1001 PURPOSE OF TENDER: to obtain a favourable offer from qualified contractors for the execution and completion, in accordance with the Tender Documents, of the Subsurface Investigation for the purpose of the design of foundations, excavation supports and paving works for the Regional Centre of Information of PALOP in Luanda, Angola.

Addenda, circular letters and faxes, if any, issued by the Engineer prior to the latest date fixed for the delivery of Tenders.

1010 SETS OF TENDER DOCUMENTS: one set of Tender Documents is issued to each Tenderer

1015 DETAILS TO BE CONFIDENTIAL: Tenderer shall treat the Tender Documents as private and confidential (save in so far as may be necessary for the purpose hereof) and shall not publish or disclose the same or any particulars thereof in any trade or technical paper or elsewhere. The Tender Documents shall not be used for any purpose other than that for which they are intended.

1020 SIGN, DATE AND COMPLETE in ink, one set of the Tender Documents using block letters. The signature must be that of a principal of the firm or a person legally authorised for the purpose.

1025 QUERIES, AMBIGUITIES AND DISCREPANCIES in or between Tender Documents must be referred to the Engineer by fax or in writing, not later than 3 days before the date fixed for delivery of Tenders. Clarification by the Engineer will be distributed to all Tenderers in the form of an addendum, circular letter, or fax.

1030 QUALIFICATION OF TENDER: the Tender is to be strictly in accordance with the Tender Conditions and Tender Documents. Any qualification of a Tender or alteration to the Tender Documents shall be deemed to be null and void.

The Tender must be submitted solely on the basis of the documents provided and shall be free of any qualifications. If the Tenderer wishes to submit an alternative offer to the Employer for consideration, such offer shall be additional to and completely separate from this Tender and shall be submitted as a separate set of Tender Documents.

1035 SUBMITTALS: the Tenderer shall evidence his understanding, capability and proposals for the execution and completion of the Works, and to this effect shall produce and submit as an integral part of his Tender, the following information: (a) Programme of Works in a bar-chart form indicating clearly : the main activities with order of procedure, progress, duration and completion; key dates including Commencement on Site, Interim Completion and Final Completion, time allocated for review of reports by the Engineer, together with a statement describing and explaining methods and strategy to be adopted. A detailed listing of the Contractors Equipment proposed to be used in carrying out the Works (in accordance to Schedule No. 1) A detailed listing of the key personnel proposed to be employed in managing, supervising and carrying out the Works (in accordance to Schedule No. 2)

1040 PARTIAL TENDER: Tender fully for the whole of the Works as described. A partial Tender will not be considered.

1055 COST OF TENDER: no reimbursement whatsoever will be made for any cost, expense or loss which may be incurred by the Tenderer in the preparation and submission of his Tender.

1060 SITE VISIT: the Tenderer or any of his servants or agents will be granted permission by the Employer to enter the Site for the purpose of inspection in connection with the Tender. The Tenderer by entering the Site will be deemed to have released and indemnified the Employer and his servants or agents from and against all liability in respect of personal injury (whether fatal or otherwise), loss of or damage to property and any other loss, damage, cost and expense whatsoever and howsoever caused (whether or not by the act or neglect of the Employer) which but for the exercise of such permission would not have arisen.

1065 PERIOD OF VALIDITY: the Tender shall remain valid and irrevocable for a period of 60 days from the latest date fixed for delivery of Tenders.

2001 UNPRICED ITEMS: costs relating to items which are not priced shall be deemed to have been included elsewhere in the Tender.

2005 CURRENCY: All unit rates and prices shall be expressed in U.S. Dollars.

2010 ERRORS FOUND IN CHECKING TENDER PRICE: before accepting any Tender accompanied by a Bill of Quantities, the Tenderers pricing will be checked arithmetically and to ascertain that amounts have been correctly transferred from one part of the Tender Documents to another. If any errors are found the difference between the Tender Price and the corrected Tender Price, will be adjusted either by amending individual unit rates by agreement, or by a percentage calculated upon the total amount of such errors in relation to the Tender Price, so that the original Tender Price remains unaltered.

4010 ACCEPTANCE OR REJECTION: no undertaking is given or implied to accept the lowest or any Tender and no reason will be assigned for the acceptance or rejection of any Tender.

THIS AGREEMENT is made on the .................. day of ...... 2011 between Dar Al-Handasah Consultants (Shair & Partners) (hereinafter called 'the Employer') of the one part and .................................... (hereinafter called 'the Contractor') of the other part.

WHEREAS the Employer has accepted a Tender from the Contractor for the execution and completion of the above-named Works, this Agreement witnesses as follows: 1. In this Agreement words and expressions shall have the same meanings as are respectively assigned to them in the Conditions of Contract hereinafter referred to. Works' means the Subsurface Investigation of the Site as described in paragraph (h) of this Clause for the proposed Regional Centre of Information of Palop and comprising geotechnical investigation of surface and sub-surface conditions. 'Site' means the area or areas where the Works are to be carried out. The geographic location of the Site is close to the TPA Production Studios & Emission Center with the plot limits as defined on the Drawings.. 'Contract Price' means the amount Tender Price stated in the Contractor's Tender, subject to such adjustment as may be necessary in accordance with the Contract. 'Equipment' means all plant, machinery, apparatus, appliances and things of whatsoever nature necessarily required for the proper performance, execution and completion of the Works, whether owned, hired, or leased by the Contractor or any Sub-contractor. 'day' means calendar day.

