The DPWH regional offices were ordered to conduct assessment of structures erected within road right of way of national roads particularly the permanent obstructions, so that these will be coordinated with the local government units and enforcement agencies for eventual removal. Over 300 DPWH-built classrooms ready for class opening this June
PALO, Leyte At least 130 classrooms will be completed next week and ready for use for class opening on June 3, the Department of Public Works and Highways (DPWH) said. DPWH Regional Director Rolando Asis reported that as of May 15, the construction of 164 one-classroom school buildings is 52% and they are confident to complete 80% of the project before resumption of classes. Of the 164 ongoing classrooms constructions, one is in Biliran, one in Eastern Samar, 86 in Leyte, eight in Northern Samar, 66 in Samar, and two in Southern Leyte. It takes 45 days to build a single classroom. We want these oneclassroom buildings to be usable by June 3 this year. Two classroom and multi-classroom buildings will be completed by December, Asis said. As of April 30, nine classrooms have already been completed. The infrastructure agency is currently constructing 456 classrooms with a total cost of P827.65 million from the Department of Educations Basic Educational Facilities Fund. Good weather and early releases of funds contributed to timely completions of school building projects, Asis said. Classroom projects that will encounter delays are in three Samar provinces where campuses are located in mountains and islands where transporting of construction materials is more timeconsuming. As of last school year, the region needed 1,626 new classrooms but the educational facilities fund only allows government to build 566 classrooms, according to the Department of Education. Meanwhile, the infrastructure agency has been removing obstruction along national roads within the vicinity of public and private schools have been cleared since last week to ensure safety of students. TACLOBAN CITY - In compliance to the focus of this years Brigada Eskwela, which is on environmental cleanup, solid waste management, gulayan sa paaralan and tree planting activities, the Department of Education (DepEd) has also banked on recycling of plastic waste and school environmental cleanup. DepEd Eastern Visayas Assistant Regional Director Rebecca Ragrag said that they have continued on their project in filling up of empty plastic containers with cellophane and plastic wrappers which will be used as interior decors, school landscaping and gardening by making cellophane-filled plastic containers a substitute for hollow blocks in garden plots. This has helped a lot in keeping the school clean year round. Plastic wrappers are collected by students for this purpose, Ragrag said in an interview with Leyte Samar Daily Express. For the tree planting activities, Ragrag said that they will plant various vegetables and trees around the perimeter of the schools. For urban gardening, vegetables can be planted in recycled pots, cans and plastic containers. The Brigada Eskwela is a school maintenance program undertaken yearly that engages all education stakeholders to contribute their time, effort, and resources in ensuring that public school facilities are set in time for the forthcoming school opening. It is also an effort of teachers, parents, students, community members, and other organizations to do minor repairs and clean-ups on their schools in preparation for the start of the school year. Aside from these activities, Ragrag said that preparing school classrooms ready for the first day of school is also their utmost concern.

Gun ban still in effect til June 12, says PNP-8


T A C L O B A N CITYThe gun ban policy imposed by the Commission on Elections (Comelec) in relation to the May 13 elections will continue to be in effect until June 12, according to the Philippine National Police (PNP) regional headquarters based in Palo, Leyte. Police Insp. Romuel Nacar, PNP-8 regional information officer, said the gun ban is still in effect until its eventual lifting on June 12 but the police will not end its aggressive campaign against loose firearms. As instructed by our regional director [Chief Supt. Elmer Soria], police visibility and law enforcement operations will continue all over the region, Nacar said. Since the gun ban was imposed starting Jan.13 up to May 14, a total of 159 people have been arrested for violations of the gun ban and about 131 assorted high-powered firearms were confiscated. The PNP has already recalled about 1,000strong troop augmentation force deployed to perform poll duty in various parts of the region especially in areas where perennial election related incidents occur. Nacar said the troop augmentation force started reporting back to their respective units, offices and training schools upon completion of their poll duty detail. The PNP mobilized all of its uniformed personnel to supplement the number of police personnel in the field starting May 8 to ensure the safety and avert possible violence among political rivalries during the midterm elections held last May 13.

