243/07 GUIDE TO THE SERIOUS FURTHER OFFENCE REVIEW PROCESS

This guide aims to provide information about the SFO process for staff in Probation areas, partnership agencies and
others involved in offender management. The SFO process is laid out in more detail in PC41/2006 and the User
Guide on EPIC.

244/07 RE-RELEASE FROM RECALL – PS1 48/2007

Re-release following recall provisions under the Criminal Justice Act 2003 have been successfully challenged by
means of judicial review. As a result, recalled determinate sentence prisoners are entitled to be re-released in
accordance with the re-releasing provisions that were applicable at the point the index offence was committed.

A Prison Service Instruction (PSI) has been issued today to update the guidance and instructions in Prison Service
Order 6000 (Parole, Release and Recall Manual). The PSI takes account of the position post the Stellato ruling and
more recent High Court rulings. The PSI clarifies:

• The point at which a determinate sentence offender must be re-released from recall;
• Whether such re-release should be subject to probation supervision;

• If so, the point at which the licence / notice must commence and expire;
• Where applicable, a copy of the relevant licence(s) / “At Risk” Notice to be used, when the offender is re-
released; and
• The setting of additional licence conditions upon the prisoner’s re-release from recall

A forthcoming probation circular on recalls will clarify the impact on the probation service.

245/07 INTEGRATED PROBATION PERFORMANCE FRAMEWORK 2007-08 QUARTER 2

RESULTS (IPPF 07/08 Q2)

IPPF for 2007-08 Q2 is now available on EPIC. Development of the IPPF has continued during the second quarter
of 2007-08 but other than the inclusion of data that is now available, there have been no material changes to the
Quarter 1 version. Reducing re-offending data is now available and included for the first time as Management
Information so it has no effect on the domain or overall score.

Quarter 2 results show a more settled and improving picture than that in Quarter 1. Nationally, there are now no
poor performing domains and Public Protection continues to give outstanding performance. One more area is
showing outstanding performance than in Quarter 1 and there are four fewer poor performing areas. No areas have
jumped more than 1 grade in either direction; three moved down a grade whilst 13 moved up a grade; the vast
majority, 62% remained the same as in Quarter 1.

247/07 DRUG TREATMENT OUTCOMES RESEARCH STUDY PUBLISHED (DTORS)

Drug Treatment Outcomes Research Study (DTORS) examines the effectiveness of drug treatment in England.
Within the context of changing patterns of drug use and an expansion in criminal justice referrals, the study aims to
measure the outcomes experienced by those seeking drug treatment.

248/07 NORTHAMPTONSHIRE SWAN PROJECT WINS AWARD

A project in Northampton which works with substance using prostitutes has been named as the East Midlands Drug
Team of the year by the Home Office.

SWAN – Sex Workers around Northampton is a service aimed to provide a safe, supported and sustainable
opportunity for sex workers to exit from drugs and prostitution and improve their lives for the better. The service is
provided by Northampton Primary Care Trust and is supported by other agencies such as the police, probation, The
Maple Access Clinic, CAN DAT and Northamptonshire PCT.

SWAN offers a range of services including outreach services, drug treatment and support; help with accessing
housing and benefits, support with criminal justice issues and support with the police and victim support.

250/07 APPROVED PREMISES AND OFFENDER HOUSING

Starting in early 2008, six Approved Premises will be piloting new arrangements for storing, handling and issuing
prescribed medication to residents. The new arrangements are known as Medication in Possession (MiP). The
results of the pilot will determine whether all Approved Premises adopt MiP, or whether the current arrangements
should stay in place.

251/07 APPOINTMENTS

John Scott, who is currently the Lead Probation Manager for OM Implementation, will be moving to a new role from 1
December 2007. He has been asked by Julie Taylor, Director of Commissioning and Partnerships, to take the lead
on developing the regulatory framework for prisons and probation as part of the Systems Architecture Programme.
He will be based at 2 Marsham Street (Fry 3rd Floor NW). Tony Grapes will cover John’s departure on a temporary
basis.
