Pursuant to the federal Freedom of Information Ad, 5 U.S.C. 552, Irequest access to and copies of
all records mentioning my name, Yolanda Zakzuk, my husband's name, Julio Cesar Zakzuk, now
deceased (see appendix 1and 2 with copies of death certificate in Spanish and English), our company,
Maritimas Internacionales Limitada, and its ships. Our ships first came into contact with US Customs
around 1957 which is when we first bought a steel hulled ship in the United States. But more t o the
point we seek access to and copies of all US Customs interaction with the above described entities from
the passage of the Controlled Substances Act of 1970 onwards. The names of our three ships were,
from 1970 onwards, the Don Alejo, the Don Julio, and the Don Nicky. Our company was based out of
Barranquilla, Colombia from 1970 onwards. All fines imposed, all records mentioning these three ships
and their visits to ports such as Miami, FL., West Palm Beach, FL., Jacksonville, FL., Tampa,FL., Port
Arthur, TX., and New Orleans,LA. We seek access to and copies of all records related to the cooperation
provided by Maritimas Internacionales Limitada, and Julio Zakzuk to US Customs in general and
especially to the US Customs Tampa office during the 1980s. All records of meetings held in the Tampa
office, telephone communications, logistics records for undercover agents sent to Colombia which
stayed temporarily in safe houses provided by Maritimas and Julio Zakzuk and then were assigned
fictitious duties on board our ships in order to capture drug shipments. All records of all drug seizures
the early ones in the late 1970s and early 1980s by our ship Captains which had standing orders to
conduct a search in International Jurisdiction, seize the drugs and create records in our ship's logs
which were then provided to US Customs along with the drugs whenever they were not dissolved into
the sea. All records for all seizures effected by US Customs agent Victor Thompson and the men under
his command. All records of all contacts held between US Customs as a global entity and all of its
agents whether unofficial or not or in their unofficial capacity. We seek access to all records related to
the seizure of our ship the Don Alejo in Port Arthur, TX., on June 23, 1988 (US Customs seizure Order
Number 8821010026) and any related proceedings with outside agencies in compliance with either
administrative forfeiture proceedings or judicial proceedings with the US Attorney office for the Eastern
District of Texas in Beaumont, TX.

We seek records related to the request for US Visa cancellations for me when Iwas not yet a United
States citizen, and my husband Julio Cesar Zakzuk to the Department of State, whether done through
official or unofficial channels. We seek access to and copies of investigation proceedings commenced by
receipt of letter from Julio Zakzuk as President of Maritimas Internacionales by US President George
H.W. Bush, with copy to then Colombian President Virgilio Barco, in late 1988 or 1989 including the visit
by investigative agents to Aruba where they met Julio Zakzuk in 1988 or 1989. Any records which
document any involvement with the honorable distinction done to Manuel del Dago, President of
Agromar, a maritime shipping concern based out of Barranquilla, Colombia as well, by the US Consul in
Barranquilla, Colombia in the 1988 to 1992 time period. This request is meant to cover all national and
international US Customs offices. This request is also meant to cover any aliases assigned to any of the
entities, whether persons or things, by US Customs or the US Attorney's office in case there actually
was a judicial proceeding in which, for example, some legal fiction was used, i.e. US vs 7,100 ton
freighter (the Don Alejo theft by US Customs Port Arthur).

Please waive any applicable fees. Release of the information is in the public interest because it will
contribute significantly to public understanding of government operations and activities. "disclosure of

interest of the requester.".

waiver of fees.

Please provide expedited review because delay in disclosure could cause a loss of substantial due
process rights. Congressional leaders', scholars, concerned citizens and organizations will want copies of
these records during the month of February, if possible. They chronicle the destruction of a man, who
was tortured for helping US Customs and the so called War on Drugs, and his family, in the United
States own words, more credibly than we ever can. What it won't say is the premature death of my
husband a poor and broken man, the story of his daughter's suicide or the rest of the vicissitudes
visited upon these human beings by the war on drugs. Thank you for your assistance. Icertify that my

and belief.

deceased. (See appendix 1 and 2) Specifically, Iam referring to US visas from, in my husband's case,
1950 onwards and including the moment in 1988 when my husband, his son, Alejandro Zakzuk, a
Colombian national, and my US visas were revoked. We want access to and copies of all documentation
involved in the cancellation of the US visas. We would also like any documentation referencing either
my husband or Iand our company in Barranquilla, Colombia, Maritimas Internacionales Limitada. My
husband was also the Danish Consul and so had frequent interactions with the US Consul in
Barranquilla and so want any record of any mention of us or our company in any internal
communications from this post to State. We would also like information relating to the US Consulate
honoring Manuel Del Dago, and his Barranquilla, Colombia, based company Agromar, with a decoration
for his contribution to Colombian maritime shipping. This occurred between 1988 and 1992.
