ordinary persons (laypersons) may be exposed to electrical hazards. Special
requirements for documentation of access procedures apply;
- additional requirements for operating and disconnection activities apply in high
voltage installations. A person in control of the operating and disconnection activity
shall be nominated by the person in control of the electrical installation;
- special requirements apply to earthing during dead working in high voltage
installations. Earthing (adequate for the fault rate) at the work place may be
replaced by a combination of a fully dimensioned earthing at the place of
disconnection (or at other parts of the installations) and an earthing (not fully
dimensioned) at the workplace;
the distance defining the live working zone for high voltage below 45 kV has a fixed
value (400 mm). The outer limit of the vicinity zone is decided by the working
position.