DOCUMENTS The Contract Documents are complementary and are to be taken as mutually explanatory of one another; what is required by any one of them shall be deemed to be as binding as if required by all.

LANGUAGE OF THE CONTRACT The language of the Contract is English. All reports, drawings and other written matters shall be in English.

4.

LAW OF THE CONTRACT The Contract is subject to and shall be construed according to Laws of State of Angola.

5.

EXTENT OF CONTRACT The Contract comprises the execution and completion of the Works and, except in so far as the Contract otherwise provides, the supply of all approved professionally skilled personnel, superintendence, labour, materials, equipment, plant and everything whether of a temporary or permanent nature required for such execution and completion, so far as the necessity for providing the same is specified in or reasonably to be inferred from the Contract.

CONTRACT AGREEMENT The Contractor shall, if called upon so to do, enter into and execute a Contract Agreement in the form annexed to these Conditions with such modification as may be necessary.

CONTRACTOR'S GENERAL OBLIGATIONS

RESPONSIBILITY The Contractor shall take full responsibility for execution and completion of the Works in accordance with the Contract and for the adequacy, stability and safety of all site operations and methods of working, the suitability of Equipment and methods of sampling, testing and any other matters in connection with the Works.

8.

KNOWLEDGE OF WORKS AND SITE CONDITIONS The Contractor acknowledges and shall be deemed, prior to submitting his Tender, to have thoroughly studied all Documents relating to the Contract, carried out an inspection and examination of the Site and its surroundings and obtained all information necessary to acquire a full and complete understanding, knowledge and evaluation of the nature and scope of the Works and the provisions and prevailing conditions applicable to their performance, and have satisfied himself and made due allowance in his Tender, as to: (a) the category, quality and quantity of Equipment and labor that is necessarily required to execute and complete the Works in a timely manner, including without limitation: all technical data, local operating conditions and other requirements concerning and applicable to the use of such Equipment. the form and nature of the Site, including without limitation: means of access, hydrological, climatic and meteorological conditions; any statutes, orders, regulations, bye-laws or other constraints or restrictions applicable to the Site or Works; all risks, contingencies and all other circumstances which may influence or affect the undertaking, execution and completion of the Works.

Edifcio das Naes Unidas para os PALOP'S The Contractor shall execute and complete the Works in strict accordance with the Contract to the satisfaction of the Engineer and shall comply with and adhere strictly to the Engineer's instructions and directions on any matter (whether mentioned in the Contract or not) touching on or concerning the Works.

10.

INSTRUCTIONS The Contractor shall take instructions and directions from the Engineer only. The Engineer's written decision on any question of the interpretation of the Specification and the performance of the work shall be final and subject only to the provisions of Clause 38, the parties shall be bound by such decisions.

11.

REVISED PROGRAMME OF WORKS If at any time it should appear to the Engineer that the Contractors actual progress of the Works does not conform to the Programme of Works attached to his accepted Tender, the Contractor shall produce at the request of the Engineer, a revised Programme of Works showing such modifications as are necessary to ensure completion of the Works within the Time for Completion.

12.

CONTRACTORS EQUIPMENT The Contractor shall not, except with the express permission and approval of the Engineer, omit, modify, substitute or remove any item or quantity of Contractors Equipment listed in the Schedule attached to his accepted Tender.

13.

KEY PERSONNEL The Contractor shall not, except with the express permission and approval of the Engineer, omit, modify, substitute or remove any Key Personnel listed in the Schedule attached to his accepted Tender.

14.

STATUTORY OBLIGATIONS, FEES AND CHARGES The Contractor shall comply with all obligations and submit all notices required by any statute, order, regulation or bye-law applicable to the Works and shall pay all fees and charges in respect of the Works legally payable by him.

15.

EXISTING UTILITIES AND SERVICES The Contractor is deemed to be fully acquainted with the location of all existing utilities and services on and in the vicinity of the Site and is solely responsible for

All damage must be reported immediately to the Engineer and the relevant Authority. The Contractor shall pay for any repair costs and associated charges imposed by any relevant Authority for rectification of any interruption or damage so caused.

16.

CONTRACTOR'S REPRESENTATIVE The Contractor shall at all times keep on the Site a qualified representative who is competent to supervise the Works and to receive notices on behalf of the Contractor and act upon the instructions from the Engineer.

17.

GUARANTEE The Contractor guarantees that the Works shall be undertaken and performed in accordance with currently accepted geotechnical investigation practices and standards and that all work shall be executed and completed in compliance with the requirements thereof.

18.

REMOVAL OF IMPROPER RESOURCES The Contractor shall upon the order of the Engineer promptly remove from the Site any unfit or unsuitable resource, including but not necessarily limited to personnel, workmen, materials and Equipment, which in the opinion of the Engineer is not fit for the function or purpose intended. The Contractor shall promptly replace such resource to the approval of the Engineer and shall bear all costs incurred by such removal and replacement.

19.

