Major Guidelines for the program of the 18th Festival First IPM 26 27 March 2013
The World Festival of Youth and students highlights our journey in our international struggle against imperialism. And continues the struggle from years into our common goal by tightening our forces and struggles into a wider festival, under an anti-imperialist slogan for the liberation and freedom of the peoples. The Festival will form an international youth movement, exposing savage nature of imperialism and the determination of the Youth to struggle to overthrow it. Throughout the days of the festival, thousands of youth will express their solidarity, struggle, and resistance towards imperialism aggressions. However defining the main guidelines of the festival will set its anti-imperialist character, and basic ground of discussion among the delegates. Forming a network of solidarity and exchanged experience for a brighter future free of exploitation. On these bases, the proposals below are the basic elements to create a network of events that allows us to have a Festival that accomplishes the above-mentioned goals. In the 2nd IPM the discussion will be on concrete events(titles and goals of each one), which will have as starting point a proposal made by WFDY following the approved elements of the 1st IPM. Finally, in the proposal below there is a guideline to spread the responsibility and involvement of the festival through all participants. The network of the festival will offer the condition for organizations to collectively build a deep proposal of workshops and a more efficient management of the solidarity forums, more connected to the youth struggle in each country and to the problems of youth in the country. Based on the evaluation of the previous festival, the collaboration, common struggle and goal of youth and students will allow a successful movement in the path against imperialism.

Themes of the days:


Arrivals Day 1 Opening Ceremony Day 2 The struggle for Peace, Sovereignty and Solidarity, against Imperialism & America Day Day 3 - Youth Employment and Capitalist Crisis & Middle East Day Day 4- Public, Free and Universal access to Education, Science, Culture and Information & Africa Day Day 5- Democratic rights, Freedoms and Human Rights & Asia Pacific Day Day 6 Environment and Development & Europe Day Day 7 Ecuador Day and Closing Ceremony Departures

On each of the regions day, the main cultural event, at night, should be dedicated to this region and decided by the respective NPCs. The Solidarity Forum should also be dedicated to specific situations of the respective region. The main thematic of the day is general and global and is not dedicated with the region that the day is also dedicated.

1st International Preparatory Meeting for the 18th WFYS South Africa 26-27 March 2013 Day 7 should be dedicated to the hosting country, Ecuador. Ecuador day should be dedicated on the concrete situation of Ecuador youth, culture, history, with activities which allow the delegates to show solidarity and form a wider image of Ecuador. Opening and Closing days: These events launch the beginning of the festival and the mobilization of the delegates. All delegates are involved in these days. Further details should be set later.

Conferences:
1. The struggle for Peace, Sovereignty and Solidarity, against Imperialism Military alliances, foreign military bases and militarism/NATOs global aggressive character Wars, invasions, occupations, and resistance Foreign political, economical and military intervention Struggle for peace the role of youth Struggle for self-determination, independence, and sovereignty Imperialist change of borders Blockades, embargos and sanctions / Economic Terrorism International solidarity and struggle against imperialism Fascism and national chauvinism Religious and Ethnic conflicts as instruments of imperialism IMF, World Bank, WTO, European Union, FTAA, GATS and other imperialist organizations

2. Public, Free and Universal access to Education, Science, Culture and Information The struggle of students for public, free and quality education The struggle of the youth against privatization of education The role of the Young people in the struggle against illiteracy Limiting and using new educational curriculum against the youth Anti-communist, anti-democratic and anti-scientific contents of school books The role of the students movement struggling against imperialism The manipulation of Media and information by imperialism Science and technology Patents and concentration of knowledge Preservation and promotion of the popular culture of each people Access to and production of culture Access to sports

Persecution of democratic, progressive and communist organizations Obstacles to youth struggle and association The role of youth in the struggle towards gender equality Children rights Racial discrimination and xenophobia, racial conflicts The right to Health, as fundamental right Right of Housing The struggle against AIDS patents and illness as business to imperialism Sexual and reproductive rights

Our goal is not to have Conferences, Seminars and Workshops that repeat a specific issue. Also our goal is to avoid the widespread of the delegations in a large number of Conferences and Seminars, but to guarantee the success of a concentrated and focused discussion.

