NEIE/SHK/221 dated April 12, 2013 vide which you have submitted 500kV and 220kV Control and Protection Equipment Specific Facilities Data along with Catalogues, Ordering Codes and Type Tests Reports for our review and approval. We have checked the Specific Facilities Data in respect of Control and Protection Equipment and have the following comments: A) 500kV & 220kV Control & Metering Equipment 1) Sr. No.10.A Manufacturer (Control Panels) You have indicated Manufacturer for Control Panles as Jintonggu, China instead of Beijing Jintonggu, China. Please mention the complete name of the manufacturer and correct the same. 2) Sr.No.10.C.3 Material and thickness of sheet (Control Panles) The thickness of the sheet shall not be less than 2.5 mm instead of 2.0 mm indicated by you. 3) Sr.No.10.C.5 Degree of Protection The Degree of Protection for Control Panels shall be IP51 instead of IP42. You are advised to comply the same. 4) Sr.No.10.D.(i).1 No of Coats of Painting Applied Please note that the paint for exterior of the Control Panels shall b RAL 7032 and interior of these Panels shall be RAL 9010. You are also advised to specify the number of coats of the painting to be applied on the Control Panels. 5) Sr.No.10.D.(iii).2 Material of Strip of Mimic Bus You have not specified the material of strip of Mimic Bus. Please specify the same. 6) Sr.No.10.E.2 Type of Designation (Annunciator) You have indicated the type of the annunciator as CAKJ-XHB instead of specified type XXS-2A in the Contract Documents. Please Clarify. 7) 10.E.(h).4 & 10.E.(i).4 Voltage Rating (Control Switches & Instrument Switches) You have indicated the Voltage Rating of the Control and Instrument Switches as 380V, which should be 220V DC as per specification. Please clarify in this regard. 8) 10.E.(q).5 Output (VAR Transducer) You have indicated the output of the VAR Transducer as 0-5V, which should be in mA instead of volts. Kindly clarify in this regard.

9) 10.E.(r).5 Output (Transducer, Ammeter, Voltmeter and Power Factor Meter) Same as point (8) 10) Technical Brochures, Documents & Type Test Reports for Control & Metering Equipment Digital Display Voltmeters, Ammeter, Frequency Meter Test Reports and Technical Documents have been provided for M/s Chongqing Iuzhisheng Industry and Trade Co. Ltd China instead of specified Manufacturer M/s Yongsheng, China as specified in the Specific Facilities Data in the Contract Documents. The Type and Manufacturer of the above mentioned equipment are different. Moreover, No Technical Brochures, Catalogs, Instruction Manual & Type Tests Reports have been furnished for Manufacturer M/s Yongsheng, China. Type Tests and Technical Documents in the respect of Energy Meters have been provided in the Chinese Language. Please provide the English Version of the said documents with the approved manufacturer as specified in Specific Facilities Data Volume-I of the Contract Documents. You have not provided Specific Facilities Data for Event, Fault Recorder and Energy Meters. The Brochure / Test Reports for Event and Fault Recorder are from M/s Chongqing Chuanyi Suda Electronics & Material Co. Ltd, which should be from M/s Nanjing Nari, China as per Contract Provisions. You are advised to provide the Specific Facilities Data of Fault Recorder, Event Recorder & Energy Meters of the approved Manufacturer as specified in the Contract Documents. You have not provided any Technical Documents, Brochures & Catalogs of the Terminal Blocks, Test Blocks etc. You are also advised to provide the relevant certified and authenticated Type Tests Reports of all of the Control and Metering Equipment as per the Contract Clause 3.12 Volume-II of the Contract Documents.

B) 500kV & 220kV Protection Relays 1) Distance Protection Set-I for Overhead Lines

The Contractor has offered Alstom, France make Distance Protection Relay with Type MiCOM P443 (500kV and 220kV), whereas for Distance Protection Relay Set-I, the specified Relay in the Contract is ABB Sweden with Type REL 670 (500kV).

We have checked the Ordering Codes, Technical Documents & Catalogues of the offered Relay and found the same acceptable and meeting the technical requirements of the

The Contractor has offered Siemens, Germany make Distance Protection Relay with Type 7SA612 (500kV and 220kV), whereas for Distance Protection Relay Set-II, the specified Relay in the Contract is AREVA, France with Type MiCOM P441 (220kV)

We have checked the Ordering Codes, Technical Documents & Catalogues of the offered Relay and found the same acceptable and meeting the technical requirements of the Contract Documents except for the Ordering Code , which has been modified from 7SA6121-5NB92-6PB5 LOS to 7SA6102-5MB32-7LR50S2H keeping in view the communication protocols as required in the relevant IEC 61850 and 60870 standards.