RE-EXECUTION OF WORK AND REPLACEMENT OF UNFIT WORK The Contractor shall upon the order of the Engineer promptly abandon any work which in the opinion of the Engineer is not fit for the purpose intended. The Contractor shall re-execute all such work as the Engineer deems necessary in conformity with the approved mode and method of working to replace the work which was declared unfit for its intended purpose and he shall bear all costs incurred by such re-execution and replacement.

20.

SUB-CONTRACTING Except for engaging the services of a public or an approved commercial laboratory the Contractor shall not sub-contract the Works or any part thereof without the prior consent and approval of the Engineer.

21.

HEALTH AND SAFETY Without prejudice to the Contractor's responsibility to provide for the safety and security of the Contractor's personnel, the Contractor shall comply with all and any health and safety regulations imposed by Authorities having jurisdiction. The Contractor shall immediately report to the Engineer any accidents, involving death or injury to Contractor's personnel or any other person, and any loss or damage to the Works or Equipment or any other property.

22.

PERFORMANCE SECURITY Not Applicable

COMMENCEMENT, PROGRESS AND COMPLETION

23.

COMMENCEMENT OF WORKS The Contractor shall commence the Works on Site within five (5) days after the receipt by him of an order in writing to this effect from the Engineer and shall proceed with the same with due expedition and without delay.

24.

TIME FOR COMPLETION The Contractor shall complete the whole of the Works within Twenty Five (25)} days (herein referred to as Time for Completion) from the date of the Engineer's order to commence pursuant to Clause 23, or such extended time as may be allowed by the Engineer. The Contractor shall provide and maintain sufficient Equipment and Personnel on Site in order to complete all sitework operations including tests-pits, boreholes, sampling, insitu testing and the like within five (5) days from the date of the Engineer's order to commence, or such extended time as may be allowed by the Engineer.

25.

RESTRICTION ON WORKING HOURS Subject to any provision to the contrary contained in the Contract, none of the Works shall, save as hereinafter provided, be carried on during the night or on locally recognised days of rest without the consent of the Engineer, except when work is unavoidable or absolutely necessary for the saving of life or property or for

26.

EXTENSION OF TIME If the amount or nature of any extra or additional work or any instruction by the Engineer should be such as to fairly entitle the Contractor to an extension of time for completion of the Works, the Engineer shall determine the amount of such extension and notify the Contractor accordingly.

27.

LIQUIDATED DAMAGES In the event that the whole of Works are not completed within the time stated in Clause 24 or such extended time as may be allowed by the Engineer, then the Contractor shall pay to the Employer as liquidated damages for such default and not as a penalty, one percent (1%) of the Contract Price for every day or part of a day which shall elapse, between the time for completion and the date of completion stated in the Certificate of Completion issued by the Engineer pursuant to Clause 29. Liquidated damage for such default shall not exceed fifteen percent (15%) of the Total Contract Price.

28.

SUSPENSION OF WORK The Contractor shall on the written order of the Engineer suspend progress of the Works or any part thereof for such time or times as the Engineer may consider necessary to ensure that the Works may be executed properly. The Engineer shall certify the cost of such suspension (if any) and allow such extension of time as in his opinion shall be fair and proper.

29.

COMPLETION OF WORKS When the Engineer is satisfied that all Works on Site have been completed, including in situ tests, reinstatement of ground and clearance of the Site, he will issue a Certificate of Interim Completion. Thereafter, when the Engineer is satisfied that the Contractor has fulfilled all other outstanding obligations including submittal of the Final Report together with the full results of borehole logs, all laboratory and in situ tests, he shall issue a Certificate of Final Completion to the Contractor stating the date on which the Works were finally completed.

30.

SUSPENSION THROUGH FAULT OF CONTRACTOR If the Contractor is in default of his obligations under this Contract, or if in the Engineer's opinion the Contractor is not performing the Works or any significant

Edifcio das Naes Unidas para os PALOP'S part of it in a reasonable and standard manner, the Engineer shall, without prejudice to the Employer's right to terminate the Contract have the right to suspend the progress of the Works or any part thereof. Suspension of the work or part thereof caused by or attributable to the Contractor's default shall not be compensated for, nor shall it excuse the Contractor from any of his obligations under the Contract. Suspension of the Contract shall continue until the Contractor has, in the opinion of the Engineer, remedied the default.

31.

TERMINATION FOR DEFAULT If, in the opinion of the Engineer, the Contractor is not performing the Works with due diligence, or if the Contractor consistently fails to obey the Engineer's instructions given under the Contract or if otherwise fails to perform any of his obligations under the Contract, the Employer may give seven days written notice to the Contractor of his failure to fulfil the Contract or to remedy the default. If the Contractor fails to remedy the default during this time, the Employer may terminate the Contract forthwith and employ others to complete the Works. The Contractor will not be entitled to any payment until the whole of the Works have been completed and thereafter until the costs of execution, completion, remedying of any defect, damages for any delay in completion and all other expenses incurred by the Employer have been ascertained and the amount thereof certified by the Engineer. The Contractor shall then be entitled to receive only such sum (if any) as the Engineer may certify would have been payable to him upon due completion by him, after deducting the said amount.

RISKS AND INSURANCES

32.