Vice Mayor-elect Yaokasin vows harmonious relationship between city executive and legislative branches
TACLOBAN CITY The vice mayor-elect of this city, Councilor Jerry Sambo Yaokasin assured the Taclobanon that he would create bridges to make sure that the executive and legislative branches would have a good working relationship. Yaokasin, in an interview with Leyte Samar Daily Express, pointed out that setting aside politics is the best way to build harmonious relationship among the newly- elected officials of the city. We hope that the new sets of elected city officials would set aside politics now, either they belong to the administration of Mayor (Alfred) Romualdez or his opponent (Florencio) Bem Noel, he said. Instead of creating walls, I would have to create bridges and unite the newly- elected city officials, particularly the council members for an efficient delivery of the basic social services, Yaokasin added. Four councilors elected during the May 13 elections are allies of Mayor Romualdez while six councilors belong to Noels camp. He said that one of his plans is to create an executive and legislative agenda (ELA) starting July 1, the first day of those who won during the May 13 midterm elections. Creating an executive-legislative agenda is necessary for all the programs to be implemented properly. Likewise, give and take relationship from among the executive and the legislative departments has to be considered, he said. Yaokasin said that he is expecting so much from the councilors as he hope that they would set aside their personal political affiliations in the interest of the city and its people. They need not agree for the sake of agreeing, nor oppose for the sake of opposing. They should work and prove to the Taclobanon that they deserve (to their positions), Yaokasin said. It would be undemocratic if the present barangay ofcials will be afforded term extension by way of postponement. It is good that the palace had issued a statement that the president does not favor the idea of postponing the barangay elections. In fact, the president even wanted the barangay polls to have been synchronized with the national and local elections that was held recently. But the proposal did not materialize as the process would be chaotic with more candidates on the ballot. The best option insofar as the barangay elections is concerned is . . . go!

Who can do better?


Our health care boasts of being one of the finest. With the advent of medical tourism in the country, we are users and contributors to great medical technology. But are we paying health care as planned. If government is not focused on these three sectors, who else will? Government spending on entitlements is unstoppable and unsustainable. Who can do a better job here? The private sector ? Debates would be difficult and futile. I am thinking of a small, modest and prudent government, which is next to impossible. How I wish policymakers evolve into intelligent men and women who can proceed to an economically sane position.

The Senate leadership


The result of the 2013 senatorial elections is 9-3 in favor of the P-Noy administration. There is now a presumption that Senate President Juan Ponce Enrile has the possibility to be replaced by an administration Senator. There is a strong possibility that Senator Franklin Drilon might take over the Senate Presidency considering that he is an LP stalwart and a former president of the Liberal Party. He has a chance of securing 13 votes needed to create a new majority. The Senate President should belong to the administration to help P-Noy in pushing for reforms his administration started in 2010. Senator Drilon would be the ideal candidate for Senate President. He has the experience, seniority and competence to lead the Senate even in impeachment proceedings as he is also a

Investigations of the horrendous event which stole the limelight of the remaining days leading to the Philippine midterm elections and sadly, the life, too, of a fellow earthling are still to be concluded yet our brothers in the ASEAN have showed their inelegance in dealing with the matter. A citizen of theirs died, although they claim the term should be murdered, and our own citizens taking shelter in their soil are the ones bearing the brunt of their grief and anguish. They first called on President Noynoy to make a formal apology for their compatriots death and when, albeit not immediately but eventually, he did exactly that, they bellowed it wasnt enough. They aunted too their bullying ways when, typical of their Chinese lineage, they decided to hold naval drills near Philippine waters like a tough taunting a skinny school boy til he pisses his pants. And the worse thus far, although not attributable to the state itself, is the beating the crap out of a fellow Filipino (the recent news already upped the number to three) by a motley band of Taiwanese youth wielding a baseball bat. They are still muddling as to how the investigations should be conducted and by whom. That is to be expected really considering that one of theirs was killed allegedly by several of ours with both claiming that it all happened within their respective turfs. Taiwan, quick to respond to a promise of a joint investigation by the permanent representative of the Manila Economic and Cultural Office (Meco), Antonio Basilio, immediately sent its band of investigators, only to ship back on the self-same day with Secretary De Limas stance that the one-China policy does not allow for a joint investigation. As it turned out, the letter which contained that promise did not carry the imprimatur of the President. As of this writing, the parties have finally agreed to a cooperative, not joint,

