190/07 OFFENDER MANAGEMENT STRATEGIC REVIEW

NOMS is conducting a strategic review of offender management. The aim of the review is to set a clear, strategic
direction for the implementation of future phases that is aligned with the developing commissioning strategy. It will
ensure appropriate prioritisation of cases and offender groups, taking account of the importance of public protection
and the need to live within our means and ensure cost effectiveness.
The review is also looking at how we can translate what we have learned to date into good practice and what needs
to change in our organisational cultures to support offender management. There are four workstreams and these are
focusing on:

• Possible variations to the model


• Future phases
• Culture change, and
• Systems and process.

The review is being led by Roger Hill, Senior Responsible Owner of the Offender Management Programme.
Providers, practitioners and relevant people across NOMS HQ, including the ROM offices, are contributing to all
aspects of the work.

The review is due to report in the autumn and we will keep you informed of progress. The work will not affect the
implementation of Phase III of offender management, which is on course for a January 2008 roll-out across the
system.

Probation Circulars 2007:

PC31 Implementation of Provisions of Domestic Violence, Crime and Victims Act Issued 6 September
2004

Section 1 of the DV, C&V Act 2004 makes breach of a non-molestation order a
criminal offence. Breach will be punishable by up to five years’ imprisonment on
indictment. Section 1 came into force on 1 July 2007. Section 12 of the Act
enables courts to impose restraining orders when sentencing for any offence and
on acquittal. The implementation of section 12 was originally scheduled for 1 July
2007 but has been delayed until further notice due to the need to carry out further
work on its implementation. This Circular sets out details of both sections of the
Act and highlights issues for court staff, report writers and offender managers. A
further communication will be sent to Areas once the implementation date of s12 is
known.

PC30 Health and Safety Considerations when Delivering Unpaid Work Issued 3 September

The Manual on the Delivery of Unpaid Work was issued in 2006 for implementation
by 1st April 2007. Following discussions with NAPO and UNISON about health and
safety issues, the attached joint guidance has been produced for consideration in
the delivery of Unpaid Work. This document is intended to complement the
guidance already in the manual, not to replace it.