These Conferences are planned to take place on day 2, 3, 4, 5, and 6. For each theme there will be 2 main conferences during the dedicated day from morning to afternoon, discussing two principle aspects of the theme. Other more specified aspects of the daily central theme can be discussed in seminars during the whole period of the festival. One additional conference may regard a different theme or topic. During the Anti-Imperialist court we can have less than three Conferences. The proposal is that for each theme the conferences focus the specified topics. To the 2nd IPM the approved topics will integrate a proposal of Conference and/or Seminar, under a specific slogan. In order to do this NPC of Ecuador and WFDY will try to accommodate all the proposals that the NPCs made during the 1st IPM.

Anti-Imperialist International Court: Denounce of Imperialist crimes against the peoples of the World: Great attention should be given to this event by the NPCs, since it will be one of the most important events of the Festival. We should encourage the participation of young people who are able to denounce concrete facts and proof of imperialist crimes. It should be held during all day in the same venue, during days 5 and 6.

Seminars:
In the seminars, we should find time and room to discuss more concrete aspects of each theme. The Seminars have a smaller dimension than Conferences. And will allow the delegates to share and exchange their experiences. These events will take place during all the days of the Festival excluding the Opening and Closing days.

Regional Clubs:
Regional Cubs (Africa, America, Asia & Pacific, Europe, and Middle East) are going to be situated in the different places in order to create more conditions for more autonomy of discussion and room management. The activities of Regional Clubs are under the responsibility of each region, which should coordinate all logistic elements with NPC of Ecuador. Regional Clubs will be Headquarters of the Workshops of the respective region, and will have the responsibility to coordinate the Solidarity Forum on the theme day of their region. The 2nd IPM will provide the necessary space to gather each region in order to start the discussion on the contents and activities of each Regional Club. The 3rd IPM should conclude all the above-mentioned aspects. There will also be a Club for WFDY, where some activities can be developed.

Workshops: These activities are proposed and organized by the NPCs and organizations, which should discuss inside its Regional Club, each Regional Club will deliver the final proposal to NPC of Ecuador on the 3rd IPM. Workshops should be activities of debate, solidarity and other actions creatively designed. These events will take place during all the days of the Festival excluding the Opening and Closing days, and will be of full responsibility of each Regional Club.

Friendship Fair: Each organization member of each NPC is entitled to specific facilities, in order to have room for a small exhibition and a table for propaganda or other elements. Each Regional Club will coordinate the distribution of organizations inside the available room. Requests for room for each organization must be delivered until the 3rd IPM, through its NPC.

Inter-exchange Social Meetings: 1. Students 2. Trade Union young members 3. Meeting of international anti-imperialist organizations 4. Indigenous young people 5. Youth anti-imperialist press-media 6. Youth discriminated for sexual orientation Inter-exchange Social Meetings will take place between day 2 and day 6. They will allow the exchange of experiences between young people of concrete sectors or realities.

Solidarity Forums: These activities will be organized in accordance with the regional distribution of the theme days. Each region will decide what will be focused on these Forums. Final proposals must be ready by the 3rd IPM.

Cultural and Sport Activities: The NPC of Ecuador is going to present a concrete proposal on Cultural and Sport activities in the 3rd IPM. All proposals on this regard must be submitted to the NPC of Ecuador until the 2nd IPM. Proposals from now of cultural activities: International contest of anti-imperialist photography International exhibition of anti-imperialist short films International contest of anti-imperialist songs International contest of anti-imperialist poetry International Art and Sculpture exhibition Musical bands and cultural events of the organizations

Proposals from now of sports activities: Marathon Running to defeat imperialism! Football competition Biking