CARE OF WORKS (a) From commencement until to completion of the Works the Contractor shall take full responsibility for the care thereof and shall rectify and make good, at his own cost, as instructed by the Engineer, any damage, loss or injury that may occur to the Works, from any cause whatsoever, other than the excepted risks defined under sub-clause (b) of this Clause. The 'excepted risks` are war hostilities (whether war be declared or not), invasion, acts of foreign enemies, rebellion, revolution, insurrection or military or usurped power, civil war or riot, commotion or disorder.

The Contractor shall indemnify and keep indemnified the Employer against all losses and claims in respect of death or injury to any person, or loss of or damage to any property whatsoever including that of the Engineer which may arise out of or in consequence of the execution of the Works and against all claims, demands and proceedings, damages, costs, charges and expenses whatsoever in respect of or in relation thereto.

34.

INSURANCE OF WORKS ETC. Without limiting his obligations and responsibilities under Clause 32 hereof the Contractor shall insure the Works against all loss or damage from whatsoever cause arising (other than the excepted risks) and for which he is responsible under the terms of the Contract and in such manner that the Contractor is covered during the period of execution of the Works to the full cost of re-execution and replacement of such Works.

35.

THIRD PARTY INSURANCE Without limiting his obligations and responsibilities under Clause 33 hereof the Contractor shall insure in the joint names of the Contractor and the Employer, against liabilities for death or injury to any person (including any employee of the Engineer or the Employer) or loss of or damage to any property (including that of the Engineer) caused by or arising out of the execution of the Works.

36.

ACCIDENT OR INJURY TO WORKMEN The Employer shall not be liable for any damages or compensation payable at law in respect of, or in consequence of any accident, death or injury to any workman or other person in the employment of the Contractor. The Contractor shall maintain all insurance required by law in respect of such liability.

37.

TERMS AND EVIDENCE OF INSURANCE The Contractor shall effect all insurances for which he is responsible under the Contract with insurers and in terms approved by the Engineer. The Contractor shall, prior to commencing the Works on Site, provide evidence to the Engineer that such insurances have been obtained and effected, and shall when required, produce to the Engineer the insurance policies in force and the receipt for payment of the current premiums.

38.

VARIATIONS The Engineer may order any addition to or omission from the work to be performed or order any other change in the Works and the Contractor shall promptly comply with such order. Any such order shall be in writing or shall be promptly confirmed in writing by the Engineer if issued verbally. Whenever possible, the monetary value of the variation shall be agreed between the Engineer and Contractor before it is implemented and shall be valued at rates and prices entered in the Bill of Quantities where such rates and prices are applicable to the varied work and on a fair and reasonable basis where such rates and prices are not applicable.

39.

FINAL ACCOUNT As soon as possible after issue of the Engineer's Certificate of Final Completion pursuant to Clause 29, the Contractor shall submit a Final Account showing: (a) (b) the value of work executed in accordance with the Contract. any other amounts that the Contractor considers that he is entitled to under the Contract.

The Engineer shall check the Final Account and may ask for further substantiation of any amount stated in the Final Account and shall negotiate and agree with the Contractor any adjustments to the amounts stated. The Engineer may also deduct the amount of any damages or other claim due to the Employer from the Contractor under the Contract. In the event of disagreement between the Engineer and the Contractor on any amount stated in the Final Account, the Employer may withhold such amount pending resolution of the disagreement but all undisputed amounts shall be paid in accordance with Clause 41.

40.

INCREASE OR DECREASE IN COSTS No adjustment of the Contract Price shall be made in respect of any rise or fall in the costs of labour, materials, testing or any other matters affecting the cost of execution of the Works.

DISPUTES If within 60 (sixty) days after the date of submission by the Contractor of the Final Account any outstanding dispute or difference has not been amicably agreed then such dispute or difference shall be referred to and finally settled under the Laws of State of Angola .

0101 REFERENCED STANDARDS: Unless the Contract Documents include more stringent requirements, referenced standards have the same force and effect as if bound or copied directly into the Specification to the extent referenced and such standards are made a part of the Contract by such reference.

0151 REFERENCED STANDARDS: The Contractor shall comply with the latest published edition of referenced standards, including any supplements or revisions, in effect as of the date fixed for submission of Tenders: where a particular referenced standard is published or available in both imperial and metric versions, then the metric version shall apply, unless otherwise indicated or approved. where compliance with two or more standards is specified and the standards establish different or conflicting provisions for minimum quantitative or qualitative requirements, comply with the most stringent requirement. 1071 DESCRIPTION OF THE SITE: Construction of the Edifc.das Naes Unidas para os PALOP'S at Angola.

1101 BOREHOLES: the total linear meters of borehole drillings shall be 205 m. A total of 8 boreholes shall be drilled at the location and to a depth as shown in the drawings.

1102 BOREHOLES: the Contractor will be given the opportunity to comment on the number, depths and positions of boreholes and invited to suggest alterations and additions both before and during execution of the work.

1103 BOREHOLES: Boreholes shall be drilled to the depths shown on Drawings. If rock is encountered, continuous coring shall be carried for a minimum of 5.0 m into good quality rock or to the depths shown on Drawings whichever is achieved first or as directed by the Engineer. Good quality rock is defined as rock with rock quality designation (RQD) value more than 75% for a core run of 1.0 m and a core recovery of not less than 90%.