investigation, (although I heard Secretary De Lima term it on television as parallel) giving merely the opportunity for each party to examine each others evidence. But while the investigations are still to be written with finis, Taiwan already seems to have a take on the issue what with the 24 bullet holes found on the cabin where the crew took cover. As expected, they claim our coast guards intentionally fired at the Taiwanese fishermen, not merely at their vessel, which claimed the life of one of them. The Philippines, on the other hand, appears to be reticent on Taiwans claim, mainly focusing on how it could protect its citizens who have been, and are currently, receiving not too pleasant a treatment from the sympathizing brethren of the fallen. But the coast guard personnel who took fire are more wary, claiming that they merely acted in self-defense when the Taiwanese fishing vessel attempted to ram them. The problem with the plea of self-defense is that it is merely what it is a defense. Imbibing it on the first take does not preclude the filing of the necessary case against the accused. It is not exempting circumstance as would bar the filing of the case against the one who invokes it. In this jurisdiction, only a court of law can declare whether or not an accused acted in self-defense.

WHAT GOD HAS UNITED, MAN MUST NOT DIVIDE


Few Gospel topics are more topical than todays. divorce is still practiced among the Jews, despite their high standards of family life. Still more frequent among us Gentiles, but this is not the place to enter into the modern debate. It is worth noting, though, when Jesus challenges Jewish religious traditions as he does in the Sermon on the Mount. His condemnation today of divorce is part of his regular and remarkable stand for the dignity of woman. This stance was part of his Good News. As one of the Eucharistic Prayers puts it. To the poor he preached the good news of salvation, to prisoners freedom, to those in sorrow joy. Even in Judaism that good News was needed. Even in Christianity, down the centuries, it is still needed. It is part of the mission of salvation that clergy especially can be slow to undertake. Like the Twelve, and others in the New Testament, one gets the impression that they are afraid of women. Jesus in the gospels is strikingly the one who is never afraid or embarrassed in his dealings with women. Why so? Following the arrangements made by her sister, the parties went to the offices of a certain Cesar T. Ching in Marikina City at mid-morning of May 17, 2006. She was with some members of her family, who were also aware of the simulated nature of the marriage. Mr. Ching, Petitioner was told, was a Minister of the Philippine Christian Catholic Church. 3.6. Petitioner is not and was never a member of the Philippine Christian Catholic Church. And neither was Respondent who, as earlier mentioned, only came to the Philippines just a few days prior to the supposed wedding. Moreover, Petitioner does not recall processing any application for a marriage license before the Local Civil Registrar of San Juan, as she never resided there. She was thus surprised when, upon arriving at the offices of Mr. Ching, she was shown what was purported to be a Marriage License issued by the Local Civil Registrar of that place. She noted that the license was dated that very same day, i.e., May 17, 2006. It must be said here that the place where the wedding took place was just a simple office rather than a church, temple or chapel. 3.7. It must also be said that no real marriage ceremony took place. Rather than the required formalities, all that Mr. Ching did was a perfunctory meeting, consisting principally of guiding the parties in signing the Certificate of Marriage.1 3.8. Petitioner and Respondent never lived together. Neither did they consummate their marriage. To the contrary, they went their separate ways shortly after their marriage. In fact, Respondent left the country just a few days after the wedding. 