NOTICE
It has been noticed by the ELD / RSU that some candidates are making un-necessary complaints with the Secretary Education, Chief Secretary, Ombudsman, High courts, Supreme Courts and the World Bank regarding change in need based vacancies. In this regard, it is to inform you that the department is going to make appointments in line with the World Bank guidelines and approved Teachers Recruitment Policy 2012. The policy recommends appointment of teachers in following areas; a. b. c. To place teachers in viable closed schools. To place teacher in High priority-High enrollment Schools To appoint teachers stream base viz JST-Science- General and HST Science /General.

2. The RSU with support of districts is working on need based vacancy positions submitted by the districts since one year earlier in order to categorize their demand. The changes here, however, made in position of some districts to make the vacancies need based and group based as per policy document requirement. It is correct that in some districts there seems change in need based vacancies, but it takes place because of fitting positions as per criteria envisaged in policy document. 3. Under the Policy districts were allowed to add or remove positions in UCs while re- verification of need based data (High Priority-High enrollment Schools and Viable closed schools) and to share the amended positions if any with RSU. The RSU has only digitized the re-verified data hence making queries about addition / deletion of vacancy positions bears no importance. 4. Under the policy, the RSU / Education Department are receiving continuously number of applications from the candidates reg; change in data pertaining to their profile. This is not the job of RSU to make any change in the data of candidates, but the District Recruitment Committees have been made responsible for verification of documents and to propose any amendment in data (UCs etc) if based on concrete evidences acceptable in the court of law and strongly in line with Teachers Recruitment Policy 2012. 5. The candidates have been given right of appeal against the decision of the DRC by submitting application with the office of Secretary Education /Chief Program Manager. The way by which complaints and filing petitions with the court of law are being taken would only jeopardize the recruitment process which is at full swing. As per recruitment policy 2012, the UCs of candidates are to be determined on the basis of their permanent addresses as mentioned in CNIC / domicile/PRC (NADRA) data. For Districts (DEOs) 5. Through this notice districts are directed to prepare a merit list of JST pass candidates category / group and gender wise, also to start collecting documents from candidates for verification from concerned institutions/authorities. The documents of only pass candidates who stand eligible for posting as per merit and need based criteria as laid down in the Teachers Recruitment Policy 2012 have to be got verified.