1121 TRIAL PITS: a total of three (3) trial pits shall be excavated to 3 m depth at the locations shown in the drawing.

1253 QUALITY ASSURANCE - CODES AND STANDARDS: Comply with provisions of following codes, specifications, and standards, except where more stringent requirements are shown or specified: ASTM Standards, BSI Standards, ISRM 1985, Earth Manual.

1301 QUALITY ASSURANCE - SUPERVISION: the Contractor's agent for the work is to be, or alternatively he is to have on his staff, a soils' engineer, engineering geologist, or geotechnical engineer fully experienced in site investigation work. This specialist is to be on the site full time readily available to both the drillers and the Engineer. 1351 PROJECT CONDITIONS - SERVICES AND STRUCTURES: where underground services or structures are thought to exist in the immediate vicinity of a borehole position, an exploratory pit is to be dug to such a depth that it is reasonably certain that all underground services and structures have been uncovered. After this normal boring may proceed.

1401 PROJECT CONDITIONS - POLLUTION: do not foul the atmosphere, any river, stream, watercourse or sewer. Make provision for discharge or disposal from the work or temporary work of water waste products and spoil however arising. Method of disposal is to be to the satisfaction of the Engineer and of any other authority or person having an interest in any land or watercourse over or in which water and waste products may be dis-

1402 PROJECT CONDITIONS - POLLUTION: ascertain any natural or man-made sources of pollution which might deleteriously affect groundwater.

1451 POSITION OF BOREHOLES: fix positions of boreholes and standpipes as installed from features of the site for ease of reference and record their co-ordinates in the report on the investigation.

1501 OBTAINING AND STORING SAMPLES: methods of sampling and subsequent handling, labelling and storage of samples are to be in accordance with the applicable procedures described in ASTM 04.08.

1551 SUBMITTALS - DAILY BOREHOLE RECORDS: daily borehole records shall be submitted to the Engineer not later than noon on the following day.

1552 DAILY TEST PIT RECORDS: daily test pit records shall be submitted to the Engineer not later than noon on the following day.

1553 DAILY REPORTS: should include weather conditions, work progress, difficulties and any other significant event.

1554 SUBMITTALS - PROGRAMME OF LABORATORY TESTING: programme of laboratory testing is to be oriented towards obtaining data pertinent to the work. Programme and type of laboratory testing are to be submitted to the Engineer for approval for each borehole within 48 hours, after completion of the borehole.

1555 SUBMITTALS - GEOLOGICAL MAP: submit a detailed engineering geological map showing surface deposits whether naturally occurring or man-made at a scale agreed by the Engineer.

1556 SUBMITTALS - DRAFT REPORT: two (2) copies of the draft report including all the requirements detailed in Clause 1560 below shall be submitted to the Engineer for approval at least six (6) days before the end of the Contract Period. The Engineer shall inform the Contractor of any corrections or amendments within three (3) days of receipt of the draft.

Edifcio das Naes Unidas para os PALOP'S 1560 SUBMITTALS - FINAL REPORT: four (4) bound copies and one (1) unbound copy of the accepted report in English, describing the work shall be produced in A4 size and contain the following factual information: Exploratory borehole records; In situ test records; Plots of all laboratory and in situ test results against depth; Laboratory test records and summaries; Plans with location of exploratory holes; Plan showing surface deposits / rock outcrops, fill, geologic features (Engineering Geological map); Schedule of contents; Independently bound appendix of colour photographs of all rock cores, test pits and trenches and any other features relevant to the text and observations; Geological cross section(s) of the site; Soft copies using EXCEL version 5.0 or latest version, shall be submitted on computer CD /DVD which shall include: All laboratory testing, in tabular and graphical form Summary tables of the laboratory testing results Soil and rock classification.

Soft copies of boreholes and test pits shall be submitted in Excel or any other approved programme. The soft copy of the text of the report shall be submitted in MICROSOFT WORD Version 6.0 or latest version.

2050 EXPLORATORY PITS: an exploratory test pit shall be hand dug at borehole location to ascertain that drilling shall avoid all existing underground utilities.

Edifcio das Naes Unidas para os PALOP'S 2051 BORING METHOD: support boreholes with casing as necessary to prevent collapse of sides. Bentonite may be used when this will not interfere with sampling of soil or in situ testing.

2052 BORING METHOD: carry out work in such a way that groundwater levels over the site are not generally affected and take precautions to prevent surface water entering boreholes.

2053 BORING METHOD - BORING IN SOIL: boring in soil is to be to minimum diameter of 150 mm, unless otherwise directed by the Engineer, and undertaken either by shell and auger (cable percussion) or by rotary power hollow stem auger of type which enables samples of at least 100 mm diameter to be obtained using open or piston samplers.

2054 BORING METHOD - BORING IN ROCK: unless otherwise specified for in situ tests in boreholes, drill rock by rotary coring methods to obtain cores of not less than 76 mm diameter.

2055 BORING METHOD - BORING IN ROCK: use of rotary percussion method of drilling (down the hole hammer) will only be allowed with the approval of the Engineer.