3.9. Petitioner has not heard of or from Respondent since after their marriage. IV. Cause of Action 4.1. Petitioners marriage to Respondent is clearly void. Apart from being absolutely simulated, certain essential and formal requisites are clearly lacking. 4.2. Firstly, the purported marriage license is clearly a sham. As narrated above, the parties did not apply for its issuance before the Local Civil Registrar of San Juan. Also as earlier stated, neither Petitioner nor Respondent habitually resided in the said city. Besides, given the proximity of Respondents arrival here in the Philippines, there clearly was no compliance with the publication requirement of the notice attesting to the parties application for a marriage license. 4.3. Secondly, neither of the parties was a member of the solemnizing officers church or religious sect - assuming that Mr. Ching was indeed a minister as was his claim. Given this fact, the authority of Mr. Ching as the solemnizing officer of the parties wedding is clearly wanting. 4.5. Thirdly, no marriage ceremony ever took place. As earlier narrated, the parties did not even bother to make a personal declaration that they were taking each other as husband and wife. 18 R & D/E projects/studies evaluated in first level DENR agency in-house review
TACLOBAN CITYEighteen research and development/extension (R&D/E) projects/studies conducted by researchers from the Ecosystems Research and Development Service (ERDS) of the DENR in Region 8 were evaluated by a panel of evaluators during the first level agency in-house review (AIHR) held on May 7-9, 2013 at the Eastern Visayas Regional Tree Propagation Complex and Training Center in Brgy. Busay, Babatngon, Leyte. Regional Executive Director Manolito D. Ragub in his inspirational message during the opening program challenged the ERDS researchers to come up with projects/studies that can be presented during the interagency review and even up to the regional R&D symposium. Of the 18 projects/studies evaluated, 4 completed studies and 1 ongoing study were chosen to be presented during the inter-agency review which will be held next month. These were: Vulnerability Assessment of Hinabian-Lawigan Watershed, by For. Emma Germano; Policy Options for Foreshore Area Management, by Letecia Corregidor; Biosecurity Measures for the Protection of Biodiversity from Invasive Alien Species, by Loida Nasayao; part of SNP Tacloban and Buling-Buling Dance of Sto. Nio de Pandacan. In Ormoc City and Basey, the presentation is called Pagtanggap sa Poong Sto. Nio ng Pandacan with the Buling-Buling Dance. Uniquely designed, the image of the Sto. Nio de Pandacan bears on its head not a crown as usually donned by the images of the holy Child in Cebu, Tacloban and Aklan, but a three-ray halo called Tres Potencias (three powers). Also, the image rests on the Holy Bible with one foot put forward. The image has a dark brown color, much like that of the image of the Black Nazarene (Poong Nazareno). Fr. SAN ISIDRO, LeyteDue to the clamor of the farmers in Barangay Daja Diot,this town, the Department of Agrarian Reform (DAR) and the National Irrigation Administration (NIA) are now closely looking into the possibility of constructing an irrigation project in the area. DAR Regional Director Eliasem Castillo disclosed that funding for this project will come from the Asian Development Bank (ADB) thru the second phase of the Agrarian Reform Communities Project (ARCP-2). As NIA prepares the design, ARCP Deputy Project Manager Herman Ongkiko asked them to beat the June 15 deadline for it to be included in the June 30 National Sub-Project Approval Committee (NSAC) deliberation so it could be implemented the soonest possible time. At the moment the area is dependent only on rain resulting to a very low harvest. But, Castillo stressed, the project initially will accommodate the vegetable farms of the 90 agrarian reform beneficiaries (ARBs) who fetch water from a distance. According to Mathilde Vergara, agricultural enterprise development coordinator, the ARBs started their high-value crops production in 2010 in partnership with the East-West Seed Company which adds to their income.