2071 BORING METHOD - DRILLING FLUID: drilling fluid is normally to be fresh water in order not to contaminate the soil and affect the results of insitu permeability tests. A mixture of water and bentonite may be allowed, subject to the Engineers approval, if there is difficulty in keeping borehole sides stable. Where the presence of collapsible soils is suspected, air drilling shall be used to maintain the natural moisture content of the samples. Use of air or air entrained foam or other fluids will be allowed only with the approved of the Engineer or when it is the only means to obtain good quality samples (refer to Clause 2272).

2101 BORING THROUGH OBSTRUCTIONS: if an obstruction is encountered which prevents further progress in boring by shell and auger or rotary power auger, attempt to break through the obstruction by chiselling. If size or composition of obstruction is such that little or no progress is made by chiselling, inform the Engineer and if instructed use rotary coring methods to drill through and obtain cores of the obstruction not less than 100 mm diameter.

2102 BORING THROUGH OBSTRUCTIONS: if boring shows that the obstruction is bedrock, continue rotary core drilling to depth and diameter required by the Engineer to prove continuity and engineering characteristics of formation.

2103 BORING THROUGH OBSTRUCTIONS: if boring shows that the obstruction is boulder, ledge of rock or other object underlain by soil, inform and agree with the Engineer the use of one of the following lines of action: chisel out the cored borehole through the obstruction sufficient to allow shell and auger boring, in situ sampling and testing to continue below the obstruction continue boring by rotary core drilling to required depth and diameter of borehole and agree with the Engineer as to whether or not it is necessary to obtain undisturbed samples of soils in a nearby borehole at levels beneath the obstruction abandon borehole and drill another one nearby to obtain necessary samples.

2151 GROUNDWATER OBSERVATIONS: When groundwater is encountered in a borehole immediately cease boring and observe and record by means of a dipmeter / water level meter any movement in level of groundwater. Cease boring for half an hour at the end of which period again record water level. Obtain the Engineer's instructions and, if required by him, install standpipe or piezometer as specified on completion of borehole.

2152 GROUNDWATER OBSERVATIONS: Observe and record changes in water level in deeper aquifers. Make records of groundwater levels as specified and refer to datum used for the work.

2153 GROUNDWATER OBSERVATIONS: If casing is used and this forms a seal against entry of groundwater, record depth at which no further entry or only insignificant infiltration of water occurs.

2154 GROUNDWATER OBSERVATIONS: If it is necessary to add water to the borehole to facilitate boring, use sparingly and not in such a manner as to prevent accurate observation of groundwater conditions in the borehole.

2155 GROUNDWATER OBSERVATIONS: Install standpipes in bore-holes to the numbers and depths required by the Engineer. Standpipe is to comprise a rigid polyvinyl chloride or galvanised iron pipe 45 mm minimum diameter having at its lower end an approved porous filter element or alternatively perforated for a length of at least 500 mm. Surround filter or bottom of pipe with sand or sand and gravel mix graded to prevent entry of soil particles into pipe. Place layer of graded mix in bottom of borehole prior to lowering stand-pipe. Place sand or sand and gravel mix in position before withdrawing borehole casing. Provide screwed cap to top of standpipe which is not to be less than 150 mm below ground level. Protect cap with short length of 150 mm diameter pipe set vertically with upper end covered by paving slab set flush with ground surface.

Drop a plug of stiff bentonite in the form of balls down borehole and carefully tamp into place and follow by pumping down bentonite - cement grout to fill borehole to a level of at least 0.5 m above filter or as instructed by the Engineer. When instructed by the Engineer also form a plug of bentonite - cement mix of stiff plastic consistency and carefully tamp into place below level of standpipe to form seal against upward flow of groundwater into standpipe from a deeper aquifer.

2157 GROUNDWATER OBSERVATIONS: During the period of the work take daily readings of water levels in all standpipes by means of a dipmeter / water level meter or, if so directed, at more frequent intervals. When directed by the Engineer return to the site at intervals to make additional water level readings.

2201 SOIL SAMPLING - UNDISTURBED SAMPLES: obtain in all cohesive soils or mixed soil having sufficient cohesion at depth intervals of 1m. The 200 mm of soil immediately above the level of soil to be sampled should be removed without the casing being lowered. Carefully clean boreholes before sampling.

2202 SOIL SAMPLING - UNDISTURBED SAMPLES: take samples in seamless sampling tubes not less than 100 mm internal diameter and 450 mm long designed so that samples can be sent to the laboratory without removal. Area ratio of sampling tube is to be less than 15%.

2203 SOIL SAMPLING - UNDISTURBED SAMPLES: oil the sampling tool inside and out. Force tool into soil by jacking or, where this is not possible, by carefully hammer driving. Check distance tool is driven to prevent soil becoming compressed in sampler. Use double tube samplers or piston samplers if these prove to be the only means of obtaining acceptable samples. In soft clays take particular care to avoid disturbance of sample. In hard clays or cemented soils use a Denison sampler or similar.

2204 SOIL SAMPLING - UNDISTURBED SAMPLES: immediately after taking samples from the boreholes remove a 25 mm thick layer from each end and seal ends with a thick coating of paraffin wax or other wax approved by the Engineer. Store the 25 mm thick layers in an airtight container for classification testing. Place a close fitting lid or screwed cap over each sample tube end and make tube airtight. Send samples to the laboratory, suitably packed to prevent damage or disturbance. Number and label each tube so that sample can be identified giving borehole, soil stratum, depth at which it was taken and date.

2271 CORING: continuous cores of all cemented material are to be recovered, great care being taken to obtain good recovery of weakly cemented material. Core barrel is to be fitted with coring bit most suited to formations being drilled and which yields best recovery.

2272 CORING: for coring in marl or other material that may be sensitive to water, compressed air shall be used as drilling fluid to obtain good samples.

2273 CORING: coring runs are to be limited to not more than 2 m. However, if core recovery is less than 80% the run is to be reduced until an acceptable recovery for subsurface conditions is obtained, as approved by the Engineer.

2301 ROCK SAMPLING - ROTARY CORING METHODS: where boreholes are bored using rotary coring methods, extract rock cores of not less than 76 mm diameter, unless otherwise directed by the Engineer. After being brought to the surface remove core from core barrel by methods designed to cause least possible further disturbance.

2302 ROCK SAMPLING - ROTARY CORING METHODS: where split inner core barrels are not in use extract core by steadily applied pressure. Extraction by means of hammering the barrel or explosive extrusion under high air pressure or water pressures will not be permitted. After extrusion place core in a purpose made core box.

2303 ROCK SAMPLING - ROTARY CORING METHODS: adequately preserve cores and log. Photograph weak rock cores and those subject to disintegration on recovery.

2402 ROCK SAMPLING - PLACING CORES IN BOXES: paint the depth of the top and bottom of the total core and separate core runs on blocks of wood or other material approved by the Engineer made to fit between dividing slots.

2403 ROCK SAMPLING - PLACING CORES IN BOXES: in order that zones of core loss can be readily identified insert wooden dowels cut to appropriate lengths and suitably identified either in sections where loss occurred or at base of particular core runs.

2404 ROCK SAMPLING - PLACING CORES IN BOXES: first seal with aluminium foil and subsequently cover with wax, sections of core which are weak and friable, formed of rocks or soils which are likely to dry out or otherwise alter in nature with time, before placing in core box.

IN SITU TESTING

3101 STANDARD PENETRATION TEST: This test is to be performed at 1.0 m intervals in the top 5 m and at intervals of 1.5 m and at the change of each stratum thereafter. If gravely soil is encountered the standard penetration tool is to be fitted with a cone at its tip and test carried out as normal. Standard penetration test sampler is to have internal diameter of 35 mm and external diameter of 50 mm and is to be driven with a 63.5 kg hammer dropped 0.76 m. Hammer is to be dropped using free-drop trigger release mechanism allowing control of the 0.76 m drop. Bottom of casing is to be stopped at test level and borehole cleaned down to bottom of casing and test is to start from that level down. Casing is not to be lowered during performance of the standard penetration test.

3102 STANDARD PENETRATION TEST: This test is to be performed to ASTM D 1586. Notwithstanding all precautions specified to avoid carrying out test in loosened soil, there is good reason to believe that unrealistically low results are being obtained or soil flows into borehole so fast as to prevent test being carried out, report to the Engineer and obtain his instruction regarding whether an alternative test is to be undertaken.

3151 STATIC (DUTCH) CONE PENETRATION TEST - APPARATUS: Penetrometer for static cone penetration test is to consist of a rod with cone and sleeve which surrounds rod so arranged that both cone and sleeve can be advanced together or independently of each other. Alternatively the cone is to be fixed to the end of a hollow rod without means of independent movement. Cone is to have apex angle of 60 degrees and cross-sectional area of 0.01 m2. Mantle is to be provided above cone.

3202 STATIC (DUTCH) CONE PENETRATION TEST - OPERATION OF APPARATUS: Carry out tests at convenient intervals generally not exceeding 250 mm until required depth of penetration has been reached.

3203 STATIC (DUTCH) CONE PENETRATION TEST - OPERATION OF APPARATUS: If progress becomes impossible before specified depth has been reached, drill a borehole to level where progress ceased and continue test from bottom of this borehole or successive boreholes drilled in like manner until specified depth has been reached.

3251 STATIC (DUTCH) CONE PENETRATION TEST - RESULTS OF TESTS: to be presented in the form of three graphs: combined penetration resistance of cone and sleeve plotted against depth penetration resistance of cone plotted against depth penetration resistance of sleeve plotted against depth. Provide an interpretation of results if instructed.

3401 PRESSUREMETER TEST: Ensure that pressuremeter tests are carried out by those competent in the testing technique and its interpretation. Method used should conform to ASTM D 4719-87 (1994).

3403 PRESSUREMETER TEST: Make tests in boreholes as directed by the Engineer after results of preliminary boreholes are available. The basis of calculation used in determining the above parameters should be submitted and approved prior to submission of final results.

3801 IN SITU PERMEABILITY TEST - CONSTANT HEAD TEST: Carry out constant head test as directed by the Engineer during sinking of boreholes. After reaching the level of a pervious stratum in which a test is to be made continue boring until penetration into stratum is not less than five times internal diameter of casing being used. Clean out borehole just to bottom of casing. If casing is below level of groundwater keep it full of water during cleaning and withdrawal of tools so that soil does not squeeze into it.

3802 IN SITU PERMEABILITY TEST - CONSTANT HEAD TEST: Discharge a metered supply of fresh clean water into the borehole. Water is to be free from silt or clay particles to avoid possibility of interstices of test section becoming plugged. If necessary free the water of foreign matter either by means of filtration or by use of settlement tanks.

3803 IN SITU PERMEABILITY TEST - CONSTANT HEAD TEST: Where practicable the temperature of added water is to be higher than that of the groundwater to preclude creation of air bubbles in ground which might greatly reduce acceptance of water.

3804 IN SITU PERMEABILITY TEST - CONSTANT HEAD TEST: In gravity tests adjust rate of flow of water supplied to borehole so that water level remains constant against a mark inside borehole casing near top. If it is impossible to maintain water level a constant rate of flow producing a fluctuation of no more than 75 mm above and below the mark during a period of five minutes will be accepted. 3902 IN SITU PERMEABILITY TEST - FALLING HEAD TEST: If it is impossible to lower water level in borehole either because soil is too permeable or because it flows into casing carry out a pouring in test instead. In this test pour water into borehole until casing is full. Record water level at intervals until equilibrium position is reached.

3903 IN SITU PERMEABILITY TEST - FALLING HEAD TEST: Normally record the water level in the borehole at five minute intervals for the first hour, fifteen minute intervals for the second hour and a final reading after a suitable time to be decided by the Engineer but not less than four hours. Measure water level with a battery operated indicator or similar approved instrument. Take reasonable precautions to prevent ingress of water into hole during test period.

The rules contained in this Method of Measurement apply equally to both proposed and executed works.

1.02

Unless the term metre, used in this Method of Measurement, is preceded by the words square or cubic it is deemed to be linear.

2.

Quantities

2.01

Work is measured net except where otherwise stated in a measurement rule applicable to the work.

2.02

Dimensions used in calculating quantities are taken to the nearest 10 mm (i.e. 5 mm and over is regarded as 10 mm and less than 5 mm is disregarded).

2.03

Quantities are given to the nearest whole unit except that any quantity less than one unit is given as one unit.

3.

Descriptions

3.01

Unless otherwise stated in Bill of Quantities or herein, the costs of the following are deemed to be included with the work, as applicable. Work is deemed to include: bringing to and providing on-site all Contractors Equipment and temporary works materials necessary to undertake the Works, carrying out enabling tasks and providing all temporary works and services necessary to commence, perform and complete the Works, demobilising the site upon completion of the Works, including but not limited to: removing from site all Contractors Equipment and temporary works materials, clearing and removing from the site all Contractors rubbish, debris and surplus excavated material, and reinstating and restoring the site to its original condition.

2.

Drilling and Coring.

2.01

Moving and setting up drilling rig at borehole locations is enumerated.

2.02

Work is deemed to include: accessing borehole locations, setting out borehole locations and providing coordinates, excavating exploratory pits to determine the existence or otherwise of any underground services, utilities or structures at, or in the vicinity of borehole locations, backfilling exploratory pits, erecting drilling rig and equipment at borehole locations, including but not limited to: assembling, maintaining and adapting as necessary; dismantling upon completion and moving from location to location as required.

Drilling and coring are given in metres. Lengths are measured from the top to the bottom, along the axis of the relevant borehole.

2.05

Work is deemed to include: drilling or coring vertical or inclined boreholes, providing temporary support for sides of boreholes, drilling through any material (except rock), including artificial obstructions, coring through rock, taking both disturbed and undisturbed soil samples and photographs, taking continuous core samples, observing ground water levels and taking ground water samples, carrying out standard penetration, and pocket penetrometer tests, backfilling boreholes upon completion of the work, providing daily records and borehole logs.

Standpipe piezometers are enumerated

Work is deemed to include: installing standpipe equipment, materials, filters, screens and instruments, etc., and maintaining for as long as is required, monitoring water levels at intervals as directed, taking water samples as directed.

D. BILL OF QUANTITIES FOR SUBSURFACE INVESTIGATION PREAMBLES A. The Bill of Quantities is to be read and construed in conjunction with the Drawing(s), the Specification, the Method of Measurement and these Preambles. Headings to groups of items in the Bill of Quantities are to be read as part of the descriptions of the items to which the headings apply. The general and detailed requirements of the Specification are not repeated in the descriptions of the items in the Bill of Quantities, except for the purposes of identification. The Works have been measured in accordance with the rules contained in the Method of Measurement, as applicable to the work, and these Preambles. The quantities stated in the Bill of Quantities are estimated quantities only and are not intended to limit the amount of work to be performed under the Contract. The quantities in the Bill of Quantities, however, shall not be exceeded without the written consent of the Engineer. On completion, all work will be remeasured in accordance with the rules contained in the Method of Measurement and these Preambles, as the actual quantities executed. Where work cannot be fully ascertained or accurately described, or where the quantity of work required cannot be determined it is denoted as PROVISIONAL. Such work is to be carried out only in accordance with the instructions of the Engineer and may, if the Engineer so decides, be omitted entirely. The rates and prices inserted by the Contractor in the Bill of Quantities, are to include for the full cost of the work as described in, or reasonably inferred from the Specification and other Contract Documents.
